Houthis signal halt to attacks as Gaza ceasefire holds

DUBAI, United Arab Emirates  —  Yemen’s Houthi rebels are indicating that they have paused attacks on Israel and commercial vessels in the Red Sea as the ceasefire in the Gaza Strip continues to hold.

In an undated letter addressed to Hamas’ Qassam Brigades and posted online, the Houthis offered their clearest sign so far that their regional campaign has stopped. The message, signed by Maj. Gen. Yusuf Hassan al Madani, the group’s military chief of staff, said the rebels are “closely monitoring developments” and warned that operations would resume if Israel renews its offensive in Gaza.

Israel’s military, which has carried out strikes that killed senior Houthi leaders, declined to comment when contacted by The Associated Press. Defense Minister Israel Katz had warned in September that Israel would respond “sevenfold” to Houthi attacks after a drone strike on Eilat wounded 22 people.

The Houthis gained international attention during the Israel-Hamas war after launching missiles and drones toward Israel and targeting ships in the Red Sea, actions they said were intended to pressure Israel to halt its operations. Since the ceasefire began on Oct. 10, the group has not claimed any new attacks.

Although the Houthis claimed to target vessels linked to Israel, many of the affected ships had little or no connection to the conflict. Their campaign killed at least nine mariners, sank four ships, and disrupted a key global trade corridor that previously carried about one trillion dollars worth of goods each year.

Global Seafaring Impact

The Houthi attacks have deeply shaken the international maritime industry. Shipping companies rerouted thousands of vessels away from the Red Sea toward the longer and more expensive route around the Cape of Good Hope, adding weeks to delivery times and sharply increasing fuel and insurance costs. Crews faced heightened risks, and some shipping firms temporarily suspended Red Sea operations, straining global supply chains and pushing up costs for exporters and consumers.

The attacks also cut vessel traffic through Egypt’s Suez Canal, one of the world’s most important waterways and a major source of hard currency for Egypt. The canal generated ten billion dollars in 2023. The International Monetary Fund reported in July that foreign exchange inflows from the canal fell by six billion dollars in 2024 due to the rerouting of ships.

While traffic has improved somewhat during the current lull, many maritime companies continue to avoid the Red Sea and Gulf of Aden, citing safety and insurance concerns.

The United States has carried out multiple strikes against Houthi targets. An aggressive bombing campaign earlier this year was paused by President Donald Trump ahead of a trip to the Middle East, while the Biden administration later conducted its own series of attacks, including using B-2 bombers against what officials said were underground Houthi facilities.

At the same time, the Houthis have escalated their threats against Saudi Arabia and detained dozens of employees of United Nations agencies and aid groups, accusing them without evidence of espionage. The United Nations and humanitarian organizations strongly deny the allegations.

MAYNILA – Handa ang Pilipinas na ipatupad ang anumang arrest warrant mula sa International Criminal Court laban kay Senador Ronald Bato dela Rosa sakaling ilabas ito, ayon sa Department of Justice nitong Martes.

Sa press briefing, sinabi ni Prosecutor General Richard “Dong” Fadullon na inaasahang susunod ang bansa sa anumang pormal na utos ng ICC, ngunit kailangan pa umanong talakayin ang tamang oras ng pagpapatupad.

Ipinahayag din ni Chief State Counsel Dennis Arvin Chan na wala pang natatanggap na kopya ng warrant ang pamahalaan. Sakaling mailabas ito, maaaring isuko o i-extradite si Dela Rosa sa ICC. Samantala, nilinaw ng DOJ na wala pang inilalabas na arrest warrant ang ICC laban sa senador, taliwas sa pahayag kamakailan ni Ombudsman Crispin Remulla na umano’y nailabas na ang kautusan.

Ayon kay Chief State Counsel Chan, hindi pa sila nakatatanggap ng anumang dokumento mula sa ICC.

Uwan death toll, umakyat na sa 18

Sa isang press briefing, sinabi ni OCD Deputy Administrator for Administration Assistant Secretary Bernardo Rafaelito Alejandro IV na ang mga nasawi ay mula sa Cagayan Valley, Cordillera Administrative Region, Bicol, Western Visayas, at Eastern Visayas.

Ayon kay Alejandro, tatlo ang nasawi sa Region 2 dahil sa landslide, labindalawa sa CAR na karamihan ay dulot din ng landslide, isa sa Region 5 dahil sa pagkalunod, isa sa Region 6 dahil sa electrocution, at isa sa Region 8.

Dalawa naman ang iniulat na nawawala habang 28 ang nasugatan.

Ayon sa PAGASA, humina na si Uwan bilang severe tropical storm at lumabas na sa Philippine Area of Responsibility nitong Martes ng umaga. Gayunman, nananatiling nakataas ang ilang wind signal sa hilagang bahagi ng bansa.

Ayon kay Castro, dapat munang suriin kung ano ang dahilan ng kanilang pagpunta sa ibang bansa at kung naapektuhan nito ang kanilang agarang pag-aksyon sa mga apektadong residente.

Trump threatens to sue BBC after broadcaster admits error in editing January 6 speech

LONDON — U.S. President Donald Trump has threatened to file a lawsuit against the BBC after the UK broadcaster admitted it made an “error of judgment” in editing parts of his January 6, 2021, speech, which was featured in a documentary aired shortly before the 2024 U.S. presidential election.

In a letter sent Sunday and reviewed by Reuters, Trump’s lawyers demanded that the BBC retract the documentary by Friday or face a lawsuit seeking no less than one billion dollars. The letter also called for a formal apology and compensation for what it described as “overwhelming reputational and financial harm.”

The documentary, aired on the BBC’s flagship Panorama program, spliced together three excerpts from Trump’s speech, creating the impression that he had directly incited the Capitol riot. His legal team said the edit was “false and defamatory.”

According to the letter, the BBC also omitted parts of the speech in which Trump told supporters to march “peacefully and patriotically.” At the time, his supporters were attempting to stop Congress from certifying Democrat Joe Biden’s 2020 election victory.

The controversy has triggered a crisis within the BBC, leading to the resignations of Director General Tim Davie and News Chief Executive Deborah Turness on Sunday.

BBC Chair Samir Shah apologized for the editing decision but denied claims that the broadcaster suffers from systemic bias. He said the BBC is considering how to respond to the legal threat. A spokesperson said the organization would “respond directly in due course.”

The crisis erupted after an internal report was leaked, raising concerns about the broadcaster’s coverage, including the edited Trump speech aired ahead of the 2024 U.S. election.

A spokesperson for Trump’s legal team accused the BBC of attempting to influence the election, saying the documentary was “intentionally and deceitfully edited” to damage Trump politically. The program has since been removed from BBC iPlayer.

Shah said the broadcaster accepts that the edit created the impression of a direct call for violence. In a letter to lawmakers, he apologized for the lapse in judgment.

Trump’s lawyers argue that the BBC violated Florida defamation law by omitting key context and juxtaposing clips to create a false impression of what he said. By citing Florida law, the letter suggested Trump may sue there, where he resides.

Public figures in the U.S. typically face high legal hurdles in defamation cases, needing to prove that a publisher knowingly disseminated false information. In England and Wales, claimants must show that a publication caused or is likely to cause serious harm to their reputation.

Several U.S. media organizations, including CBS and ABC News, have recently settled lawsuits brought by Trump, though the networks previously dismissed the allegations as baseless.

Within the BBC, Shah acknowledged individual mistakes and deeper issues but rejected the idea of institutional bias. He said the core of BBC News remains committed to impartial, trustworthy journalism and to restoring public confidence.

A spokesperson for British Prime Minister Keir Starmer denied that the broadcaster is biased or corrupt and reaffirmed government support for the BBC. The spokesperson said mistakes had been made and that the executives responsible “have taken responsibility.”

Trump delivered the 2021 speech near the White House as he continued to claim the election was fraudulent, though courts, audits, and independent investigations found no credible evidence of widespread wrongdoing.

After his speech, some supporters marched to the Capitol, breached security, stormed the Senate and House chambers, forced lawmakers to flee, halted the certification process, and caused deaths, injuries, and extensive damage.

MAYNILA – Nananatiling malakas ang Typhoon Uwan habang kumikilos ito pa-hilaga sa labas ng Philippine Area of Responsibility, ayon sa Tropical Cyclone Bulletin ng PAGASA nitong madaling araw ng Martes. Sampung lugar pa rin ang nasa ilalim ng Tropical Cyclone Wind Signal No. 2.

Ayon sa PAGASA, ang sentro ng bagyo ay tinatayang nasa 365 kilometro kanluran ng Calayan, Cagayan, sa labas ng PAR. May taglay itong maximum sustained winds na 120 kilometro bawat oras malapit sa gitna at gustiness na umaabot sa 150 kilometro bawat oras. Patuloy itong kumikilos pa-hilaga sa bilis na 15 kilometro bawat oras.

Nananatiling nakataas ang TCWS No. 2 sa Batanes at Cagayan kasama ang Babuyan Islands. Kabilang din dito ang Apayao, Abra, at Kalinga. Sa Mountain Province, saklaw ang kanlurang bahagi tulad ng Besao, Tadian, Sagada, Bauko, Sadanga, Bontoc, Sabangan at Barlig. Sa Benguet, kabilang ang hilagang kanlurang bahagi gaya ng Mankayan, Kapangan, Kibungan at Bakun. Nasa Signal No. 2 rin ang Ilocos Norte, Ilocos Sur at hilagang bahagi ng La Union kabilang ang Luna, Santol, Ciudad ng San Fernando, San Juan, Bagulin, Bangar, San Gabriel, Bacnotan, Sudipen at Balaoan.

Nakataas naman ang TCWS No. 1 sa Isabela, Quirino at Nueva Vizcaya. Saklaw din nito ang natitirang bahagi ng Benguet, Ifugao at natitirang bahagi ng Mountain Province at La Union. Kasama rin ang Pangasinan, Aurora, Nueva Ecija, Zambales, Bataan, Tarlac, Pampanga at Bulacan. Nasa Signal No. 1 din ang Metro Manila, Cavite, Laguna, at hilaga at kanlurang bahagi ng Batangas kabilang ang Tuy, Nasugbu, Lian, Calatagan, Balayan, Calaca, Laurel, Talisay, Lemery, Agoncillo, San Nicolas, Ciudad ng Tanauan at Santo Tomas. Saklaw rin ang Rizal at hilagang bahagi ng Quezon partikular ang General Nakar, Infanta at Real kasama ang Polillo Islands at Lubang Islands.

Inaasahan ang heavy rainfall na 50 hanggang 100 millimeters sa Ilocos Norte, Ilocos Sur, La Union, Benguet at Abra. Ayon sa PAGASA, maaaring mas mataas pa ang ulan sa matataas na lugar at maaaring lumala ang epekto dahil sa naunang pag-ulan sa ilang probinsiya.

Kahit sa labas ng mga lugar na nasa ilalim ng Wind Signals, maaari pa ring maranasan ang malalakas hanggang gale-force na hangin sa malaking bahagi ng Luzon, Western Visayas, Negros Island Region at Northern Samar, lalo na sa mga baybaying lugar at upland communities.

Nagpapatuloy din ang Gale Warning sa mga baybayin ng Northern Luzon at kanlurang bahagi ng Central at Southern Luzon.

Nananatili sa labas ng PAR ang Uwan at inaasahang susunod sa recurving path na pa-hilaga at pagkatapos ay pa-hilagang silangan sa susunod na mga araw. Posible itong muling pumasok sa PAR sa Miyerkoles ng gabi bago mag-landfall sa timog kanlurang baybayin ng Taiwan.

Inaasahang lalabas ang sistema sa paligid ng Ryukyu Islands pagsapit ng Huwebes at hihina bilang remnant low sa Biyernes.

Typhoon Uwan lumalayo na sa Luzon, nag iwan ng baha at malawakang evacuation

MAYNILA — Lumalayo na sa Luzon ang Typhoon Uwan, international name Fung wong, matapos itong mag landfall sa Northern Luzon kagabi, Nobyembre 9. Nagdulot ang bagyo ng malawakang pagbaha, power interruptions, at hindi bababa sa walong nasawi. Mahigit 1.4 milyong residente ang naapektuhan at inilikas ayon sa mga ahensiyang pangsakuna.

Ayon sa Philippine Atmospheric, Geophysical and Astronomical Services Administration sa kanilang 5 p.m. bulletin, huling namataan si Uwan sa coastal waters ng Bacnotan, La Union, humigit kumulang 175 kilometro kanluran ng Sinait, Ilocos Sur.

• Maximum sustained winds: 150 km/h
• Gustiness: hanggang 230 km/h
• Movement: west northwest sa 25 km/h
• Central pressure: 955 hPa

Bagaman at humina ito mula sa super typhoon tungo sa typhoon category, patuloy itong nagdadala ng moderate to heavy rains sa Ilocos Region, Cordillera, at kanlurang bahagi ng Central Luzon.

Nananatili ang Tropical Cyclone Wind Signal No. 4 sa ilang lalawigan sa hilagang bahagi ng bansa dahil sa destructive winds at banta ng storm surge sa kanlurang baybayin. Nakataas pa rin ang mas mababang wind signals, bilang 3, 2, at 1, sa ilang bahagi ng Ilocos, Zambales, Pangasinan, Benguet, at Nueva Vizcaya.

Nagbabala ang PAGASA laban sa
• pagbaha at landslide sa mababa at bulubunduking lugar,
• rough to very rough seas sa western coast ng Luzon, at
• dangerous conditions para sa maliliit na sasakyang pandagat at coastal communities.

Ayon sa National Disaster Risk Reduction and Management Council, higit 1.4 milyong indibidwal ang naapektuhan sa iba’t ibang rehiyon, karamihan sa Northern at Central Luzon. Libo libong kabahayan ang napinsala o nasira habang nagpapatuloy ang clearing at relief operations ng mga lokal na pamahalaan at pambansang ahensiya.

Patuloy na pinaaalalahanan ang publiko na sundin ang mga abiso ng PAGASA at ang mga direktiba ng kanilang City Disaster Risk Reduction and Management Office para sa kaligtasan habang papalayo ang bagyo sa bansa.

Inaasahang maaaring lumabas si Uwan mula sa PAR ngayong gabi o bukas ng umaga, depende sa bilis at pagbabago ng direksyon nito.

Turkey seeks safe passage for 200 civilians trapped in Gaza tunnels, official says

ISTANBUL — The Turkish government is working to secure the safe evacuation of approximately 200 civilians reportedly trapped inside tunnel networks in the Rafah area of the Gaza Strip, a senior Turkish official said late Sunday.

The effort follows Turkey’s successful facilitation of the return of the remains of Israeli officer Hadar Goldin, who was killed during an ambush in Gaza in 2014, after 11 years.

The civilians are believed to be located in underground tunnel structures beneath Rafah, a region partially under Israeli control, where fighters from the militant group Hamas remain holed up and have declared they will not surrender.

Turkey, which signed the cease‑fire agreement between Israel and Hamas last month that was backed by the Donald Trump administration, says it is leveraging its diplomatic ties with Hamas and Israel to enable the safe exit of non‑combatants.

Hamas issued a statement urging mediators to intervene, warning that the ongoing crisis could jeopardise the month‑old cease‑fire.

Meanwhile, Israel acknowledged the handover of Goldin’s remains via the Red Cross, marking a rare moment of cooperation amid intense hostilities.

With the humanitarian situation growing more urgent, Turkey’s push for a safe passage corridor is being viewed as a critical test of the cease‑fire mechanism and the capacity of mediators to protect civilians amid the conflict.

U.S. Senate poised to advance bill to end federal shutdown

WASHINGTON — The U.S. Senate appeared ready on Sunday to move forward with a measure aimed at reopening the federal government and ending a 40-day shutdown that has sidelined federal workers, delayed food aid, and disrupted air travel.

Senators were expected to vote Sunday night on a House-passed bill that will be amended to combine a short-term funding measure to fund the government through January 2026 with three full-year appropriations bills. At least eight Democrats, enough to clear the Republican-controlled Senate, are expected to support the measure, according to a source familiar with negotiations.

The amended package must still pass the House of Representatives and be signed by President Donald Trump, a process that could take several days. Under a deal with some Democrats, Republicans have agreed to a December vote on extending subsidies under the Affordable Care Act, a key Democratic priority.

The resolution would also reverse some of the Trump administration’s mass layoffs of federal workers during the shutdown and provide Supplemental Nutrition Assistance Program benefits for a year. The deal was brokered by Senators Maggie Hassan and Jeanne Shaheen of New Hampshire, and Angus King, an independent from Maine. Senate Minority Leader Chuck Schumer said he would vote against the measure.

Sunday marked the 40th day of the shutdown, which has affected federal employees, food aid, parks, and travel. Shortages in air traffic control staffing could disrupt travel during the busy Thanksgiving season on November 27.

Senator Thom Tillis, a Republican from North Carolina, said the mounting effects of the shutdown pushed the Senate toward agreement. “Temperatures cool, the atmospheric pressure increases outside and all of a sudden it looks like things will come together,” Tillis told reporters.

White House economic adviser Kevin Hassett warned that continued closure could push fourth-quarter economic growth into negative territory, especially if air travel does not normalize by Thanksgiving.

President Trump on Sunday renewed calls to replace Affordable Care Act subsidies with direct payments to individuals. The subsidies, which helped double ACA enrollment to 24 million since 2021, are at the center of the shutdown dispute. Republicans have insisted the issue will be addressed only after government funding is restored.

Trump described the subsidies as a “windfall for Health Insurance Companies, and a DISASTER for the American people” on his Truth Social platform, while pledging to work with both parties once the government reopens. Kinumpirma ni Ombudsman Boying Remulla na naglabas na ng arrest warrant ang ICC laban sa senador. Kasunod nito, umani ng batikos ang pahayag ni Senate President Vicente Sotto III na hindi maaaring arestuhin si Dela Rosa sa loob ng Senado.

Ayon kina ACT Teachers Partylist Rep. Antonio Tinio, Gabriela Women’s Party Rep. Sarah Elago at Kabataan Partylist Rep. Renee Louise Co, hindi dapat nagiging kanlungan ang Senado upang makaiwas sa pag aresto at hindi dapat humarang ang Korte Suprema sa pag usad ng hustisya.

Binigyang diin ni Tinio na hindi dapat manatiling malaya ang mga utak at tagapagpatupad ng war on drugs dahil mahaba ang listahan ng mga pamilyang naghahangad ng hustisya. Dapat managot si Dela Rosa at ang lahat ng sangkot, aniya.

Nanawagan din ang Makabayan bloc sa agarang pagtupad sa ICC arrest warrant at hindi pagbigay ng anumang kompromiso o espesyal na pagtrato mula sa administrasyon ni Pangulong Marcos sa panig ng dating Pangulong Duterte.

Sinabi naman ni Elago na hinihikayat nila ang publiko na maghanda ng kolektibong pagkilos para sa hustisya at manatiling mapagmatyag upang matiyak ang pananagutan.
