Ukraine’s Zelenskyy arrives in Hiroshima for G7 summit as world leaders sanction Russia

HIROSHIMA, Japan. Ukrainian President Volodymyr Zelenskyy arrived Saturday in Japan for talks with the leaders of the world’s most powerful democracies, a personal appearance meant to galvanize global attention as the nations ratcheted up pressure on Moscow for its 15-month invasion of Ukraine.

Bolstering international support is a key priority as Ukraine prepares for what’s seen as a major push to take back territory seized by Russia in the war that began in February last year. Zelenskyy’s in-person visit to the G7 summit comes just hours after the United States agreed to allow training on potent American-made fighter jets, laying the groundwork for their eventual transfer to Ukraine.

Host nation Japan said Zelenskyy’s inclusion stems from his “strong wish” to participate in talks with the bloc and other countries that will influence his nation’s defense against Russia.

“Japan. G7. Important meetings with partners and friends of Ukraine. Security and enhanced cooperation for our victory. Peace will become closer today,” Zelenskyy tweeted upon his arrival on a plane provided by France.

A European Union official, speaking on condition of anonymity to brief reporters on the deliberations, said Zelenskyy will take part in two separate sessions Sunday. One session will be with G7 members only and will focus on the war in Ukraine. Another will include the G7 as well as the other nations invited to take part in the summit, and will focus on “peace and stability.”

U.S. national security adviser Jake Sullivan said that President Joe Biden and Zelenskyy would have direct engagement at the summit. On Friday, Biden announced his support for training Ukrainian pilots on U.S.-made F-16 fighter jets, a precursor to eventually providing those aircraft to Ukraine.

“It is necessary to improve (Ukraine’s) air defense capabilities, including the training of our pilots,” Zelenskyy wrote on his official Telegram channel after meeting Italian Premier Giorgia Meloni, one of a number of leaders he talked to.

Zelenskyy also met with Indian Prime Minister Narendra Modi, their first face-to-face talks since the war, and briefed him on Ukraine’s peace plan, which calls for the withdrawal of Russian troops from the country before any negotiations.

Russia’s deputy defense minister, Alexander Grushko, accused Western countries of “continuing along the path of escalation,” following the announcements that raised the possibility of sending F-16s to Kyiv.

The G7 vowed to intensify the pressure in its joint statement Saturday.

“Russia’s brutal war of aggression represents a threat to the whole world in breach of fundamental norms, rules and principles of the international community. We reaffirm our unwavering support for Ukraine for as long as it takes to bring a comprehensive, just and lasting peace,” the group said.

G7 leaders have faced a balancing act as they look to address a raft of global worries demanding urgent attention, including climate change, AI, poverty and economic instability, nuclear proliferation and, above all, the war in Ukraine.

China, the world’s No. 2 economy, sits at the nexus of many of those concerns.

There is increasing anxiety that Beijing, which has been steadily building up its nuclear weapons program, could try to seize Taiwan by force, sparking a wider conflict. China claims the self-governing island as its own and regularly sends ships and warplanes near it.

The G7 on Saturday said they did not want to harm China and were seeking “constructive and stable relations” with Beijing, “recognizing the importance of engaging candidly with and expressing our concerns directly to China.”

They also urged China to pressure Russia to end the war in Ukraine and “support a comprehensive, just and lasting peace.”

North Korea, which has been testing missiles at a torrid pace, must completely abandon its nuclear bomb ambitions, “including any further nuclear tests or launches that use ballistic missile technology,” the leaders’ statement said.

The green light on F-16 training is the latest shift by the Biden administration as it moves to arm Ukraine with more advanced and lethal weaponry, following earlier decisions to send rocket launcher systems and Abrams tanks. The United States has insisted that it is sending weapons to Ukraine to defend itself and has discouraged attacks by Ukraine into Russian territory.

“We’ve reached a moment where it is time to look down the road again to say what is Ukraine going to need as part of a future force, to be able to deter and defend against Russian aggression as we go forward,” Sullivan said.

Biden’s decisions on when, how many, and who will provide the fourth-generation F-16 fighter jets will be made in the months ahead while the training is underway, Biden told leaders.

The G7 leaders have rolled out a new wave of global sanctions on Moscow as well as plans to enhance the effectiveness of existing financial penalties meant to constrain President Vladimir Putin’s war effort. Russia is now the most-sanctioned country in the world, but there are questions about the effectiveness.

Japanese Prime Minister Fumio Kishida separately held one-on-one talks with leaders, including Modi, who is hosting the gathering of G20 world leaders later this year.

India, the world’s largest democracy, has been measured in its comments on the war in Ukraine, and has avoided outright condemnation of Russia’s invasion. While India maintains close ties with the U.S. and its Western allies, it is also a major buyer of Russian arms and oil.

The latest sanctions aimed at Russia include tighter restrictions on already-sanctioned people and firms involved in the war effort. More than 125 individuals and organizations across 20 countries have been hit with U.S. sanctions.

The leaders began the summit with a visit to a peace park dedicated to the tens of thousands who died in the world’s first wartime atomic bomb detonation. Kishida, who represents Hiroshima in parliament, wants nuclear disarmament to be a major focus of discussions.

The G7 leaders also discussed efforts to strengthen the global economy and address rising prices that are squeezing families and government budgets around the world, particularly in developing countries in Africa, Asia and Latin America.

The group reiterated its aim to pull together up to $600 billion in financing for the G7’s global infrastructure development initiative, which is meant to offer countries an alternative to China’s investment dollars.

Italian Premier Giorgia Meloni will skip the last day of the G7 because of floods earlier this week in northern Italy, which claimed at least 14 lives and devastated dozens of hamlets and towns.

“Biden, who scrapped plans to travel on to Papua New Guinea and Australia after his stay in Japan so that he can get back to debt limit talks in Washington, is also meeting with leaders of the so-called Quad partnership, made up of Japan, Australia, India and the United States.

The G7 includes Japan, the United States, the United Kingdom, France, Germany, Canada and Italy, as well as the European Union.

Launch of “World No Tobacco Day 2023: Grow Food, Not Tobacco”

The World Health Organization (WHO) unveiled its latest publication, World No Tobacco Day 2023: Grow Food, Not Tobacco, on Friday. The report presents alarming data that sheds light on the global issue of hunger while countries prioritize tobacco cultivation over food production. Tobacco consumption is accountable for 8 million deaths annually, yet governments worldwide continue to allocate substantial funds to support tobacco farming.

Disturbingly, a staggering 349 million individuals across 79 countries are currently grappling with acute food insecurity. Among these countries, many are classified as low and middle-income, including over 30 nations within the African continent. Instead of utilizing their fertile lands to grow nutritious crops, these countries allocate significant areas for tobacco cultivation.

The repercussions of tobacco farming extend beyond health concerns, resulting in negative economic, environmental, and social impacts for tobacco-growing nations. In numerous cases, the foreign exchange earned from tobacco exports is used to import essential food supplies. Furthermore, the cultivation of tobacco leads to adverse health effects among farmers and agricultural workers, as well as irreversible environmental degradation, including the depletion of water sources, deforestation, and the loss of various plant and animal species.

Malawakang PNP revamp, iniutos ni Acorda

Twitter accuses Microsoft of misusing its data, foreshadowing a possible fight over AI

SAN FRANCISCO. A lawyer for Twitter owner Elon Musk accused Microsoft of misusing the service’s data and demanded an audit from the software giant.

The letter primarily addresses a seemingly narrow set of alleged infractions by Microsoft in drawing information from Twitter’s database of tweets. But the move could foreshadow more serious developments. Musk has previously accused Microsoft and its partner OpenAI in a tweet of “illegally” using Twitter data to develop sophisticated AI systems such as ChatGPT.

Lawsuit time,” Musk wrote in that April tweet.

But the letter, signed by Musk lawyer Alex Spiro, tiptoed around that concern. It noted that Microsoft’s agreement with Twitter barred it from overuse of the service’s data such as exceeding “reasonable request volume” or “excessive or abusive usage.” Spiro then noted that “despite these limitations,” Microsoft had retrieved more than 26 billion tweets in 2022 alone.

He provided no context for those numbers. The process of training AI systems requires enormous amounts of data such as written text, which AI algorithms scour for patterns that the AI can use to make sense of language and large bodies of knowledge.

In other respects, the letter primarily laid out a series of vaguely worded allegations. For instance, it noted that while Microsoft was required to inform Twitter about its intended use of the data, it failed to do so for six of the eight Microsoft apps that drew on information from the Twitter database.

Similarly, the letter asserted that at least one Microsoft app had supplied Twitter data to a number of virtual locations that “reference a government entity or agency.” That apparently violated Microsoft’s agreement with Twitter, the letter stated, which prohibited the company from retrieving Twitter data “on behalf of ‘any government-related entity’” without first notifying Twitter.

The letter stated that Microsoft had failed to provide such notification.

Microsoft spokesman Frank Shaw provided a statement noting that Microsoft will review questions raised by the letter and then will “respond appropriately.” The statement added that “we look forward to continuing our long term partnership” with Twitter, which it did not refer to by name. Shaw declined to address specifics from the letter.

Spiro’s letter demanded that Microsoft describe in detail the Twitter data it possesses or has previously destroyed, the purpose for each of its apps that drew on Twitter information, and any government entities that used these Microsoft apps and whether they received data from Twitter’s database.

BURDEOS, Quzon. Nabaril at napatay ng pulis ang isang lalaki matapos mahuling nagnanakaw ng bunga ng niyog sa Sitio Katubong, Brgy. Caniwan sa bayan na ito, kahapon ng hapon.

Kinilala ng pulisya ang napatay na suspek na si Randy Velasco, 40 anyos na residente ng Sitio Carbubulo, Barangay Cabugao. Ang pulis na nakapatay sa kanya ay si PCpl. Jeffrey Lopez, miyembro ng Burdeos PNP, ay boluntaryong sumuko.

RSV vaccine for pregnant women protects their newborns but is it ready for US sale?

WASHINGTON. A first-of-its-kind RSV (Respiratory Syncytial Virus) vaccine for pregnant women guards their newborns against the scary respiratory virus -– and federal health advisers debated Thursday if Pfizer’s shot is ready to roll out.

RSV fills hospitals with wheezing babies each fall and winter, and the virus struck earlier than usual and especially hard in the U.S. this past year..

Vaccinating moms-to-be “would have a major impact,” said Dr. Alejandra Gurtman, Pfizer’s vaccine research chief.

The idea: Give women a single injection late in pregnancy, between 24 weeks and 36 weeks, so they develop RSV-fighting antibodies that pass through the placenta — just like they pass protection against other bugs to their babies.

In Pfizer’s international study of nearly 7,400 pregnant women, maternal vaccination proved 82% effective at preventing severe RSV during babies’ most vulnerable first three months of life. At age 6 months, it still was proving 69% protective against severe illness.

Pfizer said there were no signs of safety problems and in an analysis posted ahead of Thursday’s meeting, FDA’s reviewers agreed “the safety data seem generally favorable.” But the FDA did ask its scientific advisers to consider whether a slight difference in premature birth between the two groups was of concern.

If the Food and Drug Administration ultimately approves the maternal shot, it would mark a second milestone in the decades-long quest to prevent the respiratory syncytial virus. Earlier this month the FDA approved the world’s first RSV vaccine, rival GSK’s shot for older adults, who also are at high risk. There isn’t a vaccine yet for children, but Pfizer is about to begin testing one.

Here are some things to know:

RSV IS A COMMON THREAT

For most healthy people, RSV is a cold-like nuisance. But it can be life-threatening for the very young –- infecting deep in the lungs to cause pneumonia or impeding babies’ breathing by inflaming their tiny airways. In the U.S. alone, between 58,000 and 80,000 children younger than 5 are hospitalized each year, and between 100 and 300 die, according to the Centers for Disease Control and Prevention.

“All young infants are at risk of severe disease with RSV,” but postponing infection even by a few months lessens that risk, said CDC’s Dr. Katherine Fleming-Dutra.

VACCINE’S POTENTIAL IMPACT

Pfizer’s vaccine isn’t intended to prevent RSV infection but to avoid the worst outcomes. In late-stage testing, six infants born to vaccinated mothers had a severe RSV illness in their first three months of life compared to 33 infants whose mothers received a dummy shot. In addition, the vaccine cut in half the chances of needing any medical attention for an RSV infection by age 6 months.

The company predicts the U.S. could prevent as many as 20,000 infant hospitalizations a year, and 320,000 doctor visits, if enough pregnant women were vaccinated.

SAFETY DATA

Vaccine reactions included typically mild injection-site pain and fatigue. As for the prematurity question, vaccinated mothers had slightly more preterm infants –- 5.7% versus 4.7%. The vast majority were born just a few weeks early. That’s better than the nation’s preterm birth rate — overall in the U.S., 1 in 10 babies were born premature last year –- and the study imbalance wasn’t statistically significant, meaning it could be due to chance.

A total of 17 infants died during the study, five born to vaccinated mothers and 12 to those given a dummy shot. Researchers deemed none of the deaths related to the vaccine but FDA said it “is unable to exclude the possibility” that one infant’s death, stemming from extreme prematurity, might be related.

Vaccines always get close safety scrutiny but regulators are especially mindful of a major setback in the 1960s when an experimental RSV shot worsened infections in children. Eventually scientists figured out the problem and the RSV vaccines in the pipeline today are made with safer, modern methods — yet still were tested first in older adults.

WHAT HAPPENS NEXT?

FDA’s advisers already have recommended approving Pfizer’s vaccine for older adults, and the agency is expected to make a decision by month’s end. Whether to use the same shot in pregnant women will be a separate FDA decision, expected in August.

Meanwhile, rival GSK is gearing up for fall immunizations with its RSV vaccine for seniors. First, the CDC’s advisers will debate next month whether all older adults or only those at high risk need vaccination.

Vaccines aren’t the only advance in the pipeline. High-risk infants often get monthly doses of a protective drug during RSV season but European regulators recently approved the first one-dose option, from Sanofi and AstraZeneca. FDA’s advisers will debate that drug next month, too.

Ang batas sa pangangalunya sa Pilipinas, na kilala rin bilang kasong “adultery,” ay nagpapahintulot ng legal na pagsasampa ng kaso laban sa isang asawa na nagkaroon ng pakikipagtalik sa ibang tao maliban sa kanyang legal na asawa. Ang adultery ay itinuturing na isang krimen na maaaring magresulta sa mga parusa tulad ng pagkakakulong at multa.

PNP: Pulis na may kaso hindi tatanggap ng mid-year bonus

Hindi bibigyan ng midyear bonus ang mga pulis na may kaso, ayon sa PNP-Public Information Office (PIO) Chief Brig. Gen. Red Maranan.

Ayon kay Maranan, ang mga pulis na mayroong mga kaso at nasa ilalim ng disciplinary policy ng PNP ay hindi makatatanggap ng midyear bonus.

Naglaan ang PNP ng halagang P7.54 bilyon para sa midyear bonus ng 227,832 aktibong duty PNP personnel, na katumbas ng kanilang isang buwang sahod.

Sinabi ni PNP Finance Service Director Police BGen. Bowenn Joey Masauding na nagsimula na kahapon ang pamamahagi ng midyear bonus sa mga pulis sa kanilang mga Landbank payroll account.

Inaasahan ni Acorda na ang pag-release ng midyear bonus sa mga pulis ay magiging tulong sa kanila upang patuloy na maglingkod nang marangal sa bayan.
