Easterlies magdadala ng ulan, LPA binabantayan ng PAGASA

MAYNILA – Magpapatuloy ang epekto ng easterlies o hanging galing sa Pacific Ocean sa bansa ngayong Miyerkules, ayon sa Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA).

Inaasahan ang maulap na kalangitan na may kalat-kalat na pag-ulan at pagkulog-pagkidlat sa Bicol Region, Eastern Visayas, Central Visayas, Caraga, Northern Mindanao, gayundin sa Aurora at Quezon. Babala ng PAGASA, maaaring magdulot ng flash flood o landslide ang katamtaman hanggang malalakas na buhos ng ulan.

Samantala, ang nalalabing bahagi ng bansa ay makararanas ng bahagyang maulap hanggang maulap na kalangitan na may pulu-pulong pag-ulan o pagkidlat-pagkulog. Pinapayuhan ang publiko na mag-ingat dahil maaari ring magdulot ng pagbaha at pagguho ng lupa ang malalakas na thunderstorm.

Pope Leo denounces ‘inhuman’ treatment of immigrants in the US

VATICAN CITY — Pope Leo on Tuesday issued his strongest rebuke yet of U.S. President Donald Trump’s immigration policies, questioning whether they align with the Catholic Church’s pro-life teachings.

“Someone who says I am against abortion but I am in agreement with the inhuman treatment of immigrants in the United States, I don’t know if that’s pro-life,” the pontiff told journalists outside his residence in Castel Gandolfo.

The Catholic Church maintains that life is sacred from conception until natural death, one of its most fundamental teachings for its 1.4 billion members worldwide.

Leo, the first American-born pope, was responding to a question from a U.S. journalist regarding current U.S. politics.

In response, the White House defended Trump’s policies. “He is keeping his promise to the American people,” spokesperson Abigail Jackson said, emphasizing that the president was elected partly on his pledge to deport criminal illegal aliens.

Leo, elected in May following the death of Pope Francis, has generally adopted a more reserved public style than his predecessor, who often clashed with the Trump administration.

During the exchange, the pontiff was also asked about the Chicago archdiocese’s decision to grant an award to Illinois Senator Dick Durbin, a Democrat who supports abortion rights, a move criticized by conservative Catholics, including several U.S. bishops.

“It is very important to look at the overall work that the Senator has done,” Leo said. “I understand the difficulty and the tensions but I think, as I myself have spoken in the past, it’s important to look at many issues that are related to what is the teaching of the Church.”

The pope further broadened his remarks on the pro-life debate, stating: “Someone who says I am against abortion but says I am in favour of the death penalty is not really pro-life.”

Trump sets deadline for Hamas on Gaza peace plan, pressure mounts from Arab states

WASHINGTON — U.S. President Donald Trump has given Hamas three to four days to respond to a U.S.-backed peace proposal for Gaza, warning of “a very sad end” if the group rejects the plan that he said could bring an end to the two-year conflict.

The 20-point proposal, presented to Hamas on Monday by mediators Qatar and Egypt, was endorsed by Israeli Prime Minister Benjamin Netanyahu during a White House meeting with Trump. It calls for an immediate ceasefire, the exchange of hostages for Palestinian prisoners, a staged Israeli withdrawal from Gaza, the disarmament of Hamas, and the creation of a transitional government under an international body.

Trump told reporters in Washington that Israeli and Arab leaders had already expressed support for the plan. “We’re just waiting for Hamas,” he said, stressing that the group had only a few days to decide. Asked if there was room for further negotiation, Trump replied, “Not much.”

Hamas, which was excluded from the talks that shaped the proposal, has long rejected disarmament. An official close to the group said it would “review it in good faith,” but a Hamas source told Reuters the plan was “completely biased to Israel” and contained “impossible conditions.” A Palestinian official, who requested anonymity, said: “What Trump has proposed is the full adoption of all Israeli conditions, which do not grant the Palestinian people or the residents of the Gaza Strip any legitimate rights.”

Despite this resistance, Hamas faces mounting international pressure. The foreign ministers of Saudi Arabia, Jordan, the United Arab Emirates, Qatar, and Egypt have welcomed the plan, while Turkey announced that its intelligence chief would join mediators in Doha to discuss it.

Reactions in Gaza remain divided. “We want the war to end, but we want the occupation army that killed tens of thousands of us to get out and leave us alone,” said Salah Abu Amr, 60, a father of six from Gaza City. Others expressed doubts about whether Trump or Netanyahu could be trusted to follow through.

The conflict escalated after Hamas-led attacks on October 7, 2023, that killed about 1,200 people in Israel and resulted in 251 hostages being taken into Gaza. In response, Israel launched a large-scale offensive that Gaza health authorities say has killed more than 66,000 people.

Israeli forces advanced further into Gaza City on Tuesday, reaching its center, while warplanes dropped leaflets urging residents to evacuate south. Netanyahu, who is under growing pressure from both Israeli citizens and his far-right coalition partners, reiterated that “the battle against Hamas is decisive and will not end until it is defeated.”

Romualdez at Co, iimbitahan ng Senate Blue Ribbon; tangkang pag-deregister ng choppers ni Co, napigilan

MAYNILA — Iimbitahan ng Senate Blue Ribbon Committee si dating House Speaker Martin Romualdez at dating Ako Bicol party-list congressman Elizaldy “Zaldy” Co upang humarap sa susunod na pagdinig kaugnay ng isinasagawang imbestigasyon, ayon kay Senate President Pro Tempore Panfilo Lacson, chairman ng komite.

Ipinaliwanag ni Lacson na ang pag-anyaya sa dalawang dating kongresista ay magpapatunay na walang pinapanigan ang Blue Ribbon at hindi nito pinoprotektahan ang sinumang personalidad. “Panatilihin natin ang blindfold mentality, ibig sabihin, kung saan tayo dadalhin ng ebidensya ay doon tayo tutungo,” ani Lacson.

Ayon sa senador, si Co ay padadalhan ng invitation letter sa kanyang tirahan ngunit dahil nasa ibang bansa ito, tiyak umanong hindi makakadalo. Kaugnay nito, maglalabas ang komite ng subpoena laban kay Co. Kung hindi pa rin siya sisipot, ipapadala sa kanya ang show cause order at maaari nang isailalim sa contempt, na magreresulta sa pag-isyu ng warrant of arrest.

Choppers ni Co, hindi naipa-deregister

Samantala, ibinunyag ni Department of Public Works and Highways (DPWH) Secretary Vince Dizon na napigilan ng mga awtoridad ang umano’y tangka ng ilang kumpanyang konektado kay Co na i-deregister ang tatlong helikopter na nakarehistro sa kanilang pangalan.

Ayon kay Dizon, ang Civil Aviation Authority of the Philippines (CAAP) mismo ang nakatuklas ng hakbang.
“Posibleng layunin ng pag-deregister na maipagbili ang mga chopper. Hindi kasi maipagbibili ang mga ito nang hindi muna naiaalis sa rehistro,” ani Dizon.

Sa ngayon, naglabas na ng kautusan ang CAAP na lahat ng air assets na natukoy na kaugnay sa mga kumpanya ni Co at ng kanyang kapatid na si Christopher Co ay hindi maaaring i-deregister.

Matatandaan na una nang hiniling ng DPWH sa Anti-Money Laundering Council (AMLC) na i-freeze ang bilyong pisong halaga ng mga air asset na iniuugnay sa pamilya Co.

Magnitude 6.9 na lindol yumanig sa Bogo, Cebu; may mga nasawi, tsunami alert itinaas

BOGO CITY, Cebu — Niyanig ng Magnitude 6.9 ang Bogo City, Cebu bandang 9:59 ng gabi nitong Martes, Setyembre 30, na nagdulot ng pagkasira sa mga gusali at nagresulta sa pagkasawi at pagkasugat, ayon sa Philippine Institute of Volcanology and Seismology (PHIVOLCS).

Ayon sa PHIVOLCS, ang lindol ay tectonic ang pinagmulan at may lalim na 5 kilometro. Makalipas ang 25 minuto, isang Magnitude 5.0 aftershock ang tumama, sinundan ng higit 100 aftershocks hanggang madaling-araw. Ilan sa pinakamalalakas ay magnitude 5.0 at 5.1 na naitala dakong alas-10:24 at alas-10:33 ng gabi.

Sa tala ng PHIVOLCS, Intensity V ang naranasan sa Argao, Cebu; City of Sipalay, Negros Occidental; Lapu-Lapu City; at Tacloban City.
Naitala naman ang Intensity IV sa San Fernando, Cebu; Roxas City, Capiz; Himamaylan, Negros Occidental; ilang bayan ng Sorsogon; Ubay, Bohol; Lawaan, Eastern Samar; Laoang, Northern Samar; Catbalogan, Samar; at Dipolog City, Zamboanga del Norte.
Naramdaman din ang Intensity II hanggang III sa mga bahagi ng Albay, Camarines Sur, Antique at iba pang lalawigan sa Kabisayaan at Bicol.

Batay sa pinakahuling ulat, mahigit 20 katao ang nasawi at hindi bababa sa 37 ang sugatan sa Cebu at karatig na lugar dahil sa pagguho ng mga gusali at pagkasira ng mga tahanan. Sa Bogo at Daanbantayan, ilang bahay, kalsada, at istrukturang pang-simbahan, kabilang ang bahagi ng Archdiocesan Shrine, ang gumuho.

Pumalo na sa  22 katao ang kumpirmadong nasawi sa Bogo City matapos ang pagyanig ng magnitude 6.9 na lindol sa  Cebu kagabi.

SAN PABLO CITY, Laguna — The San Pablo City Water District (SPCWD) joined the Civil Service’s 125th anniversary celebration with the theme “Bawat Kawani, Lingkod Bayani: Puso, Dangal at Galing sa Bayan,” highlighted by a grand program at Amihan Hotel in Brgy. San Jose, San Pablo City.

The event highlighted the unwavering service and dedication of SPCWD employees, headlined by the awarding of the Employee of the Year 2025 to Robert A. Cruz from the Operations Department for his exemplary contributions.

Present during the milestone celebration were members of the SPCWD Board of Directors: Arch. Michael M. Manansala (Chairman), Balbino A. Escueta (Vice-Chairman), Dr. Ubaldo G. Ciabal (Secretary), Romeo B. Race (Treasurer/Member), and Brigida B. Alican (Member). They were joined by the management team led by Engr. Eleuterio D. Amante, General Manager, and Mildred C. Morga, Assistant General Manager, together with department and division managers.

In his anniversary message, Chairman Manansala underscored the true mission of SPCWD, reiterating that it is “not a business, but an endeavor to provide clean and affordable water to San Pableños.” His statement reflected the district’s long-standing commitment to public service and community welfare.

China asserts role in reshaping global order, signals shift at UN speech

UNITED NATIONS – At the United Nations General Assembly on Friday, Chinese Premier Li Qiang made it clear that Beijing intends to play a central role in reshaping global governance, underscoring China’s ambition to influence international norms as the United States adopts a more inward-looking stance under President Donald Trump.

Li told delegates that “a China that bears in mind the greater good of humanity and stands ready to take up responsibilities will bring more positive energy into the world.” While he did not mention the United States directly, his remarks implicitly addressed Washington’s retreat from multilateral institutions and apparent disdain toward the UN.

The premier highlighted China’s pledges to lower tariffs, reduce greenhouse gas emissions, and defend the authority of the UN, portraying Beijing as a reliable partner in turbulent times. “The world has entered a new period of turbulence and transformation,” Li said, criticizing “unilateralism and Cold War mentality” as well as “hegemonism and bullying.” Such terms are frequently used by Chinese officials in reference to U.S. policies.

Experts view the speech as part of Beijing’s broader strategy to advance President Xi Jinping’s “Global Governance Initiative,” introduced earlier this month. Olivia Cheung, lecturer in politics at King’s College London, said: “Li’s speech confirms that China’s foreign policy posture today is firmly anchored in the ambition of turning a Western-dominant world order into one that is much more conducive to Chinese interests, values, and leadership.”

She noted that China now frames its foreign policy with greater coherence and confidence than in 2017, when its proposals for governance reform were less substantive. Cheung added that Beijing seeks to shift the global governance system “so that the rest of the world respects and accepts China’s interest in the way that Beijing defines it.”

Other analysts caution that China’s rhetoric often diverges from its actions. Craig Singleton of the Foundation for Defense of Democracies said: “Premier Li’s remarks leaned heavily on multilateral language, but Beijing’s track record tells a different story. China champions sovereignty at the U.N. while systematically eroding it in practice, from Hong Kong to the South China Sea.”

Ali Wyne, senior adviser at the International Crisis Group, said Beijing does not appear intent on offering a full alternative to the existing system. Instead, China aims to expand influence in select areas and push for new norms reflecting changing geopolitical realities.

In New York a day earlier, Li met with U.S. business leaders and scholars, assuring them that China would “continuously expand market access and increase imports” and provide foreign businesses with “the certainty they need to operate and develop in China.” His message contrasted with the ongoing U.S.-China trade dispute and the Trump administration’s tougher stance on tariffs and multilateral bodies.

Xi and Trump are expected to meet in South Korea later this year at the Asia Pacific Economic Cooperation summit to discuss ways of recalibrating bilateral relations. Li stressed that the two nations “could and should” be partners, quoting Xi’s oft-repeated line: “The Pacific Ocean is vast enough to accommodate both China and the United States, as well as other countries.”

Pinoy kabilang sa nailigtas sa cargo ship na inatake sa Gulf of Aden

MAYNILA — Isang Pilipino ang kabilang sa 19 na tripulante ng barkong Minervagracht na nailigtas matapos itong atakihin gamit ang pampasabog sa Gulf of Aden, ayon sa EU maritime mission na Aspides.

Ayon sa ulat, binubuo ang tripulante ng mga Russian, Ukrainian, Filipino, at Sri Lankan. Isa ang sugatan ngunit nasa stable na kondisyon habang isa pa ang malubhang nasugatan at dinala sa Djibouti para sa agarang gamutan.

Sa panayam, sinabi ni Department of Foreign Affairs (DFA) spokesperson Angelica Escalona na ang Department of Migrant Workers (DMW) ang magsusuri kung kabilang nga ang mga Pilipino sa sakay ng naturang barko.

“The Department of Migrant Workers may verify with manning agencies if Filipinos were part of the crew and ascertain their conditions,” ani Escalona sa GMA News Online. Humihingi rin ng karagdagang impormasyon ang GMA sa DMW ngunit wala pa itong tugon hanggang sa ngayon.

Ayon sa operator ng barko na Spliethoff na nakabase sa Amsterdam, tinamaan ang Dutch-flagged general cargo ship Minervagracht ng isang hindi pa natutukoy na pampasabog habang nasa international waters ng Gulf of Aden. Nagdulot ito ng malubhang pinsala at sunog sa barko, na kasalukuyang naglalayag nang walang direksiyon.

Nangyari ang pagsabog sa layong 128 nautical miles timog-silangan ng port ng Aden, Yemen. “The MV Minervagracht is on fire and adrift,” ayon sa Aspides, na nagsabi ring hindi humiling ng proteksiyon ang barko bago ang insidente.

Zaldy Co nagbitiw bilang kongresista, kinasuhan na ng ICI

MAYNILA — Nagbitiw na si Ako Bicol Party-list Representative Elizaldy “Zaldy” Co bilang miyembro ng House of Representatives sa gitna ng mga kasong isinampa laban sa kanya at ilang opisyal ng Department of Public Works and Highways (DPWH) kaugnay ng kontrobersyal na flood control project sa Oriental Mindoro.

Sa isang Facebook post nitong Lunes, Setyembre 29, ibinahagi ni Co ang kanyang resignation letter na inihain sa tanggapan ni House Speaker Faustino Dy.

“Mabigat man sa aking puso, ako’y nagpaabot ng aking pagbibitiw bilang Kinatawan sa Mababang Kapulu­ngan ng Kongreso,” ani Co.

Dagdag pa niya: “Sa loob ng aking panunungkulan, ­aking sinikap na maging ka­surog (kakampi) ng bawat Pilipino, lalo na ng ating mga kababayan sa Bicol.”

Ayon kay Co, hindi naging madali ang kanyang desisyon ngunit ito ay masusing pinag-isipan para sa kapakanan ng kanyang pamilya at mga taong kanyang pinaglilingkuran. “On the account on real, direct, grave and imminent threat to the lives of my family members and me and the evident denial to the right to due process of law, I am constrained to tender with immediate effect of my irrevocable resignation as a member of House of Representatives,” dagdag pa niya.

Nag-resign siya matapos kanselahin ang kanyang travel clearance at matapos ang sampung araw na palugit na ibinigay ni Speaker Dy upang makabalik siya sa bansa. Una nang pinayagan si Co na makabiyahe sa Estados Unidos para magpagamot sa sakit sa puso, ngunit kinumpirma ng U.S. immigration authorities na wala na siya sa Amerika at napaulat na nasa Spain.

Samantala, pormal nang naghain ng kaso ang Independent Commission for Infrastructure (ICI) sa Office of the Ombudsman laban kay Co, ilang board members ng Sunwest, Inc., at mga opisyal ng DPWH Region IV-B kaugnay ng P290-milyong flood control project sa Naujan, Oriental Mindoro.

Personal na nagtungo sa Ombudsman sina ICI Chair Justice Andy Reyes, dating DPWH Secretary Rogelio Singson, SGV Country Managing Partner Rossana Fajardo, at ICI Executive Director Atty. Brian Hosaka upang isumite ang kanilang interim report at rekomendasyon.

Batay sa imbestigasyon at inspeksyon ng DPWH, natuklasang substandard at kulang sa dokumento ang proyekto.

Kabilang sa mga kasong inirekomenda ng ICI laban kina Co at mga opisyal ay ang paglabag sa Anti-Graft and Corrupt Practices Act, Malversation at Falsification sa ilalim ng Revised Penal Code, Government Procurement Reform Act, at Code of Conduct for Public Officials and Employees.

“We have strong evidence and are confident that the cases will move forward,” ani Hosaka.

Trump gains Netanyahu support for Gaza plan, Hamas response uncertain

WASHINGTON – President Donald Trump secured the backing of Israeli Prime Minister Benjamin Netanyahu on Monday for a U.S.-sponsored peace initiative aimed at ending the nearly two-year war in Gaza, but doubts remain over whether Hamas will accept the plan.

At a joint White House press conference, Trump said they were “beyond very close” to reaching peace in Gaza, but warned Hamas that Israel would have full U.S. support to act if the group rejects the proposal.

The White House released a 20-point plan that includes an immediate ceasefire, a hostage-for-prisoner exchange, staged Israeli withdrawals, Hamas disarmament, and the establishment of a transitional government led by an international body.

Netanyahu voiced support, declaring: “I support your plan to end the war in Gaza, which achieves our war aims. It will bring back to Israel all our hostages, dismantle Hamas’ military capabilities, end its political rule, and ensure that Gaza never again poses a threat to Israel.”

Hamas has yet to issue a formal response. A Hamas official told Reuters: “Hamas hasn’t yet received the plan officially, nothing beyond media publication.” Later, an official briefed on the talks said Qatar and Egypt had shared the document with Hamas, which indicated it would review it “in good faith” before responding.

The proposal envisions a ceasefire followed by the release of remaining hostages within 72 hours in exchange for hundreds of Palestinian prisoners. It also outlines a gradual Israeli withdrawal, a technocratic Palestinian committee to manage day-to-day governance, and an international “board of peace” chaired by Trump, with former British Prime Minister Tony Blair among its members.

Questions remain over issues such as eventual Palestinian statehood, which Netanyahu has firmly rejected, and the role of the Palestinian Authority. The PA welcomed Trump’s efforts and reiterated its readiness to cooperate with the U.S. and partners, according to WAFA news agency.

Trump criticized recent moves by Western nations at the United Nations to recognize Palestinian statehood, calling them an undeserved “prize for Hamas.”

The initiative marks Trump’s latest attempt to push forward a Middle East peace deal after earlier efforts failed to produce results. Netanyahu, facing pressure from hostage families and a weary Israeli public, risks political fallout from far-right members of his coalition if they perceive the plan as too conciliatory.

Steven Cook, senior fellow at the Council on Foreign Relations, said progress is possible but challenges remain. “The Qataris now must put the screws to Hamas and Netanyahu needs to sell to his security cabinet,” he noted.

The war began with Hamas’ October 7, 2023, attack on Israel, which killed about 1,200 people and led to the capture of 251 hostages. Israel says Hamas still holds 48 hostages, including 20 alive. Gaza health authorities report more than 66,000 Palestinians have been killed in Israel’s military response.

Israel launched one of its largest offensives this month, with Netanyahu vowing to eliminate Hamas completely. The fighting has left much of Gaza in ruins, deepening an already severe humanitarian crisis.
