NDRRMC: Halos 180,500 katao ang naapektuhan habang nananatili ang lakas ni ‘Egay’

Tinatayang may isang namatay at nagdulot ng pagbaha at pagguho ng lupa sa ilang bahagi ng bansa ang Bagyong Egay, ayon sa pahayag ng state disaster agency kaninang umaga.

Sa pinakabagong ulat ng National Disaster Risk Reduction and Management Council (NDRRMC), isa ang ang nasawi sa Calabarzon. Dalawa naman ang nasugatan, isa sa Calabarzon at isa sa Western Visayas.

Naitala na ng NDRRMC ang 58 lugar na binaha sa limang rehiyon at 16 insidente ng pagguho ng lupa dulot ng malakas na ulan.

Nasa halos 180,500 katao naman ang naapektuhan ng malakas na hangin at pag-ulan dulot ng Bagyong Egay, ayon pa rin sa NDRRMC ngayong Miyerkules.

Batay sa opisyal na datos, ang mga biktima ng bagyo ay mula sa 261 barangay sa Ilocos Region, Central Luzon, Calabarzon, Mimaropa, Bicol Region, Western Visayas, Eastern Visayas, at Soccsksargen.

Sinabi ni NDRRMC spokesperson Edgar Posadas sa CNN Philippines na inilikas ng mga awtoridad ng halos 1,070 katao sa apat na rehiyon.

Kasalukuyang kumikilos patungong hilagang-kanluran ang bagyo bago ito lumabas ng Philippine Area of Responsibility sa Huwebes ng umaga, ayon sa huling bulletin ng PAGASA.

Ang mata ng bagyo ay huling natukoy sa kalapit na karagatan ng Calayan, Cagayan, ayon sa Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA). Sinabi rin ng PAGASA na nananatili ang Bagyong Egay sa lakas na may maximum na sustained winds na 175 kilometro bawat oras (kph) at pagbugso na 240 kph.

Dalawang beses nag landfall ang bagyo sa Cagayan nitong Miyerkules ng umaga. Ang una ay alas-3:10 ng madaling-araw sa kalapit na lugar ng Fuga Island sa Aparri at ang pangalawa ay alas-9:30 ng umaga sa kalapit na lugar ng Dalupiri Island.

Ayon sa PAGASA, maaaring bumagal ang pagkilos ng Egay sa kalapit na lugar ng Babuyan Islands, at pagkatapos ay tutungo sa direksyon ng hilagang-kanluran o hilagang-hilagang-kanluran at dadaam sa karagatan sa timog at timog-kanlurang bahagi ng Taiwan.

Patuloy pa rin ang Signal No. 4 sa hilagang bahagi ng Cagayan, kasama ang Babuyan Islands, at sa hilagang bahagi ng Apayao at Ilocos Norte.

Nasa Signal No. 3 ang Batanes, ang natitirang bahagi ng Cagayan, ang natitirang bahagi ng Apayao, ang hilagang bahagi ng Kalinga, ang hilagang bahagi ng Abra, ang natitirang bahagi ng Ilocos Norte, at ang hilagang bahagi ng Ilocos Sur.

Nasa Signal No. 1 naman ang Aurora, Quirino, Nueva Vizcaya, ang natitirang bahagi ng Pangasinan, Nueva Ecija, Tarlac, Pampanga, Bulacan, Zambales, Bataan, Metro Manila, Rizal, Cavite, Laguna, ang hilagang bahagi ng Batangas, ang hilagang at sentral na bahagi ng Quezon, kasama ang Polillo Islands, ang Camarines Norte, ang hilagang bahagi ng Camarines Sur, at ang hilagang bahagi ng Catanduanes.

Inaasahan din ng PAGASA na magpapatuloy ang pag-ulan sa mga lugar na hindi sakop ng anumang signal, lalo na sa mga baybayin at mataas na lugar na maaaring masalanta ng hangin, sa susunod na tatlong araw.

Ayon sa weather bureau, ang mga lugar na apektado ng pag-ulan dahil sa enhanced southwest monsoon sa Biyernes ay ang Batanes, Ilocos Region, Zambales, Bataan, Cavite, ang timog na bahagi ng Quezon, Mimaropa, Bicol, at Western Visayas.

Samantala, handa naman ang national government na maglaan ng mahigit ₱173 milyon na standby funds matapos tiyajin na halos 40,000 pamilya ang apektado ng bagyo.

Dumaranas ngayon ng hanggang bewang na baha ang ilang barangay sa San Jose, Occidental Mindoro, ayon sa ulat ng MDRRMO, MEO, MENRO, MSWDO, at Municipal Information Office ng LGU San Jose sa Facebook.

NASA power outage temporarily halts contact with space station

CAPE CANAVERAL, Fla. A NASA power outage disrupted communication between Mission Control and the International Space Station on Tuesday.

Mission Control couldn’t send commands to the station and talk with the seven astronauts in orbit. The power outage hit as upgrade work was underway in the building at Houston’s Johnson Space Center.

Space station program manager Joel Montelbano said neither the astronauts nor station were ever in any danger and that backup control systems took over within 90 minutes. The crew was notified of the problem through Russian communication systems, within 20 minutes of the outage.

It’s the first time NASA has had to fire up these backup systems to take control, according to Montelbano. He said NASA hoped to resolve the issue and be back to normal operations by the end of the day.

NASA maintains a backup control center miles from Houston in the event a hurricane or other disaster requiring evacuations. But in Tuesday’s case, the flight controllers stayed at Mission Control since the lights and air-conditioning still worked.

Malakas na Bagyong Egay: Pinalikas ang mga residente at itinigil ang paglalakbay sa dagat

MAYNILA, Pilipinas. Papalapit ang isang malakas na bagyong Egay (international nameDoksuri) sa Hilagang Pilipinas nitong Martes, na nagtulak ng libu-libong paglikas at pagtigil sa biyahe sa dagat bunsod ng malakas na ulan at pag-apaw ng tubig hanggang sa 3 metro (halos 10 talampakan).

Inaasahang mananatili sa labas ng bansa ang pinakamalakas na hangin sa sentro ng bagyo habang binabaybay ng Bagyong Egay ang hilagang-kanlurang bahagi ng Cagayan at Batanes provinces, ngunit maaaring tamaan din ang mga malalayong isla sa bansa.

Ang 680-kilometrong (420-milya) lapad ng rainbar ng bagyo ay maaaring magdulot ng flash floods at landslides sa mga probinsya sa hilagang bahagi ng bansa, ayon sa Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA).

Ang bagyong Egay ay huling namataan sa 310 kilometro (193 milya) silangan ng Tuguegarao City sa lalawigan ng Cagayan, na may tinatayang taglay na hangin na umaabot sa 185 kilometro (115 milya) kada oras at pagbugso ng hangin na umaabot sa 230 kph (143 mph), ayon sa PAGASA..

Halos 10,000 mga pasahero ng inter-island ferry at mga drayber ng cargo truck, kasama na rin ang 100 mga pasahero at cargo vessel at motor bancas, ay stranded sa ilang mga pantalan kung saan ipinatupad ang no-sail order dahil sa bagyo at pag-ulan dulot ng enhanced monsoon, ayon sa Philippine coast guard.

Deeply concerned with corruption, Benjamin Magalong and Vico Sotto wanted to see their cities free from it and act swiftly on it. They knew it was a tall order. What they did as city mayors seemed a fighting chance for the whole country to follow the same. Baguio and Pasig can somewhat be compared to the function of higher education institutions. The two cities learn and act on what they learn, but there is the regret that what they are doing may come to nothing after only a few years because based on many studies, corruption in the country will only repeat itself and it will even get worse.

When Mayor Magalong of northern Philippines’ Baguio talks about corruption in the LGUs, the people he talks to look at their cellphones (“umiiwas”). On the other hand, Mayor Vico of Pasig right inside metropolitan Manila revealed that corruption has been normalized (“hindi kadiri”).

No matter how serious the two cities are required in devising ways to reduce corruption, it will lose its meaning. What is truly required? Free themselves from corruption, not a mere reduction.

Kung nahihirapan sa gawa, dadamihan pa ba natin sa salita?

If it is indeed difficult, will we increase in words? Sapul kami sa academe. (I belong there, minus the more than 17,000 vacant professor positions.) True. The reason is in the function. It needs to be repeated (next read next year or next decade, it still needs to be repeated): That is the reason – valid excuse instead of alibi – because aside from R&D centers, universities are a prime creator of knowledge (Sutz et. al, 2000s). So it is difficult for a president of the country to tell us in the academe that they “are doing everything (including the promise of 20 pesos a kilo of rice under the tutelages of agriculture and other departments).” Or is it like this: “We’re grandstanding everything?” After all, if he already confessed, alluding to a particular department when he visits one country after another that all he has to do is papogi, that should not just be buried on the inside pages of “international” but a banner headline. Care to listen:

“These trips that (we/I) have taken have been quite successful because they have been so well put together. When I get there I’m properly briefed, I have good information, maayos ang takbo… All I have to do is make papogi for everybody because you (diplomats) did the legwork for me already. With that, I hope you realize how appreciative we all are for the very difficult, sometimes extremely complicated, and always quiet work that you do.”

The Secretary of Agriculture, who is also the Head of State and chief of all executives in foreign affairs and other agencies under the Executive Department mentioned in the 1987 Constitution, simply does not have details to back up his claims that everything is being done properly. And by himself? Perish the thought. Marami siyang hindi mabitaw-bitawang posisyon, wala namang mabitawang detalye ng konkretong aksyon sa kahirapan, kagutuman, at lalong lalo na sa korupsyon.

 It is not morally acceptable for citizens to be quiet or for the media to shun the right questions and not demand the right answers because, if we are bound by our responsibility to speak up, that is for our family and for our work.

Every time we, and not just the academe, remain silent, we think about that as a representation of risk. The academe at present is like Baguio and Pasig. It is willing to take the risk, but will not back down to work on its primordial functions for our family and for our work.

Torn Apart: The Heartache of a Husband Taken by His Children from a Previous Marriage

I was warned by Madel to be cautious in talking to Romy because every word I uttered was being secretly recorded and forwarded by his ‘nanny’ to the children in Dubai – a warning that raised my awareness that someone was stabbing me in the back.

Such a scheme I thought put to shame a plot of a mediocre telenovela! Then I noticed that every time I would raise my voice to drive a point, there would be a phone call from one of the kids checking the condition of their father – a confirmation that something uncalled for was happening behind my back.

For the first time in 20 years, I felt insulted considering that I religiously performed my duties and obligations as a good wife. As a mother still in pain for the early loss of my own kids, I had no time entertaining the idea back then that the ‘nanny’ was up to some sort of conspiracy with the kids to send Romy to Dubai and to stay there for good with her as the traveling companion. Not until one day when Roreen called me inviting Romy and I to go on vacation even for only two months. I said it would be very hard for us to travel because their father is totally blind and I was not in the pink of health. 

I can still clearly recall Rona, the eldest of the siblings trying to convince me by saying “pahiram lang ng isang overnight kay Tatay”. That was it! Reading between the lines, I knew I had to say yes. I explained to the children that I cannot go because I was under heavy medication during that time and if they will agree, they can ask his ‘nanny’ to accompany him. I did not expect that that was what his ‘nanny’ was actually waiting for.

Without batting an eyelash and with a mischievous smile on her face, she agreed and even proudly announced to me that her passport was ready. I was speechless and repulsive inside. I cannot imagine my husband traveling with her for very personal reasons only the Almighty and I knew what.

Immediately thereafter, their travel documents were processed by the children without any courtesy of showing me the visa. I was made to believe that they will only stay there in the UAE for two months but as it turned out, they stayed there beyond our agreed time.

I was emotionally devastated because I felt I was betrayed to fall into what I considered a “grand conspiracy” to separate us.

To appease the madness burning inside me, I talked to my close friends about it who gave me varying opinions that only muddle my thoughts. Some said I should graciously decline the invitation considering that it was pandemic and problems might arise during the trip. Others opined that allowing him to go without me was tantamount to ‘separation’ which should not be the case because both of us are already on our way into the sunset; that we should stay together for all the remaining years of our lives; that we should remain true to our marital vow. 

Honestly, I had to tread the very fine line between my love and devotion for him as a wife and my obligation to grant the wish of his children.

I know life is not a bed of roses and there are times when I have to make a tough decision. Sacrifice like patience is a virtue. I did not argue with the kids anymore and just prepared the things Romy might need for his trip, constantly reminding him to be in touch once he reached his place of destination. Since then, he would display unusual behavior common to octogenarians suffering from dementia – asking for long lost things like money allegedly hidden somewhere; complaining of hunger when he had just eaten; concocting make-believe stories like being placed under the bed and being fed with spoiled food; and seeing his dead friends when lying in bed.

LILIW, Laguna. Mahigit sa 100 katao ang napilitang lumikas matapos anurin ng malakas na agos ng tubig ang 33 kabahayan sa Brgy. Bayate sa bayang ito dakong10:00 noong Lunes ng gabi.

Ayon sa pahayag ng mga opisyal ng nasabing barangay, napilitang lumikas ang mga residente matapos tuluyang lamunin ng baha ang tulay na kahoy sa Lapad River. Umapaw ang tubig sa ilog at tinangay ng agos sa mga maliliit na bahay.

Kasalukuyang nakikisilong sa evacuation center ang mga apektado ng umapaw na ilog habang tinutulungan ng lokal na pamahalaan ng Liliw.

Ayon sa mga residente sa lugar, ilang araw nang mataas ang level ng tubig sa nasabing ilog at hindi na nakayanan ng lumang tulay na kahoy ang walang tigil na buhos ng ulan nagsanhi ng mataas na baha sa nasabing barangay.

Ayon sa tala ng Laguna provincial disaster risk reduction management office, isang linggo nang umuulan sa mga bayan na nasa paanan ng bundok Banahaw kung kaya at umapaw ang mga ilog sa naturang lugar.

Patuloy na hinahagupit ng Bagyong Egay (international name: Doksuri) sa Babuyan Islands habang ito ay naglalakbay patungong hilagang bahagi ng Camiguin Island, ayon sa PAGASA kanina, Miyerkules ng madaling-araw.

Sa kanilang 2 a.m. weather bulletin, ibinabalita ng PAGASA na matatagpuan si Egay sa karagatang baybayin ng Calayan, Cagayan. May taglay itong hangin na umaabot sa 175 kilometro bawat oras malapit sa sentro nito, at may pagbugso ng hangin na umaabot sa 240 kph.

Inaasahan ng weather agency na patuloy na magiging malupit at mapanganib ang kondisyon sa Babuyan Islands sa susunod na 6 oras.

Nagbabala ang PAGASA ng mataas na panganib ng storm surge na maaaring magdulot ng pagbaha sa mga mababang lugar at baybayin sa Batanes, Cagayan kasama ang Babuyan Islands, Isabela, Ilocos Norte, at Ilocos Sur.

Inaasahan na lalabas si Egay sa Philippine area of responsibility sa Huwebes ng umaga habang ito ay unti-unting humihina sa paglipas ng pananatili nito sa loob ng monitoring area ng bansa.

Bagyong Egay: PAGASA Weather Update July 25, 2023

MANILA, Philippines. Typhoon ‘Egay’ (internationally known as Doksuri) has intensified further and is nearing super typhoon category, as announced by the state weather bureau PAGASA in its 5:00 am bulletin today, Tuesday, July 25, 2023.

At 4:00 am today, the center of Typhoon ‘Egay’s eye was estimated to be approximately 350 km East of Tuguegarao City, Cagayan, based on all available data, including those from the Daet Doppler Weather Radar.

‘Egay’ currently has maximum sustained winds of 175 km/h near the center, with gustiness reaching up to 215 km/h, and a central pressure of 935 hPa. The typhoon is moving in a west-northwestward direction at a speed of 15 km/h.

Strong to typhoon-force winds extend outward up to 680 km from the center.

TRACK AND INTENSITY OUTLOOK

Typhoon ‘Egay’ is forecasted to move northwestward in the next 12 hours before turning generally west-northwestward and crossing the Luzon Strait.

Based on the track forecast, the typhoon is projected to make landfall or pass very close to the Babuyan Islands-northeastern mainland Cagayan area between late evening today and tomorrow afternoon.

A slight northward or southward shift in this segment of the track, but still within the forecast confidence cone, may result in a landfall or close approach over northern mainland Cagayan or Batanes.

After passing the Babuyan Islands, ‘Egay’ will turn northwestward or north-northwestward and pass over the waters south of Taiwan.

It is expected to exit the Philippine Area of Responsibility (PAR) on Thursday morning. Outside the PAR region, ‘Egay’ will cross the Taiwan Strait and make landfall in the vicinity of Fujian, China on Friday morning.

‘Egay’ is expected to continue intensifying and may reach super typhoon category within 12 hours, although the window of intensification for this typhoon is closing. A weakening trend may begin as the typhoon passes over the Babuyan Islands due to the potential onset of an eyewall replacement cycle and interaction with the rugged terrain of Northern Luzon.

Further weakening is expected outside the PAR region due to an increasingly unfavorable environment and the eventual landfall over the landmass of China.

‘Bagyong Egay’ is the fifth tropical cyclone for 2023. It originated from an area of low pressure east of southeastern Luzon and developed into a tropical depression on Friday, July 21.

On average, there are 20 tropical cyclones that could form or enter the PAR each year, with only half projected to make landfall.

‘Egay’ currently has maximum sustained winds of 175 km/h near the center, with gustiness reaching up to 215 km/h, and a central pressure of 935 hPa. The typhoon is moving in a west-northwestward direction at a speed of 15 km/h

An Australian intelligence agency is providing funding for research aimed at merging artificial intelligence (AI) with human brain cells. The project has received a $600,000 grant from the Australia National Intelligence and Security Discovery Research Grants Program, with the backing of the defense and the Office of National Intelligence (ONI). The research is being conducted jointly by Monash University and Cortical Labs.

Adeel Razi, the lead researcher on the project and associate professor at Monash University’s Turner Institute for Brain and Mental Health, explained that this new technology could potentially surpass the performance of existing silicon-based hardware. Last year, the research team successfully created a “DishBrain,” a semi-biological computer chip containing around 800,000 human and mouse brain cells that were lab-grown into its electrodes. These neurons were cultivated from human stem cells.

Using this innovative technology, the scientists trained the brain cells to play the classic video game “Pong.” The micro-electrode array at the core of the DishBrain was capable of reading brain cell activity and stimulating them with electrical signals, enabling the brain cells to control the movement of the paddle in the game.

Experts believe that this brain-powered Biological Intelligence Operating System could be the future of AI because it is self-programming, requires less memory, conserves energy, and can continuously learn throughout its lifetime, similar to human brain cells.

The potential implications of this research span across various fields, including planning, robotics, advanced automation, brain-machine interfaces, and drug discovery, providing Australia with a significant strategic advantage. The grant will be used to develop AI machines that can replicate the learning capacity of biological neural networks, potentially making them a viable replacement for traditional in silico computing.

It’s worth noting that Cortical Labs, one of the research partners, received $10 million in funding, including investment from the venture arm of the U.S. Central Intelligence Agency (CIA). The company combines synthetic biology and human neurons to develop what they refer to as “Organoid Intelligence” (OI), a class of AI with promising potential.

As the research progresses, it holds the promise of revolutionizing AI and opening up new possibilities for advanced computing and cognitive capabilities that could have a profound impact across multiple industries. However, ethical and safety considerations will undoubtedly play a significant role in shaping the future of such technology.

Local airlines: Hindi na kinakailangan ang face mask sa mga flight

Inanunsyo ng mga lokal na airline na Philippine Airlines (PAL), Cebu Pacific (CEB), at AirAsia Philippines noong Lunes na hindi na kinakailangan ang pagsusuot ng face mask sa mga flight. Ang advisory ay kasabay ng pahayag ng Malacañang nitong nakaraang weekend na ipinawalang-bisa na ang state of public health emergency dahil sa coronavirus disease 2019 (Covid-19).

“Philippine Airlines welcomes the lifting of the mask mandate and other Covid protocols,” sabi ng PAL sa kanilang pahayag, at idinagdag na ito ay isang malaking palatandaan ng pagbalik sa normal na paglalakbay sa eroplano.

Binanggit din ng flag carrier na patuloy nilang susundin ang mga safety procedure tulad ng pag-disinfect ng mga surface ng eroplano pagkatapos ng bawat flight, gayundin ang paggamit ng HEPA filters at advanced airflow system sa loob ng cabin.

Samantalang, inanunsyo rin ng AirAsia Philippines na hindi na kinakailangan ang face mask sa mga domestic flight, ngunit ang mga health protocols sa mga international destination ay mananatili.

Iginiit din ng airline na patuloy pa rin nilang isasagawa ang deep cleaning at pag-sanitize ng eroplano. 

“There is no room for complacency in the airline business. We want our guests to feel secure when they fly with AirAsia. Although it is no longer a policy, guests, and crew may still opt to wear face masks whenever they deem necessary,” ayon sa low-cost carrier sa kanilang pahayag.

Samantala, sinabi ng CEB na simula sa July 24 ay wala nang kinakailangang face mask mandate sa mga flight nila.

Pinayuhan naman ng airline ang mga pasahero na patuloy na isagawa ang minimum health standards tulad ng pag-di-disinfect, paghuhugas ng kamay, at physical distancing kung kinakailangan.

Hinihimok din nila ang mga pasahero na mag-check-in online para sa contactless na proseso.
