Pangil, Laguna binulabog ng bomb threat, klase sinuspinde

PANGIL. Laguna. Sinuspindi ng lokal na pamahalaan ang lahat ng klase sa elementarya, high school, at kolehiyo sa bayan ng Pangil sa Laguna matapos na bulabugin ng bomb threat ang Pakil Elementary School sa Barangay Isla kahapon ng umaga.

Agad na iniulat ng gurong si Rozchelle Subijano, 40, kasama ang dalawang estudyante, na parehong 12 anyos, sa kanilang school principal ang natagpuang “word-processed letter” na naglalaman ng mensahe ng pagbabanta mula sa harap ng gate ng Pakil Elementary School alas-8:40 ng umaga.

Sa bomb threat, sinabi na pasasabugin ang Pangil Elementary School at iba pang paaralan malapit sa Barangay Isla ilang oras matapos ang pagpapaskel ng babala.

Bilang tugon, agad na ipinaalam ang natanggap na bomb threat sa lokal na pulisya na agad na rumesponde sa iskul at nagsagawa ng masusing inspeksyon sa loob. Inabisuhan ng awtoridad ang lahat ng guro na siguruhing ligtas ang paglilikas ng mga estudyante habang isinasagawa ang inspeksyon.

Sa oras ding iyon, ipinatigil ng mayor ng bayan ang lahat ng klase sa lahat ng antas upang tiyakin ang seguridad at kaligtasan ng mga mag-aaral.

Utang ng Pilipinas umabot na sa P14.48 Trilyon

Lumaki pa ang utang ng bansa sa pagtatapos ng Oktubre 2023.

Sa ulat ng Bureau of the Treasury (BTr) na inilabas nitong Martes, Disyembre 5, lumobo na sa P14.48 trilyon ang kabuuang utang ng pamahalaan, na mas mataas ng 1.49% mula sa P14.27 trilyon noong Setyembre 2023.

Ayon sa Treasury, ang pagtaas ng utang ng gobyerno sa buwang ito ay resulta ng “net issuance and availment of domestic and external loans, as well as the revaluation effect of peso depreciation against the US dollar.”

Sa kabuuang utang, 68.38% ay “locally sourced” samantalang ang 31.62% naman ay mula sa international source. Ang utang sa loob ng bansa ay umabot sa P9.90 trilyon, na tumaas ng 1.73% mula sa P9.73 trilyon noong Setyembre.

Sa parehong buwan, naglabas ang pamahalaan ng P213.42 bilyon para sa domestic debt securities, kumpara sa principal payments na nagkakahalaga ng P45.68 bilyon, na nagresulta sa net repayment na P167.75 bilyon. Idinagdag pa ng BTr na ang epekto ng pag-depreciate ng lokal na pera laban sa dolyar ay maliit lamang, umaabot sa P230 milyon.

Ang year-to-date domestic debt ay nakakita ng increment na P693.95 bilyon o 7.54%.

Sa kabilang banda, ang foreign debt ay lumaki ng 0.97% patungo sa P4.58 trilyon mula sa P4.53 trilyon month-on-month. Ayon sa Treasury, ang pag-akyat ng external debt para sa Oktubre ay dulot ng net availment ng foreign debt na umabot sa P33.52 bilyon, at ang P11.84 bilyong adjustment sa valuation dahil sa pag-depreciate ng piso laban sa dolyar.

Ang external debt ng bansa ay tumaas ng P367.99 bilyon o 8.74% mula sa P4.21 trilyon noong katapusan ng Disyembre 2022.

Samantalang ang debt-to-gross domestic product (GDP) ratio ay bumuti sa 60.2% sa third quarter mula sa 61% noong second quarter, kasunod ng mas mataas na paglago ng ekonomiya na umabot sa 5.9% mula sa 4.3% noong second quarter.

Ang mas mababang debt-to-GDP ratio ay nagpapakita na kayang bayaran ng bansa ang utang nito na walang malaking epekto sa ekonomiya. Ayon sa Medium Term Fiscal Framework ng administrasyon, layon ng pamahalaan na mabawasan pa ang debt-to-GDP ratio pababa sa 60% sa 2025 at 51.1% sa 2028.

Bago ang pagbagsak ng COVID-19 pandemic, ang debt-to-GDP ratio ng Pilipinas ay umabot sa record low na 39.6% noong 2019.

The construction of five substantial seawater pumps, situated approximately one mile north of the Al-Shati refugee camp, was completed in November. Each pump has the capacity to draw water from the Mediterranean Sea, capable of moving thousands of cubic meters per hour, potentially inundating the tunnels within weeks.

While Israel has not yet committed to this unconventional plan, questions linger about its execution, especially concerning the fate of hostages, including Americans, who were taken captive by Hamas during the October 7 attack on Israel and brought to the Gaza Strip.

The report suggests that Israel has identified around 800 tunnels beneath Gaza, used by Hamas for various purposes such as moving fighters, storing weapons, and planning terror attacks. However, Israeli officials suspect that the actual extent of the tunnel network could be much larger.

By adopting a gradual flooding approach over several weeks, Israel aims to provide an exit route for both Hamas terrorists and potential hostages, according to an insider cited by the outlet. However, uncertainties surround the effectiveness of this method due to the unknown details of the tunnels and the surrounding terrain.

An Israel Defense Forces official, as reported by The Wall Street Journal, refrained from commenting on the flooding plan but emphasized the IDF’s commitment to dismantling Hamas’s terror capabilities using diverse military and technological tools.

U.S. officials were reportedly informed of the plan last month, although the proximity of its execution by the Israeli government remains uncertain. Israel has reaffirmed its commitment to persist in its campaign until Hamas is eradicated in Gaza, launching its 10,000th airstrike against the terror group in the Gaza Strip recently.

AbbVie’s $10 billion investment: Strengthening cancer treatment portfolio through ImmunoGen acquisition

AbbVie is set to spend approximately $10 billion to acquire a potential blockbuster cancer treatment, aiming to bolster its portfolio amid challenges from cheaper alternatives impacting its best-selling drug, Humira.

The pharmaceutical giant will pay $31.26 in cash for each share of ImmunoGen, representing a substantial 95% premium over the closing price of ImmunoGen’s stock on Wednesday at $16.06.

The centerpiece of this deal is Elahere, an ovarian cancer treatment developed by ImmunoGen. AbbVie anticipates that Elahere could generate billions of dollars in annual sales, contributing to long-term revenue growth. However, executives caution that the returns on this investment might take time to materialize, expecting the deal to be dilutive to earnings until 2027.

Elahere received accelerated approval from U.S. regulators last year, and AbbVie is now seeking full approval from the Food and Drug Administration (FDA) while eyeing expansion into other markets.

In the third quarter of this year, Elahere brought in $105.2 million in revenue, nearly constituting ImmunoGen’s total sales.

AbbVie’s strategic move with this acquisition aims to expedite its presence in the solid tumor treatment market. Elahere is identified as the most significant aspect of this deal, and company leaders envision substantial sales growth, foreseeing a notable inflection point in the early 2020s.

Iniulat na pinalawig ni Pangulong Ferdinand R. Marcos Jr. ang termino ni Philippine National Police (PNP) Chief General Benjamin Acorda Jr. hanggang Marso 31, 2024. Ang pagpapalawig ng serbisyo ay bunga ng matagumpay na pamumuno ni Acorda sa police force matapos italaga noong Abril ng kasalukuyang taon.

Sa liham na nilagdaan ni Pangulong Marcos, binanggit na “sa bisa ng mga umiiral na batas, ang iyong serbisyo bilang Chief (Police General), Philippine National Police, ay pinalawig hanggang 31 Marso 2024.” Ipinarating din niya ang kanyang pasasalamat sa magandang pagganap ni Acorda sa kanyang tungkulin.

Iniulat naman kay Department of Interior and Local Government (DILG) Secretary Benjamin Abajos Jr. ang desisyon na ito sa pamamagitan ng transmittal letter na nilagdaan ni Executive Secretary Lucas Bersamin noong Disyembre 1, 2023. Ang PNP ay isang attached agency ng DILG.

Sa pagpapalawig sa serbisyo ni Acorda, binanggit ng Office of the President (OP) ang Executive Order No. 136, series of 1999, na nagpapahintulot sa Pangulo na aprubahan ang pagpapalawig ng serbisyo ng mga itinalagang opisyal kahit lampas na sa compulsory retirement age para sa mga napakahusay na dahilan.

Si Acorda ay nangunguna sa PNP sa mga proyektong naglalayong mapabuti ang morale at kagalingan ng personnel, pagsasagawa ng community engagement, pagsusulong ng integridad, pagpapaunlad ng teknolohiya, at tapat na pagpapatupad ng batas.

Bilang pang-29 na “top cop” ng bansa, initalaga si Acorda sa isang seremonya ng change of command sa Camp Crame, Quezon City noong Abril 24, 2023. Subalit, naabot na niya ang compulsory retirement age na 56 taon para sa mga personnel ng PNP noong Disyembre 3, 2023.

Kabilang si Acorda sa mga kasapi ng Philippine Military Academy Sambisig Class of 1991 at naglingkod sa PNP ng mahigit 37 taon. Bago maging hepe ng PNP, siya ay nagsilbing direktor ng PNP Directorate for Intelligence.

Ang pagpapalawig sa termino ni Acorda ay inaasahang magbibigay daan sa pagpapatuloy ng kanyang mahalagang ambag sa PNP at pagtutok sa mga hakbangin na naglalayong mapanatili ang kaayusan at seguridad sa bansa.

A noteworthy revelation is the involvement of a secretive AI-facilitated military intelligence unit in Israel’s response to the conflict with Hamas.

Quoting an unnamed source critical of this practice, +972 Magazine expressed concerns, drawing a parallel scenario where Palestinian militants would target Israeli soldiers’ private residences during weekends. The use of AI in Israel’s military operations, including automated systems on the battlefield, is being closely observed by other states, according to an unnamed White House official cited by The Guardian.

Further insights from +972 Magazine’s source indicate that a high-ranking Israeli intelligence officer, in response to Hamas’ actions, directed officers to “kill as many Hamas operatives as possible.” The flexibility in targeting is emphasized, with no strict rules to avoid civilian casualties. Instances were noted where wide cellular pinpointing was employed, leading to civilian casualties, justified as a trade-off for time efficiency.

While the current reports shed light on the IDF’s recent use of AI in targeting Gaza, it’s worth noting that Israel has previously employed such technology. Reports indicate that the IDF claimed to have fought the “first AI war” during the 11-day conflict in Gaza in May 2021.

Senior motorist, pinagsasaksak ng gunting sa road rage

GEN. TRIAS, City, Cavite. Isinugod sa ospital ang isang 60-anyos na motorista matapos pagsasaksakin ng gunting ng isang driver sa Governor’s Drive, Brgy. San Francisco, Gen. Trias City kahapon.

Ang biktimang si Joseph Ramos Aviles, 60-anyos at residente ng Brgy. Manggahan, Gen. Trias City, Cavite, ay kasalukuyang nasa pagamutan matapos pagsasaksakin ng gunting ng isang lalaking diumano ay nag-counterflow at muntik nang makabangga sa kanyang tricycle.

Arestado na ang suspek na kilala sa alias na “Reynaldo,” 31-anyos at residente ng Brgy. Cabuco, Trece Martires City, Cavite. Hinaharap nito ngayon ang kasong frustrated homicide.

Sa imbestigasyon ni Police Master Sergeant Christopher Dumlao ng Gen. Trias Police, nangyari ang insidente bandang alas-9:00 ng umaga. Habang minamaneho ni Aviles ang kanyang tricycle nang biglang nag-counterflow ang suspek at nasakop ang kabilang lane at muntik nang mabangga si Aviles.

Sa halip na humingi ng tawad, nagwala ang suspek at nagbanta kay Aviles. Kalaunan ay bumaba ito ng sasakyan bitbit ang isang gunting at inatake ng saksak ang matanda.

Duguang dinala si Aviles sa Gen. Trias Medicare Hospital, kung saan ay kasalukuyan siyang inoobserbahan. Agad namang naaresto ang suspek ng mga rumespondeng pulis.

Supplier ng ilegal na paputok, arestado sa ent­rapment operation

TANAUAN CITY. Nagsimula na ang mahigpit na pagtugis ng pulisya sa Calabarzon laban sa mga lumabag sa batas ukol sa paggawa at pagtinda ng ilegal na paputok sa panahon ng Kapaskuhan, at ang isa sa mga itinuturing na supplier ay naaresto sa isang entrapment operation sa Batangas.

Sa ulat, nakumpiska ng awtoridad ang halagang P1.5 milyon na iba’t ibang klase ng ilegal na paputok kay Darry Machia, kilala rin bilang “Daryl,” sa isang operasyon sa kanyang tirahan sa Tanauan City nitong Huwebes.

Naaresto si Machia, isang encoder, matapos makuha ng isang undercover agent ang iligal na paputok mula sa kanya sa isang buy-bust operation sa Barangay Ambulong noong Huwebes ng hapon, ayon kay Col. Vicente Cabatingan, hepe ng Regional Intelligence Unit 4A.

“Ang operasyon ay nag-ugat sa isang impormasyon na ibinigay ng kanyang mga kapitbahay, na nag-uulat na si Darryl ay nagbebenta ng ilegal na paputok sa labas ng kanyang bahay nang walang kaukulang mga dokumento para sa operasyon at siya ay isang supplier umano ng mga paputok hindi lamang sa lalawigan ng Batangas kundi maging sa mga kalapit na lalawigan sa Calabarzon region,” ayon sa pahayag ni Cabatingan.

Bago ang operasyon, isinagawa umano ang isang linggong surveillance laban sa suspek, hanggang sa nakipagnegosasyon sa kanya ang isang civilian agent para sa test buy, dagdag ni Cabatingan.

Ang mga nakumpiskang paputok mula sa suspek, ayon sa mga elemento ng Regional Intelligence Unit-Calabarzon, ay galing sa Bulacan at ipinamahagi ng suspek sa iba’t ibang lalawigan, kabilang na ang Laguna at Cavite.

Ayon kay Brig. Gen. Paul Kenneth Lucas, direktor ng pulisya sa Calabarzon, isinampa ang mga kasong paglabag sa RA 7183 laban sa suspek, kilala bilang “An Act regulating the sale, manufacture, distribution, and use of illegal firecrackers and other pyrotechnic devices and hoarding of illegal firecrackers.”

Noong Oktubre, nagkasunog sa Purok 8, Sitio PNB, Brgy. Talisay, Lipa City, Batangas, na malubhang ikinasugat ng isang biktima matapos sumabog ang pulbos ng paputok na itinago sa loob ng isang kahon na diumano ay ginagamit sa paggawa ng firecrackers.
