U.N. envoy accuses Hamas of sexual violence in Oct. 7 attacks

UNITED NATIONS. The U.N. envoy focusing on sexual violence in conflict, Pramila Patten, unveiled a distressing report on Monday, indicating “reasonable grounds” to believe that Hamas perpetrated rape, sexualized torture, and other atrocities against women during its unexpected assault in southern Israel on Oct. 7.

Patten, who led a nine-member technical team during her visit to Israel and the West Bank from Jan. 29 to Feb. 14, presented findings based on first-hand accounts from released hostages. She stated, “We found clear and convincing information that some women and children during their captivity were subjected to the same conflict-related sexual violence including rape and sexualized torture.”

The report arrives nearly five months after the Oct. 7 attacks, which resulted in approximately 1,200 casualties and the abduction of around 250 individuals. Israel’s subsequent conflict with Hamas has left Gaza in ruins, claiming over 30,000 lives, according to Gaza’s Health Ministry. The U.N. has sounded alarms, indicating that a quarter of Gaza’s 2.3 million inhabitants face starvation.

During a press conference launching the report, Patten emphasized that the team’s objective was not to investigate allegations of sexual violence but to collect, assess, and verify data for Secretary-General Antonio Guterres’ annual report on sexual violence in conflict and for the U.N. Security Council.

Patten’s primary recommendation urges Israel to grant access to the U.N. human rights chief and the Independent International Commission of Inquiry on the Palestinian territories and Israel “to carry out full-fledged investigations into the alleged violations.” She expressed hope that the Security Council would endorse this initiative.

The mission team, although unable to directly meet with victims of sexual violence, conducted 33 meetings with Israeli institutions and interviewed 34 individuals, including survivors, witnesses of the Oct. 7 attacks, released hostages, and healthcare providers.

Based on the gathered information, Patten concluded, “there are reasonable grounds to believe that conflict-related sexual violence occurred during the 7 October attacks in multiple locations across Gaza periphery, including rape and gang rape, in at least three locations.”

She described disturbing scenes of violence, mentioning instances of fully or partially naked bodies, predominantly women, discovered with hands bound and shot multiple times. Such patterns, she noted, hint at potential sexual violence.

Patten also highlighted incidents at the Nova music festival, where multiple cases of sexual violence were reported, including rape and gang rape followed by murder. Despite challenges in verification, she stressed the urgency of thorough investigations.

The report underscores the need for further scrutiny into the allegations of sexual violence and emphasizes the prolonged repercussions on survivors’ mental well-being. It urges a comprehensive effort to uncover the true extent of sexual violence during the Oct. 7 attacks and their aftermath, acknowledging that the full scope may take years to unveil.

Additionally, Patten disclosed information received about sexual violence against Palestinian men and women in detention settings, house raids, and at checkpoints, amplifying concerns over widespread human rights abuses in the region.

The revelations add a chilling dimension to the already grim reality of conflict in the Middle East, underscoring the urgent need for accountability and justice to prevent further atrocities.

Philippines urges neighbors to stand together more strongly against China in the South China Sea

MELBOURNE, Australia. President Ferdinand Marcos Jr. urged regional solidarity against what he described as China’s aggression in the South China Sea during a speech delivered on Monday at the Lowy Institute international policy think tank in Melbourne, Australia.

Highlighting the persistent challenges posed by Chinese activities in the South China Sea, Marcos emphasized the necessity for the Philippines to defend its territory against what he termed as “provocative, unilateral, and illegal actions” by Beijing.

“It is unfortunate that despite the clarity provided by international law, provocative, unilateral, and illegal actions continue to infringe upon our sovereignty, our sovereign rights, and jurisdictions,” Marcos stated firmly, reaffirming the Philippines’ commitment to safeguarding its territorial integrity.

The South China Sea has been a hotspot of contention, with China claiming sovereignty over most of its territory, conflicting with claims from several neighboring nations including the Philippines, Vietnam, Malaysia, Taiwan, and Brunei.

In response to Marcos’ assertions, Chinese Foreign Ministry spokesperson Mao Ning accused the Philippines of provocation in the South China Sea, claiming that China’s actions were in accordance with its laws to safeguard sovereignty and interests in the region.

Earlier on Monday, Philippine Foreign Minister Enrique Manalo echoed Marcos’ sentiments, urging regional neighbors to unite more strongly in upholding the rule of law in the South China Sea. He emphasized the importance of adhering to international law and opposing actions inconsistent with it.

“The shared stewardship of the seas and oceans in the region behooves us to unite in preserving the primacy of international law,” Manalo emphasized, calling for solidarity against actions contrary to established legal norms.

Australian Foreign Minister Penny Wong supported Manalo’s stance, highlighting the need for ASEAN member states to protect agreed-upon rules, uphold international law, and prevent conflict in the region.

“We know that a major conflict in our region would be devastating to our communities and economies,” Wong stated, drawing parallels with conflicts in other parts of the world.

Wong announced Australia’s commitment of 40 million Australian dollars ($26 million) to enhance maritime partnerships in the region, emphasizing both security and prosperity objectives.

The renewed focus on maritime security comes after Australia and the Philippines conducted joint sea and air patrols in the South China Sea for the first time in November. However, tensions persist, with Chinese Foreign Minister Wang Yi indicating in December that China would maintain military pressure on the Philippines in the South China Sea.

PNP: Sibilyan, pwede nang magmay-ari ng semi-automatic rifles

Inaprubahan na ng Philippine National Police (PNP) ang patakaran na pinapayagan na ang mga sibilyan na magmay-ari ng semi-automatic rifles.

Ang pag-apruba ay kasunod ng pagsasagawa ng mga pagbabago sa ilang mga implementing rules and regulations ng Republic Act 10591 o ang Comprehensive Law on Firearms and Ammunition Regulation Act.

Ayon kay PNP-Public Information Office chief at Spokesperson PCol. Jean Fajardo, ilang probisyon ang sumailalim sa pagsusuri ng technical working group na nagresulta sa pagpayag sa nasabing mga pagbabago.

“Pwede nang magmay-ari ang sinumang civilian ng 7.62, ‘yun pong M14 pababa, basta ‘yung baril hindi siya automatic ‘yung sa selection niya,” ani Fajardo.

Dagdag pa niya, isinumite na rin ng PNP ang ilang amendments ng University of the Philippines Law Center para sa pampublikong paglalathala.

Inaasahang ipatutupad ang mga ito matapos ang 15 araw na panahon ng pampublikong paglalathala.

NFA administrator at 138 iba pang opisyal, suspendido sa alegasyon ng bentahan ng rice buffer stock

Ayon kay Agriculture Secretary Francisco Tiu Laurel Jr., ipinag-utos ng Office of the Ombudsman ang preventive suspension na ipatutupad sa loob ng anim na buwan.

Sinabi ni Tiu Laurel na siya na muna ang magti-take over sa liderato ng NFA.

Bukod kay Bioco, kabilang sa mga opisyal ng NFA na pinatawan ng suspensyon sina NFA Assistant Administrator for Operations John Robert Hermano at iba pang regional managers at warehouse supervisors sa buong bansa.

Kasalukuyang kumikilos ang pulisya upang matukoy ang suspek na nakasuot ng itim na jacket at bullcap, at sa motibo nito sa pagpaslang sa biktima.

Batay sa imbestigasyon, nangyari ang insidente bandang alas-10:20 ng gabi habang nakaupo si Sabalboro sa loob ng kanilang bahay sa Lorema Subdivision Purok 2. Bigla na lamang pumasok ang suspek at binaril ang biktima.

South Korea initiates legal action against striking doctors amid healthcare crisis

SEOUL. South Korea’s health minister announced on Monday that authorities will commence legal action against trainee doctors who have persisted in a walkout, defying government orders to return to work amidst escalating tensions over medical school admissions.

The ongoing walkout, which began on Feb. 20, has seen approximately 9,000 resident and intern doctors, constituting about 70% of the nation’s medical workforce, leaving their posts. This mass absenteeism has resulted in the postponement of surgeries and treatments, placing significant strain on emergency medical services.

Health Minister Cho Kyoo-hong conveyed during a televised briefing that inspections of hospitals will be conducted immediately to identify doctors still participating in the walkout, with legal actions to follow swiftly. Cho emphasized the potential repercussions for doctors who choose not to return to work.

“From today, we plan to conduct on-site inspections to confirm trainee doctors who have not returned, and take action according to the law and principle without exception,” Minister Cho stated, highlighting the gravity of the situation. “Please keep in mind that doctors who have not returned may experience serious problems in their personal career path.”

Vice Health Minister Park Min-soo later disclosed that steps would be taken to suspend the medical licenses of approximately 7,000 trainee doctors who have abandoned their duties.

Concerns among patients outside major hospitals in Seoul were palpable, with many expressing worries about prolonged disruptions in healthcare services. A patient identified only as Song underscored the importance of dialogue between doctors and the government to resolve the standoff swiftly, while renal dialysis patient Lee Hye-ji voiced anxiety about potential consequences if medical services continue to be disrupted.

The Korean Medical Association (KMA), representing private practitioners, apologized for the inconvenience caused by the strike but maintained its stance against the government’s medical reforms. The association accused authorities of engaging in a “witch-hunt” against doctors.

Internationally, the World Medical Association condemned the South Korean government’s actions, asserting the right of doctors to collective action. Meanwhile, the striking doctors insist that the government address issues related to pay and working conditions before proceeding with plans to increase medical school admissions.

The government’s proposal to increase medical school enrollments by 2,000 starting in the 2025 academic year aims to address a shortage of physicians in an ageing society. Despite some public support for the initiative, critics accuse President Yoon Suk Yeol’s administration of provoking unnecessary confrontation ahead of parliamentary elections in April.

The current standoff mirrors a similar situation in 2020 when President Moon Jae-in shelved plans to increase doctor numbers following a strike by trainee doctors amid the onset of the COVID-19 pandemic.

Pilosopiya, etika, lohika, at iba pang kursong saklaw ng humanidades at agham panlipunan na ilan sa mga tatatak sa murang kaisipan ng mga susunod na inhinyero at arkitekto kapag napasabak na sila sa paghahanap-buhay ay pawang mahahalagang sangkap sa tunay na kaunlarang pansarili at panlipunan. Sa kabila nito, umaasa ang kaguruan na hindi mababalewala ang pagsusunog ng kilay ng mga nasa paaralan, kolehiyo, at pamantasan. Ipaglalaban ng mga mag-aaral ang pagbubuo ng magandang kinabukasan. Didisenyuhan nila ang bawat makabuluhang programa sa pagpapaunlad at babalangkasin ang kinakailangang estratehiya para makaiwas sa hamon ng napiling propesyon at anumang maaaring makapagguho ng katatagang heopolitikal sa hinaharap.

Humanoid robot-maker Figure has announced a groundbreaking partnership with OpenAI, a leading AI research organization, to integrate artificial intelligence systems into the bodies of humanoid robots. This collaboration comes alongside a significant investment of $675 million in venture capital funding from prominent tech figures, including Amazon founder Jeff Bezos, Microsoft, chipmaker Nvidia, and the startup-funding divisions of Intel and OpenAI.

Figure, a relatively new player in the robotics industry, aims to revolutionize workplaces and homes worldwide by introducing billions of human-like robots. Despite being less than two years old and lacking a commercial product, Figure has managed to garner support from influential backers in the tech industry.

“If we can just get humanoids to do work that humans are not wanting to do because there’s a shortfall of humans, we can sell millions of humanoids, billions maybe,” explained Figure CEO Brett Adcock.

For OpenAI, known for its work on large language models like ChatGPT, this partnership marks a shift towards exploring the intersection of robotics and artificial intelligence. According to Peter Welinder, Vice President of Product and Partnerships at OpenAI, the collaboration will unlock new possibilities for how robots can assist in daily life.

While financial details of the deal remain undisclosed, the collaboration will see OpenAI developing specialized AI models tailored for Figure’s humanoid robots. Leveraging OpenAI’s existing technology such as GPT language models, DALL-E image-generator, and the new video-generator Sora, Figure’s robots will be equipped to process and reason from language, accelerating the company’s commercial timeline.

Despite the potential of humanoid robots, robotics experts remain divided on their practicality. Whitney Rockley, co-founder of McRock Capital, emphasizes the technical challenges and long-term commitment required for humanoid solutions.

OpenAI CEO Sam Altman hinted at a renewed interest in robotics, citing past challenges and the need for intelligence and cognition before tackling physicality. With Figure’s ambitious vision and OpenAI’s expertise, the partnership aims to reshape the landscape of robotics and artificial intelligence.

Hindi na pumalag si Dayuha Albert, 55 anyos at residente ng Sitio Ipil, Barangay Bato, nang siya ay arestuhin sa isinagawang operasyon ng mga tauhan ng Special Operation Unit-Maritime Group at Palawan Council for Sustainable Development (PCSD) sa Sitio Mangao sa Barangay Poblacion, ayon kay retired Major Gen. Gilbert Cruz, executive director ng Presidential Anti-Organized Crime Commission.

Ayon kay Cruz, ang SOU-MG sa pamumuno ni Lt.Col Charles Enrile, commander ng 2nd SOU-MG, ay nakatanggap ng mahalagang impormasyon mula sa mga residente ng Barangay Poblacion na si Albert ay may bitbit na mga ilegal na species ng wildlife.
