Israel reviews Hamas proposal for Gaza truce and hostage release

JERUSALEM/CAIRO. Israel is considering Hamas’ response to a proposal for a 60-day ceasefire in Gaza and the release of half of the remaining hostages, Israeli officials said on Tuesday, as diplomatic efforts gained traction amid plans for a new offensive in Gaza City.

The proposal, brokered by Egypt and Qatar with U.S. backing, includes the release of 200 Palestinian prisoners held in Israel, along with an unspecified number of women and minors, in exchange for 10 living and 18 deceased hostages. Hamas has also requested the release of hundreds of other detainees from Gaza, according to officials familiar with the talks.

Israel says 50 hostages remain in Gaza, with 20 still alive. An Israeli political source stressed that the government’s policy remains unchanged. “Israel demands the release of all 50 hostages by the principles established by the cabinet for ending the war. We are in the final decisive stage of Hamas and will not leave any hostages behind,” the source said.

Prime Minister Benjamin Netanyahu is expected to convene discussions on the proposal, with a formal response anticipated in the coming days, a Palestinian source close to the talks said. Qatar’s Ministry of Foreign Affairs spokesperson Majed Al Ansari noted that the truce would include “a pathway to a comprehensive agreement to end the war.”

The plan also calls for a partial withdrawal of Israeli forces, who currently control 75 percent of Gaza, and increased entry of humanitarian aid for the enclave’s 2.2 million residents, many of whom face famine.

Negotiations over a similar U.S.-brokered outline collapsed in late July. While political leaders in Israel weigh the proposal, Defence Minister Israel Katz met military commanders on Tuesday to review plans for a potential ground operation in Gaza City, according to state broadcaster Kan. The plan involves four stages: establishing humanitarian infrastructure in southern Gaza, evacuating Gaza City, encircling it, and advancing with ground forces.

Tens of thousands of Palestinians have fled Gaza City in recent days amid fears of an imminent assault. Gaza health officials reported at least 20 Palestinians killed Tuesday by Israeli airstrikes, tank fire, and gunfire.

At a shelter in Khan Younis, displaced Palestinians expressed uncertainty about the outcome of negotiations. “I expect the same as before, that the occupation will be obstinate and reject the proposal,” said Abdallah Al-Khawaja. But others, like Awad Labde, hoped for a breakthrough. “As a bereaved and displaced member of the Palestinian people, I expect a positive response from Israel,” he said.

Nadiskubre rin na pinalitan ng pekeng plaka ang SUV na ginamit sa krimen. Nahuli ang mag-asawang suspek sa Sison, Pangasinan sa operasyon ng pinagsanib na pwersa ng Dagupan City Police, Provincial Intelligence Unit, Regional Intelligence Unit, Urdaneta City Police, Asingan Police, at Sison Police.

DPWH aminado sa ghost flood projects sa Bulacan

MAYNILA. Inamin ni Department of Public Works and Highways (DPWH) Secretary Manuel Bonoan na mayroong mga “ghost” flood control projects sa ilang bahagi ng Bulacan, kabilang ang Calumpit, Malolos, at Hagonoy.

Sa pagdinig ng Senate Blue Ribbon Committee kahapon, sinabi ni Bonoan na nakatanggap na rin sila ng impormasyon tungkol sa naturang anomalya at kasalukuyang nagsasagawa ng imbestigasyon. Maglalabas din umano ang ahensya ng financial at physical report kaugnay nito.

Ayon kay Senate President Pro Tempore Jinggoy Estrada, isang kumpanyang tinatawag na Wawao Builders ang nasa likod ng ghost projects. Isa ito sa 15 kompanyang tinukoy ni Pangulong Ferdinand Marcos Jr. na nakakuha ng malaking bahagi ng kontrata para sa flood control projects ng gobyerno.

Iginiit naman ni Senate Minority Leader Juan Miguel Zubiri na dapat ilantad ang mga mambabatas na nagsulong ng mga proyektong palpak. “Kaya for three years na wala yung legacy projects ng ating Pangulo… I think ‘wag na tayong mag santo-santo dito. Ilabas na natin yung listahan. Sino ba nag-amend nyan? Tapos depensahan ng Kongresman o Senador sa Luneta kung kaya nyang depensahan,” ani Zubiri.

Tinuligsa rin ni Sen. Erwin Tulfo ang umano’y malaking kickback at komisyon na nakukuha ng ilang tiwaling opisyal at kontratista. “P545.64 billion pesos of flood control. This is nothing less than a grand robbery of our nation. Sa salitang kalye, ‘pagnanakaw to the max’,” aniya.

Dagdag pa ni Tulfo, bago pa man simulan ang proyekto ay hinihingan na ng ilang politiko ng 20 hanggang 25 porsiyentong komisyon ang mga kontratista, dahilan para maging substandard o hindi maisakatuparan ang ilang flood control projects.

Pope Leo XIV holds mass for homeless, shares lunch at Castel Gandolfo

CASTEL GANDOLFO, Italy. Pope Leo XIV marked the final Sunday of his summer retreat by celebrating Mass with refugees, homeless individuals, and the poor, before inviting them to lunch at the papal summer residence.

Hamas agrees to 60 day ceasefire plan with Israel, includes hostage and prisoner exchange

CAIRO. Hamas has accepted a proposal for a 60-day ceasefire with Israel that includes the release of half the hostages held in Gaza in exchange for the freeing of some Palestinian prisoners, an Egyptian official source said Monday.

Senior Hamas official Basem Naim confirmed the group’s approval on Facebook, saying other Palestinian factions had also informed mediators of their support. Israel has yet to issue a formal response, though an Israeli official confirmed that the proposal was received. Egypt and Qatar have mediated the talks with U.S. backing.

The proposal calls for a suspension of Israeli military operations for 60 days and outlines a framework for a comprehensive settlement to the nearly two-year conflict. A source familiar with the talks said the plan closely mirrors an earlier U.S. initiative that Israel has accepted.

The announcement came as Israel continued its military pressure on Gaza City. Witnesses reported Israeli tanks advancing into the Sabra suburb on Monday, while thousands of Palestinians fled eastern areas of the city under heavy bombardment. Israel’s Army Chief of Staff Lieutenant-General Eyal Zamir described the offensive as a “turning point” in the war, focusing on intensified strikes against Hamas.

Prime Minister Benjamin Netanyahu said in a video statement that Hamas is “under immense pressure,” while reiterating that Gaza City remains the group’s last major urban stronghold. Israeli officials have warned that a large-scale ground incursion could endanger hostages believed to still be alive and risk dragging troops into prolonged urban warfare.

Families of hostages voiced concern about the planned offensive. “I’m scared that my son would be hurt,” said Dani Miran, whose son Omri was abducted on October 7.

In Gaza, many Palestinians are urging Hamas to intensify negotiations to avert an assault. Nearly 1,000 families have fled Beit Lahiya, a devastated suburb of Gaza City, in recent days, according to local shelter officials. “There is no life left,” said Mousa Obaid, a displaced resident.

The latest ceasefire talks follow failed negotiations in July, with both sides blaming each other for the collapse. Local officials say more than 61,000 Palestinians have been killed since Israel launched its air and ground campaign in response to the October 7 attack that killed 1,200 people in Israel and saw 251 hostages taken.

U.S. President Donald Trump, in a social media post on Monday, wrote: “We will only see the return of the remaining hostages when Hamas is confronted and destroyed! The sooner this takes place, the better the chances of success will be.”

Naabutan sa akto ang mga suspek, kabilang ang isang alyas “Jay-ar” na umano’y operator ng palaro. Nasamsam mula sa kanila ang isang set ng spider arena, dalawang wooden palette, dalawang spider case na naglalaman ng 13 buhay na gagamba para sa derby, at P11,600 na cash bet.

Nahaharap ang mga suspek sa kasong paglabag sa Presidential Decree 1602 (Illegal Gambling – Spider Derby) at Republic Act 9147 (Wildlife Resources Conservation and Protection Act).

Trump pushes for Putin Zelenskyy meeting, backs security guarantees for Ukraine

WASHINGTON. President Donald Trump said Monday that he has begun preparations for a meeting between Russian President Vladimir Putin and Ukrainian President Volodymyr Zelenskyy to explore a possible path toward ending the war in Ukraine. He also affirmed that the United States would support European-led security guarantees to prevent future Russian aggression once the conflict ends.

The announcement came after Trump, Zelenskyy, and several European leaders wrapped up an extended meeting at the White House. Leaders from Britain, Finland, France, Germany, Italy, the European Commission, and NATO also took part. French President Emmanuel Macron said the “most important” outcome was Washington’s pledge to work with allies on security guarantees for Ukraine.

Trump revealed he had spoken by phone with Putin during the discussions and had “begun the arrangements for a meeting, at a location to be determined, between President Putin and President Zelenskyy.” He added that after the bilateral meeting, he planned to hold a trilateral session with both leaders.

It remains unclear whether Putin has agreed to such talks. Russian state media quoted Kremlin adviser Yuri Ushakov as saying that both leaders “spoke in favor” of continuing negotiations and of possibly raising them to a higher level.

Zelenskyy signaled a willingness to meet without preconditions. “If Russia does not demonstrate a will to meet, then we will ask the United States to act accordingly,” he told reporters. He had previously demanded a ceasefire before any direct talks, but said conditions on either side could stall progress.

NATO Secretary General Mark Rutte warned that if Moscow resists direct negotiations, “the United States plus Europe will do more when it comes to tariffs and sanctions.”

Trump also suggested that issues such as a ceasefire and the status of territories seized by Russia should be resolved in face-to-face talks. This represented a shift from his earlier comments which appeared to lean toward Moscow’s territorial claims after his recent summit with Putin in Alaska.

While Trump stopped short of pledging U.S. troops for Ukraine’s defense, he floated the idea of a “NATO-like” presence under discussion with EU leaders. Zelenskyy said American involvement is critical: “It is important that the United States make a clear signal, namely that they will be among the countries that will help to coordinate and also will participate in security guarantees for Ukraine.”

The Kremlin, however, rejected any idea of a NATO peacekeeping force, with Foreign Ministry spokesperson Maria Zakharova warning it could escalate tensions and cause “unpredictable consequences.”

European leaders voiced cautious optimism. German Chancellor Friedrich Merz called for a ceasefire at the next meeting, while Macron and others urged Trump to press Moscow harder. Trump maintained that a final settlement is “very attainable,” though “all of us would obviously prefer the immediate ceasefire while we work on a lasting peace.”

The developments come amid continued uncertainty over Russia’s intentions and concerns in Europe that Ukraine may be pressured into concessions. Still, both sides acknowledged that Trump’s effort to set up direct talks marks a significant new phase in the search for peace.

Kabilang sa contingent ng Senado sina Senador Ronald “Bato” Dela Rosa, JV Ejercito, Jinggoy Estrada, Bong Go, Rodante Marcoleta, Imee Marcos, Raffy Tulfo, Joel Villanueva, at Mark Villar.

Pansamantalang iniurong ni Senador Alan Peter Cayetano ang kanyang nominasyon upang magbigay-daan sa mas malawak na representasyon ng Senate minority bloc. “I will withdraw for today and then maybe in a day or two, the minority will be able to also, with us, come up with a consensus on the right representation of the 12-member contingent of the Senate, plus of course the Senate president as the chair of the Commission on Appointments,” pahayag niya.

Nagpahayag naman ng pangamba si Senate Minority Leader Vicente “Tito” Sotto III sa naging hakbang ni Senate Majority Leader Joel Villanueva na maghalal ng 10 senador mula sa majority bloc. Aniya, dapat sundin ng Senado ang desisyon ng Korte Suprema hinggil sa party representation. “If this body elects to follow the SC decision on the articles of impeachment, why can’t they follow the decision of the SC when it comes to computation of membership in CA?” dagdag ni Sotto.

Ipinaliwanag naman ni Villanueva na ang alokasyon ay nakabatay sa 80-20 formula para sa majority at minority. “80% of 12 members would be equal to 9.6 members which may be rounded up to 10 members. 20% of 12 members would equal to 2.4 members which rounded out to 2,” ani ng majority leader.

Ayon sa Article 6, Section 18 ng 1987 Constitution, ang CA ay binubuo ng Senate President bilang ex officio chairman, 12 senador, at 12 kinatawan ng Kamara, na hinahalal batay sa proportional representation mula sa political parties at party-list organizations.

Mandato ng CA na aprubahan o tanggihan ang mga appointment na gagawin ng Pangulo, bilang bahagi ng mekanismong “checks and balances” sa pamahalaan.

European leaders set to join Zelenskyy in Trump talks on Ukraine war

KYIV, Ukraine. European and NATO leaders announced Sunday they will stand alongside Ukrainian President Volodymyr Zelenskyy in Washington for talks with U.S. President Donald Trump on efforts to end Russia’s war in Ukraine and secure long-term security guarantees.

Leaders from Britain, France, Germany, Italy, and Finland confirmed they will attend Monday’s White House meeting, after Zelenskyy was excluded from Trump’s summit last week with Russian President Vladimir Putin. The move is seen as an effort to strengthen Zelenskyy’s position, following a tense Oval Office encounter with Trump in February.

French President Emmanuel Macron said European nations have drafted plans to expand training and equipment for Ukraine’s armed forces and are proposing the deployment of an allied force away from the front lines to deter another Russian offensive. “We need a credible format for the Ukrainian army,” Macron said, stressing that Europe and the U.S. must commit to financing and supplying the effort in the long term.

European Commission President Ursula von der Leyen welcomed Trump’s openness to providing “Article 5-like” security guarantees for Ukraine, though Macron noted that the substance of the guarantees would matter more than labels.

Alongside Zelenskyy, the European delegation will include Macron, British Prime Minister Keir Starmer, German Chancellor Friedrich Merz, Italian Premier Giorgia Meloni, Finnish President Alexander Stubb, and NATO Secretary-General Mark Rutte.

Special U.S. envoy Steve Witkoff revealed Sunday that Putin, during his Alaska summit with Trump, had for the first time signaled openness to allowing Ukraine security guarantees resembling NATO’s collective defense clause, calling it “game-changing.”

Analysts, however, warned of risks. Neil Melvin of the Royal United Services Institute said European leaders want to “shape this fast-evolving agenda,” but must avoid appearing to gang up on Trump.

Zelenskyy reiterated that Ukraine’s strongest guarantee remains its own army but emphasized that U.S. and European support is critical to sustaining the fight. He also rejected Trump and Putin’s preference for pursuing a full peace agreement before securing a ceasefire, arguing that Putin has no intention of halting attacks without international pressure.

“It’s impossible to negotiate under the pressure of weapons,” Zelenskyy said. “Putin does not want to stop the killing, but he must do it.”

Fraud audit sa flood control projects sa Bulacan, iniutos ng COA

MAYNILA. Ipinag-utos ng Commission on Audit (COA) ang pagsasagawa ng fraud audit sa mga flood control projects sa Bulacan bilang tugon sa direktiba ni Pangulong Ferdinand R. Marcos Jr. na papanagutin ang mga responsable sa mga pumalpak na proyekto kontra baha sa iba’t ibang bahagi ng bansa.

Ayon kay COA Chairperson Gamaliel A. Cordoba, kinakailangan ang agarang audit dahil sa seryosong isyung binanggit ng Pangulo hinggil sa pagpapatupad ng mga proyekto, partikular sa Bulacan.

Saklaw ng audit ang mga proyekto ng Department of Public Works and Highways (DPWH) sa naturang lalawigan na madalas bahain. Tinatayang umabot sa P44 bilyon ang inilaan ng pamahalaan para rito, na katumbas ng 45% ng kabuuang pondo para sa Region 3 ang pinakamalaking bahagi sa rehiyon.

Sa kabuuan, nakatanggap ang Central Luzon ng P98 bilyon mula Hulyo 1, 2022 hanggang Mayo 30, 2025, na katumbas ng 18% ng P548 bilyong nakalaan para sa flood control projects sa buong bansa.

Inutusan din ni Cordoba ang lahat ng supervising auditor at audit team leader sa mga DPWH District Engineering Office sa Region 3 na agad isumite ang lahat ng kaugnay na dokumento para sa pagsasagawa ng fraud audit.

Nitong nakaraang linggo, personal na nakita ng Pangulo sa kanyang pagbisita sa Calumpit, Bulacan ang isang flood control project sa ilog na idineklarang tapos na ngunit hindi pa pala kumpleto.
