Philippines accuses China of deception over South China Sea ship collision

0

TAIPEI. Tensions in the South China Sea escalated on Monday as a Chinese vessel and a Philippine supply ship collided near the disputed Spratly Islands. China’s coast guard quickly blamed the Philippines for the incident, which Manila vehemently denied, calling the report deceptive.

The collision occurred near the Second Thomas Shoal, a submerged reef in the Spratly Islands. The Philippines asserts that the shoal lies within its internationally recognized exclusive economic zone (EEZ), citing a 2016 international arbitration ruling that invalidated China’s extensive territorial claims in the South China Sea.

According to the Chinese coast guard, the Philippine supply ship entered the waters near the shoal and ignored “China’s repeated solemn warnings,” approaching a Chinese vessel dangerously and unprofessionally, leading to the collision. The coast guard’s statement on WeChat declared, “The Philippines is entirely responsible for this.”

In response, the Philippine military dismissed China’s account as “deceptive and misleading,” maintaining that the incident occurred during a lawful humanitarian mission to resupply the BRP Sierra Madre, a grounded warship serving as a Philippine outpost. The military refrained from discussing operational specifics of the mission at Ayungin Shoal (Second Thomas Shoal).

Philippine Defense Secretary Gilberto Teodoro Jr. criticized China’s actions, stating they “contravene their statements of good faith and decency.” He vowed that the Philippines’ armed forces would resist “China’s dangerous and reckless behavior,” reiterating their commitment to protecting the nation’s territorial integrity and sovereign rights. Teodoro added, “It should now be clear to the international community that China’s actions are the true obstacles to peace and stability in the South China Sea.”

The United States condemned China’s “aggressive, dangerous maneuvers” near the shoal, with U.S. Ambassador to Manila MaryKay Carlson noting that the incident resulted in bodily injury and damage to Philippine vessels. Carlson stated that these actions hindered lawful maritime operations intended to supply essential goods to Philippine personnel within their EEZ.

China’s Foreign Ministry defended its coast guard’s actions as “professional, restrained, reasonable, and lawful,” while not detailing the extent of the damage to either vessel involved in the collision. The ministry also mentioned that two speedboats accompanied the Philippine supply ship, attempting to deliver construction materials and supplies to the BRP Sierra Madre.

The Second Thomas Shoal lies less than 200 nautical miles from the Philippines’ coast, where the BRP Sierra Madre has served as a military outpost since it was deliberately grounded in 1999. The ship remains an actively commissioned military vessel, meaning an attack on it could be considered an act of war by the Philippines.

China has recently enacted a new law authorizing its coast guard to seize foreign ships and detain crews in “China’s territorial waters,” renewing regional tensions. The Philippines, Vietnam, and Taiwan have all rejected this law.

The South China Sea disputes have strained relations in the region and raised concerns of a potential military confrontation involving China and the United States, a treaty ally of the Philippines. While the U.S. holds no territorial claims in the South China Sea, it has pledged to defend the Philippines if its forces, ships, or aircraft are attacked.

Aside from China and the Philippines, the South China Sea is also claimed by Vietnam, Taiwan, Malaysia, and Brunei, making it a significant flashpoint in Asia and a critical element in U.S.-China relations. Indonesia, although not a direct claimant in the Spratlys, has also clashed with Chinese vessels in its nearby waters, asserting its rights in the gas-rich Natuna islands.

Philippines vows to stand against China’s ‘reckless behavior’ in South China Sea

MANILA. The Philippines’ Defence Minister declared on Monday that the country’s armed forces will oppose China’s “dangerous and reckless behaviour” in the contested South China Sea.

“We will exert our utmost in order to fulfill our sworn mandate to protect our territorial integrity, sovereignty, and sovereign rights,” Defence Secretary Gilberto Teodoro stated. His remarks came on a day when China accused a Philippine resupply ship of causing a minor collision in the strategically vital waterway.

Teodoro emphasized that China’s actions “are the true obstacles to peace and stability in the South China Sea.”

The incident highlights the ongoing tensions between Manila and Beijing, which have overlapping claims in the South China Sea. On Monday, both nations exchanged accusations over the collision that occurred during a Philippine resupply mission to the Second Thomas Shoal, an area within the Philippines’ 200-mile exclusive economic zone.

China’s embassy in Manila has not yet responded to a request for comment.

The Second Thomas Shoal, where the collision took place, is a focal point of the broader territorial disputes in the South China Sea, a region rich in natural resources and crucial for international maritime trade. The Philippines’ firm stance underscores the escalating tensions and the potential for conflict in this geopolitically sensitive area.

Netanyahu dissolves war cabinet following key partner’s departure, say Israeli officials

TEL AVIV, Israel. Israeli Prime Minister Benjamin Netanyahu has dissolved the influential War Cabinet, according to Israeli officials on Monday. This decision follows the departure of Benny Gantz, a key member who left the government in frustration over Netanyahu’s handling of the ongoing war in Gaza.

The dissolution of the War Cabinet was anticipated after Gantz, a centrist and former military chief, exited the coalition earlier this month. This move leaves Netanyahu more reliant on his ultranationalist allies, highlighting a significant shift in the government’s dynamics as the eight-month-long conflict continues.

Unnamed officials, who were not authorized to speak to the media, indicated that Netanyahu will now hold smaller forums with select government members to discuss sensitive war-related issues. This includes his security Cabinet, which consists of far-right partners who oppose cease-fire deals and advocate for reoccupying Gaza.

The War Cabinet was established shortly after the October 7 Hamas attack on southern Israel. At that time, Gantz, then an opposition leader, joined forces with Netanyahu in a display of unity, insisting on a small decision-making body to manage the war and marginalize the far-right elements in Netanyahu’s government. The War Cabinet included Gantz, Netanyahu, and Defense Minister Yoav Gallant, and they collectively made critical decisions during the conflict.

The dissolution comes at a crucial juncture as Israel faces pivotal decisions. Both Israel and Hamas are currently considering a cease-fire proposal in exchange for the release of hostages taken during the Hamas attack. Israeli troops remain engaged in the Gaza Strip, fighting in Rafah and other areas of Hamas resistance. Additionally, violence persists between Israel and the Lebanese militant group Hezbollah, with a Biden administration envoy in the region attempting to prevent a broader conflict.

Throughout the war, Netanyahu has had to balance pressures from the United States and global opposition with demands from his coalition partners, including Finance Minister Bezalel Smotrich and National Security Minister Itamar Ben-Gvir. Both ministers have threatened to dismantle the government if Israel proceeds with a cease-fire deal. The current proposal represents the Biden administration’s most focused effort to de-escalate the war, though progress appears slow.

Critics argue that Netanyahu’s decisions during the war have been swayed by the ultranationalists in his government and his desire to maintain power. Netanyahu refutes these claims, asserting that his actions are in the nation’s best interest.

Gantz’s resignation, while not immediately threatening Netanyahu’s leadership, has significantly impacted Israeli politics during a sensitive period. As a respected former military chief, Gantz enhanced Israel’s credibility internationally. He now leads an opposition party in parliament.

Netanyahu’s government, noted as Israel’s most religious and nationalist to date, depends on a coalition of small parties to stay in power. Without Gantz’s support, Netanyahu is expected to become even more reliant on his far-right allies.

Haruki Murakami delighted with animated adaptation of his short stories

TOKYO. Renowned Japanese author Haruki Murakami expressed his joy over the animated adaptation of several of his short stories in the film “Blind Willow, Sleeping Woman,” directed by American filmmaker Pierre Földes. Murakami praised the film and expressed his desire to see more unique interpretations of his work.

The Japanese language version of the 2022 film will be released in Japan on July 26. This marks the first time Murakami’s work has been adapted into an animated film.

After a screening at his alma mater, Waseda University in Tokyo, Murakami joined Földes in a talk session. Despite not being a fan of animated films, Murakami admitted he watched this one twice.

The film is inspired by six of Murakami’s short stories: “Super-Frog Saves Tokyo” and “U.F.O. in Kushiro” from the “After the Quake” collection, written after the 1995 Kobe earthquake, as well as “Birthday Girl,” “Dabchick,” and “The Windup Bird and Tuesday’s Women.”

Set in Tokyo after the March 2011 earthquake, tsunami, and Fukushima nuclear disaster, “Blind Willow, Sleeping Woman” follows three main characters: Katagiri, a lonely banker who teams up with a giant talking frog to save Tokyo from another quake; his unenthusiastic younger colleague; and his wife Kyoko, who, depressed and fixated on earthquake news, leaves him. Through dreams and memories, the characters eventually find peace and a new beginning.

Murakami praised the animated depiction of the intelligent green Frog, voiced by Földes, saying it matched his vision of the character. “What I would like to see is not a mere film version of what I wrote, but something added to it and becoming something new,” Murakami remarked during the talk.

Földes explained his approach: “My approach is to be faithful to my interpretation of things of my inspiration,” a method that resonated with Murakami. The filmmaker mentioned that he didn’t have a definitive plan when selecting the six stories he loved, but the connections between them developed naturally over time, leading to a cohesive narrative.

Murakami’s works have previously inspired several award-winning films, including Ryusuke Hamaguchi’s 2021 “Drive My Car” and Lee Chang-dong’s 2018 thriller “Burning.” Murakami cited these films, along with Földes’ animation, as successful examples of blending his vision with directors’ creativity.

“Making a film based on short stories requires directors’ creativity to add their own materials, which tends to help create an interesting product,” he said, noting that adapting a full-length novel often requires condensing content to fit a two-hour production.

Murakami also mentioned that his non-fiction work “Underground,” based on interviews with people affected by the 1995 Tokyo subway gas attack, would make a fascinating film.

“Blind Willow, Sleeping Woman” has been nominated for Best Animated Film at the 2024 Lumieres Awards.

Axe-wielding attacker shot by Hamburg police at Euro 2024 fan parade

0

FRANKFURT. German police shot an individual who threatened officers with a pickaxe and an incendiary device during a Euro 2024 fan parade in central Hamburg on Sunday. The incident was confirmed by a police post on social media platform X.

A major police operation is currently underway, and the attacker is receiving medical care for their injuries, the post added.

The confrontation took place in the St Pauli district of Hamburg as fans gathered for the Euro 2024 match between Poland and the Netherlands at the Volksparkstadion, scheduled for 3 p.m. (1300 GMT).

Fan marches are a traditional part of the tournament festivities, and a parade for Dutch supporters was held at 12:30 p.m. (1030 GMT), around the time of the incident.

Germany is hosting the month-long Euro 2024 tournament, which kicked off on Friday night.

The incident has raised concerns about security at the tournament, but authorities have assured that they are taking all necessary measures to ensure the safety of fans and participants.

Singapore races to clean up oil slick after boat collision near Sentosa

KUALA LUMPUR, Malaysia. An oil spill caused by a dredger boat colliding with a stationary cargo tanker has blackened parts of Singapore’s southern coastline, including the popular resort island of Sentosa. The incident has sparked concerns over potential threats to marine wildlife, prompting an extensive clean-up operation that was underway on Sunday.

The collision occurred on Friday when the Netherlands-flagged dredger Vox Maxima struck the Singaporean fuel supply ship Marine Honor, damaging the cargo tank and causing oil to leak into the sea.

In a statement released late Saturday, Singapore’s Maritime and Port Authority (MPA) confirmed that the oil leak had been contained. However, due to tidal currents, treated oil has reached the shorelines of Sentosa and other southern islands, impacting a nature reserve and a public beach park. Sentosa, a major tourist destination, is home to one of Singapore’s two casinos, golf courses, and Southeast Asia’s only Universal Studios theme park.

On Sunday, workers in orange suits were seen scooping up sand in a clean-up operation at an empty beach in Sentosa, where black water had washed up on the oil-stained shore.

Authorities have deployed 18 vessels for the clean-up efforts and laid nearly 1,500 meters of containment booms—temporary floating barriers designed to trap the oil spill. “More will be laid over the next few days to prevent further spread of oil onto the shore and facilitate the recovery of the trapped oil off the affected shorelines and lagoons to prevent them from going back to sea,” the MPA statement said.

Conservationists and biologists are closely monitoring the full extent of the damage to marine and wildlife. Local conservation group Marine Stewards reported sightings of dead fish, otters, and kingfishers covered in oil slick.

Sue Ye, founder of Marine Stewards, told the Singapore Straits Times that oil spills “smother and suffocate fish, birds, and marine animals that have to go to the surface for air, such as turtles and dolphins.”

The environmental impact of the spill is still being assessed, and clean-up operations are expected to continue in the coming days to mitigate further damage and restore the affected areas.

Ayon sa kanilang pahayag, “In its order promulgated on June 13, the Energy Regulatory Commission (ERC) ordered all distribution utilities and electric cooperatives in the country, including Meralco, to stagger the collection of charges covering WESM purchases in the May supply month in four (4) equal monthly installments starting this billing month until September 2024.”

Pahayag ng Meralco, “For residential customers consuming 200 kWh, the adjustment is equivalent to a decrease of around P392 in their total electricity bill.”

Gayunpaman, binalaan ng Meralco ang kanilang mga customers na asahan ang mas mataas na generation charges sa susunod na tatlong buwan. Ayon kay Joe Zaldarriaga, Meralco vice president at head of corporate communications, “We would like to advise this early that our customers can expect generation charge to increase in succeeding months as we collect the deferred amounts on staggered basis as result of the recent developments.” Dagdag pa niya, “With these already deferred costs, and the recent order of the ERC to also stagger the collection of WESM charges, around P0.77 per kWh will be added every month to the generation charge in the July to September bills.”

Israel implements daytime fighting pause in Southern Gaza to facilitate humanitarian aid

JERUSALEM. Israel’s military announced on Sunday that it will halt daytime fighting along a route in southern Gaza to facilitate the delivery of humanitarian aid to Palestinians facing a crisis exacerbated by nearly nine months of war.

The “tactical pause” will apply to approximately 12 kilometers (7.4 miles) of road in the Rafah area. While this pause falls short of the complete ceasefire sought by the international community, including Israel’s top ally, the United States, it aims to address the critical needs of Palestinians, which have intensified following Israel’s incursion into Rafah.

The military stated that the pause will begin at 8 a.m. (0500 GMT) and last until 7 p.m. (1600 GMT) daily until further notice. This measure is intended to allow aid trucks to reach the nearby Israel-controlled Kerem Shalom crossing, the main entry point for aid, and safely travel to the Salah a-Din highway, a key north-south route. The crossing has experienced significant delays since Israeli ground troops entered Rafah in early May.

COGAT, the Israeli military body overseeing aid distribution in Gaza, indicated that the route would enhance the flow of aid to other areas of Gaza, including Khan Younis, the coastal region of Muwasi, and central Gaza. Northern Gaza, heavily targeted earlier in the war, is receiving aid through a crossing in the north.

The pause, coinciding with the start of the Eid Al-Adha holiday in Gaza and other Muslim regions, follows discussions with the United Nations and international aid agencies. In response to criticism from ultranationalists in Prime Minister Benjamin Netanyahu’s government, who oppose any halt in the war, the military clarified that fighting will not cease in other parts of southern Gaza, and there are no changes regarding the general entry of aid.

Aid agencies, including the U.N., have not immediately responded to requests for comment. Scott Anderson, the Gaza affairs director for the U.N. agency for Palestinians, expressed hope that the pause would “bring in much-needed aid for the population” during an interview with CNN.

This pause comes as Israel and Hamas consider the latest proposal for a ceasefire, detailed by President Joe Biden in a concentrated diplomatic effort to halt the fighting and secure the release of hostages held by the militant group. While Biden described the proposal as an Israeli initiative, Israel has not fully accepted it, and Hamas has made demands that appear unacceptable to Israel.

Meanwhile, the conflict continues, with Israel announcing the names of 11 soldiers killed in recent attacks in Gaza, including one who died from wounds sustained in an assault last week. This brings the total number of Israeli soldiers killed since the ground invasion began last year to 308. Israeli authorities report that Hamas killed 1,200 people during its October 7 attack and took 250 hostages. Health officials in Hamas-run Gaza report over 37,000 Palestinian deaths in the war.

Israel’s eight-month offensive against Hamas, triggered by the militant group’s October 7 attack, has led to a severe humanitarian crisis in Gaza. The U.N. reports widespread hunger and hundreds of thousands on the brink of famine. The international community has urged Israel to ease the humanitarian situation, noting that ongoing fighting in Rafah complicates aid deliveries.

The Rafah terminal between Gaza and Egypt remains closed since Israel’s incursion, increasing pressure on the region. Hamas’ supreme leader, Ismail Haniyeh, called for more pressure to open Gaza’s border crossings, including Rafah. Egypt has refused to reopen the crossing while Israel controls the Palestinian side.

From May 6 to June 6, the U.N. received an average of 68 aid trucks daily, down from 168 in April and far below the 500 trucks needed, according to the U.N. humanitarian office (OCHA). The flow of aid declined as humanitarian needs grew, with over 1 million displaced Palestinians crowding into southern and central Gaza, living in makeshift camps with inadequate sanitation.

COGAT claims no restrictions on truck entries, stating that over 8,600 trucks of aid and commercial goods entered Gaza from May 2 to June 13, averaging 201 daily. However, much of this aid has stalled at crossings. COGAT spokesman Shimon Freedman blamed the U.N. for logistical issues, particularly a lack of trucks, causing aid to stack up at Kerem Shalom. The U.N. disputes these allegations, citing safety concerns and the need for Israeli military authorization for drivers as factors slowing deliveries.

The new arrangement aims to provide an 11-hour window each day for aid trucks to move in and out of the crossing, reducing the need for coordination. It remains unclear if the military will provide security for the aid trucks traveling along the highway.
