‘Very sensitive’ na impormasyon ibinunyag ni Brice sa ICI

MAYNILA. Nagbigay ng mahahalagang sensitibong impormasyon si dating Department of Public Works and Highways (DPWH) Assistant District Engineer Brice Hernandez sa kanyang unang pagharap sa Independent Commission for Infrastructure (ICI).

Ayon kay ICI Special Adviser at Baguio City Mayor Benjamin Magalong, bukod sa pagbibigay ng impormasyon ay isinuko rin ni Hernandez ang isa sa kanyang mga luxury car bilang tanda ng kooperasyon sa imbestigasyon.

“Brice was very cooperative, Mr Hernandez. His revelations were very relevant. And to cut it short, he was very tell-all,” ani Magalong.

Nang tanungin kung nagbigay rin si Hernandez ng karagdagang detalye hinggil kina Sen. Jinggoy Estrada at Sen. Joel Villanueva, na una na niyang pinangalanan sa pagdinig ng Kamara, sinabi ni Magalong na mas marami pa itong ibinunyag.

Samantala, inaprubahan ni Senate President Vicente “Tito” Sotto III ang kahilingan ni Blue Ribbon Committee Chair Panfilo “Ping” Lacson na payagan si Hernandez ng 12 oras na leave noong Setyembre 20 upang personal na makakuha ng mga dokumento at ebidensya na maaaring makatulong sa imbestigasyon ng komite.

Si Hernandez, na kasalukuyang nasa kustodiya ng Senado, ay nanatili sa ilalim ng escort at bantay ng Senate Sergeant-at-Arms sa lahat ng oras at ibinalik din sa Senado sa parehong araw.

DOH may paalala sa mga lalahok sa Trillion Peso March

MAYNILA. Nagpaalala ang Department of Health (DOH) sa mga makikilahok sa “Trillion Peso March” na unahin ang kalusugan at kaligtasan habang dumadalo sa inaasahang malaking rally laban sa korapsyon sa bansa ngayong Linggo, Setyembre 21.

“Una, alamin ang detalye ng pagtitipon at ang inaasahang lagay ng panahon at magdala ng mga essentials gaya ng face mask, alcohol o hand sanitizer, pamaypay, tubig, sombrero, tuwalya, at maintenance medicines,” ayon sa advisory ng DOH.

Pinayuhan din ng ahensya ang mga lalahok na kumain nang sapat bago umalis, magsuot ng magaan at komportableng damit, at tiyaking fully charged ang cellphone.

Dagdag pa ng DOH, kung may nararamdamang sintomas ng sakit tulad ng lagnat, ubo, at sipon, mainam na huwag nang dumalo upang maiwasan ang hawaan.

MAYNILA. Anim na lugar ang isinailalim sa Tropical Cyclone Wind Signal (TCWS) No. 2 habang patuloy na lumalakas at papalapit sa hilagang bahagi ng Luzon ang Bagyong Nando (international name Ragasa), ayon sa Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) nitong Linggo ng umaga.

Sa tropical cyclone bulletin ng PAGASA kaninang alas singko ng umaga, tinukoy na ang mata ng bagyo ay nasa layong 610 kilometro silangan ng Tuguegarao City, Cagayan. Taglay nito ang lakas ng hanging umaabot sa 175 kilometro kada oras malapit sa gitna at bugso na hanggang 215 kilometro kada oras, na may central pressure na 935 hPa. Kumikilos ito pa-hilagang kanluran sa bilis na 15 kilometro kada oras at may malakas hanggang sa lakas-bagyong hangin na umaabot hanggang 530 kilometro mula sa sentro.

Ang mga lugar na nasa ilalim ng TCWS No. 2 ay Batanes, Cagayan, Babuyan Islands, hilagang-silangang bahagi ng Isabela (San Mariano, Ilagan City, Tumauini, Cabagan, Palanan, Divilacan, Maconacon, San Pablo, Santa Maria, Santo Tomas, Delfin Albano), silangang bahagi ng Apayao (Luna, Santa Marcela, Pudtol, Flora), at silangang bahagi ng Kalinga (Rizal).

Ayon sa PAGASA, “Nando will begin to turn west northwestward today, moving towards Extreme Northern Luzon. On the forecast track, the center of NANDO may pass close or may make landfall over Batanes or Babuyan Islands between tomorrow (22 September) afternoon and evening. It may exit the Philippine Area of Responsibility by Tuesday (23 September) early morning.”

Nagbabala ang PAGASA na ang Southwest Monsoon at trough ni Nando ay magdadala ng malakas hanggang gale-force na bugso ng hangin sa Metro Manila, Central Luzon, CALABARZON, Bicol Region, MIMAROPA, Visayas, Northern Mindanao, Caraga, Zamboanga Peninsula, Davao Occidental at Davao Oriental sa Setyembre 21; sa parehong mga lugar kasama ang BARMM at SOCCSKSARGEN sa Setyembre 22; at sa Metro Manila, Central Luzon, CALABARZON, Bicol Region, MIMAROPA, Visayas, Northern Mindanao, Zamboanga Peninsula at Dinagat Islands sa Setyembre 23.

Naglabas din ang PAGASA ng Gale Warning sa mga baybayin ng hilaga at silangang bahagi ng Hilagang Luzon. Aabot sa 11 metro ang taas ng alon sa mga baybayin ng Batanes at Babuyan Islands at hilagang-silangang bahagi ng Cagayan, 8 metro sa iba pang bahagi ng Cagayan, 5.5 metro sa Isabela, at 4.5 metro sa Aurora at Ilocos Norte.

“Sea travel is risky for all types or tonnage of vessels. All mariners must remain in port or, if underway, seek shelter or safe harbor as soon as possible until winds and waves subside,” babala ng PAGASA.

Trump to impose $100,000 annual fee for H-1B visas, raising concerns in tech sector

SAN FRANCISCO/WASHINGTON. The Trump administration announced Friday that companies will soon be required to pay $100,000 per year for each H-1B worker visa, a move expected to significantly impact the U.S. technology sector, which depends heavily on skilled workers from India and China.

Commerce Secretary Howard Lutnick defended the measure, saying, “If you’re going to train somebody, you’re going to train one of the recent graduates from one of the great universities across our land. Train Americans. Stop bringing in people to take our jobs.”

The decision is part of President Donald Trump’s broader immigration crackdown, which has included restrictions on both legal and illegal migration. It also represents his administration’s most high-profile attempt to reshape the H-1B visa program, which allows U.S. employers to hire foreign professionals in specialized fields.

Critics argue the program suppresses wages and sidelines American workers, while supporters say it fills critical talent gaps and sustains U.S. competitiveness. Tesla CEO Elon Musk, who once held an H-1B visa, has described it as essential for innovation.

The administration’s order also pointed to concerns about wage suppression, noting that the number of foreign STEM workers in the U.S. more than doubled between 2000 and 2019, while overall STEM employment grew 44.5% in the same period.

Some industry leaders warned the new costs could discourage global talent from coming to the U.S. “If the U.S. ceases to attract the best talent, it drastically reduces its ability to innovate and grow the economy,” said Deedy Das, partner at Menlo Ventures.

Analysts also cautioned that smaller firms and startups could be hit hardest, with some companies possibly moving high-value work overseas. “In the short term, Washington may collect a windfall; in the long term, the U.S. risks taxing away its innovation edge, trading dynamism for short-sighted protectionism,” said Jeremy Goldman of eMarketer.

India accounted for 71% of approved H-1B beneficiaries last year, with China in second place at 11.7%, according to government data. Major tech firms remain among the largest users of the program: Amazon and its cloud unit AWS secured more than 12,000 approvals in the first half of 2025, while Microsoft and Meta each had more than 5,000.

Despite the heavy reliance of U.S. corporations on H-1B visas, Lutnick claimed that “all the big companies are on board” with the new fee. “We’ve spoken to them,” he said. Many firms, however, declined to comment.

The announcement rattled markets, with shares of Cognizant Technology Solutions falling nearly 5% and U.S.-listed shares of Indian IT firms Infosys and Wipro dropping between 2% and 5%.

Some legal experts questioned whether the administration has the authority to impose such fees. “Congress has only authorized the government to set fees to recover the cost of adjudicating an application,” said Aaron Reichlin-Melnick, policy director of the American Immigration Council.

Currently, 65,000 H-1B visas are issued annually, with an additional 20,000 reserved for workers with advanced degrees. Employers now pay several thousand dollars in processing fees for a visa that can last three to six years.

Alongside the fee increase, Trump also signed an executive order introducing a so-called “gold card,” which would grant permanent residency to individuals willing to pay $1 million.

Bagyong Nando lumalakas, posibleng maging super typhoon habang papalapit sa Batanes at Babuyan

MAYNILA. Lalo pang lumakas ang Severe Tropical Storm Nando habang patuloy na kumikilos sa bahagi ng Philippine Sea, ayon sa pinakahuling ulat ng PAGASA nitong Sabado ng umaga.

Sa tala ng ahensya kaninang alas kuwatro ng madaling araw, namataan ang sentro ng bagyo sa layong 780 kilometro silangan ng Casiguran, Aurora. Taglay nito ang pinakamalakas na hangin na 100 km/h malapit sa gitna at bugso ng hangin na umaabot sa 125 km/h.

Kumikilos ito pa-kanluran hilagang-kanluran sa bilis na 10 km/h at inaasahang magpapaigting ng Habagat habang lumalapit sa kalupaan.

“Wind Signal No. 1 will be hoisted over Northern Luzon within the day, and the highest wind signal that may be hoisted throughout its passage is Wind Signal No. 5,” ayon sa PAGASA.

Inaasahan na lalakas pa ang Nando bilang isang typhoon sa loob ng susunod na 12 oras at posibleng maging super typhoon pagsapit ng Lunes bago ang inaasahang pagtama o pinakamalapit na paglapit nito sa Batanes at Babuyan Islands sa hapon o gabi ng Lunes.

Batay sa forecast track, maaaring lumabas ang sentro ng bagyo sa Philippine Area of Responsibility (PAR) pagsapit ng Martes ng umaga o tanghali.

Mga anti-graft rally sa iba’t ibang lugar sa loob at labas ng NCR sa Setyembre 21, 2025

MAYNILA. Bukod sa mga nakatakdang protesta laban sa katiwalian sa EDSA People Power Monument at Luneta ngayong Linggo, Setyembre 21, inanunsyo ng mga organisasyon na magsasagawa rin ng katulad na pagkilos sa iba’t ibang lungsod sa labas ng Metro Manila.

Sa Cebu City, idaraos ang demonstrasyon sa Plaza Independencia, habang sa Iloilo City ay magsasagawa ng martsa mula Jaro Plaza patungo sa kapitolyo ng lalawigan. Mayroon ding nakatakdang pagtitipon sa public plaza sa Bacolod City.

Samantala, sa Davao City, magsasagawa ng prayer rally sa Freedom Park ang mga tagasuporta ni dating Pangulong Rodrigo Duterte.

Ang mga protesta ay idinadaos sa gitna ng kontrobersya kaugnay ng mga flood control projects na patuloy na tinutuligsa ng iba’t ibang sektor.

Estonia protests Russian fighter jet incursion, NATO to discuss security response

Estonia has summoned a Russian diplomat after three Russian fighter jets entered its airspace without permission on Friday, remaining for 12 minutes in what officials described as an unusually aggressive move.

The Estonian Foreign Ministry said the violation occurred over Vaindloo Island in the Gulf of Finland. The aircraft, identified as Russian MiG-31 fighters, had no flight plans, transponders switched off, and were not in communication with Estonian air traffic services. Italian Air Force F-35 jets deployed under NATO’s Baltic Air Policing Mission responded to the incursion.

Foreign Minister Margus Tsahkna condemned the move, saying Russia has breached Estonian airspace four times this year but that “today’s incursion, involving three fighter aircraft entering our airspace, is unprecedentedly brazen.”

Defense Minister Hanno Pevkur said the government has decided “to start consultations among the allies” under NATO’s Article 4. The North Atlantic Council, NATO’s political decision-making body, will meet early next week to review the incident, alliance spokesperson Allison Hart confirmed.

Article 4 of the NATO treaty obliges members to consult when any party believes its territorial integrity, political independence, or security is under threat.

U.S. President Donald Trump told reporters he would be briefed on the incident. “I don’t love it,” he said. “I don’t like when that happens. It could be big trouble, but I’ll let you know later.”

The European Union’s foreign policy chief, Kaja Kallas called the airspace violation “an extremely dangerous provocation” that escalates regional tensions. “On our side, we see that we must show no weakness because weakness is something that invites Russia to do more,” she said.

Estonia and fellow Baltic states Lithuania and Latvia, along with neighboring Poland, remain among the staunchest supporters of Ukraine since Russia’s full-scale invasion in February 2022.

Estonian Defense Forces spokesperson Maj. Taavi Karotamm said the Russian jets flew parallel to the border from east to west and did not head toward Tallinn. He suggested the incursion may have been intended to “shift the focus of NATO and its members on to defending itself, rather than bolstering Ukrainian defense.”

Foreign Minister Tsahkna added that “Russia’s increasingly extensive testing of boundaries and growing aggressiveness must be met with a swift increase in political and economic pressure.”

The Russian charge d’affaires in Tallinn was handed a formal protest note. Moscow has not yet commented.

The incident comes after NATO jets recently downed Russian drones over Poland, the most serious cross-border violation into a member state since the war began. Similar incursions have unsettled European governments, as diplomatic efforts to end the conflict have stalled.

Earlier Friday, Britain’s MI6 chief Richard Moore said there is “absolutely no evidence” that Russian President Vladimir Putin is prepared to negotiate peace, describing him as “stringing us along.” Moore argued that the invasion had backfired by uniting Ukraine, strengthening its Western alliances, and accelerating NATO’s expansion.

Meanwhile, Ukraine continues to deepen defense cooperation with Western partners and expand its domestic arms industry, as both sides prepare for a prolonged conflict.

Pantas, pamantasan, and progress for the Filipino people (Part 2): Voices of protest and calls for reform

For weeks now, protests have been held in universities and on the streets against corruption, culminating in activities scheduled for September 21 at EDSA and Luneta. According to Ferdinand Marcos Jr., he would join the rallies if he were not commander-in-chief, but even without him, the heavy patrolling and implementation of maximum tolerance by his young police officers, who are arrogant towards anyone, especially the president (taas-noo kahit kanino lalo sa pangulo), will continue.

Some will scream, “Marcos, resign.” In my former professor’s social media post, he said that they should be challenged to shout instead of “Marcos, Duterte, resign,” and when they eat kwek-kwek, that would not be a genuine cry but a fake one.

If there are inundations of rainwater, corruption, fire (among the ones I have seen constantly being set on fire in Happy Land in Tondo, Manila), there will also be a flood of protests (baha ng protesta). Their rallying cry: Enough 2x, lock up, and return the money (tama na, sobra na, ikulong na, at ibalik ang pera).

Some legislators from the upper and lower Houses are simply guilty in the court of public opinion, with public pressure mounting and bringing down their leaders: Chiz Escudero out, Tito Sotto in; Martin Romualdez out, Bojie Dy in.

Still with pay, though.

The always cheated taxpayers will still shell out money-maker law-maker salaries, including the sky-high ones (sahod nang sahod na abot-langit) of Rep. Zaldy Co (even if he has gone into hiding in America or is receiving medical treatment there), Senators CLTG/Bong Go, fellow Duterte collaborator and secretary of public works and highways (DPWH) Mark Villar, Joel Villanueva, and Jinggoy Estrada, who are actively investigating ghost flood control projects in aid of legislation (and election).

Students, professors, and university administrators are very cognizant of the unabated corruption, and so they will match the noise they make on social media on the streets this Sunday, the anniversary of Marcos Sr.’s declaration of Martial Law. It must be a peaceful assembly (“the right of the people peaceably to assemble and petition the government for redress of grievances”) enshrined in the 1987 Constitution.

Netizens love the way Kartunista Zach and other artists put it with lines like: “Police: Do you have a permit to rally?; Rallyists: Do politicians have a permit to steal?” (Pulis: May permit to rally ba kayo?; Rallyists: May permit bang magnakaw ang mga pulitiko?).

They will “focus only on the fight against corruption …(While) other groups may join the protest action, its organizers reminded that the rallies will only focus on that single agenda.” (“Universities, student groups back ‘Trillion Peso March’ on Sept. 21,” GMA Integrated News).

The avenue (or one of the…): EDSA

The first two sections of Article XIII – Social Justice and Human Rights of the 38-year-old charter provide: “(Sec. 1) Congress shall give highest priority to the enactment of measures that protect and enhance the right of all the people to human dignity, reduce social, economic, and political inequalities, and remove cultural inequities by equitably diffusing wealth and political power for the common good… (Sec. 2) The promotion of social justice shall include the commitment to create economic opportunities based on freedom of initiative and self-reliance.”

It’s good when wealth and political power are shared for the good of the majority. What occurred recently was for the good of kleptomaniacal politicians, DPWH contractors, and their “nepo babies.” So here we are at Epifanio de los Santos Avenue, and as it is about to erupt again, let’s review some distinctive characteristics of EDSA I and II:

As I wrote once using the jurisprudence on extra- and intra-constitutionality, we unseated Marcos Sr. via the People Power revolution in 1986 when we felt we had “enough” of his dictatorship and that social justice had to be served that way. Record-high cases were filed in relation to highly perceived human rights violations of his martial rule but before that, we needed to make it extra-constitutional and defy the 1973 Constitution or Saligang “Butas” as it permitted a 20-year rule of a president and nobody knew if the Imeldific First Lady, Marcos Jr., General Ver, or Enrile would later succeed him; definitely not Ninoy Aquino who was murdered by the Marcos regime in 1983.

Joseph “Erap” Estrada, father of winning-losing-and-winning-again Senators Jinggoy and JV Ejercito, became the second Philippine leader ousted by Edsa Dos in 2001. It was intra-constitutional this time, meaning the freedoms of speech, expression, the press, and peaceful assembly were used in accordance with the 1987 Constitution. The three branches of government supported VP GMA’s ascent to the presidency. Erap, who would later be a convicted plunderer, resigned. The resignation “cannot be doubted” as it was “confirmed by his leaving Malacañang,” which is the seat of power, according to the 13-0 decision of the Supreme Court.

Painting cows with stripes wins Ig Nobel Prize, alongside studies on drunken bats and pizza-loving lizards

BOSTON. A Japanese research team that painted zebra-like stripes on cows to see if it reduced fly bites was among this year’s winners of the Ig Nobel Prize, an award recognizing unusual scientific achievements that make people laugh before they think.

The 35th annual ceremony, organized by the Annals of Improbable Research, took place Thursday night at Boston University. Winners received a handmade model of a human stomach and a single hand wipe instead of cash prizes.

“When I did this experiment, I hoped that I would win the Ig Nobel. It’s my dream. Unbelievable. Just unbelievable,” said Tomoki Kojima, whose team spray-painted Japanese beef cows with white stripes. The cows attracted fewer flies and appeared less bothered, although Kojima admitted large-scale application would be difficult.

Other winners included African and European researchers who studied lizards’ pizza preferences, European scientists who found that alcohol can sometimes improve foreign language speaking ability, and a researcher who examined fingernail growth for decades.

“Every great discovery ever, at first glance seemed screwy and laughable,” said Marc Abrahams, editor of the magazine and master of ceremonies. “The same is true of every worthless discovery. The Ig Nobel Prizes celebrate ALL these discoveries, because at the very first glance, who really knows?”

As part of the lighthearted event, audience members threw paper airplanes at the stage, Nobel laureates read speeches on behalf of absent winners, and a mini-opera about gastroenterologists entertained the crowd.

Among the more colorful awards were studies from Colombia on alcohol’s impact on bats, from India on foul-smelling shoes, and from the United States and Israel on whether eating Teflon increases food volume. A multinational team also explored the physics of pasta sauce, with researchers accepting the award dressed as a cook and a ball of mozzarella.

Francisco Sanchez, part of the Colombian team studying bats, noted the lighter side of the honor: “It’s a great honor for us. It’s really good. You can see that scientists are not really square and super serious and can have some fun while showing interesting science.”

The Ig Nobels, held just weeks before the Nobel Prizes are announced, continue to spotlight unconventional but thought-provoking research from around the globe.

MAYNILA. Nilinaw ni Senate Blue Ribbon Committee chairman Senador Panfilo “Ping” Lacson na hindi pa abswelto sina Senador Jinggoy Estrada at Senador Joel Villanueva sa isyu ng umano’y anomalya sa budget insertions kaugnay ng flood control projects sa Bulacan.

Sa kanyang tugon sa isang post sa X (dating Twitter) nitong Huwebes ng gabi, sinabi ni Lacson na ang pagpayag ng dalawang senador na humarap sa kanilang mga akusador ay hindi nangangahulugang absuwelto na sila.

“By any measure, Senators Villanueva and Estrada have not been cleared, at least on the issue of budget insertions involving infrastructure projects in Bulacan worth P600M and P355M respectively, as alleged by Engr Brice Hernandez,” ani Lacson.

Sa pagdinig ng Senado nitong Huwebes, sinabi ni Lacson na ang P600 milyon na nakalaan para umano sa flood control projects sa Bulacan ay natagpuan sa Unprogrammed Fund sa ilalim ng 2023 General Appropriations Act (GAA), na unang iniuugnay ni Hernandez kay Villanueva. Mariin naman itong itinanggi ng senador.

Ipinakita rin ni Villanueva sa pagdinig kung paano maaaring baguhin ang metadata ng mga larawan mula sa mobile phone upang makabuo ng maling naratibo. Dagdag ni Lacson, ang nasabing P600 milyon ay mula sa mga dokumentong isinumite ni Senador Sherwin Gatchalian na kasama sa presentasyon.

Ayon kay Hernandez, nagmula sa unprogrammed funds ng 2023 GAA ang umano’y flood control projects na iniuugnay kay Villanueva. “There are seven to eight items worth P75 million each, exactly P600 million,” ani Lacson, sabay puna kay Hernandez na may “selective memory” dahil hindi nito nasasagot ang ibang tanong ng senador.

“I’m telling you, hindi pwedeng selective dito. Pag nangako kang magsasabi ng totoo sabihin mo di lang kung convenient,” ani Lacson kay Hernandez.

Samantala, sinabi ni Lacson na natukoy ng kanyang opisina sa regular budget ng 2025 GAA ang P355 milyon na halaga ng mga proyektong pang-imprastraktura sa Bulacan na iniuugnay naman kay Estrada. Tulad ni Villanueva, itinanggi rin ito ni Estrada.

Nagpahayag na rin ang dalawang senador ng kanilang kahandaang lumagda ng waiver upang mabuksan at masuri ang kanilang bank accounts sa gitna ng imbestigasyon.

Sa hiwalay na post sa X, iginiit ni Lacson na pinayagan niyang makibahagi sina Estrada at Villanueva sa pagdinig bilang bahagi ng kanilang pangunahing karapatang humarap sa kanilang mga akusador.

“It is a person’s basic right to confront his accuser. In case you didn’t notice, I did not clear the two senators on the issue of budget insertions [because] the budget books validate Brice Hernandez’s allegations based on my own staff’s research, at least in the case of Sen Estrada,” ani Lacson.

Dagdag pa niya: “Every person, ordinary or senator, has equal rights. I actually consulted my legal staff before making that decision to allow them. On the other hand, the two senators have not been cleared of the budget insertions under the 2023 and 2025 GAA’s. I made that very clear today.”
