Marcos informs Germany’s Scholz that the ICC lacks jurisdiction to investigate the Philippines

During a bilateral meeting with German Chancellor Olaf Scholz in Berlin on Tuesday, President Ferdinand R. Marcos Jr. reiterated the Philippines’ stance that the International Criminal Court (ICC) lacks jurisdiction over the country, emphasizing its robust judicial system and law enforcement mechanisms.

President Marcos asserted the government’s position on the ICC’s perceived encroachment into the Philippine judicial system, characterizing it as an issue that requires attention. He conveyed to Chancellor Scholz, “That is something that we now have to deal with,” highlighting the conflict in jurisdiction stemming from the ICC’s establishment under different circumstances.

“Well, there is now a conflict between – in terms of jurisdiction because, in our opinion, the ICC was created when a country has no judiciary, no functioning judiciary, no police force to enforce peace and order; enforce law,” President Marcos explained during the meeting.

Citing the Philippines’ functional judiciary and robust military and police forces dedicated to upholding the rule of law, President Marcos criticized the ICC’s intervention in the country’s judicial process as a mistake. He emphasized that the Philippines is capable of conducting its own investigations and affirmed ongoing efforts in this regard.

President Marcos articulated, “But as a matter of principle, it is very difficult for the Philippines to accept that an outside court will, shall I say, dictate to our policemen, ‘who they will investigate, who they will arrest and who will say, that hey, because we don’t need that advice’.”

Asserting the abundance of legal expertise within the Philippines, President Marcos remarked, “there are too many lawyers in the Philippines already” for the ICC to warrant further intervention.

The bilateral meeting between President Marcos and Chancellor Scholz coincided with the 70th anniversary of Philippines-Germany diplomatic relations, formally established on October 8, 1954, underscoring the enduring ties between the two nations.

CHED chief, kinasuhan sa ombudsman sa P10.3 bilyon pondo para sa libreng tuition na nakatengga

Nahaharap ngayon si Commission on Higher Education (CHED) Chairman Prospero “Popoy” de Vera sa samut-saring kasong kriminal sa Office of the Ombudsman kaugnay ng diumano ay hindi na-account na P10.3 bilyong pondo na nakalaan para sa libreng tuition at living allowance ng mga iskolar ng gobyerno sa ilalim ng Republic Act (RA) 10931 o ang Universal Access to Quality Tertiary Education Act.

Sa affidavit-complaint na inihain noong Marso 12, 2024, kinasuhan ni Lubaton ang CHED Chief dahil sa diumano ay kapabayaan sa tungkulin nito bilang isang public official o paglabag sa Republic Act (RA) 11032 o ang Ease of Doing Business Law, grave abuse of power and authority, moral injury para sa mga umaasang karapat-dapat na mga estudyante at mga educational institutions at non-payment sa living allowances ng mga grantees/student scholars.

Sa ilalim ng Unified Student Financial Assistance System for Tertiary Education (UniFAST) program, ang mga iskolar ay pinagkakalooban ng P30,000 kada semestre para sa kanilang tuition fee at living allowance. Ang CHED ay may mandatong i-remit ang nasabing halaga sa mga kinauukulang eskuwelahan.

Inihayag pa ni Lubaton na ang implementasyon sa UniFAST ay naging maayos sa mga unang taon ng programa pero ang problema ay nangyari sa school year (SY) 2021-2022 at 2022-2023 matapos mabigo ang CHED Chief na i-remit ang law-mandated funding para sa mga estudyanteng scholars.

“Chairman De Vera had only paid and given the tuition fee in the amount of P10,000 for SY 2021-2022 but the P20,000 living allowances of students per semester for about two years now has not been paid up to the present,” ayon pa kay Lubaton.

Standing tall at 397 feet (121 meters), the rocket and its futuristic-looking spacecraft dwarfed NASA’s historic and contemporary moon-bound rockets, showcasing the technological leaps achieved by SpaceX.

Elon Musk, CEO of SpaceX, expressed his jubilation, congratulating his team on the milestone. “SpaceX has come a long way,” Musk remarked via X, a former Twitter platform, commemorating the 22nd anniversary of the rocket company’s founding.

The success of Starship’s test flight was closely monitored by NASA, which has a vested interest in its performance. NASA’s plans to land astronauts on the moon within the next few years hinge on the success of Starship. This new generation of lunar explorers, the first since the Apollo program of the last century, is slated to descend to the lunar surface aboard Starship, at least for the initial missions.

SAN PABLO CITY, Laguna. Patay ang isang hinihinalang hitman matapos siyang makipagbarilan sa mga pulis na rumesponde sa isang insidente ng pamamaril kahapon ng tanghali sa isang law office sa Mabini Street, sa lungsod na ito.

Ayon sa inisyal na imbestigasyon, nangyari ang insidente bandang 11:25 ng tanghali, kung saan pumasok sa opisina ni Atty. Alfredo Lao Belen ang dalawang indibidwal na itinuturing na mga hitman at agad na pinagbabaril ang kanilang biktima hanggang ito’y mapatay. Ang nasawing biktima ay natukoy na si Joseph Raymond Bacani Fang, 43-anyos na residente ng Sitio Duncan, Brgy. Tabun, Mabalacat City, Pampanga.

Dahil malapit lamang lugar na pinangyarihan ng krimen sa istasyon ng pulisya, agad na rumesponde ang mga awtoridad ng San Pablo subalit sila ay sinalubong ng putok ng baril ng isa sa mga suspek. Ayon kay Col. Zaldivar, hepe ng San Pablo City Police Station, hinabol ng mga pulis ang suspek at gumanti ng putok na nagresulta sa pagkamatay ng hinihinalang hitman na kinilalang si Rodrigo Villena Manalo, 42-anyos, isang tricycle driver at dating barangay kagawad na residente ng Brgy. 2B sa San Pablo City.

Nakatakas ang sugatang kasama sakay ng isang motorsiklo at nagtungo sa San Pablo Medical Hospital, ngunit agad din itong naaresto matapos ipagbigay-alam ng nasabing ospital na mayroon silang pasyenteng may tama ng bala.

Israeli military plans to relocate Palestinians from Rafah ahead of anticipated offensive

The Israeli military revealed on Wednesday its intention to redirect a substantial portion of the 1.4 million displaced Palestinians residing in Rafah, the southernmost town of the Gaza Strip, towards designated “humanitarian islands” within the territory in preparation for an upcoming offensive in the area.

The fate of the inhabitants of Rafah has become a focal point of concern for Israel’s allies, including the United States, as well as humanitarian organizations, fearing the potential humanitarian crisis that could arise from an offensive in an area densely populated with displaced individuals. Rafah serves as Gaza’s primary entry point for crucial humanitarian aid.

Israeli Prime Minister Benjamin Netanyahu has emphasized the necessity of an offensive in Rafah to achieve Israel’s objective of dismantling Hamas, particularly following the militants’ October 7 attack, which resulted in the deaths of approximately 1,200 people, predominantly civilians, with around 250 individuals taken hostage and brought into Gaza. According to Gaza health officials, Israel’s incursion into Gaza has resulted in over 31,000 casualties, leaving much of the territory in ruins and displacing approximately 80% of Gaza’s 2.3 million residents.

Rear Adm. Daniel Hagari, Israel’s chief military spokesman, outlined the military’s strategy of relocating Rafah’s inhabitants to specified areas, a process he stated would be conducted in collaboration with international partners. This initiative is deemed crucial in the military’s preparations for the anticipated invasion of Rafah, where Hamas is reported to maintain four battalions targeted for destruction by Israel.

“We need to make sure that 1.4 million people or at least a significant amount of the 1.4 million will move. Where? To humanitarian islands that we will create with the international community,” Hagari briefed reporters.

The proposed islands aim to provide temporary shelter, sustenance, and other essentials to evacuated Palestinians. However, Hagari did not specify the timeline for Rafah’s evacuation or the commencement of the offensive, stressing the importance of operational readiness and coordination with neighboring Egypt, which has expressed reluctance to accommodate an influx of displaced Palestinians across its border.

Secretary of State Antony Blinken emphasized Washington’s concerns regarding Rafah, urging Israel to present a plan ensuring the safety of civilians in the event of a military operation.

“We need to see a plan that will get civilians out of harm’s way if there’s a military operation in Rafah,” Blinken stated after a virtual ministerial meeting on Gaza aid.

As tensions persist, casualties continue to mount, with an Israeli strike targeting a food distribution site in southern Gaza operated by UNRWA, resulting in the death of one UNRWA staff member and injuring 22 others. Gaza’s health authorities reported a total of five fatalities in the strike on the UNRWA warehouse.
