India ramps up electric vehicle push as Asian nations battle air pollution

NEW DELHI, India – India’s capital has launched one of its most ambitious clean transportation initiatives to date, requiring most newly registered vehicles to transition to electric models over the next few years as authorities intensify efforts to curb severe air pollution that has long plagued the city.

Under the Delhi Electric Vehicle Policy 2026, which took effect on July 1, the city government aims to significantly increase electric vehicle adoption through mandatory phased targets, financial incentives, expanded charging infrastructure, and vehicle scrappage programs. The policy is part of a broader strategy to reduce transport-related emissions, which account for roughly a quarter of Delhi’s air pollution.

The policy requires that all newly registered three-wheelers and small commercial trucks be electric beginning in 2027, while newly registered two-wheelers must transition to electric models by 2028. Authorities are also offering residents incentives exceeding US$1,000 to scrap older gasoline and diesel vehicles when purchasing electric replacements.

Officials said the program includes a long-term investment of about US$1.5 billion to accelerate the transition to zero-emission transportation, expand public charging stations, support battery-swapping facilities, and encourage private sector participation in building charging infrastructure.

Delhi, home to nearly 8.7 million registered vehicles, remains one of the world’s most polluted major cities. During winter, pollution levels frequently surge because of vehicle emissions, construction dust, industrial activity, and smoke from crop residue burning in neighboring states. Authorities hope the aggressive EV policy will help improve air quality while reducing greenhouse gas emissions over the long term.

The initiative follows a recent increase in electric vehicle adoption. According to official figures, Delhi recorded more than 10,700 new EV registrations in July, the highest monthly total this year, suggesting growing public acceptance following the rollout of the new policy.

Environmental experts have generally welcomed the initiative but cautioned that success will depend on rapidly expanding charging infrastructure, strengthening the electricity grid, and ensuring that cleaner sources of power supply the growing number of electric vehicles. Some analysts also note that improving public transportation and reducing dependence on private vehicles remain essential to achieving sustained air quality improvements.

Delhi’s strategy reflects a broader regional shift toward cleaner transportation and stricter environmental regulation.

China has become the world’s largest electric vehicle market through purchase incentives, strict fuel economy standards, large-scale investments in charging infrastructure, and policies encouraging electric buses and taxis. Major cities including Shenzhen have already transitioned nearly all public buses to electric power, contributing to significant reductions in urban vehicle emissions.

Singapore combines electronic road pricing, high vehicle ownership taxes, strict emissions standards, and generous incentives for electric vehicles. The city-state also continues expanding its nationwide charging network while promoting extensive public transportation.

South Korea has increased subsidies for electric and hydrogen-powered vehicles, tightened industrial emissions standards, and expanded low-emission zones in major cities such as Seoul to reduce fine particulate pollution.

Japan focuses on fuel-efficient hybrid and electric vehicles, strict automobile emissions regulations, and one of the world’s most reliable public transportation systems, helping keep transportation-related pollution comparatively low despite high urban populations.

Thailand has introduced tax incentives and manufacturing support to become a regional electric vehicle production hub while encouraging EV purchases and expanding charging infrastructure across the country.

The Philippines has pursued a combination of emissions regulation, cleaner fuels, and public transportation modernization to improve air quality. The landmark Clean Air Act of 1999 (Republic Act No. 8749) established national air quality standards, prohibited incineration that emits toxic fumes, and mandated emissions testing for motor vehicles. The government has also implemented the Public Utility Vehicle Modernization Program (PUVMP), which seeks to replace aging jeepneys and buses with vehicles that comply with stricter Euro 4 emission standards or use cleaner technologies.

The Department of Environment and Natural Resources (DENR) and the Department of Transportation (DOTr) have also promoted electric vehicles through the implementation of the Electric Vehicle Industry Development Act (EVIDA), signed into law in 2022. The law encourages the adoption of electric vehicles by providing incentives, expanding charging infrastructure, and requiring portions of government and corporate vehicle fleets to transition to electric models. Meanwhile, cities such as Makati, Quezon City, and Mandaluyong have begun deploying electric buses and e-jeepneys on selected routes.

However, environmental experts note that despite these policies, Metro Manila continues to experience unhealthy air quality due to heavy traffic congestion, aging vehicles, industrial emissions, construction activities, and limited enforcement of emissions regulations. Organizations such as the World Health Organization (WHO) and IQAir have consistently identified air pollution as a major public health concern in the country, underscoring the need for stronger enforcement, expanded mass transit, and wider adoption of clean energy and electric mobility.

Including the Philippines strengthens the regional comparison because it shows that while the country has enacted significant environmental laws and EV policies, implementation and enforcement remain key challenges compared with some neighboring Asian countries.

Across Asia, governments increasingly recognize that reducing air pollution requires a combination of cleaner vehicles, stricter industrial controls, expanded renewable energy, improved public transportation, and stronger environmental enforcement. Experts say no single policy can solve urban air pollution, but coordinated long-term measures have shown measurable improvements in several major cities.
