PNPA dismisses 2 cadets for honor code violations, suspends 1 for excessive demerits

Silang, Cavite. The Philippine National Police Academy (PNPA) has taken decisive action against cadets found in violation of its Honor Code and System. Two second class cadets from Class 2025 have been dismissed for their involvement in the unauthorized use of their classmates’ ATM cards, resulting in unauthorized withdrawals.

Additionally, a second class cadet from the same class has been suspended and will be reverted to the next lower class due to the accumulation of excessive demerits for multiple infractions against the Cadet Guide, which governs the academy’s strict code of discipline.

PBGEN Samuel C. Nacion, Acting Director/Superintendent of PNPA, affirmed that these actions are consistent with the academy’s unwavering commitment to upholding the highest standards of honor and integrity. “We hold our cadets to the highest ethical standards and expect them to serve as exemplars of good conduct and discipline,” said Nacion. “Any breach of the Honor Code and System will not be condoned.”

The PNPA, as the leading education and training institution for the Philippine National Police, places utmost importance on its Honor Code and System, rooted in the principles of honesty, integrity, and trustworthiness. Cadets are entrusted with the responsibility of embodying these principles throughout their training and future careers in law enforcement.

Beijing, China. China’s Great Wall, a symbol of ancient history and a UNESCO-protected cultural treasure, has weathered invasions by the likes of Genghis Khan and the Manchus. Now, it finds itself facing a new threat: a couple of construction workers named Zheng and Wang, who, authorities allege, decided to carve a shortcut through this iconic landmark.

Chinese authorities have taken swift action, arresting the two individuals responsible for smashing a path through a section of the Great Wall, which stretches over 8,850 kilometers (5,500 miles) and is primarily associated with the Ming Dynasty. The breach occurred in a less-visited, partially deteriorated section located hundreds of kilometers west of Beijing, in Youyu County, Shanxi province.

The audacious move came to light when the local government released images of a dirt road rudely carved through the wall, along with photos of the two suspects. Zheng, a 38-year-old man, and Wang, a 55-year-old woman, reportedly orchestrated this act to create a more convenient route for their construction work in nearby towns.

Despite being in a state of partial disrepair, this section of the Great Wall remains historically significant, holding “important preservation and research value,” according to local authorities. China takes immense pride in its Great Wall, constructed mainly during the Ming Dynasty (lasting until 1644), symbolizing patriotism, resilience, and the ability to withstand external pressures.

The Great Wall’s rich history includes periods of abandonment and local pillaging, only to be revived as a powerful symbol of China’s national identity and historical grandeur by the Communist government. The wall is a testament to the collision and interchange between ancient agricultural civilizations and nomadic cultures in China’s history, as recognized by UNESCO.

The arrests of Zheng and Wang were prompted by a report of the breach on August 24, according to the Youyu County government. The two suspects are now in custody, with further legal actions pending. JERUSALEM. Israeli archaeologists have made a remarkable discovery near the Dead Sea, unearthing four Roman-era swords that have remained astonishingly well-preserved for nearly 1,900 years. The Israel Antiquities Authority announced this exciting find on Wednesday, shedding light on a tale of empire and rebellion, long-distance conquest, and local uprisings.

The cache of remarkably intact artifacts was uncovered approximately two months ago and offers a glimpse into history. Researchers, who have shared preliminary findings in a newly published book, suggest that these weapons – four swords and the head of a javelin known as a “pilum” – were hidden away in a remote cave by Jewish rebels during a revolt against the Roman Empire in the 130s.

This discovery is part of the Judean Desert Survey conducted by the antiquities authority, which aims to document and excavate caves near the Dead Sea, safeguarding scrolls and other valuable relics from potential looters.

The cool, dry, and stable environment of the desert caves has enabled the exceptional preservation of organic materials, including the famous Dead Sea Scrolls – ancient parchment fragments that contain the earliest known versions of the Hebrew Bible and various esoteric writings.

Archaeologists revisited this particular cave near the desert oasis of Ein Gedi to document an inscription found decades earlier. Asaf Gayer, an archaeologist from Ariel University, recounted his discovery: “At the back of the cave, in one of the deepest parts of it, inside a niche, I was able to retrieve that artifact – the Roman pilum head, which came out almost in mint condition.”

Despite being located on the eastern fringes of the Roman Empire, the swords were likely manufactured in a distant European province and transported to the region of Judaea by Roman military personnel, according to Guy Stiebel, a Tel Aviv University archaeologist specializing in Roman military history. The remarkably well-preserved state of these weapons is an exceptional rarity among Roman artifacts, with only a few similar examples found both within and outside the empire’s borders.

Stiebel emphasized the historical significance of each weapon, as they hold stories of their own. Ongoing research will delve into their production methods and the origin of the materials, shedding light on the history of the objects and the individuals who possessed them – Roman soldiers and Jewish rebels.

“These artifacts also contribute to a broader narrative about the entire Roman Empire, and the fact that we can uncover insights into these mechanisms from a remote cave on the empire’s edge is a source of great satisfaction for scientists,” Stiebel noted.

Warning: Charming Kitten’s PowerStar Malware advances with sophisticated techniques

In a concerning development in the world of cybersecurity, Charming Kitten, a threat actor believed to be operating from Iran, has recently upgraded its PowerStar backdoor malware. This upgrade comes hand-in-hand with the deployment of highly sophisticated spear-phishing techniques that have raised alarms among cybersecurity experts.

Cybersecurity firm Volexity released an advisory on Wednesday, shedding light on these evolving threats. According to the advisory, the latest version of PowerStar exhibits enhanced operational security measures, making it significantly more challenging for analysts and intelligence gatherers to dissect and understand.

One notable feature of this malware is the decoupling of its decryption method from the initial code, never writing it to disk. Volexity’s Ankur Saini and Charlie Gardner explained that this tactic not only reduces the risk of exposing the malware to analysis but also serves as an operational guardrail, preventing future decryption of the payload.

Additionally, the updated PowerStar relies on the InterPlanetary File System (IPFS) and publicly accessible cloud hosting for its decryption function and configuration details. Charming Kitten has shifted its preference from previously used cloud-hosting providers like OneDrive, AWS S3, and Dropbox to privately hosted infrastructure such as Backblaze and IPFS.

Experts speculate that this shift may be due to a perception that these alternative providers are less likely to take action against Charming Kitten’s accounts and infrastructure, reducing the risk of exposure.

The latest iteration of PowerStar boasts a range of capabilities, including remote execution of PowerShell and CSharp commands, persistence through various methods, dynamic configuration updates, multiple command-and-control (C2) channels, system reconnaissance, and monitoring of established persistence mechanisms.

Volexity’s report underscores Charming Kitten’s continuous efforts to refine its techniques and evade detection. It serves as a stark reminder of the critical importance of robust cybersecurity measures in countering such sophisticated threats.

Despite these advancements, Charming Kitten’s core tactics, as well as the purpose of the POWERSTAR malware, remain largely unchanged, indicating the group’s success in avoiding the need for significant operational modifications.

To protect against this evolving threat, Volexity recommends the use of provided YARA rules for detecting related activity, blocking the provided indicators of compromise (IOCs), and considering blocking the list of IPFS providers if organizations do not require their use, as these providers can be exploited by malware authors to host malicious files.

This report follows Zscaler’s revelation of threat actors targeting IPFS infrastructure a few months ago, further underscoring the importance of vigilance in the ever-changing landscape of cybersecurity.

Addressing PNP issues precisely: A surgical approach (Part 2)

Dr. de Guzman on item 3 (Appoint Civilians in the Hiring and Promotions Boards): “This solution is a thorny issue. There is an organizational culture in the police that tends to discount civilian participation in policing. The reasons for this unwanted intrusion can be categorized into two dimensions:

  1. Civilians are incompetent to judge the potentials and qualities of good officers. Arguments for this dimension comprise such discourses as civilians do not fully appreciate the intricacies and nuances of police work, civilians do not have the capability to judge the ‘fitness’ of a person for police work, or the hiring and promotion processes will be tainted with nepotism.
  2.  Civilians are already part of the process. This proposal to include civilians is brushed aside with arguments that Napolcom, as the policy and administrative body consists of civilians. Likewise, elected leaders are involved in the promotion of higher-level officers as some senators and congressmen (n.b.: pardon the non-gender neutral term) are part of the SOPPB (aka promotions board). The assignments of key leaders (e.g. Chiefs of police) are blessed by the civilian authorities (governors, mayors, etc.). Finally, the People’s Law Enforcement Board (PLEB) consists of civilians and are there to discipline the police.

“All those counter-arguments may be factual but they are also farcical. On the competency argument, it is a non sequitur that civilians lack the ability to judge qualifications. I think to sort out these competency issues, we should isolate the criteria for hiring and promotion. In any hiring process, there are objective criteria and subjective criteria. Objective criteria might be their age, physical agility, psychological capacity, education, physiological health conditions, and so on. This is not going to be a hurdle for civilians as these criteria are sometimes determined with the aid of objective tests. The subjective criteria are the officers’ temperament, sense of judgment, fairness, respect for authority, and so on. Again, civilians are not incompetent along these lines. They can be educated about qualities of good police officers. Even the so-called mystical criteria for promotion known as service reputation can easily be discerned by civilians. In fact, civilians in the boards can redefine what police service and reputation really mean in the eyes of the public. In effect, civilians in the board can represent the sentiment of the people on what police service should be really like. (On) nepotism… Why do you think we have so many officers who are affiliated by blood or marriage? Hence, the competency argument does not hold.

“The second dimension that the police are already managed by civilian authorities is a simple manipulation of appearances. The PNP chief is part of Napolcom, a lot of DILG secretaries were either former military or police, administrators of the training and educational institutions are former police and military, senators and congressmen are also formerly in the service who are sometimes in the Promotions and Placement Boards. Even the local political leaders are former police or military. So, really the argument about civilians involved in police hiring and promotions is simply not the reality in most places.

“If we want the police to have a true civilian character, let us first have a moratorium on the involvement of the former and current military/police officers until such time that we have reached a stage where the culture and ethos of the police are centered toward service and respect for civilians.

Item 2: “Police civilianization is enshrined in the 1987 Constitution. The militarization of the police during Martial Law was seen as a hindrance to effective police service. Civilianization can be accomplished in two ways. The first is the structuring of the organization resembling the civilian bureaucracy. The other way is to hire civilians into the organization to perform non-operational matters. I would fully endorse the latter but partially support the former.  Let me first discuss the structure before I move into the civilianization of its offices.

“…Form follows function. The main function of the police is to operate on the streets to address crime and disorder. This is where their personnel, education, and training expenses should be more devoted. In effect, the technical, professional, and support services should be kept to a minimum. There is really no need for a motor pool, medical, and technical services to be organic within the organization. These services could be procured in a much more cost-effective and cost-efficient way from other government sector or private entities. The idea of having all these services or units in the organization is taken from the military establishment (therefore, showing again the militarized culture of the police). For the military, these units are necessary as they bring services to those that are under military control or currently under belligerency. Hence, civilian units cannot operate but these services must be brought into those areas. For the police, there is no such need as they operate in areas where civilian agencies are fully operational and accessible. Instead of using their annual budgets on these support units, that budget should be used for operational purposes. This would lessen some of the regular expenses for these support services.

“The second part of this reform effort should be to hire civilians for technical and administrative matters. There is no need for example to have a secretary or a crime analyst to be uniformed personnel. In the national headquarters, we see a lot of ranking officers performing staff work when their operational expertise are much more needed in the field. This is also the reason why I advocate for the flattening of the hierarchy or reducing the ranks so that more personnel are in the field rather than in offices.

“The third part of the reform is where I claim to partially support civilianization. I still would like to see that field operatives be given an exemption from civil service rules. For example, give the uniformed personnel more liberty to claim overtime pay and support incentives for medical and mental health issues. They face a lot of physical, mental, and health hazards that they need to have better support. Make those services free and available, separate from the overtime pay they might receive.

“…I have partially touched on (civilianizing the bureaucracy). When the restructure happens that some administrative and support units have been removed, the next thing is to bring in civilians as part of the bureaucracy. For example, the legal services need not be occupied by uniformed personnel.

“The next part of reform on this aspect is to increase collaboration with other civilian agencies that could assist in police services. In the United States, police services have started to partner with medical and health professionals to deliver better services. For instance, crisis intervention teams have been formed where police personnel have partnered with psychologists for referral of apprehended suspects with mental health issues. These can be done more efficiently with other social services such as counselors and/or social workers.

“Finally, the police should strengthen its community partnerships and services. Having this partnership will foster more respect for both sides. The community will understand the difficulties of police work and they become more cooperative and supportive. Likewise, police would know their community members more and would have more restraint in their aggressiveness during calls for services.”

It is on the first item, “Surgical Solution #1. Remove drugs and gambling enforcement from the police,” where Dr. de Guzman made the “overhauling” proposition items with great precision, especially with reference to policing (he defines it as “the art and science of managing and distributing non-negotiable coercive force by duly constituted authorities”). He penned:

“The police can be corrupted in two ways when police are involved with vice enforcements. The Knapp Commission Report of New York City claimed that there are grass eaters and meat eaters. Grass eaters are those who take advantage of events that they could use their authority for personal gain. We might want to call them opportunistic in nature. Meat eaters are those who actively seek ways to engage in personal enrichment through corrupt activities. Nowhere are these temptations for corruption more pronounced than in vice enforcements. One reason for corrupt engagement is due to the nature of police work where they can operate in secrecy or away from the public eye. Another reason is the questionable reputation of the victims of police corruption. No reasonable drug dealer would file a case of being extorted or robbed by the police.

“(Another way) the police are corrupted is when the criminal enterprise co-opts or provides ‘incentives’ for the police to shield the illegal business or under-enforce or do not enforce the laws.

“To break this culture of corruption, the source of corruption should be taken away.

“Another corrupting factor in the Philippine police system is the bounty system. This problem should have already been obvious to any police administrator who had enough education on police history. This problem was already evident with the notorious history of the thief takers. In the early history of US policing, the thief takers either conspired with the thieves that they would not apprehend them during the robbery and that after a bounty has been placed, they would be captured by the thief takers to partake of the bounty. The other way was for the thief takers who apprehended the thieves would under-declare the recovered items aside from collecting the bounty for their collars. This practice found its way into our system with the Ninja cops phenomenon. Likewise, the hearings in Congress revealed this practice where every one of those involved with the 1-ton drugs incident was scrambling to claim the reward. As public officers, they should not be getting the reward for doing their sworn duty. A commendation or spot promotion might be called for but not the monetary reward. In short, remove the vice enforcement role of the police and reform the reward system. This measure might be temporary and the mandate could be returned when the personnel has been properly indoctrinated to the public service culture and when the necessary infrastructure and safeguards are in place.”

For the Seven Surgical Solutions to flourish, it is imperative that we have an enabling law. Dr. de Guzman points out that these may not be the most effective measures, but they are more viable considering that many Legislative and Executive officials have affiliations within the current system. When we forget the time we spent as hypersensitive fans of Gilas Pilipinas and Miss Universe, that means we may also take time to become reformers more sensitive to the work of the police and the policing system. With every allegation of “sistemang bulok” comes an offer to help institute needed reforms.

I’d rather play ‘Toon Blast’

I have been thinking for hours on what interesting topic to write about this week but nothing seems exciting at the moment. Everybody talks and complains about the unstoppable rise in the prices of petroleum products on top of other prime commodities including fare hike. Nothing’s new. When I tuned in to CNN, all I saw was the pathetic condition of our Coast Guards and fisherfolks being shunned away from our exclusive economic zone (EEZ) by the Chinese Militia with the use of water cannons.

Then I was hooked by the Senate hearing on the complaint of a “kasambahay” Elvie Vergara against her employer France Ruiz who allegedly abused her for years by “repeatedly punching, kicking and beating her with various objects” on the different parts of her body. She said Ruiz even hit her private parts with a hammer. Vergara became partially blind and her eyesight could have been saved had it not been for the non-caring attitude of the Barangay Chairman who did not pay attention to her despicable condition.

Then I switched to the televised hearing of high profiled cases at the Senate involving the PNP, PDEA, NBI and high-ranking government officials. It’s like watching a telenovela with no definite plot and where the actors (resource persons) display sheer stupidity when answering simple questions. When cornered, they would invoke their constitutional right to remain silent or their right to self-incrimination. If only no such rights are allowed to those whose guilt is showing, then perhaps crimes would easily be solved and justice can be achieved ASAP.

Did I hear somebody screaming “in your dreams!”? Of course, I’m aware of the due process enshrined in the Constitution but more often than not, Mr. Due Process is just too picky and choosy in extending his hands to the needy. As observed by many, the rich, the famous and the powerful are the ones equipped with the necessary tools to hide, play and run around the process oftentimes ending to the advantage of the culprit(s) and to the prejudice of the aggrieved party.

It’s almost the weekend so I’d rather read and play Toon Blast than spend my time watching and listening to the heart-breaking testimonies of victims of crimes vis a vis the lies of witnesses because it breaks my heart and causes nightmares.

Kim Jong Un’s potential Russia trip: Echoes of his 2019 20-hour armored train journey

SEOUL, South Korea. Reports of Kim Jong Un’s potential visit to Russia are sparking interest in the traditional mode of transportation used by North Korean leaders: luxurious armored trains that have been an enduring symbol of the regime’s isolation. This trip, which would mark Kim’s first foreign travel since the onset of the pandemic, could see him meeting with Russian President Vladimir Putin, possibly to discuss North Korean arms sales, aimed at replenishing Russian reserves depleted by its conflict with Ukraine.

According to U.S. reports, the proposed meeting location is Vladivostok in eastern Russia, where the two leaders first convened in April 2019, with Kim making the journey aboard his distinctive green-and-yellow train. Putin is expected in Vladivostok for the annual Eastern Economic Forum, held from Sunday to Wednesday.

The focus of media attention is whether Kim will undertake the arduous 20-hour train journey once more, accompanied by his reportedly opulent train. This luxury stands in stark contrast to the harsh living conditions faced by most North Koreans.

Kim’s father, the famously flight-averse Kim Jong Il, made around a dozen international trips during his 17-year rule, almost exclusively by train, and North Korean state media reported his death from a heart attack during a train trip in 2011. An account published in 2002 by Konstantin Pulikovsky, a Russian official who accompanied Kim Jong Il on a three-week trip to Moscow, revealed that the train carried expensive French wine, and passengers enjoyed fresh lobster and pork barbecue.

The primary feature of these trains is security. South Korean media reports suggest that North Korea deploys 90 special carriages and operates three trains concurrently when a leader travels: one in advance to inspect the rails, the second for the leader and immediate entourage, and a third for additional staff. These trains are equipped with advanced communication equipment and flat-screen TVs to facilitate communication and briefings.

These trains hold immense symbolic importance, with a life-size mock-up of one of the carriages on permanent display at a mausoleum on the outskirts of Pyongyang, where the embalmed bodies of Kim Jong Il and his father, Kim Il Sung, are enshrined.

Kim Jong Un, aged 39, has utilized the family’s armored train for previous meetings with leaders like Putin, Xi Jinping, and former U.S. President Donald Trump in 2018 and 2019. However, unlike his father, he occasionally opts for air travel, likely due to his education in Switzerland, where he is believed to have flown frequently during his teenage years.

In 2018, Kim made his first public foreign trip by air when he flew to the Chinese city of Dalian to meet with Xi Jinping. This marked the first time a North Korean leader had traveled abroad by air since Kim Il Sung’s flight to the Soviet Union in 1986. Kim’s official plane, known as “Chammae-1” after North Korea’s national bird, is a modified version of the Soviet-made IL-62. South Korean media reports indicate that it can carry about 200 people, with a maximum range of approximately 9,200 kilometers (5,700 miles), although it is rumored to have never flown that far.

Putin, too, has embraced armored train travel since Russia’s invasion of Ukraine in early 2022, eschewing airplanes.

Kim’s previous meeting with Putin involved a day-long journey from Pyongyang, the North Korean capital, along the country’s aging railways on the eastern coast, culminating in crossing a river that forms the border with Russia.

Some analysts remain skeptical that another meeting during the Eastern Economic Forum will occur since Kim and his predecessors have favored standalone summitry on rare foreign trips. Kim visited China four times from 2018 to 2019 to meet Xi, with two trips by train and two on his jet. In June 2018, he borrowed a Chinese plane for his summit with Trump in Singapore, reportedly due to safety concerns with his own aircraft. For another meeting with Trump in Hanoi, Vietnam, Kim opted for his train, embarking on a two-and-a-half-day journey.

Since closing North Korea’s borders in early 2020 to combat the COVID-19 pandemic, Kim has not met any foreign leaders. A potential second trip to Russia by Kim could signal a resumption of summit-driven diplomacy and may be followed by a visit to China for a meeting with Xi Jinping, according to Yang Moo-jin, president of the University of North Korean Studies in South Korea.

Ayon kay DSWD Secretary Rex Gatchalian, ang nasabing tulong pinansyal ay bahagi ng pagtalima sa direktiba ni Pangulong Ferdinand Marcos Jr. na gamitin ang Sustainable Livelihood Program (SLP) ng ahensiya upang matulungan ang mga maliliit na rice retailers na makabangon mula sa inaasahang pagkalugi na dulot ng temporary price cap sa bigas.

Sa ilalim ng price ceiling na ipinatupad, ang regular milled rice ay hindi maaaring lumampas sa P41 bawat kilo habang ang well-milled rice ay limitado sa P45 bawat kilo.

Binigyang-diin ni Gatchalian na may budget na P5.5 billion ang SLP, na maaring gamitin upang suportahan ang mga negosyanteng apektado ng price cap sa bigas.

Sa kasalukuyan, ang DSWD ay naghihintay na lamang ng listahan ng mga kwalipikadong maliliit na rice retailers mula sa Department of Trade and Industry (DTI) at Department of Agriculture (DA) upang maipamahagi ng pamamahagi ng ayuda.

Ipinahayag ni Secretary Gatchalian na ang DSWD ay handang magbigay ng kinakailangang tulong sa mga sektor na naapektuhan ng mga patakaran na may layuning mapanatiling abot-kaya ang presyo ng bigas kasabay ng pangangalaga sa kalagayan ng mga negosyante sa industriya ng bigas.

First Lady Jill Biden tests positive for COVID-19, President Biden’s results negative

WASHINGTON. First Lady Jill Biden has tested positive for COVID-19, as confirmed by her spokeswoman on Monday. Fortunately, she is currently experiencing only mild symptoms.

President Joe Biden promptly underwent testing for the virus following his wife’s positive result, and his tests have come back negative. White House press secretary Karine Jean-Pierre announced that President Biden would continue to undergo regular testing and would be closely monitored for any symptoms.

For the time being, Jill Biden will remain at the couple’s residence in Rehoboth Beach, Delaware, as communicated by her communications director, Elizabeth Alexander. The First Lady had originally planned to begin the new school year on Tuesday at Northern Virginia Community College, where she teaches English and writing. Due to her current health condition, she is collaborating with school officials to arrange for substitute teachers to cover her classes.

Over the weekend, Jill Biden had accompanied President Biden on a visit to Florida to assess the damage caused by Hurricane Idalia. Following the trip, President Biden spent part of the Labor Day weekend at their Delaware beach house before departing on Monday for a union event in Philadelphia and returning to the White House.

Both President and First Lady Biden had previously contracted COVID-19 last summer, and their recent experiences have raised awareness about the ongoing importance of vaccination and safety measures in the fight against the virus.
