Elon Musk calls for pause to AI tech sparked by ChatGPT

A group of prominent computer scientists believe that tech companies are moving too fast in rolling out powerful artificial intelligence technology that could one day outsmart humans.

That’s the conclusion of a group of notable computer scientists and other tech industry notables such as Elon Musk and Apple co-founder Steve Wozniak who are calling for a 6-month pause to consider the risks.

Their petition published Wednesday is a response to San Francisco startup OpenAI’s recent release of GPT-4, a more advanced successor to its widely-used AI chatbot ChatGPT that helped spark a race among tech giants Microsoft and Google to unveil similar applications.

The letter warns that AI systems with “human-competitive intelligence can pose profound risks to society and humanity” — from flooding the internet with disinformation and automating away jobs to more catastrophic future risks out of the realms of science fiction.

It says “recent months have seen AI labs locked in an out-of-control race to develop and deploy ever more powerful digital minds that no one – not even their creators – can understand, predict, or reliably control.”

“We call on all AI labs to immediately pause for at least 6 months the training of AI systems more powerful than GPT-4,” the letter says. “This pause should be public and verifiable, and include all key actors. If such a pause cannot be enacted quickly, governments should step in and institute a moratorium.”

Utang ng PH gov’t pumalo na sa P13.75T

Umabot na sa P13.75 trillion ang outstanding debt ng gobyerno ng Pilipinas, hanggang noong Pebrero 2023, mas mataas ng 0.4%  mula P13.7 trillion noong Enero.

“The Philippine government’s running debt balance swelled to a new record high as of the end of February 2023 on the back of increased fundraising efforts through the domestic debt market,” ayon sa Bureau of the Treasury (BTr).

Sinabi ng  BTr  na ang  higher debt stock noong  nasabing panahon ay  “primarily due to the net issuance of domestic securities.”

Ayon naman kay Rizal Commercial Banking Corp. chief economist Michael Ricafort, ang mas malawak na debt balance ay resulta ng pagpapalabas ng P288.711-billion 5.5-year Retail Treasury Bond noong nakaraang buwan.

“The latest net borrowings of the national government may reflect the need to finance the budget deficits in recent months, also partly due to higher prices/inflation that also fundamentally increased/bloated government expenditures, higher interest rates/financing costs that added to the government’s debt servicing costs, still relatively weaker peso exchange rate vs. the US dollar compared to a year ago that increased the peso equivalent of the national government’s outstanding debts,” ayon kay Ricafort.

“The lion’s share of the total debt pile or 68.7% was sourced from domestic borrowings while 31.3% was sourced externally,” ayon sa ulat.

Sa kabilang dako, ang domestic debt  ay umabot na sa P9.44 trillion, tumaas ng  0.6% mula  P9.38 trillion hanggang nitong Enero bunsod ng net availment ng  domestic financing na nagkakahalaga ng  P55.88 billion at ang  P1.34 billion na epekto naman ng local currency depreciation laban sa dolyar “on onshore foreign denominated securities.”

Ang Foreign debt, naman ay pumalo na sa  P4.31 trillion, bumaba ng 0.1% mula  P4.313 trillion month-on-month.

Ipinahayag ng BThe Treasury said the lower foreign borrowings during the period was due to the P21.15 billion net repayment of foreign loans and P32.32 billion impact of third-currency adjustments against the US dollar.

“These outweighed the effect of local currency depreciation against the US dollar, which amounted to P50.51 billion. Compared to the end of December 2022, the country’s external debt has increased by P100.12 billion or 2.4%,” sinabi nito.

Sinabi pa ni Ricafort na ang mabilis na paglago sa  economy, kasama ang  tax at iba pang fiscal reform measures ay naglalayong tulungan na mas maitaas pa ang structural tax revenue at iba pang revenue collections ng pamahalaan at sinamahan ng mas maraming government spending, “would help further reduce or improve the debt-to-GDP ratio to below the 60% international threshold to help sustain the country’s favorable credit ratings at 1-3 notches above the minimum investment grade.”

“As of end-2022, the debt-to-GDP ratio, or the government’s debt stock relative to the size of the economy, eased to 60.9% from 63.7% as of the third quarter of 2022, which was the highest since 2005,” ayon sa ulat.

Layunin naman ng pamahalaan na ibaba ang debt-to-GDP ratio ng mas mababa sa  60% sa 2025 at  tuluyan itong ibaba sa 51.1% sa  2028, at bawasan ang deficit-to-GDP ratio ng 3% sa  2028 at panatilihin ang  infrastructure spending sa  5% hanggang  6% ng  GDP kada taon.

Bago pumutok ang COVID-19 pandemic,  ang debt-to-GDP ratio ng bansa ay umabot lamang sa 39.6%  noong 2019.

Vatican. Dinala sa isang ospital sa Rome ang 86 anyos na si Pope Francis, dahil sa respiratory infection na nangangailangan ng ilang araw na pamamalagi sa ospital.

“In recent days Pope Francis has complained of some breathing difficulties,” ayo kay Vatican spokesman Matteo Bruni sa isang pahayag.

Ang Santo Papa ay dinala sa Gemelli hospital upang sumailalim sa ilang medical checks kaugnay ng “respiratory infection… that will require a few days of appropriate hospital medical treatment”, ayon kay Bruni.

Nauna dito, sinabi na ng Vatican na dinala si Pope Francis sa ospital “for some previously scheduled checks.”

Kasalukuyang nasa ika-10 taon ng panunungkulan ni Pope Francis bilang pinuno ng Simbahang Katolika, at kamakailan ay nakita pa siyang nakikisalamuha sa publiko.

“Pope Francis is touched by the many messages received and expresses his gratitude for the closeness and prayer,” dagdag pa ni Bruni.

Dasmariñas City, Cavite. Patay sa saksak ang isang dalagang graduating college student matapos pagnakawan noong Martes ng hapon, Marso 28 sa lungsod na ito.

Kinilala ang biktima na si Queen Leanne Daguinsin, 24 anyos, graduating student sa Bachelor in Computer Science sa De La Salle University, Dasmariñas City, Cavite, at nakatira sa isang dormitoryo sa nasabing lungsod.

Ayon kay Police Col. Christopher Olazo, provincial director ng Cavite Police Provincial Office, bandang alas 4 ng hapon ng matagpuan ang bangkay ng biktima sa loob ng kanyang kwarto sa nasabing lungsod.

Ayon sa kwento ng landlady ng biktima, nagtataka siya kung bakit hindi pa lumalabas ng kanyang kuwarto ang biktima para pumasok sa paaralan at panay na rin ang tawag ng kanyang mga kaklase.

Pagsapit ng hapon, napilitan na ang landlady na buksan ang silid ng biktima at laking gulat na lamang niya nang tumambad sa kanyang harapan ang naliligo sa sariling dugo na biktima na wala ngbuhay at may takip na unan sa mukha.

Batay sa pagsisiyasat ng pulisya, nadiskubre na nawawala ang cellphone, pera at laptop ng biktima kaya hinihinalang pagnanakaw ang motibo sa krimen.

Nakita sa rin sa CCTV ang suspek na nakasuot ng kulay asul na t-shirt, black shorts, black cap na dumaan sa rooftop ng kabilang dormitory papunta sa kwarto ng biktima.

Nagtamo ng 14 na saksak sa katawan at leeg ang biktima na naging sanhi ng kanyang pagkamatay.

Nagpapatuloy naman ang ginagawang follow-up investigation ng pulisya para sa agarang pagkakakilanlan at pagdakip sa suspek.

Nanawagan sa publiko ang pulisya sa sinumang nakakakilala o may impormasyon sa pagkakakilanlan ng suspek ay mangyaring makipag-ugnayan sa pinakamalapit na istasyon ng pulisya.

Intsik arestado, P4-B shabu nasabat sa Baguio City

Baguio City. Nasamsam ng pinagsanib na pwersa ng National Capital Region Police Office (NCRPO) at Philippine Drug Enforcement Agency (PDEA) ang 575 kilograms ng hinihinalang shabu na tinatayang may street value na P4 bilyon. Arestado ang isang suspek na Chinese national sa operasyon na isinagawa kahapon ng umaga.

Ayon kay NCRPO chief Maj. Gen. Edgar Alan Okubo, ang 51-anyos na si Ming Hui, ay inaresto sa pagpapatupad ng search warrant sa Purok 4, Irisan, Baguio City kahapon bandang 8:55 a.m. Ang search warrant ay inisyu ni Baguio City Regional Trial Court Executive Judge Rufus Malecdan Jr. noong Martes.

Sinabi ni Okubo na nag-ugat ang operasyon sa surveillance operations ng NCRPO, sa pakikipag-ugnayan ng PDEA, upang hanapin ang posibleng storage site ng malaking haul ng ilegal na droga at napag-alamang ito ay nasa Baguio City.

“Due to the unfavorable operating environment of these illegal drug syndicates in Metro Manila and rigorous anti-illegal drugs operation of NCRPO, these drug syndicates had no other choice but to hide these illegal drugs to Baguio City, which is known to have very low cases of drug affectation, thereby, becomes conducive for less likelihood of detection,” ayon sa kanya.

Sinabi ni Okubo na lumabas sa inisyal na imbestigasyon na ang mga nasabat na iligal na droga ay ipamamahagi o ibebenta sa Luzon.

Idinagdag niya na kukunin ng PNP ang custody ng mga nakalap na ebidensya para sa pag-iingat at karagdagang imbestigasyon habang ang PDEA ay nagsasagawa ng drug profiling upang maitatag ang DNA ng narcotics at makatulong sa pagsasagawa ng follow-up operations.

Samantala, pinasalamatan naman ni Interior Secretary Benjamin Abalos Jr. ang lahat ng kalahok na yunit na nagtulungan upang makamit ang isang whole-of-nation approach sa paglaban sa iligal na droga.

“Ang approach dito is whole-of-the-nation, whole-of-government approach. Hindi lang gagalaw ang PDEA, hindi lang gagalaw ang kapulisyahan, hindi lang NBI, sanib puwersa lahat ito. Ang maganda rito kasama ang Cordillera police at ito ay simula lamang. Marami pa itong pupuntahan namin mga ganitong bagay,” ayon sa statement ni Abalos sa mga reporters sa isang interview sa Baguio City.

Aniya, ipinag-utos ni Pangulong Ferdinand R. Marcos Jr. sa PNP at iba pang law enforcement agencies na habulin ang mga high-level drug syndicates.

Samantala, sinabi ni PDEA Director Gen. Moro Virgilio Lazo na patuloy silang susunod sa utos ng Pangulo na magsagawa ng mga pagsusumikap sa pagbabawas ng drug supply at arestuhin ang mga top-level drug traffickers.

“This is one accomplishment towards the end. Kung tutuusin mo yung bulk na ito malaki ang mase-save natin sa mga gumagamit, kasi nahuli naman natin,” ayon kay Lazo.

Kinilala ni NCRPO chief Maj. Gen. Edgar Alan Okubo ang suspek na si Ming Hui, 51 anyos na inaresto sa bisa ng search warrant sa Purok 4, Irisan, Baguio City kahapon bandang 8:55 a.m. Larawang kinuha sa Facebook page ng Mindanao Voices.

(Part 3)

God never sleeps

While Romy (Palasig) was working at the International Rice Research Institute (IRRI), he wrote short stories and poems as guest writer for “KATHA”, a College newspaper at the University of the Philippines in Los Banos, Laguna (UPLB).  He participated in writing competitions sponsored by IRRI and won prizes for his deep understanding of the essence of life as evidenced by the many laminated plaques of appreciation awarded to him, some of which I still keep.  Among his competitors in the writing contests were the late Atty. Cesario Azucena and an IRRI scientist Nuque (sorry, I forgot his first name but we called him Kuya Nooks).  If I am not mistaken, I think Kuya Nooks was a classmate of Judge Amy Melba S. Belulia at the SPC College of Law in the 80’s.

Having been orphaned at a very young age, Palasig did not have any formal training in writing but he quenched his thirst for further knowledge through constant reading of various books he can borrow from friends.  He was a fast learner which I attributed to his genes.  One of his close relatives, Melchor “Kuya Ichor” Alcantara who migrated and died in the United States was also a writer and author of several articles including a book entitled “Dambanang Pawid”.  His aunts were allegedly singers and dancers in pre-war plays normally done at the City Plaza during special occasions, a talent they must have inherited from their mother Tranquilina “Nanay Tangke” Bautista.

Palasig was not only a writer but a natural-born leader who aspired for excellence in whatever he does without knowing it.  Imagine taming a group of scoundrels in Labak (Brgy. III-C) and converting them into useful and law-abiding citizens of his Barangay – something even the PNP of the olden times failed to do.  When  he entered IRRI, he was chosen Team Leader of his group and persistently worked for the increase of salaries and overtime pay of his co-workers. 

His life at the Research Institute was not a bed of roses. He had to be extra careful in going to work everyday because of a past squabble with the late Calauan Municipal Mayor Antonio Sanchez.  It was common knowledge during that time that Sanchez and his men kidnapped, tortured and killed Lorenzo Macatangay a.k.a. “Tahimik”, the right hand of “Roming Tattoo” later known as Palasig. This fact was confirmed to me by the late Atty. Conrado L. Manicad, the Legal Counsel of Sanchez, during one of our very casual conversations. Manicad was a close family friend. 

Palasig told me that he wanted to avenge the gruesome death of his friend “Tahimik” whom he loved and treated like a brother but his wife Nelia persuaded him to leave everything to God because “God never sleeps”.  True enough, Sanchez and his men were later embroiled in a case of Rape with Homicide for sexually abusing and killing two of the UP students in Los Banos – Aileen Sarmenta and Allan Gomez. They were sentenced to the maximum penalty of 7 counts of Reclusion Perpetua which they served at the New Bilibid Prison in Mandaluyong.

The growth of Filipino students’ dreams cannot be halted. They want to finish college and help their parents. They also want to advance in their career, so they gather a lot of information to choose the right profession for them, get guidance from psychologists, and attend career orientation and seminars in school. In senior high (grades 11-12), they want to make sure which academic track to pursue, aiming to excel in their chosen strand, whether it be Accountancy, Business, and Management (ABM); Humanities and Social Sciences (HUMSS); Science, Technology, Engineering, Mathematics (STEM); or General Academic Strand (GAS). This stage is crucial. When choosing a strand incorrectly, the student may simply struggle or go back to the beginning, or repeat the process.

(In the SHS program, the students also have a Technical-Vocational-Livelihood Track, with four strands to choose from: Agri-Fishery Arts, Home Economics, Information and Communications Technology, and Industrial Arts.)

I had a registered electrical engineer (REE) student who even took a psychology course. He said that the first was at the will of his parents and the second was the one he wants in himself. If he took and passed the two licensure examinations, I do not think there is something wrong with his decision to have two professions. In fact, it is an admirable decision on the part of the son in finding the middle ground as he was at the time under the guidance and financial support of his parents. There is nothing wrong with that, but that rarely happens because usually, one completed course is enough for an average Filipino student. (There are still many who do not go to college, although the statistics of the Philippines has improved vis-à-vis the number of enrollees in colleges and universities.)

In the K to 12 system, we assume that the student has already received the correct guidance on what course to choose, whether with parental guidance or not, thanks to his academic track preference in high school.

The new phase of guidance just continues. The student will be under the guidance of the college guidance counselor. The guidance office also has career orientation, as well as job placement programs or job fairs for those who are about to graduate.

I want to say where the student made a mistake in choosing a profession in case he did not finish on time. But my expertise is not psychology, although I know something about consumer behavior and teach understanding the self, one of the core general education (GE) courses for college students. I always say things that can encourage my college students to continue studying, “galingan lagi” (always get better), and if they do not finish on time, they will consider themselves to be in the process of a “reasonable delay” (a Peter Senge theorizing under his self-help book The Fifth Discipline: The Art and Practice of the Learning Organization, buoyed by Peter Drucker’s seminal article “Managing Oneself.”)

If the disadvantaged students hold on to their studies, professors can look at it as students’ way of giving justice to their tough academic situations by rendering quality decisions within reasonable delay/s and, therefore, can give them extra points in humanities and social sciences subjects.

In the same vein, people serving in government have several options to deal with the young Filipinos’ delay in gaining knowledge or finishing their academic tasks while under the care of their parents. Are we all on the same page, minding what we can to help them realize their full potential and dreams?

Isang kumpanya sa Australia ang nagbukas ng glass cloche noong Martes at ipinakita ang isang meatball na gawa sa lab-grown cultured meat gamit ang genetic sequence mula sa long-extinct na pachyderm, at sinabi na ito ay sinadya upang gatungan ang pampublikong debate tungkol sa hi-tech treat.

Ang paglulunsad na ginawa sa isang science museum sa Amsterdam ay naganap noong huling linggo ng Marso kaya may nakahain na elepante sa komedor: Totoo ba ito?

Ginamit ng Vow ang  publicly available genetic information mula sa mammoth, pinunan ang mga nawawalang bahagi ng genetic data mula sa pinakamalapit na buhay na kamag-anak nito, ang African elephant, at ipinasok ito sa isang sheep cell, ayon kay Noakesmith. Dahil sa tamang mga kondisyon sa isang lab, dumami ang mga cell hanggang sa magkaroon ng sapat na upang makagawa ng meatball.

Ang Vow ay isang Australian alternative protein company na may pinakamalaking pasilidad ng cultivated meat sa southern hemisphere, sa Alexandria sa Sydney.

Nagpaalala ang Department of Health sa mga opisyal ng mga pampublikong paaralan na buksan ang kanilang mga bintana upang magkaroon ng maayos na daloy ng hangin sa loob ng mga silid-aralan at hinikayat ang mga estudyante na uminom ng maraming tubig upang maiwasan ang heat stress sa gitna ng mainit na panahon.

Sa press conference, pinaalalahanan ni DOH-OIC Maria Rosario Vergeire ang mga estudyante na magbaon ng bottled water at uminom ng madalas kahit hindi nauuhaw.

Aniya, sapat na ang walong baso ng tubig kada araw.

Iminungkahi rin ni Vergeire sa mga school canteen na iwasang mag-serve ng pagkain na madaling mapanis.

Noong nakaraang Huwebes, mahigit 100 mag-aaral mula sa Gulod National High School-Mamatid Extension ang nagkasakit sa isang surprise fire drill, kung saan ang ilan ay nawalan ng malay dahil sa gutom at dehydration.

Sinabi ng School Division Office sa Cabuyao na 83 estudyante ang dinala sa mga ospital.

Sa araw ng drill, ang heat index sa lungsod ay umabot sa pagitan ng 39 hanggang 42 degrees Celsius, ayon sa isang opisyal ng disaster management.

Karamihan o 91 porsyento, ng mga nasa hustong gulang na Pilipino ay sumasang-ayon sa boluntaryong pagsusuot ng face mask, ayon sa survey ng Social Weather Stations (SWS).

Ang survey, na isinagawa noong Disyembre 10-14, 2022 ngunit inilabas lamang noong Martes. Ayon dito, 64 porsyento ng mga respondent ang nagsabi na “mahigpit nilang sinasang-ayunan” ang Executive Order (EO) 7 (serye ng 2022), na nagpapahintulot sa boluntaryong pagsusuot ng face mask sa indoor at outdoor setting, habang 27 porsyento ang nagsabing “medyo aprubado” sa kanila ang EO.

Samantala, 3 porsyento lamang ng mga nasa hustong gulang na Pilipino ang “medyo hindi sumasang-ayon” sa boluntaryong pagsusuot ng mask, 1 porsyento ang “malakas na hindi sumasang-ayon,” at 4 na porsyento ang hindi nag desisyon.

Lumabas din sa non-commissioned survey na mahigit kalahati, o humigit-kumulang 54 porsyento ng mga respondent ang nagsabing palagi silang gumagamit ng face mask kapag lumalabas ng bahay.

Dalawampu’t dalawang porsyento ng mga Pilipino ang nagsabing nagsusuot sila ng face mask sa labas “kadalasan,” 15 porsyento ang nagsabing “minsan,” 8 porsyento ang nagsabing “bihira,” at 1 percent ay hindi kailanman nagsuot nito.

Ang nabanggit na survey ay nagpakita na 91 porsyento ng mga Filipino household head ay sumasang-ayon sa boluntaryong pagsusuot ng face mask para sa mga bata sa face-to-face classes, at 5 percent lamang ang nagpahayag ng hindi pagsang-ayon.

Apat sa 5 sambahayan na may mga anak na pumapasok sa face-to-face na klase ay laging nagpapasuot ng face mask sa kanilang anak, ayon sa pollster.

Sinabi ng SWS na 11 porsyento ng mga pinuno ng sambahayan na Pilipino ang nagpapasuot ng kanilang anak ng face mask kapag dumadalo sa harapang klase “kadalasan”, 5 porsyento ang nagsabing “minsan”, 3 porsyento ang nagsabing “bihira” at 0.5 porsyento ang nagsabing ” hindi kailanman.”

Ang sarbey ay isinagawa sa pamamagitan ng personal na panayam sa 1,200 adult respondent (18 taong gulang pataas) sa buong bansa. Mayroon itong margin ng error sa sampling na ± 2.8 porsyento.
