Isinusulong ng ilang mambabatas ang panukala na magkakaloob ng P5,000 cash aid bilang suporta sa mga bagong nagsipagtapos at bilang tulong na rin sa paghahanap ng trabaho.
Ang panukalang batas na inihain ni House Deputy Speaker at Las Pinas Rep. Camille Villar ay naglalayong bigyan ng one-time, P5,000 cash grant ang mga fresh college at vocational course graduates.
Sa ilalim ng House Bill 6542 ni Villar nais nitong agad na matulungan ang mga graduates sa paghahanap ng trabaho sa pamamagitan ng pagbibigay sa mga ito ng pondo.
Sakop ng cash grant ang mga nagsipagtapos sa Philippine tertiary institutions, colleges, universities at training institutions.
“A student fresh out of graduation and desirous of a decent means of livelihood, finds himself or herself at a loss on how to fund for employment application prospects amid the continuously increasing transportation fare and the difficulty of commuting, preparing a decent work wear, printing tons of biodata or curriculum vitae, and other expenses needed. They can use this amount as a productivity/earnest fund for their application for employment, transportation and settling-in amount if they get a job soonest,” ayon kay Villar.
Kung ito ay maisasabatas, lahat ng nais mag-avail ng cash aid ay maaring magtungo lamang sa kanilang mga lokal na pamahalaan o mga kaukulang ahensya ng gobyerno at magpakita ng kopya ng diploma o kahit na anong valid proof of graduation na inilabas ng kanilang educational institution.
Ang Commission on Higher Education (CHED) ang siyang mangangasiwa sa pagpapatupad nito at ang Kongreso ang magdedetermina sa kakailanganing pondo depende sa magiging konsultasyon sa ibat ibang stakeholders.
“While some would label the grant as means of a dole-out, the higher purpose is actually investment in the emerging labor force which is for the best interest of the state. Similarly, it is an aegis of a caring government to provide relief and an expression of the principle of ‘Parens Patriae’—to show the State’s commitment to promote the highest interest of the Filipino youth,” ang pagtatapos ni Villar.
