Presyo ng langis muling tataas bukas, Hulyo 15

MAYNILA. Magpapatupad ng dagdag-presyo sa mga produktong petrolyo ang ilang kumpanya ng langis simula bukas, Martes, Hulyo 15, 2025.

Ayon sa anunsyo ng Seaoil Philippines Corp. at Shell Pilipinas Corp., ang presyo ng gasolina ay tataas ng ₱0.70 kada litro, habang ang diesel ay madaragdagan ng ₱1.40 kada litro. Samantala, ang kerosene naman ay magkakaroon ng dagdag na ₱0.80 kada litro.

Epektibo ang bagong presyo simula 6:00 ng umaga bukas.

Batay sa ulat ni Mao dela Cruz ng Super Radyo dzBB, ang nasabing pagtaas ay bunsod ng paggalaw ng presyo ng langis sa pandaigdigang merkado.

Two women killed in Kentucky church shooting, suspect shot dead by police

LEXINGTON, Kentucky. Two women were killed and two others injured in a shooting at a church in Lexington on Sunday, after a suspect wounded a state trooper during a traffic stop and fled the scene, authorities said. The suspect was later shot and killed by police.

According to Lexington Police Chief Lawrence Weathers, the violence began around 11:30 a.m. when a Kentucky State Police trooper was shot during a traffic stop near the city’s airport. The suspect then carjacked a vehicle and drove to Richmond Road Baptist Church, where he opened fire.

The Fayette County Coroner identified the deceased victims as a 72-year-old woman and a 32-year-old woman. Two other individuals were wounded and taken to a local hospital. One remains in critical condition while the other is reported to be in stable condition.

Police said the suspect, whose identity has not been released pending notification of family, was shot dead at the scene by responding officers. Chief Weathers stated that preliminary information suggests the suspect may have had a connection to individuals at the church.

The church, located about 16 miles from the site of the initial traffic stop, is home to a small and close-knit congregation, according to Fayette County Coroner Gary Ginn.

Governor Andy Beshear expressed condolences and gratitude for the swift response by law enforcement, writing on social media, “Please pray for everyone affected by these senseless acts of violence, and let’s give thanks for the swift response by the Lexington Police Department and Kentucky State Police.”

Kentucky Attorney General Russell Coleman also condemned the attack, saying, “Today, violence invaded the Lord’s House. The attack on law enforcement and people of faith in Lexington shocked the entire Commonwealth.”

The investigation into the shootings remains ongoing.

Whistleblower na si ‘Totoy’, ilalantad ang 15 pulis na sangkot sa kaso ng missing sabungeros

MAYNILA. Ihahain ngayong araw ni Julie Patidongan, alyas “Totoy”, ang kanyang sinumpaang salaysay sa National Police Commission (Napolcom) upang pangalanan ang 15 pulis na umano’y sangkot sa kaso ng mga nawawalang sabungeros.

Ayon kay Napolcom Vice Chairman and Executive Officer Atty. Rafael Calinisan, malaking tulong ang isusumiteng affidavit ni Patidongan upang masimulan na ang pormal na imbestigasyon sa kontrobersiyal na kaso.

“Sobrang importante siya,” ani Calinisan. “Una, kasi gugulong na ’yung proseso. Ang pinakaimportante sa lahat ay umandar na, at masyado nang matagal ’yung pag-aantay ng taumbayan. Apat na taon nang naghihintay ng hustisya.”

Bagama’t kasong administratibo ang pangunahing isasampa laban sa mga sangkot na pulis, posible rin umano silang maharap sa mga kasong kriminal depende sa ilalabas na ebidensya.

Target ng Napolcom na tapusin ang imbestigasyon sa loob ng dalawang buwan. Ayon kay Calinisan, mabigat ang mga akusasyong isiniwalat ni Patidongan, kabilang na ang pagkakasangkot umano ng ilang matataas na opisyal ng Philippine National Police (PNP).

“Kung inosente ang mga pulis na ito, absuweltohin natin. Pero kung sila ay guilty, dapat silang managot,” dagdag pa niya.

Nilinaw rin ni Calinisan na saklaw lamang ng kanilang administrative jurisdiction ang mga aktibong pulis. Wala na umano silang kapangyarihan sa mga retirado nang opisyal ng PNP na maaaring sangkot sa kaso.

Sakaling mapatunayang guilty sa grave misconduct, posibleng patawan ang mga pulis ng suspensiyon o tuluyang tanggalin sa serbisyo.

Tiniyak ni Calinisan na ipatutupad ang due process sa lahat ng sangkot upang masiguro ang patas na pagdinig sa bawat panig.

Khmer Rouge sites gain UNESCO world heritage status as symbols of peace

PHNOM PENH. Cambodia commemorated UNESCO’s recognition of three former Khmer Rouge sites as World Heritage locations with ceremonies held nationwide on Sunday, celebrating their transformation from places of atrocity into memorials of peace and reflection.

The recognized sites include the Tuol Sleng Genocide Museum and Choeung Ek Killing Fields in Phnom Penh, as well as the M-13 Prison in Kampong Chhnang province. Officially inscribed as “Cambodian Memorial Sites: From centres of repression to places of peace and reflection” during the UNESCO World Heritage Committee’s 46th session in Paris on Friday, the designation marks a significant milestone for the country.

“This is a model for the world, showing the long struggle of Cambodia, reconciliation, the spirit of national unity, finding justice for the victims and building peace,” said Acting Minister of Culture and Fine Arts Hab Touch during the ceremonies.

The three sites represent Cambodia’s fifth inscription on the UNESCO World Heritage List, but more notably, this is the country’s first nomination related to its modern history. It is also among the first globally to address heritage associated with recent conflict and genocide.

Under the Khmer Rouge regime led by Pol Pot from 1975 to 1979, an estimated 1.7 million to 2.2 million Cambodians perished due to starvation, forced labor, torture, and execution. The Tuol Sleng prison, also known as Security Prison 21 (S-21), detained roughly 15,000 people, nearly all of whom were eventually executed. Today, it serves as a powerful memorial to the genocide.

The designation aims not only to preserve historical memory but also to promote education, reconciliation, and lasting peace in Cambodia and beyond.

MAYNILA. Iniimbestigahan na ng Department of Migrant Workers (DMW) ang ulat na tatlo sa 21 Filipino seafarer na sakay ng MV Eternity C ang napatay sa missile attack ng mga rebeldeng Houthi habang naglalayag sa Red Sea malapit sa Yemen.

Ayon kay DMW Undersecretary Bernard Olalia nitong Hulyo 11, hindi pa kumpirmado ang pagkamatay ng tatlo sa 13 nawawalang seafarer. “We strongly believe that they are still alive because their companions who survived there for more than 48 hours, floating, were rescued, and hopefully, we can also save most of those who are missing,” aniya sa isang news forum.

Dagdag pa niya, iniimbestigahan na ng ahensiya ang testimonya ng walong nasagip na crew member upang matukoy ang aktuwal na bilang ng mga nasawi sa insidente. “They will say that someone died on the ship during the missile attack, and maybe there are missing people whose whereabouts are not yet known,” paliwanag niya.

Patuloy din umano ang koordinasyon ng DMW sa Department of Foreign Affairs at Department of National Defense para sa isinasagawang search and rescue operations sa mga nawawala pang tripulante.

Samantala, kinumpirma naman ng Philippine Embassy sa Israel ang pagkamatay ng isang Filipina caregiver na si Leah Mosquera, 49, matapos ang halos isang buwan sa ospital dahil sa tinamong malulubhang pinsala sa Iranian missile attack sa Rehovot noong Hunyo 15.

Sa pahayag ng embahada na inilabas nitong Linggo, sinabi nilang si Mosquera, tubong Negros Occidental, ay isinugod sa Shamir Medical Center at ilang linggo ring nasa Intensive Care Unit bago pumanaw.

“During this time, she was lovingly cared for by her sister Joy, who also works here in Israel. Joy shared the sad news of her sister’s passing and consented to the release of the information to the public,” ayon sa embahada.

Movie Review: Gunn’s weird and human “Superman” soars with heart and humor

In James Gunn’s Superman, the iconic hero trades stoic perfection for quirky humanity, and the result is a refreshingly offbeat take on the Man of Steel. Known for his eccentric superhero ensembles like Guardians of the Galaxy and The Suicide Squad, Gunn brings the same playful weirdness to DC’s most mainstream character, injecting life into a franchise long plagued by seriousness and sameness.

David Corenswet plays Superman with effortless charm, skipping the traditional origin story and diving straight into a battle-weary Kal-El who’s already embedded in his role as Earth’s protector. From the snowy Fortress of Solitude to the bustling Daily Planet, Superman presents a hero in motion, both literally and emotionally.

Gunn populates this world with vibrant oddballs, none more striking than Anthony Carrigan’s Metamorpho, a disfigured, melancholic figure who represents Gunn’s love for the misfits. There’s also Krypto the Superdog, a recurring visual gag and emotional anchor, whose loyal presence softens even the film’s messiest moments.

Rachel Brosnahan’s Lois Lane nearly steals the show, grounding the story with smart, witty exchanges and ethical challenges that make you wonder if Superman should’ve been titled Lois instead. Her chemistry with Corenswet gives the film its emotional pulse, and whenever she’s offscreen, that heartbeat noticeably fades.

Nicholas Hoult’s Lex Luthor operates from a cold skyscraper HQ, directing chaos through headsets like a villainous Bingo caller. Meanwhile, new additions from the Justice Gang, including Nathan Fillion’s bumbling Green Lantern and Edi Gathegi’s dry-witted Mister Terrific, add comic texture to a film that thrives on character over spectacle.

But Superman isn’t without its stumbles. The movie’s pacing falters as it bounces between pocket universes, global crises, and cosmic rifts, sometimes feeling like too much packed into one narrative. Gunn’s juggling of tones can also be uneven, though his signature visual quirks, like a falling body cross-cut with an Alka-Seltzer fizz, offer moments of unexpected beauty and humor.

Most intriguing is Gunn’s framing of Superman as an alien outsider, a benevolent immigrant viewed with suspicion in a cynical world. It’s a relevant, if lightly handled, subtext that adds depth without dragging down the film’s buoyancy.

In an era of formulaic superhero films, Superman dares to be different, and that makes it a standout. It’s imperfect, yes, but it has a pulse, a personality, and most importantly, a soul. Gunn reminds us that sometimes, a weird Superman is far better than a boring one.

Itinanggi ng PCG na “planted” ang mga sakong narekober sa Taal Lake

MAYNILA. Mariing itinanggi ng Philippine Coast Guard (PCG) na “planted” ang mga sako na natagpuan sa Taal Lake sa gitna ng kanilang search and retrieval operations kaugnay sa kaso ng mga nawawalang sabungeros.

Sa panayam ng Super Radyo dzBB nitong Linggo, sinabi ni PCG spokesperson Captain Noemi Cayabyab na lehitimo ang isinasagawang diving operations bilang bahagi ng opisyal na imbestigasyon.

“Itinatanggi ito ng PCG [na planted lang ang mga nakitang sako sa Taal Lake]. Ang layunin ng bawat diving operations namin ay makapagbigay ng hustisya at katotohanan. Nawa’y mawala ang mga ganitong espekulasyon dahil bawat sisid ng PCG, buhay nila ang nakataya,” ani Cayabyab.

Ayon sa Department of Science and Technology, may sukat na 234 square kilometers ang Taal Lake, siyam na ulit na mas malaki kaysa sa Lungsod ng Maynila, at may lalim na 198 metro, katumbas ng isang gusaling may 60 palapag.

Isa umano sa mga pangunahing hamon ng mga diver ay ang maputik at malabong tubig sa ilalim ng lawa.

“Continue po ang diving operations hanggang may na-retrieve. Naka-depende rin ang tagal ng diving operation sa weather, current, at alert level ng Taal Volcano,” dagdag pa ni Cayabyab.

Kabilang sa mga narekober ng mga diver ng PCG ang limang sako. Dalawa sa mga ito ay hinihinalang may lamang buto, isa ay may sunog na buto, at ang natitirang dalawa ay may lamang mga bato.

“Halos magkakalapit [ang mga sakong nakuha]… halos 20 meters lang. Masinsin ang ating diving operation. We make a good search pattern just to make sure na wala tayong malalagpasan,” paliwanag ni Cayabyab.

Naglabas na rin ng underwater video footage ang Coast Guard upang ipakita ang aktwal na operasyon sa ilalim ng lawa.

Bagama’t pinapayagan pa rin ang paglalayag ng mga watercraft sa Taal Lake, may mga itinalagang security personnel sa mga lugar na saklaw ng imbestigasyon.

Ang naturang operasyon ay isinagawa base sa impormasyon mula sa whistleblower na si Julie “Dondon” Patidongan alyas “Totoy,” na nagsabing patay na ang mga nawawalang sabungero.

Ayon sa ulat, hindi bababa sa 34 na sabungeros ang naitalang nawawala sa iba’t ibang bahagi ng Luzon mula Abril 2021 hanggang Enero 2022. Kabilang sa mga lugar na may kaso ng pagkawala ay ang Laguna, Batangas, Bulacan, Rizal at Maynila. Isang biktima ang kumpirmadong dinukot sa kanyang tahanan.

Trump’s unpredictable tariff moves leave global trade partners scrambling

WASHINGTON. President Donald Trump’s recent string of abrupt tariff decisions is leaving countries around the world confused and frustrated, as they attempt to navigate an increasingly erratic U.S. trade policy landscape.

Over the past week, Trump has threatened to raise taxes on imports from Canada, increase the baseline tariff on global imports, and impose a 50 percent tax on goods from Brazil. On Saturday, he announced new tariffs of 30 percent on two of America’s largest trade partners, the European Union and Mexico.

Former U.S. trade negotiator Wendy Cutler said Trump’s actions reflect a growing level of unpredictability and incoherence in U.S. trade policy. “It’s hard for trading partners to know where they stand with Trump on any given day,” said Cutler, now vice president at the Asia Society Policy Institute.

Canada, despite offering a major concession by dropping a digital services tax on U.S. tech companies, was hit with a sudden tariff increase to 35 percent on Thursday. The announcement came via a letter to Canadian Prime Minister Mark Carney, just weeks before a potential trade deal deadline on July 21.

Trump has also hinted at raising the “baseline” tariff on most imports from the current 10 percent to as much as 20 percent, as a way to fund tax cuts under the “One Big Beautiful Bill” signed on July 4.

The president’s decision to slap a 50 percent tariff on Brazil is being viewed as politically motivated. In a letter to President Luiz Inácio Lula da Silva, Trump accused Brazil of trade violations and defended his ally, former President Jair Bolsonaro, who is facing trial over an attempt to overturn his 2022 election defeat. Contrary to Trump’s claims, U.S. exports to Brazil have exceeded imports for 18 straight years, including a $29 billion surplus in 2024.

Some analysts believe Trump is using tariffs not only for trade leverage but to influence foreign domestic affairs. “Trump seems to view tariffs as an instrument to influence not just other countries’ trade and economic policies but even their domestic legal and political matters,” said Eswar Prasad, a trade policy professor at Cornell University.

Despite limited success in previous efforts, Trump continues to believe in the power of tariffs. His April 2 announcement of a 10 percent baseline tariff and higher “reciprocal” tariffs of up to 50 percent on countries with U.S. trade deficits led to global market volatility, prompting a temporary 90-day suspension of the harsher penalties.

The administration promised “90 deals in 90 days,” but managed only two, with the United Kingdom and Vietnam, before the deadline. Trump has since notified 23 countries that tariffs between 20 and 50 percent will take effect on August 1 unless new agreements are reached.

Chad Bown, senior fellow at the Peterson Institute for International Economics, noted that many nations face domestic constraints that limit their ability to grant U.S. demands. “These just aren’t problems that can easily be solved in a matter of weeks,” he said.

Malaysia, for example, has pledged to buy 30 Boeing planes and offered other concessions, but its trade minister, Zafrul Aziz, warned that some U.S. demands — including changes to halal certification, medical standards, and digital taxation — cross “red lines.”

Still, the U.S. remains a powerful market that most countries cannot ignore. “These countries need the United States,” said Matthew Goodman, director at the Council on Foreign Relations’ Center for Geoeconomic Studies. “They need our market.”

Thailand, facing a looming 36 percent tariff, continues to negotiate, offering increased access for U.S. farm and industrial products.

Meanwhile, Trump has praised the deal with Vietnam, claiming it gives U.S. companies duty-free access while imposing a 20 percent tariff on Vietnamese exports. “It’s extremely one-sided,” said Stephen Miran, chair of Trump’s Council of Economic Advisers.

But as Trump continues to apply pressure, resistance is building. Canada is pursuing trade talks with Southeast Asian nations, and some countries are drawing closer to China to reduce reliance on the U.S. economy.

Some governments may simply wait Trump out, expecting him to settle for symbolic victories. “For Trump, the squeeze is more important than the juice,” said William Reinsch, a former trade official at the Center for Strategic and International Studies. “What’s important to him is winning, the public, visible appearance of winning.”

“The trick for these countries,” he added, “becomes: How do we let him win in a way that allows us to make the least damaging concessions?”

Largest known Martian meteorite on Earth goes to auction in New York

NEW YORK. The largest known piece of Mars ever discovered on Earth is set to go under the hammer at Sotheby’s in New York on Wednesday, with an estimated auction price of $2 million to $4 million.

Weighing 54 pounds (25 kilograms), the Martian meteorite, officially named NWA 16788, will be part of a natural history-themed sale that also includes a juvenile Ceratosaurus nasicornis skeleton. According to Sotheby’s, the meteorite is about 70 percent larger than the second-largest known Martian fragment and represents nearly 7 percent of all Martian material ever found on Earth.

The massive red, brown, and gray rock measures roughly 15 by 11 by 6 inches (375 x 279 x 152 millimeters). Experts believe it was blasted off the surface of Mars by a massive asteroid strike, then traveled approximately 140 million miles (225 million kilometers) before crashing into the Sahara Desert. It was discovered by a meteorite hunter in Niger in November 2023.

“This Martian meteorite is the largest piece of Mars we have ever found by a long shot,” said Cassandra Hatton, Sotheby’s vice chairman for science and natural history. “It’s more than double the size of what we previously thought was the largest piece of Mars.”

Only about 400 Martian meteorites have been identified among the more than 77,000 meteorites recognized on Earth. A small sample of NWA 16788 was sent to a specialized lab, where scientists confirmed its Martian origin based on its chemical makeup, which matched that identified by the Viking space probe in 1976.

The meteorite is classified as an “olivine-microgabbroic shergottite,” a rare type of Martian rock that forms from slowly cooled magma. It has a coarse-grained texture and contains the minerals pyroxene and olivine. Its glassy outer surface suggests it was burned upon entering Earth’s atmosphere, further supporting its extraterrestrial origin. The rock was previously displayed at the Italian Space Agency in Rome. The current owner has not been publicly disclosed.

Also featured in the auction is a juvenile Ceratosaurus skeleton, over 6 feet tall and nearly 11 feet long. The fossil was discovered in 1996 near Laramie, Wyoming, and is estimated to fetch between $4 million and $6 million. It was assembled using nearly 140 fossil bones and sculpted parts by Fossilogic, a Utah-based fossil preparation company.

Believed to date back to the Late Jurassic period around 150 million years ago, Ceratosaurus was a bipedal predator with short arms, similar to Tyrannosaurus rex, though significantly smaller.

The sale is part of Sotheby’s Geek Week 2025, which features 122 lots including meteorites, dinosaur fossils, and gem-quality minerals.

Rebooting San Pablo: Mayor Gapangada leads City’s bold digital transformation

SAN PABLO CITY. The local government of San Pablo City has officially begun laying the groundwork for a comprehensive digital transformation program aimed at overhauling outdated systems and processes, in line with the directive of newly elected Mayor Najie Gapangada.

After two weeks of root cause analysis and focused group discussions, the City Management Information System (CMIS) identified longstanding issues that have hindered the city’s progress in embracing digital change. The most significant finding revealed that technology has long been viewed merely as a back-office tool, not as a vital asset that creates a lasting impact and delivers return on investment.

According to Ferdinand G. Alcos, Division Chief of the Digital Transformation and Smart City Initiative, and Jeremy G. Alcantara, Officer-in-Charge of CMIS, several legacy practices, some dating back more than two decades, remain embedded in city operations. Discussions with the Development Operations (DevOps) team, the Business Permit and Licensing Office (BPLO), and the Land Tax Division revealed deep-seated issues, including departmental silos and outdated or unstreamlined processes.

“Real transformation begins by shifting the mindset, streamlining systems, and breaking away from the old way of doing things,” said Alcos, who emphasized that merely digitizing outdated workflows is not enough.

Alcos noted that while various technology providers had pitched DevOps and Internet of Things (IoT) solutions to the city, most lacked strategic direction. Many did not align with standards set by the Department of Information and Communications Technology (DICT) or global organizations such as the Association of City and Municipal Information Officers (ACIOA) and the Philippine CIO Association (PCIOA). Scalability and long-term vision were often missing from these proposals.

Mayor Gapangada, who has prioritized innovation and modernization in his administration’s agenda, gave clear instructions to begin implementing real change by next year. Under his leadership, the city aims to transition from fragmented and manual systems to an integrated, data-driven governance model.

According to the mayor, digital transformation is not just a trend but a necessity for any local government unit seeking to improve transparency, efficiency, and public service delivery. His vision is to build a modern San Pablo where citizens can access services with ease, where government departments can collaborate through shared digital platforms, and where data can be used to drive smart decision-making.

“A well-digitalized LGU can make government services faster, more transparent, and more responsive to the needs of the people,” Mayor Gapangada said. “We want to eliminate red tape, empower our employees with the right tools, and give the public a seamless experience when dealing with the city government.”

“This is just the beginning. Change is never easy, but it is long overdue, and we’re moving,” added Alcos.

The Digital Transformation and Smart City Initiative will continue to assess existing systems and policies, with the goal of launching scalable, citizen-centric digital solutions in the coming months.

The City Management Information System team, composed of software developers and programmers, together with City Administrator Pamboy Lopez, City Information Officer Rolly Inciong, CMIS Officer-in-Charge Jeremy Alcantara, and Division Chief of the Digital Transformation Ferdinand G. Alcos, spearheads San Pablo’s digital transformation efforts.
