MAYNILA – Sinibak ng Office of the President si Elsie T. Barrios, Schools Division Superintendent ng SDO Palawan, matapos mapatunayang nagkasala sa ilang serye ng mabibigat na paglabag sa serbisyo publiko.

Batay sa motu proprio investigation ng Department of Education, natuklasan ang umano’y dishonesty, oppression, grave misconduct, at pagtanggap nito ng personal na benepisyo kapalit ng pabor.

Kaugnay ito sa diumano ay “items-for-sale at pera-pera scheme” na nagdulot ng pagbaba ng morale ng mga guro sa dibisyon, ayon sa ulat.

Ipinataw kay Barrios ang dismissal from service. Kasama rito ang kanselasyon ng civil service eligibility, pagbawi ng retirement benefits, at permanenteng diskwalipikasyon sa anumang trabaho sa gobyerno.

Binigyang-diin ng Office of the President na hiwalay ang hakbang na ito sa posibleng kasong kriminal o sibil kung kinakailangan.

Nilagdaan ang kautusan ni Acting Executive Secretary Ralph G. Recto noong ika-28 ng Nobyembre 2025.

Sinuspinde ng Ombudsman ang 12 DPWH officials dahil sa flood control scam

MAYNILA – Naglabas ng anim na buwang preventive suspension ang Office of the Ombudsman laban sa 12 opisyal ng Department of Public Works and Highways sa Mimaropa dahil sa umano’y iregularidad sa P289 milyon na flood control project sa Naujan, Oriental Mindoro.

Kinumpirma ni Assistant Ombudsman Mico Clavano na nilagdaan ni Ombudsman Jesus Crispin Remulla ang suspension order noong Oktubre 23. Saklaw nito ang mga opisyal ng DPWH at mga miyembro ng Bids and Awards Committee ng rehiyon.

Kabilang sa sinuspinde ay sina Gerald Pacanan, regional director, Gene Ryan Altea, assistant regional director, Ruben D. S. Santos, assistant regional director, Montrexis Tamayo, OIC chief ng Planning and Design Division, Dominic Serrano, construction division chief at BAC chairperson, Dennis Abagon, OIC chief ng Quality Assurance and Hydrology Division at BAC member, Juliet Calvo, Maintenance Division chief, Lerma Cayco, accountant IV, Felisardo Casuno, project engineer III, Grace Lopez, BAC member, Frierich Karl Camero, legal division chief, at Timojen Sacar, materials engineer.

Ayon kay Clavano, ang preventive suspension ay bahagi ng kasong administratibo na isinampa kasabay ng kasong kriminal laban sa mga opisyal. Ito ay kaugnay ng umano’y paglabag sa Sections 4(a), 7(a) at (b) ng Code of Conduct and Ethical Standards for Public Officials and Employees, batay sa rekomendasyon ng Independent Commission for Infrastructure.

Nauna nang nagpahayag ng not guilty sina Pacanan, Altea, Santos, Tamayo, Serrano, Abagon, Calvo, Cayco at Casuno sa kasong malversation na inihain kaugnay ng umano’y substandard na flood control project. Naganap ang kanilang arraignment noong Martes sa Sandiganbayan Sixth Division.

Iginiit naman ng Lim and Yutatco Sze Law Firm na kumakatawan sa ilang opisyal na ang naturang flood control project ay nananatiling serviceable.

Hong Kong forms independent panel to probe deadly high-rise fire as death toll climbs

HONG KONG —Hong Kong has established an independent committee led by a judge to investigate the cause of a devastating apartment block fire that has killed at least 156 people and left dozens missing. The move follows mounting public pressure for transparency and accountability.

Chief Executive John Lee announced the probe on Tuesday, saying the committee will identify what went wrong and recommend reforms to prevent similar disasters. He vowed to confront vested interests and push for systemic change in the city’s construction industry.

Authorities said the fire erupted last Wednesday around scaffolding at the Wang Fuk Court complex in Tai Po. The blaze quickly spread to seven of the estate’s eight towers, which housed more than 4,600 residents. Many survivors are now homeless, and 40 injured victims remain in hospitals.

Investigators are examining why the fire spread so rapidly and how it overwhelmed firefighting efforts. At least 15 people have been arrested by the city’s anti corruption agency and police, including scaffolding contractors, company directors and an engineering consultant. The arrests relate to suspected corruption and negligence linked to ongoing renovation work.

Officials revealed that contractors used substandard netting on the building. Of 20 netting samples collected, seven failed safety standards. Lee said some parties mixed inferior materials with approved ones to deceive inspectors.

Survivors expressed support for the independent inquiry. May Liang, who lost all her belongings after the blaze broke out while she and her husband were at lunch, said residents deserve clear answers. “Everyone wants to know the truth,” she said.

Lee declined to comment on reports that several people were arrested over the weekend in what critics called an attempt to curb government criticism. One person involved in a petition urging accountability was reportedly detained on suspicion of inciting sedition. Lee said only that he would not tolerate crimes that exploit the tragedy.

Experts say the credibility of the investigation will be essential. John Burns, honorary professor of politics and public administration at the University of Hong Kong, said transparency will be key to restoring trust.

Officials report that about 2,500 displaced residents have moved into transitional housing, including government units, hostels and hotels. Around 20 people remain in temporary shelters that accommodated hundreds on the first night after the fire.

Christmas in San Pablo City: Festive trees and traditional lights brighten the Yuletide Season

SAN PABLO CITY, Philippines – San Pablo City officially welcomed the holiday season as Christmas trees, parols, and sulo were illuminated in a grand ceremony held yesterday in front of the old Capitol building.

Simultaneous lighting of Christmas decorations brightened key areas across the city, including Rizal Avenue, City Plaza, Balagtas Boulevard, Doña Leonila Park, and other prominent spots. The elegant and nostalgic display of lights, parols, and sulo beautifully captures the warmth and spirit of the traditional Filipino Christmas.

The program featured lively performances by bands and rondallas from Pag-ibig and Pag-asa School for Special Children, Canossa College, and other local schools, whose music and singing delighted the audience and showcased the remarkable talent of young performers in the city.

City Mayor Najie Gapangada led the ceremony, joined by department heads, DepEd officials, An Mercado Alcantara, head in charge of tourism, City Administrator Joseph Marnic de Mesa, Monsignor Jerry Bituon, parish priest of the San Pablo Cathedral, and City Councilors Barbie Diaz and John Adajar.

In his Christmas message, Mayor Gapangada wished the residents a season filled with hope, love, and unity, encouraging everyone to come together and celebrate the joys of Christmas safely with their families and communities.

Nakiusap ang DILG sa mga Pinoy sa buong mundo: I-report si Zaldy Co kung makikita

MAYNILA – Nakiusap si Department of Interior and Local Government (DILG) Secretary Jonvic Remulla sa lahat ng mga Pilipino sa buong mundo na kung makikita nila ang dating Ako Bicol representative na si Zaldy Co, agad itong kuhanan ng litrato at i-post sa internet upang makatulong sa gobyerno na matunton ang kanyang kinaroroonan.

Sa press briefing sa Malacañang, sinabi ni Remulla na kasalukuyang hinihinala nilang nasa Portugal si Co at doon umano naninirahan.

“Zaldy Co is believed to be in Europe, suspected to be in Portugal. He is suspected to have a Portuguese passport acquired so many years ago. Iyon lang ang details,” paliwanag ni Remulla.

Nang tanungin kung may hawak na golden visa si Co, sinabi ng Kalihim na ang Department of Foreign Affairs (DFA) ang tamang ahensya na sasagot sa bagay na ito, hindi ang DILG.

“The DFA is the best person to answer,” dagdag pa niya.

Inamin din ni Remulla na may pinagsamang pagsisikap ang gobyerno para mahuli si Co.

“It is a whole-of-government approach to get Zaldy Co. DFA, the DILG, the Ombudsman, the DOJ are all working together in order to get a satisfying outcome into the repatriation of Zaldy Co back to the Philippines. To what those measures are, I cannot speak of yet but I think when it comes to repatriation, DFA should be the lead. Sila dapat ang magsabi kung anong gagawin,” ayon sa Kalihim.

Barzaga sinuspinde ng Kamara ng 60 days dahil sa unethical behavior

MAYNILA — Sinuspinde ng House Ethics Committee si Cavite 4th District Rep. Kiko Barzaga nang 60 araw dahil sa umano’y hindi angkop na pag-uugali, kabilang ang serye ng pagbatikos sa gobyerno at pagpo-post ng malalaswang larawan ng mga babaeng nakabikini sa kanyang Facebook account.

Sa botong 249 pabor, 6 laban at 11 abstain, pinagtibay ng lower house ang rekomendasyong suspindihin si Barzaga nang walang tatanggapin na sahod sa loob ng panahon ng sanction.

Pagkatapos ilahad ang rekomendasyon, tumindig si Barzaga sa plenaryo at sinabing tinatanggap niya ang desisyon ng komite. Gayunman, sinundan niya ito ng puna laban kay Pangulong Marcos, dahilan para putulin ang kanyang mikropono.

Ayon kay 4Ps Partylist Rep. Jonathan Clement JC Abalos, chairman ng House Ethics Committee, malinaw na lumabag si Barzaga sa pamantayan ng wastong asal na inaasahan sa isang mambabatas.

“The complainants alleged that these social media posts in his verified Facebook pages contain language and imagery that employ derogatory and inflammatory rhetoric against government institutions, use vulgar and inappropriate language on befitting a public official,” pahayag ni Abalos.

Iginigiit naman ni Barzaga na ang kanyang Facebook posts ay saklaw ng proteksyon bilang political speech at ginawa umano nang may mabuting hangarin bilang bahagi ng pampublikong talakayan hinggil sa umano’y malalang korapsyon sa mga flood control projects.

Calls to allow Princess Aiko to succeed the throne gain momentum as Japan confronts male only rule

TOKYO — Supporters of Princess Aiko are renewing calls to revise Japan’s male only succession law as the popular royal marks her 24th birthday, intensifying debate over the future of an imperial family that is rapidly shrinking.

Princess Aiko, the only child of Emperor Naruhito and Empress Masako, has become a crowd favorite in recent years, often drawing louder cheers than her parents during public appearances. Her rising popularity has strengthened public support for a female emperor, a possibility barred under Japan’s current Imperial House Law.

Advocates warn that succession reforms can no longer be delayed. Japan’s monarchy is facing a demographic crisis, with only one eligible heir from the younger generation, 19 year old Prince Hisahito, the nephew of Emperor Naruhito.

Experts argue that lifting the ban on female succession is crucial to preventing the imperial line from dying out. However, conservative lawmakers, including Prime Minister Sanae Takaichi, strongly oppose any change to the male only rule.

Princess Aiko’s public image has grown since she debuted as an adult royal in 2021, praised for her intelligence, warmth and humor. Her first solo overseas trip to Laos last November further boosted her profile, as she represented the emperor in meetings with top officials and engagements with local communities.

Earlier this year, she joined her parents on visits to Nagasaki and Okinawa. Observers note that she has embraced her father’s commitment to preserving the memory of World War II.

Many Japanese have expressed admiration for Aiko’s character and leadership potential. Among them is 82 year old Nagasaki atomic bombing survivor Setsuko Matsuo, who said she has long hoped to see Aiko ascend the throne. Others, like 58 year old office worker Mari Maehira, say they have followed Aiko’s growth for years and now wish to see her become monarch.

A movement pushing for reform has grown. Some supporters distribute comics urging lawmakers to allow Aiko to become emperor, while others run YouTube channels and online campaigns to raise awareness. Advocates like Ikuko Yamazaki say excluding Aiko threatens the monarchy’s survival and reflects outdated views on gender.

Born on December 1, 2001, Aiko grew up in the public eye. Her mother, Empress Masako, suffered a stress related condition after facing pressure to produce a male heir. Aiko was known as a bright child who memorized the names of sumo wrestlers, but she faced bullying in elementary school and health concerns during her teens.

Aiko graduated from Gakushuin University in 2024 and has since taken on official duties while working at the Red Cross Society. She enjoys weekend walks with her parents and recreational sports with palace staff.

Japan’s Imperial Family has dwindled to only 16 adults, down from 30 three decades ago. Under the 1947 Imperial House Law, only males in the paternal line may ascend the throne, and female members lose their royal status upon marrying commoners.

The line of succession is now limited to Crown Prince Akishino, his son Prince Hisahito, and 90 year old Prince Hitachi. Crown Prince Akishino acknowledged the strain on the royal family but said change is impossible under the current system.

The shrinking pool of heirs has alarmed historians, who note that Japan’s monarchy, believed to be 1,500 years old, once included eight reigning empresses. The male only rule was introduced in 1889 and maintained after World War II.

A government proposal in 2005 to allow a female emperor was abandoned after the birth of Prince Hisahito. In 2022, a conservative panel recommended keeping the male line system while allowing female royals to retain their status after marriage. The panel also suggested adopting male heirs from distant branches, a proposal critics say is impractical.

International pressure has mounted. Last year, the United Nations women’s rights committee urged Japan to permit a female emperor, saying the current ban undermines gender equality. Tokyo rejected the call, calling it inappropriate and asserting that imperial succession is tied to national identity.

Scholars say Japan faces a critical choice between preserving tradition and ensuring the survival of its monarchy. As one expert put it, the question is no longer about male versus female succession, but how to save the imperial institution itself.

LPA sa labas ng PAR, may mataas na tsansa maging bagyo

MAYNILA – Mataas na posibilidad na maging tropical depression sa loob ng 24 oras ang low pressure area o LPA na nasa labas ngayon ng Philippine Area of Responsibility, ayon sa PAGASA nitong Martes ng madaling araw.

Sa 4 a.m. update ng ahensya, sinabi nitong huling namataan ang LPA noong 2 a.m. sa layong 1,290 kilometro silangan ng Eastern Visayas. Inaasahan itong makapasok sa PAR pagsapit ng Miyerkoles bilang isang tropical depression.

Pangalanang Wilma ang ibibigay dito kapag tuluyan itong lumakas bilang tropical depression.

Ayon sa ulat ng PAGASA nitong Lunes ng gabi, katamtaman pa ang posibilidad na maging tropical depression ang naturang LPA. Ngunit sa pinakahuling pagsusuri, tumaas na ang tsansang ito.

Sa Tropical Cyclone Threat Potential Advisory ng ahensya, mababa hanggang katamtaman ang posibilidad ng pagbuo ng tropical cyclone sa unang linggo ng Disyembre.

Kapag naging tropical depression, inaasahang tatawirin nito ang CARAGA, Visayas, at Southern Luzon.

Sa ikalawang linggo ng Disyembre, posibleng kumilos ito patungong Mindoro at Palawan bago tuluyang lumabas ng PAR.

Samantala, namataan din ang Tropical Storm Koto formerly Verbena sa layong 470 kilometro hilagang kanluran ng Pag asa Island sa Kalayaan, Palawan na nasa labas ng PAR. Halos hindi ito kumikilos at taglay ang lakas ng hanging 45 km per hour at bugso na 55 km per hour.

4 Dead, 10 injured in California shooting at child’s birthday party

STOCKTON, California — Four people, including three children aged 8, 9, and 14, were killed and 10 others injured after gunfire erupted at a child’s birthday party in Stockton, Northern California, on Saturday evening, authorities said.

The shooting occurred near the 1900 block of Lucile Avenue, inside a banquet hall where families were celebrating, Stockton police and the sheriff’s office reported. Victims were transported to local hospitals, and four later died. The victims range in age from juveniles to adults.

Stockton Vice Mayor Jason Lee described the incident as devastating. “Tonight, my heart is heavy in a way that’s hard to put into words,” he wrote on Facebook. “An ice cream shop should never be a place where families fear for their lives. Violence touched my life as a young person, and seeing our own children, parents, and neighbors go through this shakes me deeply.”

Early reports suggest the shooting may have been a targeted attack, according to Heather Brent, spokesperson for the San Joaquin County Sheriff’s Office. “This is a very active and ongoing investigation. Information remains very limited at this time,” she said. Authorities urged anyone with information to contact the sheriff’s office immediately.

Governor Gavin Newsom expressed shock over the incident. “The Governor’s Office of Emergency Services is monitoring this evolving situation and coordinating with local law enforcement,” his office said on social media.

Congressman Josh Harder also issued a statement. “I am devastated at news of a mass shooting in Stockton, and Pam and I are praying for the victims and their families. My office is carefully monitoring this situation and in close contact with local law enforcement.”

The scene remains active as investigators continue to gather evidence. Authorities have asked the public to avoid the area near Thornton Road, close to a Dairy Queen and other businesses, while the investigation is ongoing.

The motive for the shooting has not yet been confirmed. Law enforcement officials said identifying the suspect remains the top priority.

Thousands in Philippines protest corruption, demand return of stolen flood project funds

MANILA, Philippines — Thousands of demonstrators, including Roman Catholic clergy, took to the streets in the Philippines on Sunday, calling for the swift prosecution of top legislators and officials implicated in a major corruption scandal.

Left-wing groups held a separate protest in Manila’s main park, demanding that all implicated government officials immediately resign and face the law.

President Ferdinand Marcos Jr. has been under pressure to address public outrage over corruption linked to substandard, defective, or unbuilt flood control projects in an archipelago frequently hit by deadly floods and extreme weather.

More than 17,000 police officers were deployed in Metro Manila to secure the separate protests. The Malacañang presidential palace complex was placed on security lockdown, with key roads and bridges blocked by anti-riot police, trucks, and barbed wire.

In a deeply divided democracy where two presidents have been ousted in the last 39 years partly over plunder allegations, there have been isolated calls for the military to withdraw support from the Marcos administration. The Armed Forces of the Philippines rejected such calls, welcoming a statement signed by at least 88 mostly retired generals, including three former military chiefs of staff, condemning any unconstitutional or military adventurism.

“The unified voice of our retired and active leaders reaffirms that the Armed Forces of the Philippines remains a pillar of stability and a steadfast guardian of democracy,” the military said in a statement.

Roman Catholic churches nationwide helped lead Sunday’s anti-corruption protests, with the main rally held at the pro-democracy People Power Monument along EDSA in Metro Manila. Police reported about 5,000 demonstrators, mostly dressed in white, attended before noon.

Protesters demanded that members of Congress, government officials, and construction company owners behind thousands of anomalous flood control projects be imprisoned and ordered to return stolen government funds. One demonstrator wore a shirt with the message: “No mercy for the greedy.”

“If money is stolen, that is a crime, but if dignity and lives are taken, these are sins against fellow human beings, against the country, and above all, against God,” said Rev. Flavie Villanueva, a Catholic priest who has supported families of impoverished drug suspects killed during former President Rodrigo Duterte’s crackdown. “Jail all the corrupt and jail all the killers,” he told the crowd.

Since Marcos first raised alarm over the flood control anomalies during his State of the Nation Address in July, at least seven public works officials have been jailed for illegal use of public funds and other graft charges related to a single project. Executives of Sunwest Corp., a construction firm involved in the project, are still being sought.

On Friday, Henry Alcantara, a former government engineer who admitted under oath his involvement in the anomalies, returned 110 million pesos ($1.9 million) in kickbacks and pledged to return more in the coming weeks.

Authorities have frozen about 12 billion pesos ($206 million) in assets of suspects in flood control anomalies, according to Marcos. The president vowed that many of at least 37 powerful senators, members of Congress, and wealthy construction executives implicated in the scandal would be behind bars by Christmas.

Protesters said many more officials, including implicated senators and House members, should be jailed immediately and forced to return funds that financed private jets, luxury cars, mansions, and extravagant lifestyles.
