A genuine wake-up call over ‘kulelat’ PISA ranking

We could hardly believe we concretely act on our educative mission for K-12 students. Mahirap mambola. So here is one of the most important quotable quotes before the year ends: “Pisa has provided us with valuable insights into the strengths and weaknesses of our education system.

The PISA (Programme for International Student Assessment) results may bear an uncomfortable truth. It has shown that a significant majority of our boys and girls fall below the proficiency level required for full participation in society and contributing to nation-building.”

Salamat po sa pagtanggap sa katotohanang “unfomcortable,” DepEd Secretary (na siya ring mahal nating Pangalawang Pangulo).

“The Pisa results are not merely a reflection of our education system. It is a mirror reflecting our collective efforts, investments, and most importantly, our commitment to education and the future we envision for our children.” Salamat muli sa pagtanggap sa katotohanan, Sec. Ibig sabihin, makatutulong pa nga sa kanya at sa OVP ang bitawan niya ang DepEd. Panatag ang loob mo, loob ko, marahil mga nasa loob ng silid-aralan din, na merong isang daang porsyentong pagtutok sa tungkulin ang magiging bagong kalihim ng edukasyon.

Organisation for Economic Co-operation and Development (OECD) ang gumagawa ng ganitong pag-aaral sa buong mundo. Sinusukat ng PISA ang mga kakayahan ng mga batang edad 15 sa reading, mathematics, at science. Nangulelat tayo noong 2018, at walang masyadong galawan ng datos sa 2022.

Tatlo sa apat na estudyanteng nasa edad 15 ang hindi nakaaabot sa minimum proficiency sa tatlong nabanggit na subjects. Atrasado ng 5-6 taon ang kanilang kakayahan. Dadgag pa sa ulat ang long-term absenteeism na nagpalala ng students’ academic performance. Sabi ng OECD, “While schools can do little to prevent illness, they can address a lack of motivation among students, and much can be done to make schools safer.”

The organization notes: “PISA results show that boys and students in lower secondary school are more likely to suffer from a lack of motivation: the two groups cited boredom as a reason for long-term absenteeism more often than girls and students in upper secondary school, on average across OECD countries and in most countries/economies.”

Meanwhile, on a government website, DepEd boasts that it is on the right path to becoming the “most trusted, top-performing” government agency. Come again? Yung mga survey firm na ganyan, tuma-timing. Why not wholeheartedly accept the fact that our children got dismal PISA scores in 2018 and 2022? Acceptance is the first step; otherwise, people will not expect any concrete action from the concerned agency. We say no to concrete cover-up (read: PR). That is what is happening. That is no secret. That is OECD’s PISA. Bawi tayo.

Bawas sa presyo ng petrolyo, inaasahan bago mag-Pasko

Maaaring magkaroon ng konting ginhawa ang mamamayan bago mag-Pasko. Ayon sa Department of Energy (DOE), posibleng magkaroon ng bawas-presyo sa produktong petrolyo isang linggo bago ang Pasko batay sa unang apat na araw ng trading ng Mean of Platts Singapore.

Sinabi ni Rodela Romero, Director 3 ng DOE Oil Industry Management Bureau, na maaaring magkaroon ng P0.25 hanggang P0.40 na bawas sa bawat litro ng gasolina. Bukod dito, posibleng magkaroon din ng P0.10 hanggang P0.35 na bawas sa bawat litro ng diesel, habang P0.80 hanggang P1 na bawas naman sa presyo sa bawat litro ng kerosene.

CALAMBA CITY, Laguna. Nasamsam ng mga tauhan ng Police Regional Office Philippine-Calabarzon ang 778 na loose firearms sa magkakasunod na police operations na isinagawa sa buong rehiyon nitong nagdaang linggo.

Ayon sa ulat ni Police Brigadier General Paul Kenneth Lucas, hepe ng Calabarzon police, nanguna ang PNP Region 4A Intelligence unit sa pagsasagawa ng mga operasyon, kung saan nakuha ang 778 na piraso ng iba’t-ibang uri at kalibreng baril. Kabilang dito ang mga high-powered firearms tulad ng mga Uzi sub machine gu, submachine guns, armalite, beretta pistol, 9mm, cal.45, cal.357, cal.38, at mahigit 500 improvised shotguns, double barrel, at de bombang baril.

Sa isinagawang press conference sa Camp Vicente Lim, ipinakita ng kapulisan ang mga nakumpiskang baril, kasama ang mahigit na 200 armas na kusang isinurender ng mga may-ari dahil sa pag-expire ng kanilang permit.

This celestial spectacle is scheduled to unfold late Monday into early Tuesday, offering millions along a narrow path from central Asia to parts of Mexico a rare and fleeting glimpse.

Federation of Free Farmers: Krisis sa bigas, titindi sa 2024

Nagbabala ang Federation of Free Farmers (FFF), isang grupo ng mga magsasaka, na mas lalala pa ang krisis sa bigas sa taong 2024. Ayon kay FFF National Chairman Raul Montemayor, ang pagtaas ng halaga ng retail price ng bigas sa kabila ng panahon ng anihan ng palay sa bansa ang pangunahing sanhi ng problemang ito.

Dagdag pa ni Montemayor, posibleng magkaroon ng kakulangan sa suplay ng bigas sa buwan ng Pebrero at Marso bago ang sumapit ang tdry season harvest, at muling magiging hamon ito sa buwan ng Hulyo hanggang Setyembre ng susunod na taon.

Dagdag pa niya, hindi rin umaasa na magkakaroon ng malakihang importasyon ng bigas na makakatulong sa pagtugon sa mataas na pangangailangan ng mamamayan.

“We are seeing two reasons here, one, because of high imported rice. The high imported rice affects the domestic price, causing the farmgate price of palay to go up. Second, it is possible that our harvest is not that big contrary to the claim of the Department of Agriculture,” ayon sa pahayag ni Montemayor.

Binanggit niya na bagamat inaasahan ang pagbaba ng presyo sa panahon ng anihan, patuloy pa rin ang pagtaas ng presyo ng bigas. Ang farmgate price ng palay ay nasa P30 kada kilo ngayon, at ayon kay Montemayor, tumataas ito dahil sa kakulangan ng suplay.

“About two to three months from now, what would be our situation especially with the El Niño, our dry season crop in March and April would be affected and it could be worse in July, August and September, during the lean months next year,” dagdag pa ni Montemayor.

Mysterious fish wash-up baffles Japan; Authorities scramble for answers

“I’ve never seen anything like this before,” remarked a veteran fisher with 25 years of experience in the area. Concerns were raised about potential shifts in the marine ecosystem, given that sappa catches in Nakiri had only started around a year ago.

While experts speculated that the fish might have become stranded after exhausting migratory pursuits or due to sudden drops in water temperature, the exact cause remains elusive. Mikine Fujiwara, a local fisheries official, stated, “The cause is unknown at the moment. We plan to sample the seawater at the site and examine it to uncover the cause.”

A controversial report from the Daily Mail linking the fish wash-up to the release of treated water from the Fukushima Daiichi nuclear power plant faced strong rebuke from Japanese government officials. The report suggested a correlation between the phenomenon and the discharge of water containing small amounts of the radioactive isotope tritium into the Pacific. The International Atomic Energy Agency had previously approved the plan, assuring minimal radiological impact.

Japanese fisheries officials expressed concern about “unsubstantiated information” and emphasized the lack of abnormalities in water-monitoring surveys related to the Fukushima plant’s discharged water. Public schools, magsisimula ng Christmas break sa Disyembre 18

Magsisimula ang Christmas break ng mga mag-aaral at guro sa lahat ng pampublikong paaralan sa buong bansa ay magsisimula sa susunod na linggo, ayon sa Department of Education (DepEd) Order No. 22 series of 2023.

Nakasaad sa mga alituntunin ng Implementing Guidelines on the School Calendar and Activities for the School Year (SY) 2023-2024 na inilabas noong Agosto, na ang Christmas break “ay magsisimula sa Dec. 18 at magtatapos sa Jan. 2” para sa darating na taon.

Ayon sa direktiba ng DepEd, ang pagbabalik-eskwela para sa ikalawang semester ay nakatakdang magsimulai sa ika-3 ng Enero, 2024. Ang opisyal na pagsisimula ng SY 2023-2024 sa mga pampublikong paaralan ay sinimulan noong Agosto 29, 2023.

Ang kasalukuyang school year ay itinakda na may 220 na araw ng klase at inaasahang matatapos sa Hunyo 14, 2024. Ang Christmas break ay nagbibigay-daan para sa mga mag-aaral at guro na magpahinga bago bumalik uli sa kanilang mga gawain sa bagong taon.
