Sinuspinde ng Commission on Elections (Comelec) kahapon ang memorandum of agreement (MOA) nito sa online news website na Rappler, isang araw matapos maghain ng petisyon ang Office of the Solicitor General (OSG) sa Supreme Court (SC) na naglalayong ipawalang-bisa ang deal.
Sa isang pahinang memorandum na nilagdaan ni Comelec acting chair Socorro Inting, lahat ng aktibidad kaugnay ng fact-checking MOA ay ipinag-uutos na naka-hold.
“Given the allegations against Rappler and the subsequent filing of the Petition with the Supreme Court, it is judicious for the Commission to hold in abeyance the implementation of the provisions of the MOA until the issues are settled and/or decision of the court is rendered. All actions in connection with the MOA shall be deferred, including coordination between the Commission and Rappler on matters of the MOA,” ayon kay Inting.
Noong nakaraang buwan, nagpadala ang OSG ng liham sa Comelec, na humihiling na isa isang ibasura ang MOA sa Rappler dahil sa hindi nararapat na delegasyon sa Rappler ng awtoridad ng Komisyon; ang umano’y paglabag nito sa Konstitusyon at sa mga batas; ang diumano’y rekord nito ng pag-uulat ng mali at labis na pagkiling at ang diumano’y paglabag nito sa patakaran ng Estado upang maging ganap na independyente mula sa panghihimasok ng dayuhan at secure na integridad ng mga halalan.
Sa petisyon nito, hiniling ng OSG sa mataas na hukuman na maglabas ng temporary restraining order at ideklarang walang bisa ang MOA.
Noong Pebrero 24, nilagdaan ng Comelec at Rappler ang kasunduan sa voter engagement at paglaban sa disinformation kaugnay ng darating na May 9 national at local elections.
Tinutulan din ng National Press Club, isa sa pinakamatanda at pinakamalaking media organization sa bansa, ang partnership ng Comelec at Rappler.
Sa isang liham sa Comelec, sinabi ni NPC president Paul Gutierrez na “ang pagpili mo sa Rappler, tiyak, ay isang hakbang sa maling direksyon.”
“Nevertheless, we call your attention to the fact that most of Rappler’s current legal woes arise first, from its being a foreign-funded media outfit, contrary to what is provided for in our Constitution. Its chief executive, Maria Ressa, has been convicted of criminal libel by a Manila court for biased reporting, a fact that cannot be obscured by the many ‘awards’ given to her by foreign-based media organizations. We can go on and on citing reasons why we object to your MOA with Rappler. But our central message is, the credibility of the coming election that we all aspire for is not enhanced by your choice,” ayon kay Gutierrez.
