Public office is public trust

Napanganga ako sa mungkahi ni Ombudsman Samuel Martires na dapat  ipakulong ng limang taon ang sino mang media na bubusisi at magkokomentaryo tungkol sa Statement of Assets, Liabilities and Networth (SALN) ng mga government officials at mga empleyado ng gobyerno.

Itinulak ni Martirez sa isang hearing sa Kongreso na amyendahan ang Republic Act No. 6713, or the Code of Conduct and Ethical Standards for Public Officials and Employees upang isara ang accessibility ng mga SALN sa publiko.

Hindi daw alam ng media na batay sa Republic Act 6713 ay hindi sila pinapayagan na mag komento tungkol sa mga SALN.

“Even under the existing provisions of [RA] 6713, they’re not allowed to make any comment. This is what media does not know,” ito ang sinabi ni Martires.

Pero binuklat ko ang tinuran niyang batas at ito ang sinasabi sa RA 6713:

(D) Prohibited acts. – It shall be unlawful for any person to obtain or use any statement filed under this Act for:

(a) any purpose contrary to morals or public policy; or

(b) any commercial purpose other than by news and communications media for dissemination to the general public.

Malinaw ang nasa ilalim ng letrang b na pwedeng ibalita at ipakalat sa general public ang mga nilalaman ng SALN. 

Pero ayon sa sentimyento ni Martirez, kung iulat ko halimbawa na si Congressman Manhik Manaog ay nagkaroon ng mansion sa Brgy. Makulot, Sitio Tralala ngunit hindi ito naka deklara sa kanyang SALN ay ipapakulong na agad niya ako ng limang taon.

Sinasabi sa 1987 Constitution sa Article Xl, Accountability of public officers na public office is public trust. Na lahat ng public officials at employees ay may pananagutan sa mamamayan. Sinasabi din dito na sila ay inaasahang maglilingkod ng may “utmost responsibility, integrity, loyalty, and efficiency; act with patriotism and justice, and lead modest lives.”

Kung isasara ni Martires sa media ang baul ng SALN, tinakpan na rin niya ng buo ang napakaliit na siwang na bantayan para sa malinis na paglilingkod. Bibigyan niya ng mas maluwag na daan ang mga corrupt na public officials na makapagnakaw sa kaban ng bayan ng mas madali at walang pangamba.

Ang nais nyang proteksyunan ay iyong mga dapat ikulong at ang mga dapat nyang protektahan ang gusto nyang ipakulong.

Tila nakalimutan ni Ombudsman Martirez na ang pangunahing papel ng ombusdman at ng kanyang mga deputy ay maging tagapagtanggol ng kapakanan ng mamamayan at tiyakin na naipapasunod ang episyenteng serbisyo ng pamahalaan sa taong bayan. Nakasaad ito sa Section 13, R.A. No. 6770; sa Section 12 Article XI ng 1987 Constitution.

Panay-Guimaras-Negros Bridge, itatayo na

Inihudyat na ang pagtatayo ng matagal ng hinihintay na Panay-Guimaras-Negros Bridge, ang posibleng pinakamahabang inter island bridge project ng Department of Public Works and Highways (DPWH) sa kanlurang Visayas.

Ayon sa DPWH, ang Republic of Korea ay nakahandang magbigay ng pinansyal na tulong sa pamamagitan ng engineering services ng nabanggit na tulay.

Ang ginanap na signing ceremony ay dinaluhan nina Deputy Director Soohhyung Han and Ana Labella of KEXIM Bank, at Project Director Benjamin A. Bautista ng  DPWH UPMO Roads Management Cluster 1 (Bilateral). 

Ang binabalak na tulay sa Region 6 ay magdudugtong sa Panay Island, Guimaras Island at Negros Island. Ito ang inaasahang magiging pinaka mabilis na daan ng kalakalan at turismo patungong Iloilo, Guimaras at Bacolod.

Suspek sa pagpatay kay Los Baños Mayor Caesar Perez, nahuli na

Calamba City.  Inaresto ng Criminal Investigation and Detection Group (CIDG) Regional Field Unit 4A na nakabase sa lungsod na ito ang isa sa mga suspek sa pagpatay kay Los Baños Mayor Caesar Perez.

Ayon sa paunang report ng CIDG, ang dating konsehal ng Los Banos na kinilalang si Norvin Tamisin ay dinakip ng mga miyembro ng CIDG Batangas, CIDG Laguna at CIDG Baguio noong Nobyembre 2, 2021, bandang 5:01 ng hapon sa Baguio City.

Si Tamisin ay suspek sa pagpatay kay Perez na binaril habang nasa loob ng municipal hall ng nabanggit na bayan noong 2020. Sinampahan siya ng kaso ng special task force ng kasong murder kasama ang isa pang suspek na nagngangalang Glenn Arieta.

Ang suspek ay inaresto sa isang hideout sa Bareng Drive Bakakeng Sur, Brgy. Bakakeng, Baguio City sa bisa ng warrant of arrest na inisyu ni Judge Rene Deveza Natividad ng RTC Branch 107, Los Baños, Laguna sa kasong murder na walang rekomendasyon na magpiyansa.

Si dating Konsehal Tamisin na kasalukuyang nasa poder ng Batangas CIDG ay ika anim sa listahan ng most wanted person sa buong Calabarzon.

Matatandaan na noong Disyembre 3, 2020, dalawang beses na binaril sa ulo si Perez ng isang hindi nakilalang lalaki habang naglalakad sa bulwagan ng munisipyo ng Los Baños. Naisugod pa sa ospital ang mayor ngunit habang daan ay binawian ito ng buhay.

Nauna sa insidente, ang napatay na mayor ay inakusahan ni Pangulong Rodrigo Duterte na sangkot sa ilegal na droga. Noong 2017, ang jurisdiction ni Perez sa lokal na pulisya ay inalis dahil sa alegasyon ng pagkakasangkot nito sa illegal drug trade.

Ganon pa man, itinanggi ni Perez ang mga bintang sa isang panayam sa kanya sa telebisyon noong 2019. Ayon sa kanya, ang nabanggit na kontrobersya ay “politically motivated” at diumano ang pagkakabilang nya sa narco list ni Pangulong Duterte ay kagagawan lamang ng mga kalaban niya sa pulitika.

Powerhouse ng Occidental Mindoro, inilunsad

San Jose, Occidental Mindoro. Inilunsad sa bayang ito ang pangkat “Pamilya Tayo” na kinabibilangan ni Sonny Javier bilang kandidatong vice mayor nito. 

“Ang Team Pamilya Tayo ay makikinig sa mga mungkahi at daing ng aming mga kababayan tungo sa tunay na pag unlad ng antas ng pamumuhay at para sa malinis na pamamahala. Makakaasa po ang lahat na kami ay maglilingkod ng buong husay at buong katapatan kung inyo pong pagbibigyan,” ayon sa mensahe ni Javier.

Pinangungunahan ni Atty. Rey Ladaga ang Team Pamilya Tayo bilang kandidatong mayor. Kasama sa tiket ang mga kandidatong konsehal na sina Arnel  Argame, Ariel “Barok” Balmes, Cakki  Cacayurin, Abner Esperanza, Mario Marigmen, Lito “Manok” Mendenilla, Jess Polinar at Maria Fe Villar

Ang nabanggit na grupo ay tatakbo sa ilalim ng partidong Pederalismo ng Dugong Dakilang Samahan (PDDS) sa pangunguna ni two termer at incumbent Occidental Mindoro Governor Ed Gadiano, kasama ang vice gubernatorial bet nitong si Diane Apigo Tayag at si Odie Tarriela bilang kandidatong congressman.

Kasama din sa tiket ang mga panlabang  board member na sina Nathan Cruz, Coco Mendiola, Ramon Quilt, Alex del Valle at Kendi Villaroza.

Malamig na ang dampi ng hangin. Nararamdaman na ang simoy ng kapaskuhan. Pag ganitong Nobyembre ay hinahaplos na tayo ng preskong samyo ng hanging amihan. At dahil malakas na ang hangin galing sa norte, naririnig na natin ang lawiswis ng kawayan.

Ang kawayan ay hindi lang nakapagbibigay ng malinis na hangin. Ayon sa mga pag aaral ay isa rin itong natural disinfectant. Ang tunog ng dahon ng kawayan na hinahampas ng hangin at ang langitngitan ng mga nag uumpugang biyas nito ay lumilikha ng relaxing ambiance na mahusay para sa utak at sa katawan. Higit sa lahat, lubha itong nakakatulong upang maiwasan ang panganib ng soil erosion.

Sa ibang bansa tulad ng Japan, ang bamboo forest ay isang tourist attraction. Dito sa ating bansa marami na ring bamboo forest na matatagpuan sa Baguio, Cebu, Pangasinan at maging sa San Pablo City. 

Taong 2006 ay nakapag simula na rin tayo ng bamboo forest sa Forest Wood Garden sa San Pablo City. Ang mini bamboo forest na ito ay matatagpuan sa paanan ng bundok San Cristobal na nasasakupan ng Brgy. Sta Elena.

Ang puno ng kawayan ay maraming gamit. Mainam na magtanim tayo ng kawayanan sa ating lupang sakahan. Sa panahon ng krisis, mahalagang maging resourceful tayo. Hindi lang ito sangkap sa paggawa ng kubo, kama, upuan, basket, tiklis, gamit sa kusina o gamit sa musika gaya ng Bamboo organ sa Las Pinas. Pediatric vaccine rollout, isinagawa sa Doctors Hospital kaninang umaga

San Pablo City. Binakunahan ang 204 na batang may comorbidities sa San Pablo Doctors Hospital sa lungsod na ito kanina, sang ayon sa direktiba ng Department of Health (DOH) hinggil sa pediatric vaccination rollout na ipapatupad ng mga local government unit sa buong bansa.

Ang nabanggit na pediatric vacciation rollout ay pinamunuan ni Dr. Cristeto Azucena, pangulo ng San Pablo Medical Society, kasama sina Dra.Belen Chumacera, Dra.jennifer Flores, Dr.Teody Celino, at Dra. Rowena Azucena.

Ang mga LGU vaccination sites at mga pribadong ospital ay dumaan muna sa inspeksyon ng DOH bago pinayagan na magsagawa ng pediatric vaccination procedure, ayon kay Secretary Carlito Galvez Jr., chief implementer of the National Task Force (NTF) Against Covid-19.

Kasabay nito, ipinag utos ni PNP Chief General Guillermo Eleazar sa lahat ng police unit sa bansa na makipagtulungan sa mga LGU upang makapag taguyod ng maayos at ligtas na vaccination sites para sa mga batang edad 12 hanggang 17.

“I have tasked police chiefs and unit commanders to maintain close coordination with LGU officials so that they will know what assistance police personnel can provide. Kailangang masiguro na masusunod ang health protocols kung ito ay gagawin sa mga vaccination sites at para hindi ito maging super spreader event (Health protocols must be followed if it will be done in the vaccination sites so that it will not become super spreader event),” ayon kay Eleazar.

Samantala, sinabi naman ni Dr. Azucena na naging maayos ang daloy na 204 na pasyente sa isinagawang bakunahan sa nabanggit na ospital kanina.

10. Shin Megami Tensei V

Shin Megami Tensei V is the 5th entry into the critically acclaimed yet niche Megami Tensei series. Atlus, which found mainstream success through the Persona series, is releasing Shin Megami Tensei V and is considered to be its flagship series.

Those familiar with the Persona series will find the Shin Megami Tensei series much more difficult with a more serious tone than the Persona series. Shin Megami Tensei’s stories usually revolve around Supreme Deities, the fate of the world, and choices based on what is happening in the story.

Definitely get this game if you want a largely unique story and a combat system that will keep you engaged for hours during the holidays.

 9. Pokemon Brilliant Diamond/ Pokemon Shining Pearl

Release date: November 19, 2021

Platform: Nintendo Switch

If you want to re-experience the Nintendo DS classics or just want to scratch that Pokemon itch then this game is for you.  Pokemon Brilliant Diamond/ Pokemon Shining Pearl is the long-awaited remake of the Nintendo DS Diamond and Pearl games. It offers a brand new graphical engine and quality of life improvements.  It’s essentially another Pokemon game for the Nintendo Switch, and what is not to love about that?

For new content, the game features the “Grand Underground”, which is an enhanced version of the “Underground” content from the Nintendo DS games.  A new feature allows you to influence what type of Pokemon can be caught in the “Grand Underground” and makes it easier to find specific Pokemon.

8. The Great Ace Attorney Chronicles

Release Date: July 27,2021

Platforms: Playstation 4/ Playstation 5, Nintendo Switch, PC

The Great Ace Attorney Chronicles is a collection of two games from the Ace Attorney franchise. These two games were originally on the Nintendo 3DS but were never released in the West for unknown reasons. For those not familiar with the Ace Attorney series, the Ace Attorney series features a lawyer named Phoenix Wright who must go through wacky and crazy adventures to prove his client is not guilty. This series is personally one of my favorite franchises because the dialogue and the jokes are top-notch and the scenarios that Phoenix Wright gets into can be absurd at times. You play as Phoenix Wright’s ancestor Ryunosuke Naruhodo as he works with the great Herlock Sholmes to help solve various cases in Victorian-era Britain and Japan. The gameplay is largely the same but with a different cast of characters this time around. Get this game if you want something more on the slower side and if you enjoy reading fun and wonderful dialogue.

7. Monster Hunter Rise

Release Date: March 26, 2021

Platforms: Nintendo Switch (Also reease  coming to PC on January 12, 2022)

Monster Hunter Rise is the brand new entry in the critically acclaimed Monster Hunter series and is the most beginner-friendly game in the franchise and offers a lot to help those new to the series get into the flow of the game. The game is mostly about hunting down monsters and craft armor or weapons out of various monster parts that you get. This kind of flow gets very addicting if you are close to getting that new armor set or weapons that you always wanted to make. The multiplayer in Monster Hunter Rise is fantastic as well which allows you to play with anyone at any time from around the world and the community for this game is amazing that they will always help you out in hunting monsters.

Get this game if you want a game to play with friends where you get to hunt huge monsters and generally have a good time getting stronger in the game and showing off the cool new armor or weapon you have crafted.

6. Monster Hunter Stories 2: Wings of Ruin

Release Date: July 9, 2021

Platforms: Nintendo Switch, PC

Another Monster Hunter game is on the list but this one is different from Monster Hunter Rise. Monster Hunter Stories is a different take on the Monster Hunter series. Instead of hunting down the monsters, you tame them to be your companions and use their abilities to help you fight other monsters or to traverse around the world. It is very similar to Pokemon in concept but the battles and general flow of the game are completely different from Monster Hunter Rise. Instead of an action-based combat system, it uses a turn-based combat system with a simpler Rock-Paper-Scissors style of weakness system than Pokemon.

Definitely pick this game up if you are a fan of the Monster Hunter series or would like to play something much more different than Pokemon this holiday season.

Covid Free San Pablo City, abot kamay na

Nag zero Covid na ang San Pablo City noong Oktubre 30. Sa huling 3 araw ng Oktubre 2021, 6 lang ang naitalang nag positibo sa Covid.  Kagabi. Nobyembre 2, wala na namang naitalang ng positibo. Dahil sa magandang trend na ito ng pagbaba ng mga kaso ay nasisilip ng hindi imposibleng mangyari ang pinapangarap na Active Covid-Free San Pablo City.

Mula sa 913 Active Cases noong September 22 ay 144 na lang ang natitira kagabi. Bunga ito ng bumabang daily attack rate, lumiit na positivity, growth and reproduction number  at mas maraming araw-araw nakakarekober.

Inaasahang sa susunod na mga araw kapag magpapatuloy ang kasalukuyang mababang daily attack rate ay magiging double digit na lamang ang ating active covid cases.

Nangyari ito dahil sa pagtalima ng mayoryang mamamayan ng San Pablo sa mga ipinag uutos, tina tagubilin at ipinatutupad ng lokal na pamahalaan. Hindi maisasakatuparan ng LGU San Pablo ang mga isinagawang pagtatrabaho at pagsasakripisyo kung wala ring ipinamalas na pakikiisa at pagpapakasakit ng kalakhang populasyon ng lungsod.

Mabuhay ang mamamayang San Pableño. Maraming salamat po sa inyong pakikiisa sa programa ng lungsod laban sa Covid-19.

Bukod sa mga taga Barangay Health Emergency Response Team (BHERT), ang buong pwersa ng Lokal na Pamahalaan ay nagsama-sama sa isang hangaring masawata ang kulang kulang dalawang buwang pananalasa ng pandemyang Covid 19. Napakalaking bagay  ang ginawang pagtatanod, paninita at panghuhuli ng mga taga Task Force Disiplina sa mga pasaway at walang pakialam sa panganib ng pandemya; full cooperation ng 80 barangay ng lungsod at local PNP; mga local departments ng City Hall at idagdag na rin ang  lahat na nag boluntaryong mamamayan at private hospitals na matatagpuan dito sa atin.

Marami pong salamat sa lahat ng nagsakripisyong private doctors at nurses at mga health workers ng San Pablo City Health Office at San Pablo City District Hospital gayon din sa team ng Task Force Disipilina sa pangunguna ni Vanessa Titular Reyes at sa masisipag na barangay chairman, barangay tanod at mga miyembro ng BHERT. Naniniwala ako na napakalaki ng inyong naiambag sa pagtawid natin sa mapanghamong krisis na dulot ng Covid-19.

Nagawa ng ibang siyudad sa ibayong dagat na ilang buwang maging active covid free bakit hindi natin matutularan? Nakadanas  tayo ng dalawang araw na ‘Zero Covid Case ano’t hindi kakayanin ang isang buwan na walang bagong kaso ng Covid?

Kayang-kayang gawin lalo’t magpapabakuna na ang natitirang bilang ng mga kababayang ayaw magkaroon ng kapanatagan ng kalooban para sa kaligtasan ng buhay at kalusugan ng kanyang sarili at ng kanyang pamilya.

Retrospection

This pandemic coupled with incessant rain and the noise of politics really sucks. One has to be extra creative to keep the mind and muscles working perfectly.  In my case, after working around the house, I utilized solitude and silence as a tool to reflect on the beautiful things of the past – high school days, courtship, long lost friends, family activities, climbing mountains, strolling on the park, teddy bears and lollipops. 

My favorite group of people outside my family are those who speak my language and who sail with me on the same boat – the local media practitioners. They are the people who are tuned in with me in the same wavelength and who leave an indelible print in my heart.  Allow me to share with you a brief account on how we work and behave as a group.

In the not so distant past, the media practitioners of San Pablo City used to meet regularly by choice beneath the giant Balete Tree (ficus elastica) near the City Capitol. Each had her/his stories to tell to the merriment of everybody.  Though they were not formally organized during that time, they respected each other and voluntarily shared ideas, concepts and news whether good or bad. When one is maligned or criticized by onlookers (miron), somebody from the group will surely come forward to defend him/her either through broadcast or in print.

Since computer, the internet and its so many apps (Google, Facebook, Twitter, Instagram, etc.) were totally foreign to us during that time, we had to content ourselves with manual typewriters, Webster, Miriam and Thesaurus dictionaries, Encyclopedias and World Almanac.  Ruben E. Taningco, our “Local Walking Encyclopedia” was always ready to share his knowledge on practically everything so we can save time scanning books.  During parties or gatherings of the group, the late Nelson Cornista and Tony Valencia would make the whole group turned upside down laughing by rendering a duet off key.

The media group then was like one big happy family sharing views, lending ideas and agreeing to disagree on some vital issues affecting the community.  Respect for each other’s opinion was one of the values they strictly observed.  I treasure the years I was with Publisher Nena E. Mallari of the Herald Group of Publications as a freelance writer because it was during those times that I had the opportunity to work with Dinah M. Carabio (now my publisher) Lilian de la Cruz, Dodie Banzuela and Eric Aquino. 

During my free time as a Court employee, I would be at the house of Daystar Gazette Publisher-Editor Venus P. Funtanilla which is just a stone throw away from our office to partake of anything she prepared for snacks. It was there when we would have some serious brainstorming about political issues affecting the cities which would often culminate beneath our favorite venue – the shade of the Balete tree.  There we would be joined by the late Fiscal Esperidion L. Gajitos, Fiscal Florante G. Gonzales, Eddie “Kulot” Ticzon, Romy “Palasig” Evangelista, Celso Angeles, Boyet Marcelo, Irineo Maranan along with Irene R. Albajera and Cristy T. Villamor.

Later on, Tribune Post Publisher Nani Cortez, Columnist Sandy Belarmino, Ruben Taningco and the rest of the writers-columnists created an interim set of officers and agreed to name the group Seven Lakes Press Corps with Nani Cortez as President.  He remained as such till the day he was called to the bosom of the Father. Some members faded away from the horizon and new sets of writers came in.  Now, Sandy Belarmino holds the position left by Cortez. The rest is history.
