Panukalang gawing 10 taon ang edad ng criminal responsibility, sinimulan sa Senado

MAYNILA. Sinimulan na sa Senado ang pagtalakay sa panukalang batas na magbababa sa edad ng criminal responsibility mula 15 taon patungong 10 taong gulang, ngunit limitado lamang sa mga batang sangkot sa karumal-dumal na krimen.

Sa kanyang privilege speech, iginiit ni Senador Robin Padilla na ang mga menor de edad na gumagawa ng heinous crimes ay hindi na dapat ituring na simpleng bata, at dapat alam na nila ang bigat ng kanilang pananagutan. Binanggit niya ang ilang insidente ng panggagahasa at panghoholdap kung saan mga kabataan ang sangkot, at idinagdag na may malaking impluwensiya ang internet sa paghubog ng kanilang pag-iisip at asal.

Ayon naman kay Senador Ronald “Bato” dela Rosa, may mga pagkakataong hindi na ginagamit lang ng sindikato ang mga kabataan, kundi sila na mismo ang bumubuo nito. Dagdag pa niya, palaging nakahanda ang birth certificate ng mga batang nahuhuli upang patunayan ang kanilang edad.

Ex-South Korean first lady arrested for stock manipulation, bribery

SEOUL, South Korea. Kim Keon Hee, wife of jailed former president Yoon Suk Yeol, has been arrested on multiple charges, including stock manipulation, bribery, and election interference.

Kim, 52, denied all accusations during a four-hour court hearing on Tuesday, but the Seoul court granted a detention warrant, citing risks of evidence tampering. This marks the first time in South Korea’s history that both a former president and first lady have been imprisoned.

Yoon was detained in January over an alleged attempt to impose martial law last year, which led to political turmoil and his removal from office.

Prosecutors allege Kim earned over 800 million won ($577,940) through a price-fixing scheme involving Deutsch Motors, a BMW dealer in the country. She is also accused of accepting luxury gifts, including Chanel handbags and a diamond necklace, from the Unification Church in exchange for business favors.

Additional charges include influencing candidate nominations during the 2022 parliamentary by-elections and the 2023 general elections.

Kim appeared in court wearing a black suit and skirt, telling reporters, “I sincerely apologise for causing trouble despite being a person of no importance.”

While in office, Yoon vetoed three opposition-backed bills seeking a special counsel investigation into Kim’s alleged crimes. A special counsel was only formed in June after his political rival, Lee Jae Myung, became president.

Nilagdaan na ni PBBM ang batas na nagpapaliban sa halalan ng BSKE

MAYNILA. Nilagdaan ni Pangulong Ferdinand R. Marcos Jr. noong Miyerkules, Agosto 13, ang Republic Act No. 12232 na nagpapaliban sa Barangay and Sangguniang Kabataan Elections (BSKE) mula Disyembre 2025 patungong Nobyembre 2026.

Ayon sa batas, ang termino ng mga Barangay at SK officials ay magiging apat na taon. Ipinagbabawal sa mga barangay officials ang magsilbi ng higit sa tatlong sunod-sunod na termino sa parehong posisyon, habang ang mga SK officials ay maaari lamang maglingkod ng isang termino.

Gaganapin ang susunod na BSKE sa unang Lunes ng Nobyembre 2026 at tuwing ikaapat na taon pagkatapos nito. Ang mga mananalong kandidato ay uupo sa posisyon sa Disyembre 1 kasunod ng eleksyon. Mananatili ang kasalukuyang mga opisyal sa kanilang tungkulin maliban na lamang kung sila ay matatanggal o masususpinde, ngunit ang mga nasa ikatlong sunod na termino ay hindi na maaaring tumakbo muli sa 2026.

Inatasan ang Commission on Elections (Comelec) na maglabas ng implementing rules sa loob ng 90 araw mula sa bisa ng batas.

Sinabi ng Pangulo na mainam na ipagpaliban ang BSKE upang mabigyang-pansin ang nakatakdang halalan sa Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) sa Oktubre, na itinuturing na makasaysayan dahil ito ang unang BARMM Parliamentary Elections. Iginiit niyang mahalaga ito para sa tagumpay ng peace process sa rehiyon.

Dagdag pa ng Pangulo, mismong Comelec ang nagsabing magiging mahirap kung isasabay ang BSKE sa BARMM elections. Nilinaw din niyang hindi labag sa desisyon ng Korte Suprema ang pagpapaliban dahil hindi nito pinaiikli ang termino ng kasalukuyang mga opisyal, bagkus ay pinapalawig pa.

J-pop star Kenshin Kamimura convicted of indecent assault in Hong Kong

HONG KONG. Japanese pop idol Kenshin Kamimura, 26, was found guilty on Wednesday by a Hong Kong court of indecently assaulting a woman who served as his interpreter during a fan event in March.

Kamimura, a former member of the six-member boy group One N’ Only, pleaded not guilty in April and did not testify during his July trial. Magistrate Peter Yu said Kamimura’s actions showed “obvious disrespect towards women,” adding that his physical contact carried a sexual undertone. “Such behaviour should be condemned,” Yu said, before imposing a fine of HK$15,000 ($1,923) after the singer’s lawyer urged for a financial penalty rather than imprisonment.

According to court testimony, the victim, identified only as X, was hired to interpret for Kamimura and actor Junsei Motojima during a fan meeting in Hong Kong on March 1. Later that evening, during a dinner in Mong Kok, Kamimura allegedly sat beside her, repeatedly brushed and patted her thigh, and suggested they visit the bathroom together. Despite her refusals, he continued making advances, including brushing her inner thigh multiple times.

X told the court she rejected his suggestions and moved away, but Kamimura blocked her path before eventually apologizing and telling her to “forget what just happened.” He then asked about her relationship status and whether she intended to marry her boyfriend before resuming the inappropriate contact.

Kamimura’s lawyer argued that alcohol may have impaired his judgment and stressed that he did not intend to coerce or threaten the victim. The court noted that the singer had already suffered career consequences, having been dismissed from his agency and forced to leave his group immediately after the incident.

Several fans wept in the public gallery upon hearing the verdict, while dozens waited outside the courthouse. Kamimura left without making a statement.

Inihayag ni Department of the Interior and Local Government (DILG) Secretary Jonvic Remulla na nakahanda na siyang isumite ang listahan ng mga opisyal ng gobyerno mula gobernador hanggang barangay na lumalabag sa patakaran laban sa online gambling, upang awtomatikong ma-ban ang kanilang pangalan at mga numero ng telepono sa pag-access sa gambling sites.

Trump warns of severe consequences if Putin rejects ceasefire at Alaska summit

BERLIN. U.S. President Donald Trump warned on Wednesday that there will be “very severe consequences” if Russian President Vladimir Putin refuses to agree to stop the war in Ukraine during their upcoming summit in Alaska.

Speaking after announcing the Kennedy Center Honors recipients in Washington, Trump did not specify what measures the United States might take if no agreement is reached. The warning came after consultations with European leaders, who stated that Trump assured them he would prioritize pushing for a ceasefire when he meets with Putin in Anchorage on Friday.

Ukrainian President Volodymyr Zelenskyy joined key allies in a virtual meeting with Trump, telling participants that Putin “is bluffing” about Russia’s ability to occupy all of Ukraine and withstand sanctions. German Chancellor Friedrich Merz, who convened the meeting, emphasized that “important decisions” could be made in Alaska, but stressed that “fundamental European and Ukrainian security interests must be protected.”

French President Emmanuel Macron said Trump was “very clear” in his goal to achieve a ceasefire at the summit. Macron added that Trump plans to seek a future trilateral meeting involving himself, Putin, and Zelenskyy, potentially in a neutral European country acceptable to all parties.

Merz said European leaders insisted that Ukraine must be included in any follow-up peace talks. Both European allies and Kyiv remain wary that negotiations excluding Ukraine could favor Moscow. Zelenskyy, who joined the Berlin meeting in person, reiterated his doubts about Putin’s sincerity, saying the Russian leader “definitely does not want peace” and is applying military pressure to project strength.

Trump has said the Alaska summit will be “a feel-out meeting” to gauge Putin’s intentions. However, he has drawn criticism in Europe for suggesting Ukraine may have to cede some Russian-held territory and for downplaying the need for Zelenskyy’s direct participation in the talks.

Zelenskyy has rejected any proposal requiring Ukraine to withdraw from territories it still controls, calling such concessions unconstitutional and a prelude to future Russian aggression. He has also stressed the need for security guarantees to prevent further conflict and to ensure Europe’s involvement in negotiations.

Meanwhile, Russian forces are intensifying operations near Pokrovsk in the eastern Donbas region. Analysts say losing the city would be a major setback for Ukraine ahead of the summit, potentially disrupting supply lines and bolstering Russia’s position in ongoing peace discussions.

MAYNILA. Muling inihain ni Senadora Risa Hontiveros ang Senate Bill 394 o “Dissolution of Marriage Act” na naglalayong gawing legal ang absolute divorce sa bansa.

Ayon kay Hontiveros, tungkulin ng estado na magbigay ng solusyon kapag tuluyan nang nasira ang isang kasal at hindi na magkasundo ang mag-asawa, upang mailigtas ang mga anak mula sa sakit, stress, at hirap na dulot ng patuloy na pagtatalo ng kanilang mga magulang.

Binigyang-diin ng senadora na bahagi na ng realidad sa lipunan ang pagkakaroon ng maraming “unhappy, failed, o abusive marriages” sa iba’t ibang antas ng pamumuhay. Mexico extradites 26 suspected cartel members to US amid Trump pressure

MEXICO CITY. Mexico has extradited 26 suspected members of major drug cartels to the United States, amid growing pressure from President Donald Trump for tougher action against organized crime.

In a joint statement on Tuesday, Mexico’s attorney general’s office and security ministry said the prisoners, wanted in the U.S. for alleged ties to drug-trafficking groups, were transferred to face charges in American courts. This is the second large-scale extradition this year, following the transfer of 29 alleged cartel leaders in February, which sparked debate over the political and legal implications of such actions.

The U.S. Embassy in Mexico said the group included key figures from the Jalisco New Generation Cartel and the Sinaloa Cartel, the country’s two most powerful criminal organizations.

“This transfer is yet another example of what is possible when two governments unite against violence and impunity,” U.S. Ambassador to Mexico Ronald Johnson said. “These fugitives will now face justice in American courts, and the citizens of both our nations will be safer.”

President Claudia Sheinbaum’s decision to allow the extraditions reflects the delicate balancing act she faces — cooperating with Washington while resisting Trump’s threats of unilateral U.S. military action in Mexico.

Trump has linked tariffs on Mexican goods to the fentanyl trade, accusing Mexico of not doing enough to dismantle drug cartels. Last week, he ordered the Pentagon to prepare operations against Mexican gangs designated as global terrorist organizations.

Sheinbaum has said the two countries are close to finalizing a security agreement to boost cooperation against organized crime, but has firmly rejected any U.S. military intervention on Mexican soil.

BALABAGAN, Lanao del Sur. Patay ang isang guro matapos barilin ng kanyang estudyante na umano’y binagsak niya sa klase sa loob ng Balabagan Trade School sa Barangay Narra kamakailan.

Kinilala ang biktima na si Danilo Barba, 34, guro sa nasabing paaralan, habang nasa kustodiya na ng pulisya ang suspek na si alyas “Kaizer,” 20, isang Grade 11 student.

Ayon sa imbestigasyon, nangyari ang pamamaril bandang alas-8 ng umaga. Inamin ng suspek na pinatay niya ang guro matapos itong magbigay sa kanya ng bagsak na grado, dahilan umano para hindi siya makapag-enroll sa Grade 12.

Philippines holds China responsible for the collision in the disputed South China Sea

MANILA. The Philippine military on Tuesday accused China of causing a collision between a Chinese navy ship and a Chinese coast guard vessel while both were attempting to block a Philippine patrol ship and local fishermen from Scarborough Shoal in the South China Sea. The incident, which occurred on Monday, resulted in heavy damage to the Chinese vessels and possible injuries, Philippine authorities said.

Video footage released by the Philippine coast guard shows a Chinese navy ship with bow number 164 ramming into the bow of a Chinese coast guard vessel as both moved to intercept the BRP Suluan. The Chinese coast guard vessel also deployed a water cannon. The footage captured significant damage to the bow of the coast guard ship and deep dents on the navy vessel’s hull.

According to Armed Forces of the Philippines chief of staff Gen. Romeo Brawner Jr., the Chinese navy ship appeared to be maneuvering to ram the BRP Suluan, which swerved to avoid impact, leading the navy ship to collide with the coast guard vessel instead. He described China’s actions as “aggressive” and emphasized that the Philippine mission was solely to protect Filipino fishermen in their traditional fishing grounds.

Brawner noted that the use of China’s People’s Liberation Army Navy in such operations marked a change in tactics, saying the military would assess possible countermeasures in consultation with the coast guard and President Ferdinand Marcos Jr.

The Chinese coast guard accused the Philippines of intruding into what it called “China’s inherent territory” and claimed it had taken necessary measures to expel the vessels. It did not acknowledge the collision or possible casualties.

The United States, a treaty ally of the Philippines, condemned what it described as “the latest reckless action by China directed against a Philippine vessel.”

Chinese officials in Beijing reiterated their stance that they would continue to “resolutely safeguard China’s territorial sovereignty and maritime rights and interests.”
