Verbena patungo sa Negros, Signal No. 1 nakataas sa 29 lugar

Nagpapatuloy ang paggalaw pahilagang kanluran ng Tropical Depression Verbena patungo sa Negros Island habang nananatiling nakataas ang Tropical Cyclone Wind Signal No. 1 sa 29 lugar, ayon sa pinakahuling Tropical Cyclone Bulletin ng PAGASA.

Ayon sa ahensiya, ang sentro ng bagyo ay namataan sa coastal waters ng Pinamungahan, Cebu batay sa lahat ng available data kabilang ang Iloilo Doppler Weather Radar. Taglay nito ang lakas ng hangin na 55 kilometro bawat oras malapit sa gitna at bugso ng hanggang 90 kilometro bawat oras, na may central pressure na 998 hPa.

Kumikilos ang Verbena sa bilis na 25 kilometro bawat oras, na may malalakas na hangin na umaabot hanggang 200 kilometro mula sa sentro. Bandang 2:40 a.m., kinumpirma ng PAGASA na nag-landfall ito sa Talisay, Cebu.

Nananatili ang gale warning sa seaboards ng Northern Luzon.

Matapos ang landfall sa Talisay City, inaasahang tatawid ang Verbena sa Visayas at hilagang bahagi ng Palawan ngayong Martes bago lumabas sa West Philippine Sea pagsapit ng Miyerkules. Mula roon ay tatalikod ito pa-kanluran at dadaan sa hilaga ng Kalayaan Islands bago tuluyang lumabas sa Philippine Area of Responsibility sa Huwebes.

Nagdeklara ng class suspensions sa ilang lugarngayong Martes, November 25 dahil sa masamang panahon na dulot ng Tropical Depression Verbena.

Tiniyak ng Department of Social Welfare and Development na sapat ang naka-preposition na tulong para sa mga maaapektuhan ng bagyo. US and Ukraine agree on revised plan to end war after Geneva talks

KYIV – The United States and Ukraine have agreed on a revised framework to end the war with Russia after high-level talks in Geneva, both governments confirmed on Monday, November 24. The updated plan follows earlier criticism from Kyiv and European allies that Washington’s initial proposal was too favourable to Moscow.

In a joint statement, US and Ukrainian officials said the new draft resulted from Sunday’s discussions in Switzerland. No details were released. Ukrainian President Volodymyr Zelenskyy said his delegation would return to Kyiv to brief the government.

US President Donald Trump noted progress on Truth Social, saying, “Something good just may be happening.” White House spokeswoman Karoline Leavitt said a few disagreements remained but expressed confidence they could be resolved. She said no meeting between Trump and Zelenskyy had been scheduled yet.

Zelenskyy said in his nightly address that the new proposal contained “correct” elements, but some sensitive issues would require direct discussion with Trump.

Washington’s approach to the conflict has shifted significantly since mid-2025, raising concerns among Kyiv and European capitals. Trump’s surprise summit with Russian President Vladimir Putin in Alaska sparked fears that the United States might accept Russian demands. Instead, the meeting led to increased US pressure on Moscow.

The latest 28-point US proposal once again surprised many in Ukraine and Europe. It would require Ukraine to cede more territory, accept limits on its armed forces, and drop its long-term ambition of joining NATO. Ukrainian and European officials say those terms amount to capitulation.

European governments drafted a counterproposal that would freeze fighting along current lines, delay territorial decisions, and provide Ukraine with a US-sponsored security guarantee similar to NATO’s collective defense. Russia rejected the European version outright.

The diplomatic push comes as Zelenskyy faces rising domestic pressure. A corruption scandal forced the dismissal of two ministers, and Russian forces have made recent gains along parts of the front.

Public scepticism remains strong. “Trump’s special plan is, in general, a capitulation for Ukraine,” said 62-year-old civil servant Anzhelika Yurkevych. “The Ukrainian people will not agree.”

Speaking to international partners via video link from Sweden, Zelenskyy said Ukraine continued to seek compromises “that will strengthen but not weaken us.” Sources familiar with the talks said Zelenskyy could visit the United States as soon as this week for further discussions with Trump.

Even as talks continued, Ukraine’s second-largest city, Kharkiv, was hit by a major drone strike on Sunday that killed four people. Emergency responders searched the rubble as smoke covered the area. “There was a family, there were children,” said Ihor Klymenko of a Red Cross emergency team. “The children are alive, thank God. The man is alive. The woman died.”

Across the border, Russia said it had shot down 10 Ukrainian drones aimed at Moscow. A Ukrainian strike earlier on Sunday temporarily cut power to thousands near the Russian capital, a rare reversal of the routine outages inflicted on Ukrainian cities by Russian attacks.

European Union leaders also discussed Ukraine on the sidelines of an EU-African Union summit in Luanda. German Chancellor Friedrich Merz said Trump had shown openness to a jointly developed peace plan and called Sunday’s talks an interim result. Polish Prime Minister Donald Tusk said any deal must not weaken Ukraine or Europe, adding, “No one wants to discourage Americans and President Trump from having the United States on our side in this process.”

Verbena lumalakas, shear line umiigtingt: PAGASA nagbabala sa baha at landslide

Nagbabala ang mga eksperto na maaari itong magdala ng malalakas na pag-ulan sa Caraga Region, Eastern Visayas at ilang bahagi ng Visayas at Mindanao. Posible ang flash floods at landslides lalo na sa mababang lugar at kabundukan. Bukod sa mga lugar na direktang tinatamaan, posible ring makaranas ng epekto ang mga lugar na nasa labas ng forecast track.

Nagbabala rin ang PAGASA sa malalakas na hangin at mas mapanganib na kondisyon sa mga baybaying dagat at bulubunduking lugar. Pinapayuhan ang mga residente na mag-ingat at sundin ang direktiba ng lokal na pamahalaan.

Samantala, patuloy na nakaaapekto ang shear line sa eastern section ng Luzon na nagdudulot ng makapal na ulap at pag-ulan. Dahil dito at sa amihan, inaasahan ang malalakas na pag-ulan at isolated thunderstorms sa iba pang bahagi ng Luzon.

Maaaring makaranas ng scattered rains at thunderstorms ang Metro Manila, Cordillera, CALABARZON, Cagayan, Isabela at iba pang bahagi ng Luzon. Posibleng maging maalon ang dagat at lumakas ang hanging dala ng shear line at ng umiiral na weather systems.

Pinapayuhan ang publiko na iwasang pumalaot lalo na kung malakas ang alon o may banta ng storm surge. Dapat tiyakin ang kaligtasan ng mga tahanan lalo na sa mga lugar na nasa dalisdis o malapit sa dagat. Mahalagang bantayan ang sitwasyon ng baha at landslide at manatiling nakatutok sa mga official bulletins ng PAGASA at lokal na awtoridad.

US and Ukraine report progress in Geneva talks on ending Russia war, details remain sparse

GENEVA — Top U.S. and Ukrainian officials said Sunday they made progress toward ending the Russia-Ukraine war, but offered few specifics after discussions on a U.S. peace proposal that has drawn concern from European allies for being potentially too conciliatory to Moscow.

U.S. Secretary of State Marco Rubio described the Geneva talks as “very worthwhile” and the most productive day in a long time, expressing optimism that progress could be achieved. He provided little detail on the discussions and downplayed a Thursday deadline set by President Donald Trump for Ukraine’s response, emphasizing that negotiations could continue beyond Monday if necessary.

“This is a very delicate moment,” Rubio said, noting that some issues involve language, others require high-level decisions, and many will need more time to resolve.

The 28-point U.S. plan, aimed at ending nearly four years of conflict, has alarmed Kyiv and European capitals. Ukrainian President Volodymyr Zelenskyy has said the country faces a difficult choice between defending its sovereignty and preserving U.S. support. He vowed that Ukraine “will always defend” its homeland.

The plan reportedly accommodates many Russian demands that Zelenskyy has repeatedly rejected, including ceding territory. In a statement Sunday night, the White House said the Ukrainian delegation confirmed that their key concerns — security guarantees, economic development, infrastructure protection, freedom of navigation, and political sovereignty — were thoroughly addressed during the meeting.

Concerns about the original proposal intensified after a bipartisan group of U.S. senators reported that Rubio described the plan as a “wish list” from Russia. German Chancellor Friedrich Merz said he discussed the proposal with Trump, noting that some elements were acceptable to Europe while others were not.

Rubio called the U.S. plan a “living document” subject to change, but emphasized that Moscow would have a say in any final version. Ukrainian presidential chief of staff Andrii Yermak said the talks made “very good progress” toward a just and lasting peace.

The positive assessments contrast with President Trump’s criticism of Ukraine for allegedly failing to show gratitude for U.S. military support while Europe continues purchasing Russian oil. Zelenskyy, however, expressed appreciation for U.S. efforts and reaffirmed that Russia initiated the war.

Ahead of the Geneva talks, the Ukrainian delegation also met with national security advisers from the U.K., France, and Germany, as European allies pushed to revise aspects of the plan. France’s defense minister Alice Rufo said discussions would include limitations on the Ukrainian army, which she described as a challenge to sovereignty.

Polish Prime Minister Donald Tusk expressed willingness to collaborate with European, Canadian, and Japanese leaders on the plan, while emphasizing clarity about its authorship and origins.

Meanwhile, Turkish President Recep Tayyip Erdogan said he would speak with Russian President Vladimir Putin on Monday to revive a previous 2022 agreement allowing safe grain exports via the Black Sea, a move aimed at supporting regional diplomacy and easing tensions.

Despite progress in Geneva, officials emphasized that details remain fluid and negotiations will continue as parties work toward a potential resolution.

Israel kills top Hezbollah commander in air strike on Beirut

BEIRUT — Hezbollah confirmed that its senior military commander, Haytham Ali Tabataba,i was killed in an Israeli air strike on Lebanon’s capital on Sunday, raising fears of renewed escalation in the region.

Tabatabai, chief of staff of Hezbollah’s armed wing, was among at least five people killed in an attack on an apartment building in the Dahiyeh district of southern Beirut, a Hezbollah stronghold. Lebanon’s Ministry of Public Health said 28 others were wounded.

In a statement, Hezbollah described Tabatabai as “the great commander” and called the strike “treacherous,” without specifying his position within the group. He is the most senior Hezbollah leader to be killed by Israel since a November 2024 ceasefire aimed at ending more than a year of hostilities.

The Israeli military confirmed that Tabatabai was the target of the strike, and Prime Minister Benjamin Netanyahu’s office said it was carried out to eliminate him. Israeli media reported it was the military’s third attempt to kill him since last year’s conflict.

Senior Hezbollah official Mahmoud Qmati said the attack crossed a “red line” and warned that it could lead to wider assaults across Lebanon. Analysts say the group now faces a difficult choice, balancing the risk of further Israeli attacks against the pressure to respond.

Tabatabai was born in 1968 in Beirut to a Lebanese mother and an Iranian father. He grew up in southern Lebanon and joined Hezbollah at the age of 12.

The attack caused significant damage to surrounding buildings and vehicles, according to Lebanon’s National News Agency, which reported that two missiles struck the apartment block on al-Arid Street in Haret Hreik.

Lebanese President Joseph Aoun called on the international community to intervene to stop Israeli strikes and protect Lebanese civilians. “Lebanon reiterates its call to the international community to assume its responsibility and intervene firmly and seriously to stop the attacks on Lebanon and its people,” Aoun said.

Hezbollah MP Ali Ammar said the air strike violated the ceasefire brokered by the United States last year, describing it as a “crossing of a red line” against Lebanon’s sovereignty and security.

Israel has carried out near-daily strikes on southern Lebanon in recent weeks and has attacked Beirut several times, though the capital had not been targeted in recent months. Earlier this week, at least 13 people were killed in an Israeli strike on a Palestinian refugee camp in southern Lebanon.

Analysts note that Hezbollah is now under pressure to decide how to respond. Ali Rizk, a security affairs analyst, said a full-scale retaliation could provoke a wider Israeli bombardment, while failure to respond could further weaken the group’s deterrence.

Israel and the United States have pressed Lebanon to disarm Hezbollah. The Lebanese government approved a plan in September to disarm the group nationwide by year-end, but Hezbollah has refused to comply, while Israel continues strikes and maintains a presence in parts of southern Lebanon.

Sunday’s air strike occurred just days before Pope Leo XIV is scheduled to visit Lebanon, amid growing tensions and ongoing Israeli military operations in the country.

New study shows global luxury shoppers reject high-end brands over price hikes

MILAN — Global sales of personal luxury goods are expected to decline for the second consecutive year, as affluent shoppers push back against steep price increases on ordinary products and global uncertainty weakens consumer confidence, according to a new study by Bain & Co. released Thursday.

The semiannual market update for the Altagamma association of Italian luxury producers forecasts a 2% drop in sales of high-end apparel, footwear, and handbags this year, falling from 364 billion euros in 2024 to 358 billion euros ($412 billion). This would mark the first two-year slowdown since the 2008-2009 global financial crisis.

“It is not a disaster scenario, but we see consumers trading down to more accessible brands, not because they lack money, but because they are looking for a more ethical value-price proposition,” said Bain partner Claudia D’Arpizio, co-author of the study.

Post-pandemic sales reached 369 billion euros in 2023, a rebound that Bain analysts now consider a bubble. Despite recent declines, the market remains roughly 25% larger than in 2019, before pandemic lockdowns hit global sales.

Looking ahead, Bain expects a 3% to 5% rebound next year, bringing sales to 365 billion to 375 billion euros, assuming growth in the U.S. market is supported by strong financial markets and recovery in China.

The U.S. market is forecast to remain flat at around 101 billion euros this year, while Europe faces a slight contraction to 108 billion euros. Mainland China and Japan are both expected to slow by up to 8%, to 42 billion euros and 31 billion euros, respectively. Only the Middle East is projected to grow 4% to 6% to 23 billion euros, driven by Dubai’s shopping sector.

Globally, inflated prices and a creativity gap have cost brands 60 to 70 million customers over the past two years, reducing the customer base by 18% to 330 million shoppers who feel far less loyal than before, Bain said.

Footwear and handbags have suffered the most, where price increases were steepest, D’Arpizio said. “These customers already have plenty of bags, including the same models available now.”

Like politics, the luxury sector is experiencing extreme polarization, with ultra-high-net-worth individuals proving the most resilient. Those with personal wealth above 30 million euros number about 400,000, and including family members, total roughly 1.5 million people.

“Ongoing polarization is not helping luxury consumption,” D’Arpizio said. “Other customers feel alienated because brands have focused too much on ultra-wealthy individuals, not only with higher prices but also with customer experiences designed for a few rather than the many.”

Social media is amplifying questions about whether it is ethical to buy at these prices. D’Arpizio added that the strategy of raising prices has been “very dangerous,” creating a misalignment between price and value.

Brands need to decide which customers they want to serve and reestablish themselves as drivers of “self-actualization and social improvement,” qualities that fueled the luxury market for decades, she said.

DPWH-MIMAROPA engineer, 6 na iba pa arestado kaugnay ng flood control scam

MAYNILA — Inaresto ng mga awtoridad sa Quezon City noong Linggo si Dennis Abagon, engineer ng Department of Public Works and Highways (DPWH) MIMAROPA, kaugnay ng anomalya sa flood control project sa Oriental Mindoro.

Kasama si Abagon sa mga personalidad na may warrant of arrest ng Sandiganbayan dahil sa reklamo ng malversation of public funds. Siya ay officer-in-charge ng iba’t ibang dibisyon sa DPWH-MIMAROPA.

Dalawang araw na nagsagawa ng surveillance ang mga awtoridad bago nahuli si Abagon, kasama ang dalawa pang tao na inaresto dahil umano sa pagharang sa hustisya. Narekober din ng National Bureau of Investigation ang ilang mobile phone at isang SIM card, na posibleng ginamit bilang “burner phone” at “burner SIM” para makipag-usap habang itinatago ang kanilang lokasyon. Narekober din ang ilan sa mga damit at gamot ng engineer.

Sinabi ni Abagon na plano niyang sumuko matapos ang payo ng kanyang abogado. “Wala naman akong ginawang masama. Ginawa ko lang ‘yung trabaho ko. Wala akong kinita,” ani Abagon, na nagtrabaho sa DPWH ng 33 taon. Idinagdag niya, “Sana tulungan niyo rin kami na hindi lang biased sa amin. ‘Yung fair na pagtingin sa tao kasi nagtatrabaho lang din kami,” at mariing itinanggi ang mga alegasyon laban sa kaniya.

Noong nakaraang Miyerkules, inilabas ng Sandiganbayan ang mga kasong isinampa laban kay dating Ako Bicol Party-list representative Zaldy Co, DPWH-MIMAROPA officials, at Sunwest Corporation directors kaugnay ng P289-million road dike project sa Naujan, Oriental Mindoro. Ang proyektong ito ay pinondohan sa ilalim ng 2024 national budget ng DPWH at itinayo sa tabi ng Mag-Asawang Tubig River, ngunit tinukoy ng mga tagausig bilang substandard at “non-existent.” Nabigo rin ang DPWH Secretary Vince Dizon na mahanap ang proyekto at dalawa pang flood control projects noong bisita niya sa Oriental Mindoro noong Setyembre.

Sa kabuuang imbestigasyon, pito sa labing-anim na indibidwal na may warrant of arrest, kabilang si Abagon at dating representative Zaldy Co, ang nasa kustodiya na ng mga awtoridad. Anim ang boluntaryong sumuko sa CIDG, habang dalawa pa ang nakikipag-ugnayan sa PNP–CIDG upang sumuko.

Sa isang video statement, sinabi ni Pangulong Ferdinand “Bongbong” Marcos Jr. na mananagot ang sinumang magtatago o tutulong sa pagtatago ng mga may warrant. Hinikayat din niya ang natitirang mga akusado na sumuko at harapin ang mga kaso. “Wala pong espesyal na pagtrato. Mananatili sila sa kustodiya ng NBI habang hinihintay ang utos ng korte,” ani Marcos.

Pinayuhan ng Pangulo ang natitirang mga akusado: “Sumuko na kayo. Huwag na ninyong hintaying habulin pa kayo. Mas magiging maayos ang inyong sitwasyon kung haharapin ninyo ang kaso.” Tiniyak niya na tuloy-tuloy ang proseso at hindi titigil ang gobyerno sa imbestigasyon.


Tropical depression Verbena at 2 pang weather system nagpapaulan sa Pilipinas

MAYNILA – Nagbabala ang PAGASA na tatlong weather system kabilang ang nabubuong Tropical Depression Verbena ang sabay na nakaaapekto sa bansa at magdudulot ng maulap na panahon, ulan, at posibleng malalakas na pagbugso ng hangin ngayong Lunes.

Sa 4 a.m. public weather forecast, sinabi ng PAGASA na ang shear line ay nakaaapekto sa silangang bahagi ng Luzon habang ang Northeast Monsoon ay umiiral sa natitirang bahagi ng Northern at Central Luzon.

Ayon sa PAGASA, si Verbena ay huling namataan 3 a.m. sa layong 345 kilometro silangan ng Surigao City, Surigao del Norte. Taglay nito ang lakas ng hangin na 45 km/h malapit sa gitna at pagbugsong hanggang 55 km/h. Kumikilos ito pa kanluran sa bilis na 30 km/h.

Inaasahang magdadala si Verbena ng ulan na may kasamang malalakas na pagbugso ng hangin sa Eastern Visayas, Central Visayas, Negros Island Region, Caraga, Masbate, Iloilo, at Guimaras ngayong Lunes. May banta ng flash floods o landslides dahil sa katamtaman hanggang malakas na pag ulan.

Magdudulot ang trough ng tropical depression ng maulap na kalangitan na may kalat kalat na pag ulan at thunderstorms sa MIMAROPA, natitirang bahagi ng Visayas, at nalalabing bahagi ng Mindanao.

Metro Manila, Cordillera Administrative Region, CALABARZON, Cagayan, Isabela, Quirino, Nueva Vizcaya, Nueva Ecija, Bulacan, Aurora, at Bicol Region ay makakaranas ng maulap na lagay ng panahon na may kalat kalat na ulan at isolated thunderstorms dahil sa shear line.

Ang Pangasinan at natitirang bahagi ng Central Luzon ay inaasahan ding magkaroon ng maulap na kalangitan na may pag ulan dahil sa Northeast Monsoon. Ang nalalabing bahagi ng Luzon ay magkakaranas ng partly cloudy hanggang cloudy skies na may mahihinang pag ulan.

Ayon sa PAGASA, ang Northern Luzon at silangang bahagi ng Central at Southern Luzon ay makakaranas ng malalakas na hangin at maalong kondisyon sa karagatan.

Ang nalalabing bahagi ng Luzon at Visayas ay magkakaroon ng katamtaman hanggang malalakas na hangin na may moderate to rough sea conditions habang ang Mindanao ay makakaranas ng katamtamang hangin at katamtamang kondisyon ng karagatan.

NAIA biometric e-gates gagamitin na sa Disyembre, ayon sa NNIC

MAYNILA — Magsisimula na sa Disyembre ang paggamit ng biometric immigration e-gates sa Ninoy Aquino International Airport (NAIA), ayon sa pahayag ng New NAIA Infra Corp. (NNIC) nitong Sabado, Nobyembre 22.

Ayon sa kalatas ng NNIC, bahagi ng planong activation ang hakbang upang mapabilis at mapabuti ang proseso para sa mga pasahero sa paliparan.

Ang e-gates ay ipapagana ng global travel-technology provider na Amadeus, at pangangasiwaan ng Bureau of Immigration (BI). Kasama rin sa sistema ang automated border-control technology gamit ang passport scanning at facial recognition, na layong bawasan ang oras ng paghihintay at mapabuti ang throughput o dami ng datos na dumadaan sa sistema.

Ilalagay ang mga e-gate sa Terminals 1 at 3 ng NAIA, kung saan obligado ang immigration checks. Nakatakda ang unang phase ng operasyon sa Disyembre, habang inaasahang matatapos ang full deployment sa unang bahagi ng 2026.

Pinagsasama ng proyekto ang pondo ng NNIC at operational components na ibibigay ng BI. Kapag gumana na ang sistema, isasama rin ito sa biometric passenger touchpoints na ipinatupad ng NNIC sa check-in, security screening, at boarding.

“Our goal is to make each part of the airport experience more comfortable for passengers,” ayon kay NNIC president Ramon Ang. “These eGates will help reduce bottlenecks at immigration and support the broader improvements we have been introducing across NAIA,” dagdag niya.

Noong nakaraang taon, nakaproseso ang NAIA ng mahigit 50 milyong pasahero, lagpas sa orihinal nitong design capacity.
