Wanted poster ng 6 na suspek hinggil sa mga nawawalang sabungero

Inilabas ng Criminal Investigation and Detection Group (CIDG) ang wanted poster ng anim na suspek sa kaso ng nawawalang mga sabungero.

Ito ay matapos maglabas ng warrant of arrest para sa kidnapping at serious illegal detention ang korte laban sa anim na sina Julie Patidongan alyas Dondon, Mark Carlo Zabala, Roberto Matillano Jr., Johnny Consolacion, Virgilio Bayog at Gleer Codilla alyas Gler Cudilla.

Nag-alok ang Department of Justice ng PHP6 million reward para sa anumang impormasyon sa pagkakaaresto sa anim na suspek.

“Kami ay umaasa na sa pamamagitan ng mga posters na ito at sa impormasyon na magmumula sa ating mga kababayan ay mapapabilis natin na matutunton ang kanilang pinagtataguan at agarang pagkahuli ng mga akusado,” ayon kay CIDG chief Brig. Gen. Romeo Caramat Jr.

Idinagdag ni Caramat na ang mga poster ay ipapamahagi sa buong bansa at ipapaskil sa lahat ng police units, places of convergence, social media at sa website ng CIDG.

Night shift differential pay rules ng gov’t employees ibinaba ng CSC

Ibinaba ng Civil Service Commission (CSC) ang implementing rules and regulations (IRR) ng Republic Act (RA) No. 11701, na nagbibigay ng night shift differential pay sa mga empleyado ng pamahalaan.

Ayon sa CSC, ang nasabing batas ay nagbibigay ng compensation premium sa mga empleyado ng gobyerno, kabilang ang mga nasa government-owned or controlled corporations (GOCCs), na nasa positions/items ng Division Chief at mas mababa o katumbas nito, anuman ang katayuan ng kanilang appointment, na ang opisyal na oras ng trabaho ay nasa pagitan ng 6 p.m. at 6 a.m. kinabukasan.

Ang premium ay ibinibigay din sa mga nanunungkulan sa mga posisyon ng Division Chief at sa mas mababa o katumbas nito, na itinalaga bilang Officers-in-Charge sa mga posisyon sa executive/managerial kapag sila ay nakatakdang sundin ang mga oras ng trabaho sa pagitan ng 6 p.m. at 6 a.m. kinabukasan.

“However, the law does not cover government employees with regular work schedule falling between 6 a.m. and 6 p.m.; those whose services are required, or are on call, 24 hours a day, such as the uniformed personnel and others as may be determined by the CSC and the Department of Budget and Management (DBM); and workers under job order or contract of service,” ayon sa CSC.

Ang night shift differential pay ay dapat nasa rate na hindi hihigit sa 20 porsyento ng hourly basic rate ng empleyado, ayon sa awtorisasyon ng pinuno ng ahensya. Sa kaso ng mga public health workers, ang rate ay hindi dapat mas mababa sa 10 porsyento ng kanilang kada oras na basic rate.

Patay ang isang magsasaka matapos pagbabarilin ng kanyang kapitbahay sa Sitio Looban, Bgy. Lutucan Malabag, Sariaya, Quezon. 

Kinilala ang biktima na si Jerome Dumdumaya, 42 anyos, habang ang suspek kinilalang  si Manolito Alvarez, 50 anyos, vendor, pawang residente ng nabanggit na lugar. 

Ayon sa ulat ng Sariaya Municipal Police Station, bandang alas-11:30 ng gabi ay sumugod ang biktima sa bahay ng suspek kaugnay sa naunang argumento sa pagitan ng kanyang misis. 

Nagkainitan ang dalawa hanggang sa pagbabarilin ng suspek ang biktima saka tumakas. 

Naisugod pa ang biktima sa ospital ngunit idineklarang dead-on- arrival.

Old political dynasties versus new political dynasties. Elite persistence against elite capture. The political system in the Philippines sets the stage for these battles that only the poor people will never win, will make them poorer and will make their country’s growth bereft of inclusivity. ADB’s Bhushan (2013) argues that “for growth to be inclusive, the consumption by the ‘excluded group’ should increase by at least the same rate as the growth rate.”

Filipino voters, wake up. And based on the way things have gone so far, political economy experts and investigative journalists need to keep the fire burning and influence elections.

Term limits are devoid of meaning when powerful political families just fill the elective positions checked out by their incumbent spouses or relatives (Tadem & Tadem 2016; Querubin 2011). Political clans sitting since the 8th Congress have not acceded to their constitutional duty to change the political course by consistently dodging various attempts to support the anti-dynasty provision of the 1987 charter with an enabling law. The trick is palpable for you cannot expect change because they are the ones to decide. They simply decide to stay in power. (Mendoza et al. 2022)

But the Constitution must always be supreme. When Article II, Section 26 says that “the State shall guarantee equal access to opportunities for public service and prohibit political dynasties as may be defined by law,” the Constitution must be upheld and defended. If it means that the past and present people elected in Congress should be held liable for not passing a law in support of that clear-cut constitutional provision, then so be it. In 2018, the Mandanas Ruling of the Supreme Court gives us a glimpse of hope that we are able and willing to correct deep, prolonged political mistakes such as this. All we have to do is give this dynasty prohibition a chance.

A chance for a change versus no change in the system of dynastic politics. With anti-dynasty law against without. Pamamayagpag nila o ipapagpag natin sila sa ating sagradong boto? These are the kinds of battles that we need to choose. Only then can we say that we are indeed fighting for good government with God’s help. Remember that while He provides the last best hope and aid (Preamble of the Constitution, 1987) for the government and the people, He also tests us. Which brings us to another battle to choose: God versus political gods.

We have that beautiful charter preamble: Building a just and humane society and establishing a government that embodies our ideals and aspirations, promotes the common good, conserves and develops our patrimony, secures to ourselves and our posterity the blessings of independence and democracy under the rule of law and regime of truth… Again, we are imploring the aid of Almighty God, not political gods.

Are we helpless, trapped by dynastic politics? Not really. Should we rather expect a legacy from these dynasties? Of course not. Just like in any battle, the legacy can be drawn from fighting a good fight. Do NOT choose political dynasties. This is the bone of contention of academic journal articles here and abroad, top universities the world over. They keep researching, always pointing at more and more deleterious consequences of having political dynasties and elite persistence. Meanwhile, our decision remains ours insofar as getting rid of these bad decision-makers. The election season is not upon us, yet it is time to make that change.

PhilHealth coverage ng hemodialysis magiging 156 sessions na

Nakatakdang taasan ng Philippine Health Insurance Corporation (PhilHealth) ngayong taon ang saklaw nito para sa outpatient hemodialysis sa 156 session mula sa kasalukuyang 90 session.

Ito ay alinsunod sa pangako ng state health insurer na “magpatupad ng ilang mga pagpapahusay ngayong taon” sa mga package ng benepisyo nito, ayon kay PhilHealth President at Chief Executive Officer Emmanuel Ledesma Jr.

“Recognizing the yearly ordeal of our dialysis patients, we will expand our coverage for outpatient hemodialysis from 90 to 156 sessions,” ayon kayLedesma sa isang press briefing kanina.

“This increase in the number of sessions covered is based on standards for adequate dialysis which requires three four-hour sessions every week for chronic kidney disease stage 5 patients,” dagdag niya.

Target ng ahensya na opisyal na mailabas ang bagong patakarang ito bago sumapit ang buwan ng Agosto, ayon kay PhilHealth Senior Vice President Israel Francis Pargas.

“Remember our dialysis covers 90 sessions right now and basically it will end up to second sem[ester] or at least until August… So we have the time until the second sem to make sure na yung 156 mailabas natin. Kasi iyon pong initial coverage natin pagdating sa (that we can release the [policy for the] 156 [sessions]). Because the initial coverage for) dialysis is up to 90 sessions and that again will last until July or August of this year and every year thereafter,” ayon sa kanya.

Sinabi ni Pargas na na umaasa sila na opisyal na ipapalabas sa lalong madaling panahon ang nabanggit na policy “the soonest to make sure that our people and our dialysis patients are already informed and our institutions are actually ready.”

“We hope that by this first or or second sem, we can already come out with the policy,” he said.

Samantala, hinihikayat ni Ledesma ang publiko na mag avail din ng Meanwhile, iba pang “renal replacement therapy” ng PhilHealth.

“PhilHealth is providing P270,000 in financial support to patients who are on peritoneal dialysis or what we call PD-First. And for those who have organ donors, PhilHealth pays P600,000 for renal patients qualified under our Z benefits for kidney transplantation. We urge our kidney patients to avail of these benefits to achieve a better quality of life,” ang kanyang pagtatapos.

Senior citizen na walang travel history, unang kaso ng XBF sa PH

Nakita ang unang kaso ng Omicron subvariant XBF sa bansa sa isang Filipino senior citizen na walang known history of travel, ayon sa Department of Health (DOH) kanina.

“The local sample was detected at a time when the variant was not yet classified as a VUM [variant of concern – subvariant under monitoring],” ayon sa Viber message ng DOH na ipinaabot sa mga reporters.

Ang ulat ng biosurveillance ng Covid-19 ng ahensya na inilabas noong Miyerkules ay nagpakita ng unang kaso ng XBF at dalawang bagong kaso ng XBB.1.5 na tumaas sa kabuuang bilang sa tatlo.

Nabanggit nila na ang sample ng XBF ay nakolekta noong Disyembre 2022 at na-sequence noong Enero 28, 2023.

“The individual presented mild symptoms, and has already been tagged as recovered,” ayon dito.

Ang XBF ay isang recombinant na sublineage ng Omicron BA.5 at BA2.75 na nauugnay sa kamakailang pagtaas ng kaso sa Australia at Sweden.

Sa kasalukuyan, ang XBF ay inuri bilang isang subvariant ng Omicron sa ilalim ng pagsubaybay ng World Health Organization.

Itinuturing pa rin ng mga dalubhasa sa daigdig ang variant sa mga tuntunin ng transmissibility, immune evasion at kakayahang magdulot ng mas matinding sakit.

440,000MT na sugar import, tuloy na

Tuloy na ang pag angkat ng 440,000 metriko tonelada ng refined sugar para  sa pagkonsumo at  buffer stock.

Ito ang sinabi sa dokumentong inilathala ng Sugar Regulatory Administration (SRA) website, Sugar Order (SO) No. 6,  na inilabas noong Pebrero 15 at pirmado ni Administrator David John Thaddeus Alba, SRA board members Mitzi Mangwag (kumakatawan sa  millers) at Pablo Luiz Azcona (kumakatawan sa planters), at Agriculture Senior Undersecretary Domingo Panganiban.

“Malacañang sent the order back,” ayon kay Azcona sa isang panayam  at sinabing  “as far as I know once Malacañang returns it to us, it is considered approved.”

Ang Pangulo bilang concurrent agriculture chief, ay chairman ng sugar board.

HIndi malinaw kung lumagda si Panganiban sa kautusan “on behalf of the president.”

Base sa  SO, 200,000 MT, ang imported na asukal ay para sa mga consumers o mamimili at ang  240,000 MT  naman ay magsisilbi bilang two-month buffer stock.

Ang supply ay darating sa bansa ng tatlong tranche,  kung saan ang unang 100,000 MT  ay inaasahan na darating sa lalong madaling panahon, ang susunod na  100,000 MT ay darating bago sumapit ang buwa ng Abril 1, at ang batch para sa  buffer stock matapos makarating ang  second tranche.

Tinuran ni Azcona  na iginiit ng mga economic adviser na ang first batch ay darating sa lalong madaling panahon upang tapusin ang espekulasyon sa kakapusan sa suplay ng asukal.

“What is going on right now is there is just an urgent need to temper the retail prices for the consumers, at the same time ensuring that the farmers get a very fair price,” ayon sa kanyang paliwanag.

Batay sa pinakabagong price monitoring ng  Department of Agriculture (DA) ang isang kilogram ng  refined sugar sa mga  Metro Manila market ay nagkakahalaga ng  ₱87 hanggang ₱110.

Winika ni Azcona  na tinitingnan ng SRA ang retail price na ₱85 sa oras na ang  imported commodity ay nasa merkado na.

Mangyayari lamang ito matapos na ang imported supply, sa simula ay  classified bilang  “C,” o” reserved upon its arrival”, ay ire- reclassify ng sugar board bilang “B” para sa  consumer use.

“Meanwhile, the 240,000 MT will remain as buffer stock and will only be released once the inventory and everything are deemed proper,” ayon kay Azcona.

Para sa crop year 2022-2023, tinuran ni Azcona  na  ang pagtataya ng SRA sa  produksyon ay 1.8 million MT, bahagyang mataas sa nakalipas na taon na  1.79 million MT lamang.

Gayunman, mababa naman ito mula sa initial projection  1.9 million dahil sa madalas na pag ulan na nakakaapekto sa mga pananim na tubo.

Ipinunto din nito ang concern ng SRA na ang 200,000 hanggang 250,000 tonenalada ng tubo ay maaaring “unmilled” ngayong taon matapos magsara ang milling facility sa Batangas.

Kataga sa ‘Panatang Makabayan’ binago ng DepEd

Binago ng Department of Education (DepEd) ang isang salita sa bahagi ng “Panatang Makabayan” kasunod ng rekomendasyon ng mga eksperto.

Sa ilalim ng Department Order No. 4 na inilabas kahapon, Pebrero 14, ang salitang “nagdarasal” ay pinalitan ng “nananalangin.”

Ayon sa DepEd, mga eksperto at linguists, ang salitang “nananalangin” ay “well-written, sufficiently rationalized, more inclusive, more solemn, well thought of and extensively researched.”

Samantala, maging ang mga focal person na kumakatawan sa indigenous cultural communities at indigenous peoples (IPs) at mga nasa Muslim at Moro communities ay mas pabor din sa salitang “dalangin” dahil ito anila ay “more spiritual and universal.”

“With these consultations, OUCT (Office of the Undersecretary for Curriculum and Teaching) recommended that nananalangin be used instead of nagdarasal primarily because the ‘nanalangin’ is inherent and integral in Filipino identities as it is rooted in Tagalog,” batay sa kautusan ng DepEd.

“Likewise, it is more inclusive and appropriate as it does not refer to or specify religions, and at the same time, it encompasses indigenous belief systems,” dagdag pa nito.

Karaniwang binibigkas ang Panatang Makabayan sa flag-raising ceremony, sa mga klase at iba pang aktibidad sa mga paaralan. 

Love never fails

Since it is Heart’s Month and Valentine’s Day is being celebrated by young lovers and the young once, I thought it wise to write something about LOVE. In the past, I have already written about the different kinds of love as defined by poets, writers, heroes and lovers, and while they differ from  one another, they have something in common – desire, intimacy, commitment.  These three must be present in order to have a happy and successful married life, according to experts.

 I don’t want to discuss erotic love anymore but the kind of love espoused by heroes like Gat. Andres Bonifacio who wrote, “Aling pag-ibig pa ang hihigit kaya, sa pagkadalisay at pagkadakila, kundi ang pag-ibig sa tinubuang lupa, aling pag-ibig pa, wala na nga, wala.”  Many had fallen for the love of country and fellowmen like SAF 44 who died following the order of their superiors and for the love of their country.  Dr. Jose Rizal was executed in Bagumbayan, now Luneta, for the love of his people by opening the eyes of his countrymen to the abuses and exploitation of the Spaniards through his writings.  And many other similar incidents documented and undocumented.

Among the many kinds of love defined and discussed by credible writers and authors, there is one great love we must not forget because it carries with it a promise of an everlasting life with our Father in heaven.  In the Holy Scriptures it is written, “For God so loved the world that He gave His only begotten Son that whosoever believes in Him shall not perish but shall have an everlasting life.”  Is there any other love better than this?  Reiterating the language of Gat. Andres, “wala na nga, wala.”

The Scriptures also define Love that married couples must think about and consider as their guiding light in their married life for as long as they live.  In 1 Corinthian 13, it is written:  LOVE: is patient; is kind; does not envy;  does not boast; is not proud; does not dishonor others; is not self-seeking; is not easily angered; keeps no record of wrongs; rejoices with the truth; always protects; always hopes; perseveres; never fails.

Paggamit ng hybrid rice aprubado kay PBBM

Inaprubahan ni Pangulong Ferdinand Marcos Jr. ang rekomendasyon sa paggamit ng hybrid rice upang mapataas ang ani ng mga magsasaka.

Nakipagpulong sa Pangulo ang mga opisyal ng SL Agritech Corporation (SLAC) na pinangunahan ni Chairman at Chief Executive Officer Henry Lim Bon Liong at ilang magsasaka sa Central Luzon upang matugunan ang mga hamon sa industriya ng palay.

Sa ginanap na pulong, iminungkahi ng SLAC sa Presidente ang paggamit ng hybrid seeds mula sa karaniwang punla na ginagamit ngayon ng mga magsasaka upang mapataas ang kanilang ani at madagdagan ang kanilang kita.

Iminungkahi rin ng SLAC na i-convert ang 1.90 million hectares target areas upang taniman ng hybrid na butil ng palay sa loob ng apat na taon.

Ang SLAC ay isang pribadong kumpanya na gumagawa ng pagsasaliksik, development, production at distribusyon ng hybrid seeds at premium quality rice.

Positibo namang tinugunan ni Pangulong Marcos Jr. ang mungkahi ng SLAC at magpapatupad aniya ito ng programa na magtataguyod sa pagtatanim ng hybrid seeds sa pamamagitan ng subsidiya at pautang sa mga magsasaka.

“We would like to apply kung ano ‘yung ginagawa ninyo dito sa Central Luzon… so we can apply sa ibang areas,”ayon sa Pangulo.

Lumabas sa pag-aaral ng Department of Agriculture (DA) at local government units na sa nakalipas na dalawang taon ay nakapagtala ng 41% mas mataas na ani ang paggamit ng hybrid seed ng mga magsasaka kumpara sa dating punla ng palay na ginagamit ng mga ito.

Ang mga magsasakang gumamit ng hybrid seeds ay nakapag-ani ng mula pito hanggang 15 metriko tonelada kada ektarya ng rice field kumpara sa average na 3.6 metriko tonelada lamang kada ektarya sa inbred seeds.

Naniniwala ang SLAC na kapag ginamit ang hybrid technology sa dalawang cropping cycle ay mas malaki ang kikitain ng mga magsasaka at titibay ang rice sufficiency sa bansa.
