This staggering sum amounts to nearly 3% of Vietnam’s GDP in 2022, marking it as the largest financial scam in the nation’s history.

The 66-year-old chairwoman of Van Thinh Phat, a prominent real estate firm, stands accused of employing a network of “thousands of ghost companies,” engaging in bribery of government officials, and flouting banking regulations, as per government reports. Allegedly, Lan unlawfully controlled the Saigon Joint Stock Commercial Bank from 2012 to 2022, diverting funds amounting to $12.5 billion for personal gain.

In a crackdown on corruption, 85 individuals, including a former State Bank of Vietnam official allegedly implicated in receiving $5.2 million in bribes, are also facing prosecution. Lan, apprehended in October 2022, could potentially face the death penalty if convicted.

Inaasahan ng Department of Agriculture na maaprubahan sa Pilipinas ang bakuna laban sa African Swine Fever bago matapos ang 2024, ayon sa opisyal nitong Martes sa patuloy na pagtugon ng ahensya sa hog infection na nakakaapekto sa suplay ng karne sa bansa.

Nakatakdang mag-apply ang mga tagagawa ng ASF vaccine mula sa United States at Vietnam para sa certifications para sa commercial use ngayong taon, ayon kay DA Assistant Secretary Arnel De Mesa.

“Hopefully within itong katapusan ng taon at within early 2025 ay mayroon na tayong effective na vaccine against ASF,” pahayag ng opisyal.

“Hanggat wala tayong bakuna sa ASF ay mananatili itong problema. Pinapanalangin natin na within the year ay makapasa na yung 2 na nag-aapply para sa ASF vaccine para masimulan na natin yung nationwide vaccination program,” dagdag niya.

“Because of ASF, nagkakaroon pa din ng kaunting problema sa movement ng baboy sa bansa pero ito ay naresolba na,” giit ng opisyal.

“Inaasahan natin na magkakaroon na rin ng pagluwag sa presyo ng mga baboy,” dagdag niya.

Halos 100 porsyento ang hog mortality rate dahil sa ASF, ayon kay De Mesa.

Nakaapekto ito sa suplay ng karne ng baboy sa Pilipinas dahil kinakatay na ang mga hayop na nasasapul ng sakit kahit na makarekober ang mga ito, batay sa opisyal.

“Rule natin sa food safety ay hindi natin pinapakain yung mga baboy na naapektuhan ng ASF,” aniya.

According to Philippine officials, Chinese coast guard ships obstructed Philippine coast guard and supply vessels near the contested Second Thomas Shoal, executing perilous maneuvers that led to two minor collisions between the Chinese and Philippine ships.

“The actions by the Chinese were another attempt to illegally impede or obstruct a routine resupply and rotation mission,” stated the Philippine government task force dealing with territorial disputes, condemning China’s actions as endangering lives and causing actual injury to Filipinos.

In response, the Department of Foreign Affairs in Manila summoned China’s deputy ambassador to convey a protest, demanding the immediate withdrawal of Chinese vessels from the vicinity of Ayungin shoal, as per the Philippine name for the contested area.

The Second Thomas Shoal, claimed by both China and the Philippines, has been a focal point of tensions, with China surrounding the atoll with coast guard, navy, and other ships to press its claims and prevent Filipino forces from fortifying their position on the BRP Sierra Madre, a rusting warship stranded in the area since the late 1990s.

The Chinese coast guard attributed the clashes to Philippine vessels “illegally intruding” into waters adjacent to Ren’ai Reef, as China refers to Second Thomas Shoal. A spokesperson for the Chinese coast guard claimed that a Philippine ship deliberately rammed a Chinese vessel, causing minor damage.

The United States condemned China’s actions, reaffirming its support for the Philippines and proponents of international law. Australia and Japan also expressed concern over the incident.

Amid escalating tensions, President Ferdinand Marcos Jr. reiterated his administration’s commitment to managing threats to territorial integrity through dialogue and diplomacy during a visit to Australia. The South China Sea disputes are anticipated to be discussed at the upcoming summit of leaders of the Association of Southeast Asian Nations (ASEAN) and their Australian counterpart.

The latest clash underscores the ongoing challenge in de-escalating tensions in the South China Sea, where territorial disputes involve multiple claimants, including Brunei, Malaysia, Vietnam, and Taiwan.

The confrontation between Chinese and Philippine vessels raises concerns over the potential for a broader conflict, particularly given the strategic significance of the South China Sea as a major global trade route and a repository of valuable undersea resources.

UNITED NATIONS. The U.N. envoy focusing on sexual violence in conflict, Pramila Patten, unveiled a distressing report on Monday, indicating “reasonable grounds” to believe that Hamas perpetrated rape, sexualized torture, and other atrocities against women during its unexpected assault in southern Israel on Oct. 7.

Patten, who led a nine-member technical team during her visit to Israel and the West Bank from Jan. 29 to Feb. 14, presented findings based on first-hand accounts from released hostages. She stated, “We found clear and convincing information that some women and children during their captivity were subjected to the same conflict-related sexual violence including rape and sexualized torture.”

The report arrives nearly five months after the Oct. 7 attacks, which resulted in approximately 1,200 casualties and the abduction of around 250 individuals. Israel’s subsequent conflict with Hamas has left Gaza in ruins, claiming over 30,000 lives, according to Gaza’s Health Ministry. The U.N. has sounded alarms, indicating that a quarter of Gaza’s 2.3 million inhabitants face starvation.

During a press conference launching the report, Patten emphasized that the team’s objective was not to investigate allegations of sexual violence but to collect, assess, and verify data for Secretary-General Antonio Guterres’ annual report on sexual violence in conflict and for the U.N. Security Council.

Patten’s primary recommendation urges Israel to grant access to the U.N. human rights chief and the Independent International Commission of Inquiry on the Palestinian territories and Israel “to carry out full-fledged investigations into the alleged violations.” She expressed hope that the Security Council would endorse this initiative.

The mission team, although unable to directly meet with victims of sexual violence, conducted 33 meetings with Israeli institutions and interviewed 34 individuals, including survivors, witnesses of the Oct. 7 attacks, released hostages, and healthcare providers.

Based on the gathered information, Patten concluded, “there are reasonable grounds to believe that conflict-related sexual violence occurred during the 7 October attacks in multiple locations across Gaza periphery, including rape and gang rape, in at least three locations.”

She described disturbing scenes of violence, mentioning instances of fully or partially naked bodies, predominantly women, discovered with hands bound and shot multiple times. Such patterns, she noted, hint at potential sexual violence.

Patten also highlighted incidents at the Nova music festival, where multiple cases of sexual violence were reported, including rape and gang rape followed by murder. Despite challenges in verification, she stressed the urgency of thorough investigations.

The report underscores the need for further scrutiny into the allegations of sexual violence and emphasizes the prolonged repercussions on survivors’ mental well-being. It urges a comprehensive effort to uncover the true extent of sexual violence during the Oct. 7 attacks and their aftermath, acknowledging that the full scope may take years to unveil.

Additionally, Patten disclosed information received about sexual violence against Palestinian men and women in detention settings, house raids, and at checkpoints, amplifying concerns over widespread human rights abuses in the region.

The revelations add a chilling dimension to the already grim reality of conflict in the Middle East, underscoring the urgent need for accountability and justice to prevent further atrocities.

Highlighting the persistent challenges posed by Chinese activities in the South China Sea, Marcos emphasized the necessity for the Philippines to defend its territory against what he termed as “provocative, unilateral, and illegal actions” by Beijing.

“It is unfortunate that despite the clarity provided by international law, provocative, unilateral, and illegal actions continue to infringe upon our sovereignty, our sovereign rights, and jurisdictions,” Marcos stated firmly, reaffirming the Philippines’ commitment to safeguarding its territorial integrity.

The South China Sea has been a hotspot of contention, with China claiming sovereignty over most of its territory, conflicting with claims from several neighboring nations including the Philippines, Vietnam, Malaysia, Taiwan, and Brunei.

In response to Marcos’ assertions, Chinese Foreign Ministry spokesperson Mao Ning accused the Philippines of provocation in the South China Sea, claiming that China’s actions were in accordance with its laws to safeguard sovereignty and interests in the region.

Earlier on Monday, Philippine Foreign Minister Enrique Manalo echoed Marcos’ sentiments, urging regional neighbors to unite more strongly in upholding the rule of law in the South China Sea. He emphasized the importance of adhering to international law and opposing actions inconsistent with it.

“The shared stewardship of the seas and oceans in the region behooves us to unite in preserving the primacy of international law,” Manalo emphasized, calling for solidarity against actions contrary to established legal norms.

Australian Foreign Minister Penny Wong supported Manalo’s stance, highlighting the need for ASEAN member states to protect agreed-upon rules, uphold international law, and prevent conflict in the region.

“We know that a major conflict in our region would be devastating to our communities and economies,” Wong stated, drawing parallels with conflicts in other parts of the world.

Wong announced Australia’s commitment of 40 million Australian dollars ($26 million) to enhance maritime partnerships in the region, emphasizing both security and prosperity objectives.

The renewed focus on maritime security comes after Australia and the Philippines conducted joint sea and air patrols in the South China Sea for the first time in November. However, tensions persist, with Chinese Foreign Minister Wang Yi indicating in December that China would maintain military pressure on the Philippines in the South China Sea.

Ang pag-apruba ay kasunod ng pagsasagawa ng mga pagbabago sa ilang mga implementing rules and regulations ng Republic Act 10591 o ang Comprehensive Law on Firearms and Ammunition Regulation Act.

Ayon kay PNP-Public Information Office chief at Spokesperson PCol. Jean Fajardo, ilang probisyon ang sumailalim sa pagsusuri ng technical working group na nagresulta sa pagpayag sa nasabing mga pagbabago.

“Pwede nang magmay-ari ang sinumang civilian ng 7.62, ‘yun pong M14 pababa, basta ‘yung baril hindi siya automatic ‘yung sa selection niya,” ani Fajardo.

Dagdag pa niya, isinumite na rin ng PNP ang ilang amendments ng University of the Philippines Law Center para sa pampublikong paglalathala.
