UPDATE: Panglimang suspek na pumuga sa Pasay detention facility, nahuli na

Calamba City, Laguna. Nahuli na ng mga tauhan ng pinagsanib na pwersa ng Station Drug Enforcement Unit (SDEU) at Warrant and Subpoena Section ng Pasay City police ang pang limang suspek na tumakas sa bilangguan ng madaling araw ng Abril 3.

Kinilala ni Pasay police chief P/Col. Froilan Uy ang nadakip na suspek na si Christian Salvatierra y Samson, 40 anyos, residente ng 353 Tramo Riverside, Brgy. 156, Pasay City.

Ayon kay Uy, pinamunuan ni SDEU-OIC PSMS Jonathan Bayot ang joint operation na nagbunga ng pag aresto kay Salvatierra bandang alas 4:45 ng hapon sa Mabolo St., Brgy. Parian, Calamba City, Laguna.

Si Salvatierra na nahaharap sa kasong paglabag sa PD 1602 o anti-illegal gambling at RA 9165 (anti-illegal drugs law) ay naiturn-over na  ng Calamba City police sa Pasay City police.

Kaugnay nito, pinayuhan ni Pasay Mayor Imelda Calixto-Rubiano ang mga pamilya at mga mahal sa buhay ng mga detainees at-large na himukin silang sumuko.

“Sana po sumuko na po kayo. Huwag na po ninyong gawin ‘yan kasi baka mamaya mapaano pa po kayo sa labas. Eh mas maganda po bumalik na kayo at binibigyan naman kayo ng pagkakataon ” ayon sa assurance ni Calixto-Rubiano.

Nag-aalok ang Pasay City government ng reward na PHP30,000 bawat detainee para sa anumang impormasyon na maaaring humantong sa kanilang pag-aresto.

DOJ chief, ibinunyag ang ‘direktor’ ng Degamo slay plot

Nahuli na ang isa pang pangunahing tauhan sa pag-atake noong Marso 4 na ikinamatay ni Negros Oriental Governor Roel Degamo, ayon sa pahayag ni  Department of Justice (DOJ) Secretary Jesus Crispin Remulla kahapon.

Sa isang press conference sa Camp Crame, sinabi ni Remulla na ang suspek na si Marvin Miranda ay naaresto noong Marso 31 ng mga ahente ng National Bureau of Investigation (NBI) sa Brgy. Mayabay, Barbaza, Antique.

Kinilala ni Remulla si Miranda bilang isa sa mga “major players” sa likod ng pag-atake na ikinamatay din ng walong iba pa.

Tinukoy din ng DOJ chief si nasuspendidong Negros Oriental 3rd District Rep. Arnolfo Teves Jr. bilang “producer o executive producer ng buong produksyon.”

“Kung sa sine natin titingnan ito, analogy to ng movie, si Marvin was a director, producer of the props and casting director. Siya ‘yung nag-recruit ng mga tao, siya ang talagang kumuha sa mga tao at nag-recruit sa kanila” dagdag niya.

In the same briefing, Department of the Interior and Local Government (DILG) Secretary Benjamin Abalos Jr. said Miranda is the “missing vital link” and “one of the main conspirators” behind the assassination of Degamo, based on the testimonies of the other suspects who were either arrested or surrendered.

Sa ginanap na briefing, sinabi ni Interior and Local Government (DILG) Secretary Benjamin Abalos Jr. na si MIranda ang ‘missing link’ ay isa sa ‘main conspirators’ sa likod ng pagpatay kay Degamo, batay sa mga testimonya ng iba pang suspek na nahuli at sumuko.

“Napaka-importante ng taong ito (Miranda). Base sa rebelasyon at confessions ng arrested suspects, including a discharged former AFP (Armed Forces of the Philippines) member who had direct participation in the killing of Gov. Degamo,’’ ayon sa statement ni Abalos sa mgareporters.

Ibinunyag ni Abalos na si Miranda, sa utos ng isang taong kilala bilang “Boss Idol”, “Big Boss” o Kalbo,” ay nagrekrut ng mga suspek at siyang nagbigay sa kanila ng logistik at materyal na suporta sa panahon ng pagpaplano at pagpapatupad ng pagpatay.

Ipinakita ng mga rekord na si Miranda ay isang matagal nang security staff at bodyguard ni Teves, may mga kriminal na rekord, at inaresto noong Hunyo 29, 2020, dahil sa ilegal na pagmamay-ari ng mga baril.

Sinabi ni Abalos na si Miranda ay umamin ng guilty sa isang lesser offense at pinatawan ng hanggang dalawang taong pagkakakulong at multang PHP10,000 ng korte sa Aklan.

“We are now at the tail end of our quest for justice, and hunt for the masterminds behind the death of Gov. Degamo and eight others and wounding of many more victims and with the arrest of Marvin Miranda, we are certain that the pieces of the puzzle are almost complete and we can clearly picture out what really transpired before, during and after the brazen attack in Pamplona, Negros Oriental which will eventually help us in unmasking and identifying the main conspirators and masterminds behind the gruesome murder of Gov. Degamo and others,’’ ang pagbibigay diin ni Abalos..

Sarado na ang kaso

Sinabi ni Remulla na malaki ang bahagi ng pulitika sa pagpatay kay Degamo.

“Kumbaga sa pulis, case closed na ito, prosecution na tayo pagkatapos, but we know who masterminded it. (In police terms, this case is already closed. We are now in the prosecution phase but we know who masterminded it),” ayon kay Remulla.

Nang tanungin kung kailan sasampahan ng mga kaso si Teves, sinabi ni Remulla na kailangan nilang sundin ang “due process.”

“He can answer questions in the preliminary investigation. That will make our job easier and it will make it easier for all of us Filipinos na we can remove uncertainty,” ito ang sagot ni Remulla noong tanungin kung agad na dadakipin si Teves sa sandaling dumating ito sa bansa.

Bukod kay Miranda, may 10 pang suspek na nasa kustodiya ng NBI na sina Osmundo Rivero, Joven Javier, Joric Labrador, Benjie Rodriguez, Winrich Isturis, Dahniel Lora, Rommel Pattaguan, John Louis Gonyon, Eulogio Gonyon Jr., at Rogelio Antipolo Jr.

“We have accounted for all those directly involved in the killing of Governor Degamo and eight of the 11 have been or will be charged with multiple murder, frustrated murder as well as attempted murder. In addition, some of the suspects will be charged with illegal possession of firearms and explosives,” dagdag niya.

Hunt vs. ‘spotters’

Samantala, sinabi ni Abalos na ang mga pulis na diumano ay nagsilbing “spotters” sa pag-atake ay iimbestigahan at paparusahan ng naaayon sa batas.

Ang impormasyong ito aybatay sa pagbubunyag ng abogadong si Levito Baligod na abogado ng pamilya Degamo.

Iginiit ni Abalos na iimbestigahan ng National Police Commission ang reklamo laban sa mga pulis na susupindihin habang isinasagawa ang imbestigasyon at tatanggalin sa serbisyo ng pulisya kung kinakailangan.

Binanggit ni Baligod na nagpahayag ng kasiyahan ang biyuda ni Degamo na si Pamplona Mayor Janice Degamo sa isinagawang imbestigasyon, partikular ang kooperasyon na ipinakita ng iba’t ibang ahensya ng gobyerno.

Ibinunyag niya na mas marami ang mga testigo na nagsasabing meron silang mga ebidensya na nagtuturo sa ilang pulis na nagsilbing spotters ng mga pumatay sa mga biktima.

Tinukoy ni Baligod ang mga rekord na nagpakita ng 64 na iba pang pagpatay “even before the March 4 incident”, at ipinaalam kay Abalos na ang iba pang mga tao ay handa na ngayong makipagtulungan sa mga awtoridad ng gobyerno basta’t mabibigyan sila ng sapat na seguridad.

Noong Marso 26, sinalakay ng Special Investigation Task Group ng Police Regional Office-7 (Central Visayas) ang bahay ni Miranda sa Bayawan City, kung saan narekober ang mga iligal na baril at bala, granada at mga larawan ni Degamo, kanyang pamilya pati na rin ang kanilang tirahan. 

Wala si Miranda sa panahon ng raid.

Ibinunyag din ni Abalos na isa sa mga mahahabang baril (sniper rifle) na nasamsam sa raid ay pag-aari ng kapatid ni Teves na si dating Negros Oriental governor Pryde Henry Teves, at nakarehistro sa ilalim ni Teves.

Nauna dito, sinabi ni Remulla na mayroong dalawangplot sa pagpatay kay Degamo — sa pamamagitan ng isang sniper at gamit ang isang rifle grenade.

“We are confident that with all the pieces of evidence at hand our pursuit of justice is within our sight. All of these things, testimonies, forensic etcetera, lahat po ito mag-uugnay sa mastermind,” ang pagtatapos ni Abalos.

Pinangalanan ng NASA kahapon ang apat na astronaut na lilipad sa buwan sa huling bahagi ng susunod na taon, kabilang ang isang babae at tatlong lalaki.

Nagbigay ng deadline na 48 oras si National Capital Region Police Office (NCRPO) Director Police Major General Edgar Allan Okubo kay Southern Police District Director Police Brigadier General Kirby Brion Kraft para sa ikadarakip ng 10 tumakas na Persons Under Police Custody (PUPC) kaninang madalin araw sa Malibay Detention Facility sa Pasay City.

Nagbigay din ng deadline na 24 oras si Pasay City Mayor Emi Calixto Rubiano Kay Chief of Police PCol. Froilan Uy upang resolbahin ang kaso ng pagtakas ng 10 PUPC.

“Inatasan ko na si PBGen. Kirby Kraft, District Director ng Southern Police District at si PCOL Froilan Uy, Chief of Police ng Pasay City upang magsagawa ng manhunt operations gamit ang mga Tracker Teams para muling madakip ang mga nakatakas at tiyakin na maresolba agad ang insidenteng ito sa loob ng 48 oras, ” ayon kay PMGen Okubo.

Sinabi rin ng NCRPO Director na pansamantalang inalis si Substation Commander PCol Jerry Sunga sa tungkulin kabilang ang jailer upang bigyang daan ang isang malayang imbestigasyon.

“Kaugnay nito ay inatasan ko rin si PCOL Ronald Laoyan, Acting Director ng Regional Internal Affairs, NCR upang magsagawa ng motu propio investigation hinggil sa pangyayaring ito. Papanagutin natin kung sino man ang mapatunayan na may pagkukulang hinggil sa bagay na ito,” dagdag pa ni PMGen Okubo.

Samantala, nanawagan si Okubo sa mga kababayan na kung may makukuhang impormasyon ay agad na ipagbigay alam sa pinakamalapit na himpilan ng pulis kasunod ng pagtiyak na makakaasa ang mga mamamayan ng Metro Manila na hindi tumitigil ang NCRPO sa pagpapanatili ng kaayusan at kapanatagan sa komunidad.

Pope Francis reflects on the faith Jesus placed in God, abandoning himself in his moment of pain because he knew that God’s reason would save him.

Catholics have honored the last week of Jesus’ life since the Apostles. Holy Week, stretching from Palm Sunday to Holy Saturday, is a time to reflect on all that Jesus suffered for us. It is a time to worship him as our king, and remember the light he brings to a dark world.

In the first century, the early Christians celebrated every Sunday in commemoration of the resurrection of Jesus. By the second century, they established a particular day for the celebration of the resurrection, which was connected to the Jewish Passover.

Their observance began at sundown on Saturday evening. They called it the Night of the Great Vigil, a time of remembrance and expectation that lasted throughout the night so they could sing “Alleluia” at dawn on Easter morning. It was during the Night of the Great Vigil that new Christians were received into the Church.

By the fourth century, it became customary for people to make pilgrimages to Jerusalem to celebrate what was called the “Great Week,” which included Holy Thursday, Good Friday, the Easter Vigil and Easter Sunday. The diary of a woman named Egeria in 381 contains the first accounts of the special rites, prayers and devotions that took place in Jerusalem during the Great Week.

Over time, the practice of observing Holy Week spread throughout the Christian world, with prayers, historical re-enactments and special liturgies. During the Middle Ages, the celebration of the Easter Vigil gradually fell out of practice. The important days of the week were Palm Sunday, Holy Thursday, Good Friday and Easter Sunday.

In 1955, the Vatican re-established the Easter Vigil as an important part of Holy Week observances.

During the Second Vatican Council (1962-65), the bishops called for the restoration of the early Christian rituals for receiving new Christians into the Church at the Easter Vigil. In 1988, the Rite of Christian Initiation of Adults was issued.

Today, Easter Vigil with the Easter fire, the lighting of the paschal candle, the reading of salvation history, the celebration of the sacraments of initiation for catechumens and renewal of baptismal promises for the faithful is once again an integral part of Holy Week celebrations. Tips for leaving your dog home alone this Holy Week

Our dogs would never have to be left home alone. For those times when it’s unavoidable, here’s a list of do’s and don’ts of leaving dogs home alone.

In a perfect world, our dogs would never have to be left home alone. Our dogs certainly lay on the guilt when we grab our briefcase, car keys, purse and other items when we’re dashing out the door to participate in Visita Iglesia. They give us the puppy-dog eyes, they whine at the door, they race around our legs as if to say, “Don’t leave us!”

You know you won’t be gone that long, but your dog doesn’t know that and frankly, for your dog whether you’re gone five minutes or five hours it’s all the same–you’re gone, they don’t want you gone.

These are a couple of the real-world reasons we have to leave our dogs alone: work, going out with friends, running errands, etc. What’s a pet parent to do? For those times, here’s a list of do’s and don’ts of leaving dogs home alone.

How to leave your dog home alone

1. Give your dog a safe space. For some dogs, a crate is their safe space, for others, having the run of the house is best. No matter whether your dog is in a crate or not, you will want to check that there are no hazards in their path—dangerous foods, electrical cords, or places a collar can get caught.

2. Leave water and a temperature-controlled room. Whether you’re leaving your dog alone in the summer or the winter, make sure the temperature in the room is sufficient to keep them comfortable. A dog in a crate needs to be able to have a cool breeze during warm months as they can’t move to a cooler location.

If you’re going to be gone a long time and you’re worried they will drink too much and have to go outdoors, do ask a friend or hire a pet sitter to walk them.

3. Show your dog that being home alone isn’t so bad. If you know that you will need to leave your dog home alone while you run errands or are at work for the day, you need to train them so being home alone isn’t so bad. Work with your dog on any potential separation anxiety issues by leaving for short periods, then longer periods until he or she knows even though you’re leaving, you will be back.

4. Leave some background noise. There are television stations and apps you can play to keep your dog company. DOGTV, for example, has scientifically-developed programming designed to help relax your dog while you’re away.

If you leave on a television or radio, the background noise will keep your dog company and may alleviate any stress they suffer if they hear a lot of outdoor noise (dogs barking, car noise, lawn mowing, etc.)

5. Give your dog a food toy or food puzzle. Keep your dog entertained by filling a Kong with treats that will keep them occupied. Find a food puzzle toy that will reward your dog with a treat when they work at the puzzle. Give your dog his or her favorite toy and consider swapping toys in and out of a toy box to keep them interested.

Don’ts for leaving dogs home alone:

1. Make a big fuss. If you act stressed and hug and kiss and baby-talk your dog before you walk out the door you will raise your dog’s stress level. They will feel your mood and it will make them anxious. They will then equate your leaving with an anxiety-inducing event and may start suffering separation anxiety.

2. Forget to arrange a visit for your dog to have a mid-day walk. Even if your dog is old enough to go the entire day without needing to go to the bathroom, having a bit of company and a short walk will help prevent accidents in the house. And hiring a daytime dog walker will ensure they’re getting some physical activity.

3. Leave chewable items within reach. Yes, you can, and will want to, leave your dog their favorite toys to play with when you’re away. Just don’t leave your favorite shoes or books or trash can in reach. If you don’t want to come home to trash in the house or chewed possessions, don’t leave them where your dog can get to them.

4. Forget to exercise your dog before you leave. A tired dog is a happy dog, and a mentally stimulated dog is more likely to sleep the day away. Schedule in a long walk before you leave or play a rousing game of fetch. Mental and physical activity is necessary for a happy, healthy pup.

5. Leave them alone too long. Most dogs can be left alone for hours at a time (there are those exceptions to the rule), but if you’re going to be away for too many hours, you do need to invest in a pet sitter or dog walker. “Too many hours” is different for each dog; you know your dog best and know what their limits are for being home alone.

It is sometimes as difficult to leave your soulful sidekick home alone as it is to leave your human baby with a sitter, but there are times when there is no way around it. Know that if you plan and prepare before your dog is home alone, it will be all right. When you return you can lavish them with love, give them some praise, then spend quality time together for the rest of the day!

PNP: Iwasan ang mga ATM photos upang makaiwas sa Holy Week home break-in

Nagpayo ang Philippine National Police (PNP) sa mga magbabakasyon sa Holy Week na iwasang mag-post ng “at the moment” photos ng mga paglalakbay kung walang tao sa bahay.

Ayon sa tip ni Philippine National Police spokesperson PCol. Jean Fajardo, ang mga manloloko at magnanakaw ay nagsasaliksik sa social media upang makita kung kaninong mga bahay ang walang tao tuwing Semana Santa.

Ang iba pang social media no-no’s at ang pag-post ng mga larawan ng iyong boarding pass o ATM sa social media.

“I-lock ang inyong mga pinto at bintana kung lalabas sa Holy Week. Huwag i-post ang iyong itinerary at ang oras ng iyong pag-alis. May mga cybercriminals na nakabantay,” ayon sa kanya sa isang TeleRadyo interview.

“Para na rin nating sinabi na walang tao sa bahay natin…Hindi lang nasa kalsada ang mga kriminal, pati sa cyberspace,” dagdag niya.

Nagbigay din ng iba pang tips ang spokesperson nahuwag magdala ng mahahalagang gamit o malaking halaga ng pera kapag mamamasyal tuwing Semana Santa at bumiyahe ng maaga para maiwasan ang pakikipagsiksikan.

Kaugnay nito, nagde-deploy ang PNP ng 75,000-78,000 personnel ang PNP ngayong Semana Santa. Naka-heightened alert ang national police force, ani Fajardo, at ipinagbawal ng PNP ang lahat ng uri ng leave.

“Bawal po ang leave. Hindi natin pinapayagan ang ating PNP personnel na mag leave except yung mga emergency cases, pinapayagan naman po, to make sure na mayroon tayong sapat na bilang ng nagbabantay sa ating mga areas of convergence,” ayon sa kanya.

Azurin: Tiyakin ang zero-casualty Lenten break

Sa pagsisimula ng bansa sa Semana Santa ngayong Lunes Santo at habang nagpapatuloy ang banal na buwan ng Ramadan, nanawagan si Philippine National Police (PNP) chief Gen. Rodolfo Azurin Jr. kahapon sa lahat ng mga commander ng PNP na hangarin ang zero-casualty observance.

“Siguraduhin nating lahat na walang mangyayaring hindi kanais-nais na insidente sa mga paliparan at daungan lalo na ang mga bagahe o gamit ng mga pasahero. Sa mga sumasakay sa bus, paki tiyak na ang mga driver ay okay, hindi pagod at ang mga bus ay nasa maayos na pagpapatakbo. Panatilihin natin itong Holy Week na isa sa pinaka ligtas at pinaka payapa,” ayon kay Azurin sa isang pahayag.

“Let’s aspire for zero casualties among our personnel and the community we are serving and protecting as we observe our holy week,” dagdag niya.

Inilunsad ng PNP ang taunang kampanyang “Ligtas SumVac (Summer Vacation) 2023” na may deployment ng 74,114 na pulis upang matiyak ang kaligtasan at seguridad ng publiko sa Semana Santa.

Upang matulungan ang publiko at agarang matugunan ang mga partikular na reklamo, ang mga Assistance Hub at Police Assistance Desk na may kabuuang 38,387 na opisyal ay ipapakalat sa pamamagitan ng mobile at foot/beat patrol.

Karagdagang 39,504 na opisyal ang ipapakalat para sa mga partikular na lugar ng convergence tulad ng mga pangunahing lansangan, mga hub ng transportasyon, mga terminal, mga komersyal na lugar, at mga lugar ng pagsamba.

Hinikayat din ng PNP chief ang publiko na makipagtulungan sa mga awtoridad at sumunod sa safety protocols.

“The deployment of our police officers is aimed to provide maximum security coverage to the public who will take part in the various religious activities,” said Azurin.

Samantala, sinabi ni Brig. Gen. Joel Doria, direktor ng Police Regional Office-Mimaropa, na ipinag utos niya sa lahat ng chief of police at unit commanders na paigtingin ang visibility sa mga tourist spot at iba pang lugar ng convergence sa Mindoro, Marinduque, Romblon at Palawan bilang paghahanda sa pagdagsa ng mga turista at pagbabalik ng mga residente.

“I have ordered all PNP unit commanders in the region to employ security measures and secure vital installations, tourist destinations, transportation hubs, churches and places of pilgrimage for the safety of the public and ensure the peaceful observance of the Holy Week,” ayon kay Doria sa isang news release.

Naujan, Oriental Mindoro. Sinimulan na ang “bagging operations” para takpan at pigilan ang pagtagas ng langis mula sa lumubog na MT Princess Empress sa Oriental Mindoro.

Ayon sa Philippine Coast Guard (PCG), ang Shin Nichi Maru, isang Japanese dynamic positioning vessel (DPV), gagamit ng isang ‘remotely operated vehicle (ROV)’ o isang underwater robot upang takpan ang butas ng tanker na nilalabasan ng langis.

Kamakailan ay dumating na sa Mindoro ang mga ‘specialized bags’ mula sa United Kingdom para gamitin sa ‘bagging’ o pansamantalang pagsasara ng tagas.

Naisakay na ang mga bag sa Shin Nichi Maru katuwang ang mga tauhan ng PCG.

Pebrero 28 ng lumubog ang motor tanker sa karagatan sakop ng Naujan, Oriental Mindoro. Naglalaman ito ang ng 900,000 litro ng industrial fuel.

Swiss seniors sued their government to European court over climate

STRASBOURG, France. A group of Swiss retirees took their government to a top European court Wednesday over what they claim is its failure to take sufficient action on climate change.

Lawyers and members of the group Senior Women for Climate Protection appeared before the European Court of Human Rights for a rare public hearing that activists say could mark a legal milestone in efforts to force governments to curb greenhouse gas emissions.

The group, which counts around 2,000 members across Switzerland with an average age of 73, argues that older women’s rights are especially infringed on because they are most affected by the extreme heat that will become more frequent due to global warming, which current Swiss climate policy contributes to.

“It’s been proved that we older women are particularly sensitive (to climate change),” said plaintiff Rosmarie Wydler-Waelti, 73, from Basel. “We get sick a little bit faster due to heat waves than older men or other groups.”

After exhausting domestic legal avenues, the group has taken its case to the Strasbourg, France-based tribunal in the hope of winning a ruling that applies to all signatories of the European Convention on Human Rights.

“We are suing for our human right to life,” said Lore Zablonier, a 78-year-old from Zurich who stood outside the court. “With this case, we want to help spur politicians into action a little bit.”

Lawyers for the Swiss government said they want the court to dismiss the case.

“The plaintiffs are not sufficiently affected with the required intensity in their right to life for the application to be admissible,” said Alain Chablais, who represented the Swiss government at the hearing.

“Switzerland is not alone (in being affected by global warming) and this problem cannot be solved by Switzerland alone,” he told The Associated Press.

Georg Klingler, a climate campaigner with the environmental group Greenpeace that supports the case, said seeing the Swiss government having to defend its climate efforts before the court “is a very exciting moment.”

Klingler noted that the complaint brought by the Swiss seniors is one of three related cases being heard by the court over the coming months and could set a legal precedent.

“Those three cases will define how this very important court will get involved in the biggest threat to human rights that we see nowadays,” he said.

A verdict is expected next year. (AP)
