Mas may saysay ang TikTok? Mga bagong hamon sa komunikasyon at pamamahayag

Basta mga Muslim asahan daw na sila’y magagalitin at, pinakamalala sa mga ulat at opinyon ng mga nagdaang “pamamahayag” sa TV, radyo at telebisyon, mga terorista! Dumating ang panahong na-expose ang ganitong hasty generalization (panlalahat), inaral, at inusisa ang klase ng pag-uulat at pagbibigay ng kuru-kuro tungkol sa mga “hindi Kristiyano” matapos ang tinaguriang 9/11 attacks. Mula 2001 hanggang kasalukuyan, malaki na ang pinagbago ng mundo: may pagdahan-dahan sa pag-aakusa at may piling-piling salita para magparatang sa anumang relihiyon.

Fast forward sa dalawang dekada matapos ang teroristang pag-atake sa tatlong lokasyon sa Amerika, malinaw na ba kung gaano kahalaga ang komunikasyon at pamamahayag? Kapag hindi ba nakatutugon sa panawagan ng tungkulin ang mga alagad ng mass media, natatantya ba ng lipunan ang masamang epekto nito o nababalewala ang buong problema na para bang walang problemang dapat pag-usapan at hanapan ng solusyon?

Namatay ang Kodak at Nokia (o binubuhay muli?), namatay ang Friendster (o binubuhay muli?), ipinanganak ang Facebook (2004), YouTube (2005), Twitter (2006), Instagram (2010), at iba pang social networking sites katulad ng huling ipinanganak pero hindi nagpahuli sa kasikatan, Tiktok (2016). Ano ang epekto ng existence nila? Existential crisis ba sa iba? Kumusta ang mga peryodista, brodkaster, at communication professionals sa pagdedepensa sa sarili sa mga alegasyon ng kawalang etika (unethical practice)? Sa kasalukuyang imprastruktura ng social media, masagot man nila nang maayos ang mga alegasyon, may susunod na namang alegasyon. Samantala, tuloy-tuloy lang ang operasyon ng mga bulwagang pambalitaan mapa newsroom, editorial office, booth ng mga brodkaster. Tuloy-tuloy din ang paghahanap ng masisilungan ng mga field reporter. Ngunit kung anong dami ng komento, siyang konti naman ang nailalaang prominenteng espasyo o plataporma para mailahad ang pagtutuwid o pagsasabi ng paninindigan sa naunang pahayag at ulat.

Kapansin-pansin ang maraming kulang sa pansin kaysa sa dapat pag-ukulan ng pansin na mga propesyunal at establisadong mamamahayag. Hindi lang news avoidance ang suliranin, kundi ang pag-atake mismo sa personalidad ng mga mamamahayag, kabilang ang ad hominem attacks . Pareho nang binabaril ang mensahe at mensahero.

Kung may krisis sa edukasyon, anong pag-asa pa ba ang maibibigay natin sa susunod na henerasyon kung may krisis din sa komunikasyon at pamamamahayag? Madali lang namang sagutin kung totoong merong krisis sa komunikasyon at pamamahayag sa pamamagitan ng panibagong tanong: Gaano kalaking suporta ang natatanggap ng media kung meron man?

Madaling sabihing kung nasaan ang audience, naroon din daw dapat tayo (at marami pang makiki-“tayo”; hindi lang ako). Ibig bang sabihin ay mag-TikTok na rin tayo para diyan? Hindi maaari. May kaukulang limitasyon din kasi.

Turo ng University of Minnesota: “Bilang isang gatekeeper, gumagana ang media upang ihatid, limitahan, palawakin, at muling bigyang kahulugan ang impormasyon… Ang hypodermic needle theory of mass communication ay nagmumungkahi na ang isang nagpapadala ay gumagawa ng isang mensahe na may partikular na kahulugan na ‘itinuturok’ sa mga indibidwal sa loob ng mass audience.” (As a gatekeeper, the media functions to relay, limit, expand, and reinterpret information… The hypodermic needle theory of mass communication suggests that a sender constructs a message with a particular meaning that is “injected” into individuals within a mass audience.)

Dapat pag-aralan ng mga “in na in” ngunit “out pa rin” na journalists acting as social media influencers at the same time kung wala bang nasasayang na oras para sa air space o para busisiin ang dapat na maging laman ng print space na naaayon sa tawag ng panahon. At kung high-paying journalists na, nararapat lamang nilang aralin ang maitutulong nila sa maliliit na kamanggagawa, sa halip na masapawan pa sila at mawala pa sa kanila ang kakarampot na kita sa pinaghihirapang coverage at presensya sa Internet. Sila mismo ang dapat kumilala sa kahalagahan, at magbigay ng aktwal na pagpapahalaga, ng kanilang kabaro sa community journalism.

Madaling paratanganang “biased media” ang ABS-CBN, GMA, at TV5, pero napakaraming enabler o kunsintidor ang punum puno ng kontrobersiyang SMNI na pinamihasang OK lang ito sa red-tagging ng umano’y kalaban ng gobyerno at pagiging mouthpiece ng mga Duterte. May pagturing na kalaban ng pamahalaan, samantalang hindi pinahihintulutang ang katotohanan at ang paggarantiya ng Saligang Batas sa ilalim ng Artikulo III,Seksyon 4 na “hindi dapat magpatibay ng batas na nagbabawas sa kalayaan sa pananalita, pagpapahayag, o ng pamahayagan, o sa karapatan ng mga taong-bayan na mapayapang magkatipon at magpetisyon sa pamahalaan upang ilahad ang kanilang mga karaingan.” (No law shall be passed abridging the freedom of speech, of expression, or of the press, or the right of the people peaceably to assemble and petition the government for redress of grievances.)

Heto ang isa pang malalang problema – na kung tutuusin isang hamon lamang at kayang kaya namang mapagtagumpayan ng matitinong communication professionals and journalists – ang katrayduran ng ilan sa pamahalaan at gumagamit pa ng mga tao (troll armies) para maisulong ang propagandang hindi naman talaga ang Republika ng Pilipinas ang magbebenepisyo kundi ang kanilang mga sarili at siyempre pa, ang mga poong nagbabayad sa kanila. Sa umpisa, napahahalagahan sila, nababayaran sila, at pagdaka’y iiwan silang parang mga laruan. O basahan pa nga. Sa dulo nito, walang napala ang mga anak at apo dahil kabobohan ito, sa halip na dagdag-kaalaman. Pandaraya ito, sa halip na kabutihan sa sarili at sa kapwa. Kunwari, palalakasin ang mga taong tambay, pero gagamitin lang sila sa kasamaan at ang kasamaang iyon ang mag-uudyok sa kanilang makaahon sa kahirapan pero ang totoo pala at ang dulo nito’y kapahamakan ng mga magulang, anak, at apo. Meron nga bang kasamaang dapat papurihan? Kung pagbigyan ang masama, dadami ang masasama, at kung kabutihan ng komunikasyon at pamamahayag ang paiiralin at susuportahan, malaki ang tsansang maramdaman ito ng mga murang kaisipan. Magsisilbi itong inspirasyon para magpakabuti rin sila sa kanilang larangan o sa araw-araw na pagtutok sa aral sa binubuklat na aklat, at pinakikinggang guro, simbahan, at kinakasamang kamag-aral at kalaro.

Kahit may malawakang propaganda, pagmamanipula sa mga tao, at panggigipit na naglalayong huwag seryosohin ang mga mamamahayag, pagpapalain pa rin ang depensa at suporta sa katotohanan. Ibig sabihin din nito, pagpapalain din ang anumang online platform na sa pagpapalaganap ng katotohanan, sila ay katuwang, sa halip na ang hangad lamang ay katuwaan. Sa Pilipinas lang, noong una’y marami pang natutuwa sa isang matabil ang bibig at palamurang lider na hindi naglaon ay agad-agad ding kinamuhian at hindi na sineseryoso kapag nagsasalita na sa mikropono – kahit pa nasa “prayer rally” kuno – matapos ang kanyang termino.

Mapanghamon man ang panahon ng komunikasyon at pamamahayag, inaasahan nating ang mga malilinis ang konsensya at nagpapakatapat sa panawagan para sa katotohanan hindi lamang dahil tungkulin kundi dahil alam nilang iyon ang tama ay mapapasayaw sa tuwa, may TikTok man o wala.

China announced for the first time an alleged secret 2016 agreement with Philippines

TAIPEI, Taiwan. China has unveiled what it purports to be a clandestine 2016 agreement with the Philippines concerning access to islands in the South China Sea, a move likely to escalate tensions in the fiercely disputed region, crucial for global trade and claimed extensively by China.

According to a statement released by the Chinese Embassy in Manila, the agreement, described as a “temporary special arrangement,” was reportedly struck during a visit to Beijing by former Philippine President Rodrigo Duterte. This arrangement purportedly permitted small-scale fishing activities around the islands while restricting the entry of military, coast guard, and other official aircraft and vessels within the 12-nautical-mile territorial waters limit.

However, the Philippines has denied any such agreement, with President Ferdinand Marcos Jr. affirming that no actions compromising Philippine sovereignty were undertaken during his tenure. The potential existence of such an agreement, if proven, could constitute an impeachable offense under the Philippine Constitution.

Analysts like Collin Koh, a senior fellow at the S. Rajaratnam School of International Studies, suggest that while Duterte hinted at such an agreement, there’s a lack of concrete evidence beyond verbal claims.

Both Marcos and Duterte have distanced themselves from the alleged agreement, with Marcos stating his unawareness of any such arrangement and Duterte emphasizing the maintenance of “status quo” in the disputed waters during his presidency.

House Speaker Ferdinand Martin Romualdez has initiated an investigation into the matter, labeling it a potential “gentleman’s agreement.” Meanwhile, China has accused Philippine officials of promising to remove a navy ship grounded in the Second Thomas Shoal, a claim disputed by Philippine authorities.

Tensions between China and the Philippines have intensified in recent times, marked by confrontations at sea, including skirmishes between coast guard vessels. The United States, while not claiming sovereignty in the region, has reiterated its commitment to defend the Philippines against armed attacks, including those in the South China Sea, as part of their longstanding treaty alliance.

Ibinalita ni Budget Secretary Amenah F. Pangandaman na sa simula pa lamang ng taon, naipalabas na ng Department of Budget and Management ang kabuuang P49.807 bilyon na badyet para sa pensyon ng mga indigent senior citizens.

Ayon kay Pangandaman, ito ay halos doble ng badyet noong mga nakaraang taon na umaabot lamang sa P25 bilyon na alokasyon taun-taon. Sa ilalim ng administrasyong Marcos, inaasahan na magiging doble na ang buwanang pensyon para sa mga mahihirap na senior citizens mula sa P500 patungong P1,000.

Binigyang-diin ni Pangandaman na tinatayang mahigit na apat na milyon ang bilang ng mga indigent senior citizens na makikinabang dito. Dagdag pa niya, ang agarang pag-release ng pondo ay tugon sa mahigpit na bilin ni Pangulong Ferdinand R. Marcos Jr. na patuloy na magbigay ng pagkalinga sa mga senior citizen.

Ang pagbibigay ng social pension sa mga indigent seniors ay nagtitiyak na kahit paano ay maibsan ang kanilang gutom at matiyak na hindi sila nababalewala o naabuso. Sa ulat ni Reyes, bandang alas-11:40 ng gabi habang nasa loob ng Alfamart ang store manager na si Hermie at tatlong crew, pumasok ang suspek na nagpapanggap na customer at biglaang nagdeklara ng holdap.

Agad namang ibinigay ng manager ang halagang P34,398.00 na kita sa suspek bago ito tumakas sakay ng isang Yamaha Aerox.

Pinindot ng mga empleyado ng tindahan sa one-button police emergency application ng Lucena PNP kaya agad na nakatugon ang mga pulis.

Nahuli ang suspek sa Metropolis Subdivision Purok Baybayin subalit sa halip na sumuko aynanlaban ito at nakipagbarilan sa mga otoridad.

French authorities remove pro-Palestinian students from Sciences Po after an overnight sit-in

PARIS. Police in Paris intervened at France’s esteemed Sciences Po university on Friday, clearing out student activists who had staged an overnight occupation in protest against Israel’s actions in its conflict with Hamas in Gaza.

Eyewitnesses confirmed the police operation as officers entered the university premises and removed a significant number of the approximately 70 pro-Palestinian demonstrators who had taken part in the sit-in. The university remained closed for the day, with a noticeable police presence surrounding its main building.

The office of Prime Minister Gabriel Attal revealed that student protests had been dispersed from 23 higher education institutions across the nation on Thursday. In a statement, the office highlighted the absence of permanent protest camps in France, distinguishing the situation from what has been observed in other countries, particularly across the Atlantic.

Sciences Po has emerged as a focal point for student activism in France concerning the conflict and academic relations with Israel, although protests have occurred across the country, albeit on a smaller scale compared to the United States.

Clement Petitjean, a professor of American studies at Sorbonne University, commented on the underlying sentiments driving the protests, stating, “There is a level of anger and dissatisfaction that had been there for a while and (the Gaza war) was the spark that caused this huge fire that right now political elites don’t know how to extinguish.”

Despite demands from protesters to reassess its ties with Israeli universities, Sciences Po’s director, Jean Basseres, stood firm, leading to the prolonged standoff between authorities and demonstrators.

Ipinatawag ng Pilipinas ang Chinese envoy hinggil sa water cannon attack

MAYNILA. Ipinatawag nitong Huwebes ng Department of Foreign Affairs (DFA) ang Deputy Chief of Mission ng Chinese Embassy na si Zhou Zhiyong dahil muling paggamit ng water cannon ngz China laban sa mga barkong Pilipino sa Scarborough Shoal.

Ang insidente ay naganap noong Abril 30 habang isinasagawa ng Pilipinas ang isang routine at regular na humanitarian mission sa Bajo de Masinloc.

Ayon kay DFA Spokesperson Teresita Daza, mariing ipinoprotesta ng Pilipinas ang mga panggigipit, ramming, pagsunod, pagharang, mapanganib na maneuvers, at ang paggamit ng water cannons ng mga barko ng China Coast Guard at Chinese Maritime Militia laban sa mga sasakyang pandagat ng Philippine Coast Guard (PCG) at Bureau of Fisheries and Aquatic Resources (BFAR).

Torrential rain strikes UAE again, disrupting flights and daily life

DUBAI, UAE. Emirates Airlines faced a wave of cancellations and delays as heavy rains pounded Dubai, the world’s second-busiest international airport, prompting disruptions in travel plans on Thursday. With the return of inclement weather, authorities advised residents to hunker down at home, suspending schools and offices across the United Arab Emirates (UAE).

This deluge arrives merely two weeks after unprecedented rainfall wreaked havoc in various parts of the UAE and neighboring Oman, resulting in tragic fatalities and paralyzing Dubai’s bustling metropolis. The previous floods claimed the lives of at least four individuals in the UAE and an additional 19 in Oman, including ten schoolchildren tragically swept away in a bus.

Visuals captured from Ras Al-Khaimah, a coastal city in the UAE, depicted scenes of palm trees bending under fierce winds, accompanied by relentless downpours and flashes of lightning.

Although the precipitation was not as severe as the earlier event, Dubai endured 20 millimeters of rain within 12 hours—more than double its usual accumulation for the months of April and May combined. Similarly, Abu Dhabi witnessed a downpour of 34 mm in just 24 hours, surpassing its typical April-May rainfall by over fourfold.

Residents appeared to be better equipped to handle the onslaught this time around. Ahead of the anticipated rainfall, maintenance crews were seen clearing drains in Dubai’s streets, while widespread emergency alerts were issued, cautioning residents to remain indoors whenever possible.

In response to the weather forecast, authorities mandated remote work and remote learning arrangements for affected regions on Thursday and Friday. Additionally, access to flood-prone valley areas was restricted, and residents were advised to steer clear of mountainous, desert, and coastal zones.

Scientists have pointed to climate change as a significant factor behind the recent spate of extreme weather events in the UAE and Oman. Patuloy ang paglaki ng pinsala sa sektor ng agrikultura dulot ng El Niño phenomenon sa mga nakaraang linggo. Ayon sa Department of Agriculture (DA), umabot na sa tinatayang P5.9 bilyon ang pinsalang idinulot nito, ayon sa Bulletin No. 9 ng ahensya.

Nagbigay pahayag si DA Assistant Secretary Arnel de Mesa sa isang panayam, kung saan binanggit niya na ang pinakamalaking pinsala ay naitala sa sektor ng palay na umabot sa PHP3.1 bilyon. Kasunod nito ang pagkawala sa produksyon ng mais na nagkakahalaga ng P1.76 bilyon, at ng mga high-value crops na umabot sa P958 milyon.

BEIJING. The death toll from a devastating highway collapse in southeastern China surged to 48 on Thursday, as rescuers continued their painstaking search through rugged terrain for a second consecutive day.

The catastrophe struck in the city of Meizhou, where one side of a four-lane highway crumbled at approximately 2 a.m. on Wednesday, following a month of relentless rainfall in Guangdong province. Twenty-three vehicles plummeted down a steep slope, some engulfed in flames as they ignited upon impact. Construction cranes were deployed to extract the charred and mangled wreckage.

Officials in Meizhou revealed that three individuals remained unidentified pending DNA testing, raising the possibility of the death toll climbing to 51. Additionally, approximately 30 individuals sustained non-life-threatening injuries.

Mayor Wang Hui of Meizhou confirmed during a late-afternoon press briefing that search efforts were ongoing, emphasizing that no foreign nationals were among the casualties.

However, rescue operations have been significantly hindered by persistent rain and the continuous threat of land and gravel slides. The disaster has left a harrowing scar on the verdant forest landscape, with excavators working tirelessly to widen the search area on the slope.

Wen Yongdeng, the Communist Party secretary for the Meizhou emergency management bureau, highlighted the challenges facing rescue teams, stating, “Most of the vehicles were buried in soil during the collapse, with a large volume of soil covering them.”

He further noted the heightened risk of secondary disasters due to saturated soil resulting from prolonged heavy rainfall in the region.

Over the past four weeks, the county where the tragedy occurred has experienced over 56 centimeters (22 inches) of rainfall, more than quadruple the amount recorded last year. The deluge has inundated several villages in Meizhou since early April, with the city enduring further downpours in recent days.

Guangdong province has borne the brunt of record-breaking rains and flooding in the past fortnight, compounded by hailstorms. Just last weekend, a tornado claimed the lives of five individuals in Guangzhou, the provincial capital, amid adverse weather conditions.

The collapse of the highway segment coincided with the commencement of a five-day May Day holiday, a period marked by increased travel activity both domestically and internationally among Chinese citizens.

Chinese leader Xi Jinping emphasized the imperative for all regions across China to enhance monitoring and early warning mechanisms, urging a thorough investigation into potential risks to safeguard public safety and ensure social stability, according to state broadcaster CCTV.
