Climate risks intensify as extreme weather shocks grow more severe

GENEVA, Switzerland | Scientists are warning that the world is moving closer to a period of increasingly severe climate disruptions as record heat, extreme rainfall, drought, wildfires and unusually warm oceans become more frequent, with a strengthening El Niño expected to add further pressure to an already warming climate system.

The warning comes as the World Meteorological Organization reports that record-breaking heat, drought, wildfires and flooding have continued across several regions during the Northern Hemisphere summer. The WMO said the continuing sequence of high-impact events highlights the urgent need for reliable forecasts, early-warning systems and stronger preparedness.

The latest evidence shows that the climate system is already operating under extraordinary conditions. Copernicus Climate Change Service reported that July 2026 was the joint-second warmest July globally, while the global ocean outside the polar regions recorded its hottest July on record. Western Europe experienced its warmest June-July period on record, with prolonged heat and dryness contributing to extreme wildfires.

The developing El Niño is adding another layer of risk. The WMO said in July that the phenomenon was strengthening and expected to dominate global climate patterns during August to October. Forecast models indicated sea-surface temperature anomalies of more than 2.9°C in key monitoring regions, while a positive Indian Ocean Dipole was also expected to develop. Together, the climate drivers could increase the risk of heat, drought, flooding and wildfires in different parts of the world.

El Niño is a naturally occurring climate pattern involving unusually warm surface waters in the central and eastern tropical Pacific. Its effects extend far beyond the Pacific because it alters atmospheric circulation and rainfall patterns. The WMO has warned that the current event could bring above-normal temperatures across much of the world while increasing the likelihood of drought in some regions and heavy rainfall in others.

Scientists stress, however, that El Niño is not the underlying cause of the long-term climate crisis. Human activities, particularly the burning of coal, oil and natural gas, have increased concentrations of greenhouse gases in the atmosphere. NASA says this warming is already contributing to more frequent or intense heatwaves, heavy rainfall, droughts, wildfires and other forms of extreme weather.

The combination of long-term warming and natural climate variability can produce particularly dangerous conditions. Warmer air can hold more moisture, increasing the potential for intense rainfall, while higher temperatures can worsen evaporation and soil drying, contributing to drought and wildfire risk. Warmer oceans can also provide additional energy and moisture to some storms.

The risks are not limited to individual disasters. Climate extremes can cascade through food production, water supplies, public health, energy systems, transportation and supply chains. The WMO has emphasized that El Niño can affect agriculture, energy, trade, water resources and livelihoods across entire regions.

The scientific warning is not new. The Intergovernmental Panel on Climate Change said in its Sixth Assessment Report that the world faces unavoidable multiple climate hazards over the next two decades even at around 1.5°C of global warming. It also warned that the world is currently underprepared for many of the impacts expected beyond that level of warming.

The IPCC has also established that every additional increment of warming increases climate risks. Some changes can become more difficult or impossible to reverse as warming continues, raising concerns about ecosystems, water security, food production and human settlements.

There is growing evidence that some climate impacts once considered distant possibilities are already occurring. NASA reports that climate change is affecting extreme weather across the planet, with record heatwaves, intense rainfall, severe floods, prolonged droughts and extreme wildfires becoming more frequent or intense in many regions.

Wildfires provide one example of the changing risk. NASA researchers have found that extreme wildfire activity has more than doubled worldwide in the satellite record examined, while fire seasons have become longer in several regions. Warmer and drier conditions can increase the likelihood that fires spread rapidly and become more difficult to control.

The oceans are another major concern because they absorb more than 90% of the excess heat associated with greenhouse gas emissions. Persistently warm oceans can contribute to marine heatwaves, ecosystem stress and changes in atmospheric conditions. The record ocean temperatures recorded in July 2026 underline the scale of the warming already taking place.

The current sequence of extremes also comes against the backdrop of several exceptionally warm years. The WMO reported that July 2026 tied July 2024 as the joint-warmest July in the global record maintained by NOAA.

Scientists caution against interpreting individual disasters as proof that climate change caused every specific event. Weather is influenced by numerous natural and human factors, and the strength of the climate connection varies between hazards and locations. But the broader trend is clear: a warmer atmosphere and ocean are changing the baseline conditions under which extreme events occur.

The growing concern is therefore less about predicting one single catastrophic event than preparing for multiple shocks occurring closer together or interacting with one another. A major heatwave can increase electricity demand and strain health systems. Drought can reduce agricultural production and water supplies. Floods can damage infrastructure and disrupt transportation, while wildfires can affect air quality far beyond the areas where they burn.

The WMO says early warning systems offer one of the most practical ways to reduce these risks. As of its latest assessment, 128 countries reported having multi-hazard early-warning systems, although significant gaps remain. The organization has urged governments to strengthen forecasting, monitoring and preparedness so communities can act before hazards become disasters.

The emerging climate picture does not mean that catastrophic outcomes are inevitable. It does mean that the margin for error is narrowing. Reducing greenhouse-gas emissions can limit future warming, while investments in resilient infrastructure, disaster preparedness, climate forecasting and early warnings can reduce the damage from hazards that are already unavoidable.

With a strong El Niño developing on top of exceptionally warm global oceans, scientists say the coming months will provide another test of the world’s ability to prepare for climate extremes. The warning is increasingly straightforward: the shocks are not simply a problem for the distant future. Many are already here, and a warmer planet is raising the stakes.
