Inilabas ng Department of Labor and Employment (DOLE) ang guidelines para sa pagkakaloob ng cash aid para sa mga manggagawang apektado ng pagpapatupad ng Alert Level 3 sa maraming lugar, sa pamamagitan ng Covid-19 Adjustment Measures Program (CAMP).
Sa ilalim ng kautusan, tanging ang mga manggagawa sa pribadong sektor sa mga lugar na nasa ilalim ng Alert Level 3 pataas ang sakop ng one-time cash assistance na PHP5,000.
Sa Department Order No. 232 na nilagdaan ni Labor Secretary Silvestre Bello III noong Huwebes, hindi kasama sa programa ang mga empleyado ng gobyerno, mga manggagawa sa sektor ng turismo na nakakakuha na ng tulong mula sa CAMP ng DOLE.
“These guidelines specify the objectives and coverage, program assistance and corresponding requirements, and the procedures concerning the delivery of financial support as means of social protection and welfare for affected workers in the formal sector,” ayon sa DOLE.
Ang CAMP ay isang safety net program na nagbibigay ng isang beses na tulong pinansyal sa mga apektadong manggagawa sa formal sector apektado ng pandemyang Covid-19 at ng mahigpit na pagpapatupad ng quarantine policy sa iba’t ibang lugar sa bansa.
Sinabi ng DOLE na sakop ng cash assistance ang mga empleyado mula sa mga pribadong establisyimento na nagpatupad ng permanent closure, retrenchment, o temporary closure bilang mitigating measures dahil sa Covid-19 pandemic at deklarasyon ng Alert Level 3 o mas mataas pa mula Enero 2022 pataas.
“Affected workers, workers in private establishments whose employment face or suffer interruption due to the Covid-19 pandemic are categorized as; Displaced workers – workers whose employment is permanently terminated by reason of retrenchment or permanent closure of establishment (PC); and Suspended workers – workers whose employment is temporarily suspended by reason of the temporary closure or suspension of operations of the employer’s business establishment (TC),” batay sa order.
Upang maakuha ng cash aid, ang employer o ang mangagawa ay maaaring magsumite ng application online sa link na ito:
Para sa mga apektadong establisyimento, kailangan nilang magsumite ng online na ulat ng TC o PC sa pamamagitan ng DOLE Establishment Reporting System (ERS) na sumasaklaw sa buwan ng Enero 2022 pataas kung ang aplikante ay nasa mga lugar sa ilalim ng Alert Level 3 o mas mataas, pinakabagong payroll o alinman sa mga sumusunod mga alternatibong dokumento na nakasaad sa DOLE Labor Advisory No. 12-A, Series of 2020 na sumasaklaw sa Nobyembre o Disyembre 2021, o Enero 2022 pataas: Proof of payment of wages via logbook o ledger; Employment contract; Cash voucher o petty cash voucher; Authority to debit account na ipinadala ng employer sa bangko para sa sweldo ng mga empleyado; SSS, PhilHealth, at Pag-IBIG Alphalist o list of remittances; o List of employees na may 13th month pay.
Para sa mga apektadong manggagawa/indibidwal, kailangan nilang magsumite ng alinman sa mga sumusunod na kinakailangan sa dokumentaryo: Malinaw na larawan ng kanyang sarili na may hawak na government issued ID; at Duly notarized na patunay ng kawalan ng trabaho (i.e. Certificate of Employment, Notice of Termination, Notarized Affidavit of Termination Employment, o Notice of Temporary Lay-Off) na may nakasaad na petsa.
Ang mga aplikasyon ay susuriin ng DOLE regional office sa loob ng three working days mula sa pagtanggap nito.
