Discaya, umaming bumili ng Rolls Royce dahil nagandahan sa payong

Tukoy na ng Comelec ang 31 campaign donor contractors

MAYNILA. Inamin ni Sarah Discaya sa pagdinig ng Senate Blue Ribbon Committee na bumili siya ng isang Rolls Royce matapos magandahan sa isang payong. Kinumpirma rin niya na mayroon siyang kabuuang 28 luxury vehicles, kabilang ang Rolls Royce, Cadillac, Bentley, at iba pang mamahaling sasakyan na nagkakahalaga ng humigit-kumulang P200 milyon.

Kabilang sa kanyang car collection ang Rolls Royce Cullinan (P42 milyon), Mercedes Benz Maybach (P22 milyon), Bentley Bentayga (P20 milyon), dalawang Cadillac Escalade (tig-P11 milyon), at iba pang high-end vehicles. Samantala, ibinunyag ni Senate Minority Leader Vicente “Tito” Sotto III na dati nang nasangkot ang Frebel Enterprises, isa sa pinagbilhan ni Discaya, sa pag-smuggle ng dalawang Bugatti Chiron sports car sa bansa. Samantala, kinumpirma ng Commission on Elections (Comelec) na umabot na sa 31 contractors ang natukoy nilang nagbigay ng campaign donations sa mga kandidato noong 2022 elections. Sa briefing ng House Committee on Appropriations, sinabi ni Comelec Chairman George Erwin Garcia na hindi muna isasapubliko ang mga pangalan dahil posible umanong hindi proyekto ng gobyerno ang hawak ng ilan sa kanila nang magbigay ng kontribusyon.

Dagdag pa ni Garcia, nakikipag-ugnayan na ang Comelec sa Department of Public Works and Highways (DPWH) upang matukoy kung ang mga naturang contractors ay may hawak na kontrata sa gobyerno bago magsumite ng certificates of candidacy ang mga kandidato.

Ukrainian children begin school year in underground classrooms for safety

BOBRYK, Ukraine. Children in Ukraine started the new academic year on Monday in classrooms built underground to protect them from Russian bombings, a stark reminder of how education has adapted under the shadow of war.

In the village of Bobryk in northern Sumy region, near the front line, an entire school has been relocated to a basement to ensure students can continue learning despite frequent air raid alerts. The move was made two years ago, when alarms sometimes lasted up to 20 hours, forcing classes to stop.

“We must do everything so this generation is not lost,” said school principal Oleksii Korenivskyi. “Time is the only thing you cannot make up. This is our future, and we must give it everything we have.”

The once damp and dark basement of an administrative building has been refurbished with electricity, ventilation, and new flooring. Classrooms are narrow, divided by heavy plastic sheets, with no windows or doors. Despite the conditions, students arrived in traditional embroidered shirts, vyshyvanka, bringing flowers for their teachers to mark the first day of school.

Bobryk, home to about 2,000 residents, has a small school with just over 100 students. About 10 percent have left since Russia’s full-scale invasion began in 2022, with more families preparing to move abroad. For those who remain, underground learning has become routine.

“If you have to choose between online or in the basement, the basement is better,” said 15-year-old student Vlada Mykhailyk, who is set to move to Austria with her younger brother. She admitted she would rather finish school with her friends.

The original school building, an early 20th-century structure, now stands empty. Until conditions improve, lessons will continue underground in two shifts, with shortened breaks due to limited space.

For many of the students, hopes are simple. “We’re here because it’s wartime and there are a lot of sirens,” said 7-year-old Eva Tui, who is beginning her third year underground. Her wish for the school year: “To go back to the classroom. It feels more like home.” Her bigger dream, she added: “For the war to end.”

Dizon ipinag-utos ang mass resignation sa DPWH, Discaya umaming may-ari ng 9 construction firms

MAYNILA. Ipinag-utos ni Pangulong Ferdinand Marcos Jr. kay Department of Public Works and Highways (DPWH) Secretary Vince Dizon na hingin ang courtesy resignation ng lahat ng opisyal ng ahensya mula sa undersecretaries, assistant secretaries, division heads, regional directors at district engineers sa buong bansa.

Ayon kay Dizon, kabilang ito sa direktiba ng Pangulo upang masimulan ang paglilinis sa ahensya na nababalot ng anomalya. “Clean sweep, paglilinis, iyan po ang unang-unang direktiba ng ating Pangulo,” aniya.

Kasabay nito, ipatutupad ang lifetime blacklisting laban sa mga contractor na sangkot sa ghost projects at substandard infrastructure projects. Ayon kay Dizon, wala nang imbestigasyon o proseso, kundi awtomatikong pagbawal sa mga nasabing contractor na lumahok muli, bukod pa sa mga kasong isasampa.

Magtatatag din ang Malacañang ng isang independent commission na mag-iimbestiga sa mga flood control projects at maghahain ng kaso laban sa mga opisyal at contractor na mapatutunayang sangkot sa iregularidad.

Tiniyak ni Dizon na hahanapin ang mga tauhan sa DPWH na nakipagsabwatan sa mga ghost projects. “Meron po sa DPWH na nagpabayad doon. Ang utos ng ating Pangulo, hanapin ‘yon. At tanggalin sa puwesto at kasuhan,” ani Dizon.

Dagdag niya, magsasagawa ng masusing review sa lahat ng personnel upang matukoy ang mga tapat at mahusay na kawani na dapat italaga sa mga sensitibong posisyon.

Samantala, sa hiwalay na pagdinig ng Senate Blue Ribbon Committee, inamin ng kontraktor na si Sarah Discaya na siya ang may-ari ng siyam na construction firms na lumalahok sa parehong bidding para sa mga proyekto ng DPWH.

Kabilang sa mga kumpanyang hawak ni Discaya ang Alpha and Omega General Contractor & Development Corp., St. Gerrard, St. Timothy, St. Matthew, Elite, Amethyst Horizon Builders, YPR General Contractor, Great Pacific Builders, at Way Maker One Person Corp.

Afghanistan earthquake kills more than 800, Taliban appeals for aid

KABUL. A powerful earthquake struck eastern Afghanistan late Sunday, killing at least 812 people and injuring more than 2,800, authorities said, as rescuers struggled to reach remote areas blocked by rough terrain and heavy rain.

The magnitude 6 quake hit at a depth of 10 kilometers around midnight, devastating the provinces of Kunar and Nangarhar. Entire villages were flattened, with mudbrick houses collapsing under the force of the tremor.

“This is Mazar Dara in Nurgal district. The entire village has been destroyed,” one survivor said. “Children and elders are trapped under the rubble. We need urgent help.”

The Taliban administration appealed to the international community for assistance. “We need it because here lots of people lost their lives and houses,” said health ministry spokesperson Sharafat Zaman.

Rescue operations have been hampered by heavy rains, landslides, and blocked roads, according to the United Nations Office for the Coordination of Humanitarian Affairs. Military helicopters have been airlifting the wounded, while residents used makeshift stretchers to carry survivors from the rubble.

The quake razed at least three villages in Kunar, killing 610 people there and 12 in Nangarhar. More casualties are expected as rescue teams reach isolated communities.

Foreign response has been limited. India has sent tents and food supplies, while China expressed readiness to provide disaster relief. The United States extended condolences but has not announced aid.

The disaster comes as Afghanistan faces a severe humanitarian crisis. Since the Taliban seized power in 2021, foreign funding has sharply declined, with humanitarian assistance dropping from $3.8 billion in 2022 to $767 million this year. Aid groups warn that more than half of the population urgently needs help.

Afghanistan is prone to deadly earthquakes, particularly in the Hindu Kush region, where tectonic plates converge. In 2022, a magnitude 6.1 earthquake killed 1,000 people in the east, marking the first major natural disaster faced by the Taliban government.

PAGASA, inaasahan ang hanggang 4 na bagyo ngayong Setyembre

MAYNILA. Inaasahan ng Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) na dalawa hanggang apat na bagyo ang papasok o mabubuo sa Philippine Area of Responsibility (PAR) ngayong Setyembre.

“Ngayong buwan ng September ay posible ang dalawa hanggang sa apat na bagyo ang pumasok o mabuo sa ating PAR, base rin sa ating climate outlook noong nakaraang linggo,” pahayag ni PAGASA weather specialist Veronica Torres sa panayam ng Unang Balita ng GMA Integrated News nitong Lunes.

Sa ulat ng PAGASA, ilan sa mga posibleng bagyo ay maaaring mag-landfall sa Extreme Northern Luzon at Southern Luzon.

“Yung pangatlo naman na ating track ay isang landfalling track. Posibleng ‘yung movement nito generally northwestward pa rin, pero posible itong maglandfall over the Extreme Northern Luzon area towards the area of Hong Kong or mainland China,” paliwanag ni PAGASA weather specialist Daniel James Villamil.

“At sa pang-apat naman na ating track, landfalling track rin ito. Possible landfall over the southern portion of Luzon patungo sa area naman ng Vietnam,” dagdag pa niya.

Sa kasalukuyan, minomonitor ng PAGASA ang isang low pressure area (LPA) na huling namataan 580 kilometro silangan ng Virac, Catanduanes.

Ayon sa PAGASA, mababa ang tsansa nitong maging bagyo sa susunod na 24 oras.

Israel kills Hamas spokesperson as offensive expands in Gaza

DEIR AL-BALAH, Gaza Strip. The Israeli military announced Sunday that it killed the longtime spokesperson for Hamas’ armed wing as the country’s security cabinet met to discuss expanding operations in some of Gaza’s most populated areas.

Israeli Defense Minister Israel Katz identified the spokesperson as Abu Obeida, the nom de guerre of the Hamas Qassam Brigades representative, who was killed over the weekend. Hamas has not yet commented on the claim.

Abu Obeida’s last statement, issued Friday as Israel began the initial stages of its offensive and declared Gaza City a combat zone, said militants would try to protect living hostages but warned that they would remain in areas of fighting. He added that the remains of dead hostages would “disappear forever.”

The Israeli military said the spokesperson, also identified as Hudahaifa Kahlout, had been behind the release of videos showing hostages and footage of the Hamas-led attack that triggered the conflict. Israel reiterated its threat against remaining Hamas leaders abroad.

Israel has targeted numerous Hamas military and political leaders as it seeks to dismantle the group and prevent attacks similar to the October 7, 2023 assault, when militants killed around 1,200 people, mostly civilians, and abducted 251 others in southern Israel.

Fewer than 50 hostages remain in Gaza, and Israeli officials believe about 20 are still alive. Families protested outside the security cabinet meeting, criticizing the government for not discussing a ceasefire. “It is our side that is unwilling to sign a comprehensive deal and is unwilling to end the war and is deciding to sacrifice my child while he is still alive,” said Einav Zangauker, mother of hostage Matan Zangauker.

At least 43 Palestinians were reported killed since Saturday, mostly in Gaza City, according to local hospitals. Shifa Hospital, the territory’s largest, said 29 bodies were brought to its morgue, including 10 people killed while seeking aid. Hospital officials reported 11 additional fatalities from strikes and gunfire. Al-Awda Hospital said seven civilians died while trying to reach humanitarian assistance.

Witnesses said Israeli troops opened fire on crowds in the Netzarim Corridor, an Israeli military zone bisecting Gaza. “We were trying to get food, but we were met with the occupation’s bullets. It’s a death trap,” said Ragheb Abu Lebda, who saw at least three people wounded.

Civilians have also been killed as United Nations humanitarian convoys face overcrowding, looting, and gunfire. The Gaza Humanitarian Foundation reported no incident at its sites on Sunday. Israel’s military did not respond to questions about casualties.

Israel has intensified air strikes on coastal areas of Gaza City, including Rimal, where smoke rose over the city and residents sifted through rubble. The military urged hundreds of thousands of Palestinians to move south, but many remain in place due to exhaustion or doubts about safety. The U.N. reports more than 90% of Gaza’s over 2 million residents have been displaced at least once during the war.

Aid to Gaza City is expected to be reduced, while new infrastructure projects in southern Gaza have raised concerns about forced displacement. Seven more Palestinian adults died from malnutrition-related causes in the past 24 hours, bringing the total adult malnutrition deaths since June to 215. The death toll of children from malnutrition reached 124.

In the largest effort yet to break the Israeli blockade by sea, a flotilla departed Barcelona for Gaza carrying humanitarian aid and activists.

According to Gaza’s Health Ministry, at least 63,371 Palestinians have died during the war, with roughly half being women and children. The ministry is run by Hamas and considered the most reliable source for casualty figures, though Israel disputes the numbers.

Pope Leo urges end to ‘pandemic of arms’ after Minnesota school shooting

VATICAN CITY. Pope Leo, the first U.S.-born leader of the Catholic Church, called for an end to what he described as the “pandemic of arms” following a mass shooting on August 27 at a Catholic school in Minnesota that claimed the lives of two children.

“Our prayers (go) for the victims of the tragic shooting during a school Mass in the American state of Minnesota,” the pope said in English during his weekly address in St. Peter’s Square on Sunday.

“Let us plead God to stop the pandemic of arms large and small, which infects our world,” he added.

Elected in May after the death of Pope Francis, Leo has so far shown a more reserved style, generally avoiding spontaneous remarks and favoring a cautious tone in his public messages.

Sunday’s statement also marked a rare moment when the pope addressed global events in his native English, as he typically delivers official appeals in Italian.

Bonoan nagbitiw, Dizon itinalaga bilang bagong DPWH chief

MAYNILA. Tinanggap ni Pangulong Ferdinand Marcos Jr. ang pagbibitiw ni Public Works and Highways Secretary Manuel Bonoan at itinalaga si Transportation Secretary Vince Dizon bilang bagong pinuno ng Department of Public Works and Highways (DPWH), ayon sa anunsiyo ng Malacañang nitong Linggo.

“President Ferdinand R. Marcos Jr. has accepted the resignation of Public Works and Highways Secretary Manuel M. Bonoan effective 1 September 2025,” nakasaad sa opisyal na pahayag ng Palasyo.

Kasabay nito, ipinag-utos ng Pangulo kay Dizon na magsagawa ng isang “full organizational sweep” sa DPWH upang matiyak na ang pondo ng bayan ay mailalaan lamang sa mga proyektong pang-imprastruktura.

Movie Review: Cumberbatch and Colman lead dark marriage comedy The Roses

Benedict Cumberbatch and Olivia Colman star in The Roses, a dark comedy about a marriage unraveling with both tenderness and venom, directed by Jay Roach and written by Tony McNamara.

The film opens in a therapist’s office, where Theo (Cumberbatch) and Ivy (Colman) trade biting remarks that quickly reveal deep resentment. What begins as marital banter escalates into destructive acts, including hacked businesses, ruined friendships and eventually violence, blurring the line between comedy and tragedy.

The Roses revisits the themes of the 1989 film The War of the Roses, which also depicted a marriage collapsing under hostility. Like its predecessor, the new adaptation struggles with tone, moving from sarcastic quips to attempted murder while trying to retain comedic elements.

Cumberbatch portrays Theo, a successful architect whose career falters just as Ivy, a frustrated chef, opens her own restaurant and finds success. The reversal of roles strains their relationship further, with neither willing to compromise. Supporting performances from Andy Samberg and Kate McKinnon add another layer of marital dysfunction to the story.

Despite witty performances and sharp dialogue, critics note the film’s difficulty in balancing satire with the darker realities of marital breakdown. One standout line from Ivy underscores the film’s emotional core: “You stopped. You’re not supposed to stop.”

The Roses, a Searchlight Pictures release, is rated R for language, sexual content and drug use. The film runs 105 minutes and opens in theaters Friday.
