Apela ni Duterte para sa interim release sa ICC ila-live sa Nobyembre 28

Ilalabas nang live online sa Nobyembre 28 ang pagdedeklara ng International Criminal Court o ICC sa apela ni dating Pangulong Rodrigo Duterte para sa interim release.

Sa abiso ng ICC, sinabi nitong magaganap ang delivery of judgment sa open court sa The Hague, Netherlands, alas 10:30 ng umaga oras sa lokal.

Mapapanood nang direkta ang pagdinig sa ICC website at sa mga social media platform tulad ng Facebook at YouTube.

Si Duterte ay kasalukuyang nakakulong sa Hague Penitentiary Institution dahil sa mga kasong crimes against humanity, kabilang ang mahigit 49 na insidente ng murder at attempted murder na kaugnay ng madugong kampanya kontra droga noong siya ay alkalde ng Davao City at pangulo ng Pilipinas.

Matapos mabigo ang mga naunang apela laban sa ICC jurisdiction sa kanyang pagkakaaresto, naghain ang kampo ng dating pangulo ng panibagong kahilingan para sa interim release.

Tinanggihan ito ng ICC na binigyang dahilan ang pagtutol ng dating pangulo sa kanyang pag-aresto, ang panawagan ng kanyang pamilya na maibalik siya sa Pilipinas, pati na ang sinabi ni Vice President Sara Duterte na iniuugnay umano sa posibleng paglabag sa ICC detention.

Noong Oktubre 14, naghain ang kampo ni Duterte ng apela para baligtarin ang nasabing pasya. Iginiit nito na hindi isinama ng hukuman ang umano’y “humanitarian considerations” sa desisyon.

Ayon sa apela, “Si Ginoong Duterte ay 80 taong gulang na, mahina, at debilitated. Kalupitan ang ikulong siya habang siya ay nananatiling pinaghihinalaan pa lamang. Ang isang hukuman na itinatag upang tugunan ang pinakamabibigat na krimen laban sa sangkatauhan ay dapat ding magpakita ng habag.”

Dagdag pa nito, “Wala si Ginoong Duterte ng anumang hangarin o kakayahang tumakas o bumalik sa buhay ng kapangyarihan o pulitika. Hiniling lamang niya ang interim release sa isang bansa kung saan maaari siyang makilahok sa confirmation proceedings sa isang kundisyong angkop sa kanyang mahina nang mental at pisikal na kalusugan.”

Blue Origin launches New Glenn rocket carrying twin NASA Mars spacecraft

CAPE CANAVERAL, Fla. — Blue Origin successfully launched its massive New Glenn rocket Thursday, carrying a pair of NASA spacecraft bound for Mars. The flight, only the second for the rocket, marks a major milestone for the company and NASA, which plan to use New Glenn for future missions to the Moon.

The 321-foot (98-meter) rocket lifted off from Cape Canaveral Space Force Station, sending the twin Mars orbiters on a long journey to the red planet. Liftoff was delayed four days due to poor weather and strong solar storms, which created auroras as far south as Florida.

In a notable first, Blue Origin successfully recovered the booster after separation from the upper stage and orbiters. The booster landed upright on a barge 375 miles (600 kilometers) offshore, prompting cheers from employees and a jubilant Jeff Bezos watching from Launch Control.

“Next stop, moon!” employees chanted as the booster completed its bull’s-eye landing. About 20 minutes later, the rocket’s upper stage deployed the two Mars orbiters, the main objective of the mission. NASA officials and SpaceX CEO Elon Musk sent congratulations, noting the achievement’s similarity to routine SpaceX booster recoveries.

The identical orbiters, named Escapade, will spend a year near Earth at a distance of 1 million miles (1.5 million kilometers) before using Earth’s gravity to assist their transit to Mars, arriving in 2027. Once in orbit, the spacecraft will map Mars’ upper atmosphere and magnetic fields to study interactions with the solar wind, helping scientists understand how the planet’s atmosphere escaped and how to better protect astronauts from radiation.

“We really, really want to understand the interaction of the solar wind with Mars better than we do now,” said Escapade lead scientist Rob Lillis of the University of California, Berkeley. “Escapade is going to bring an unprecedented stereo viewpoint because we’re going to have two spacecraft at the same time.”

The mission cost under $80 million and is managed by UC Berkeley, with NASA saving funds by booking one of New Glenn’s early flights. The launch was initially planned for last fall, but NASA delayed it due to potential setbacks with the new rocket.

Named after John Glenn, the first American to orbit Earth, New Glenn is five times larger than Blue Origin’s New Shepard rockets, which carry paying customers to the edge of space. In the coming months, Blue Origin plans to launch a prototype Blue Moon lunar lander on a demonstration mission aboard New Glenn.

Founded in 2000 by Amazon’s Jeff Bezos, Blue Origin holds a NASA contract for the third Moon landing under the Artemis program. SpaceX, using its taller Starship rockets, secured the first two crewed lunar landings. NASA recently reopened the first crewed Moon landing contract, citing concerns over Starship’s test progress.

NASA aims to send astronauts around the Moon early next year with its Space Launch System (SLS) rocket, followed by a crewed lunar landing by the end of the decade to maintain its lead over China.

Twelve astronauts last walked on the Moon over fifty years ago during the Apollo program.

Ayon kay Department of Energy-Oil Industry Management Bureau Assistant Director Rodela Romero, batay sa industry estimates mula sa Mean of Platts Singapore (MOPS) trading sa nakalipas na apat na araw, narito ang inaasahang adjustments sa presyo ng fuel:

  • Gasoline: humigit kumulang na P0.50 kada litro
  • Diesel: tinatanyang P0.50 kada litro
  • Kerosene: humigit kumulang na P1.35 kada litro

“Final estimate will happen after the Friday’s MOPS trading,” ani Romero.

MAYNILA — Sinentensyahan ng habambuhay na pagkakakulong ng Pasig City Regional Trial Court ang pinatalsik na alkalde ng Bamban, Tarlac na si Alice Guo o Guo Hua Ping, kasama ang pitong iba pang akusado, sa kasong qualified human trafficking kaugnay ng isang Philippine Offshore Gaming Operation (POGO) sa Tarlac.

Nasa 16 ang kabuuang akusado sa kaso, at walo sa kanila ang nahatulang guilty. Ayon sa desisyon ni Pasig RTC Branch 167 Presiding Judge Annielyn Medes-Cabelis, parehong pinagmumulta ang mga nahatulang P2 milyon bawat isa.

Dumalo si Guo sa promulgasyon sa pamamagitan ng online hearing habang nakakulong sa Pasig City Jail Female Dormitory. Iniutos rin ng korte ang paglilipat niya sa Correctional Institution for Women (CIW) sa Mandaluyong City, habang ang iba pang nahatulang guilty ay ililipat sa Bureau of Corrections (BuCor) sa Muntinlupa City.

Plunder, graft at bribery, inirekomenda laban kina Romualdez at Co

MAYNILA – Inirekomenda ng Independent Commission for Infrastructure, kasabay ng Department of Public Works and Highways, sa Office of the Ombudsman ang pag-file ng kaso ng plunder, graft, at direct bribery laban kay Leyte Representative at dating House Speaker Martin Romualdez, at kay dating Ako Bicol representative Zaldy Co.

Ayon sa inilabas na impormasyon, personal na dinala ni ICI member Rogelio “Babes” Singson at ng DPWH Secretary Vince Dizon sa tanggapan ng Ombudsman ang mga kahon ng ebidensiya na sumusuporta sa rekomendasyon ng komisyon. Kasama sa inirerekomendang reklamo ang implikasyon nila sa umano’y katiwalian kaugnay ng mga proyekto ng flood control at iba pang imprastruktura.

Ang pagsusuri ng ICI ay bahagi ng mas malawak na imbestigasyon sa nadiskubreng anomalya sa mga flood control projects, na nagresulta sa paglalabas ng mga rekomendasyon laban sa mga tao at kompanya na sinasabing may kaugnayan sa isyu. Ipinaalala ng pamunuan ng ICI at ng Malacañang na may mga kasong inihain na at patuloy ang iba pang aksyon ng mga ahensiya ng pamahalaan.

Naglalaman ang mga dokumentong isinampa ng ICI at DPWH ng mga detalye ng transaksiyon, posibleng ang utos ng sa mga kontratista na isauli ang pera, pati na ang mga rekord ng bidding at pagbabayad na diumano ay nagpapakita ng anomalya. Sinasabing kabilang din sa pinaplano o naihain na reklamo ang administratibo at kriminal na kaso laban sa ilang opisyal at konstraktor.

Hindi pa opisyal na nagsalita si Romualdez o si Zaldy Co para sa kanilang pahayag tungkol sa rekomendasyon ng ICI. Inaasahan na susuriin ng Office of the Ombudsman ang inihain na ebidensiya at magpapasya kung magpapatulong ng formal na pag-iral ng kaso sa Sandiganbayan o mag-uumpisa ng karagdagang imbestigasyon.

Ang pag-rekomenda ng mga mabibigat na kaso ay sumusunod sa mga pag-aalala ng publiko at panawagan mula sa iba pang sektor para sa mas masusing pagsisiyasat, habang pinapatingkad ng administrasyon at mga tagapag-imbestiga ang pagsisikap na linisin ang proseso ng pag-papatupad ng mga pampublikong kontrata.

Fire interrupts COP30 negotiations while UN chief calls for deal

BELEM, Brazil —A fire at the COP30 climate summit in Belem, Brazil, forced the evacuation of thousands of delegates on Thursday and temporarily suspended negotiations at a critical stage of the talks.

The blaze broke out inside the summit venue, burning through the roof of one of the pavilions and filling corridors with smoke. Witnesses reported scenes of confusion as attendees rushed toward exits while shouting that a fire had started.

It was the third major disruption since the summit opened last week in the Amazon region. Earlier incidents included Indigenous protesters briefly storming and later blocking the venue in peaceful demonstrations.

Summit organizers from Brazil and the United Nations Climate Change office said security teams responded quickly and contained the fire within about six minutes. The venue suffered limited damage and was expected to reopen no earlier than 8:00 pm local time on Thursday.

Thirteen people were treated for smoke inhalation, according to a joint statement. Firefighters and ambulances arrived moments after smoke was seen billowing from the temporary tents and permanent structures hosting diplomats, journalists, observers and activists attending the two week gathering.

Witness Accounts

Kimberly Humphrey, an emergency medical doctor attending the summit with Doctors for the Environment Australia, said she learned of the fire during a meeting. She described a scene where she could smell burning plastic and see smoke, but heard no alarms.

“There were no alarms, no whistles, only people running and yelling,” she said. Humphrey began assisting other medical personnel treating individuals affected by smoke and shock. She described the experience as surreal, saying it generated a sudden sense of fear and uncertainty about evacuation routes and safety procedures.

Infrastructure Concerns

Brazilian Tourism Minister Celso Sabino said investigators were examining the cause of the fire, which may have stemmed from a short circuit or other electrical problems.

“There were exposed wires and water dripping onto electrical panels,” two employees from a pavilion operated by an international organization told AFP on condition of anonymity. They said they had previously reported electrical risks but no corrective action was taken.

Some senior participants noted that technical difficulties in the venue during the summit’s opening days had already raised concerns. UN climate chief Simon Stiell had earlier cited security issues, poor air conditioning and water leaking near light fixtures during heavy rainfall.

A source close to summit organizers acknowledged that such challenges could have led observers to believe an incident was possible.

Talks Stalled at Crucial Stage

The fire halted face to face negotiations as delegates shifted to virtual meetings until the venue could reopen. The interruption came on the second to last day of talks, as ministers attempted to resolve disagreements over fossil fuel phase out language, climate finance for developing nations and trade related climate measures.

“It will absolutely delay the process because this is the crucial time,” said Indonesian negotiator Windyo Laksono. “Some of us were still negotiating inside the room but due to the fire the process will stop for a while.”

The talks remain deadlocked over Brazil’s proposal for a transition roadmap away from fossil fuels, the strength of national emissions reduction plans and financial commitments.

Earlier in the day, UN Secretary-General Antonio Guterres urged delegates to deliver a meaningful deal, telling negotiators that “the world is watching” and calling for an ambitious compromise.

Ayon sa forecast, tataas ang temperatura sa tanghali sa humigit-kumulang 31 °C, habang sa gabi ay bababa ito sa mga 26 °C. Sa coastal na bahagi ng CALABARZON, inaasahang mananatiling slight to moderate ang mga alon, kaya pinapayuhan ang mga mangingisda at mananakay na maging alerto.

Six new bat species discovered in the Philippines

A team of researchers has described six previously unknown bat species in the Philippines, highlighting the country’s remarkable biodiversity and the hidden diversity of the world’s only true flying mammals.

The new species, all part of the tube-nosed bat group, were detailed in the scientific journal Zootaxa. They are named Murina alvarezi, Murina baletei, Murina hilonghilong, Murina luzonensis, Murina mindorensis, and Murina philippinensis. Each weighs between 4 and 14 grams.

“This discovery shows how much we still do not know about the natural world, including how many bat species exist,” said Burton Lim, assistant curator of mammals at the Royal Ontario Museum and co-author of the study. “Before our research, only two species of tube-nosed bats had been reported in the Philippines.”

Lim and his colleagues conducted years of morphological and genetic analysis on specimens collected across the Philippine islands. While confirming one previously reported species, they found that the second species previously thought to be native was not actually present in the country. Instead, they documented six distinct species, with some specimens first collected as far back as 1988 with the help of the Philippine government.

“These bats are notoriously elusive, so assembling the tube-nosed bat collection required years of expeditions and careful study, one bat at a time,” said co-author Jodi Sedlock, a biological scientist at Lawrence University.

The function of the bats’ tube-shaped nostrils remains uncertain, but researchers suggest they may provide a better sense of directional smell. With this discovery, the Philippines now has 85 recorded bat species, nearly double the number found in the United States.

“This research illustrates how much remains unknown about the species with which we share the planet,” said Judith Eger, curator emeritus of mammals at the Royal Ontario Museum. “Understanding biodiversity is essential to managing our environment for the benefit of both humanity and the other species on which our planet depends.”

Bat Appreciation Month continues through the end of October. In the United States, the celebrations traditionally include a Bat Beauty Contest organized by the Bureau of Land Management, though this year its status is uncertain due to a government shutdown.

US Rep. Sheila Cherfilus-McCormick indicted for allegedly misusing $5M in disaster funds

MIAMI — U.S. Representative Sheila Cherfilus-McCormick of Florida has been indicted for allegedly stealing $5 million in federal disaster relief funds and using part of the money to support her 2021 campaign, the Justice Department announced Wednesday.

Federal prosecutors said the Democratic lawmaker allegedly misused overpayments received by her family’s health care company through a federally funded COVID-19 vaccination staffing contract. They claim a portion of the funds was then funneled into her campaign through candidate contributions.

“Using disaster relief funds for self-enrichment is a particularly selfish, cynical crime,” Florida Attorney General Pam Bondi said in a statement. “No one is above the law, least of all powerful people who rob taxpayers for personal gain. We will follow the facts in this case and deliver justice.”

A message left at Cherfilus-McCormick’s Washington office seeking comment was not immediately returned.

Turkey to host COP31 Climate Summit, Australia to lead government talks

BELEM, Brazil – Turkey will host next year’s UN climate summit, COP31. At the same time, Australia will lead the conference’s government negotiations, under a compromise deal taking shape in Brazil, Australian Prime Minister Anthony Albanese said on Thursday.

The annual COP conferences are the world’s main forum for advancing climate action. The agreement resolves a standoff between Turkey and Australia, both of which bid in 2022 to host COP31 and initially refused to withdraw.

Under the emerging arrangement, Turkey will act as summit president and stage the main event. At the same time, a pre-COP meeting will be held in the Pacific, and Australia will preside over negotiations, Albanese said.

“What we’ve come up with is a big win for both Australia and Turkey,” he told the Australian Broadcasting Corp Radio.

Both countries now have just a year to prepare for the summit, which attracts tens of thousands of participants and requires extensive diplomatic work to reach agreements on climate goals.

“There’s a little way to go in these discussions,” Australia’s Climate Change and Energy Minister Chris Bowen said at COP30 in Belem, adding that the compromise would meet Australia’s objectives. “It would be great if Australia could have it all. But we can’t have it all. It was important to strike an agreement.”

The Turkish government did not immediately respond to requests for comment.

Australia has promoted its bid as a “Pacific COP,” highlighting partnerships with low-lying island nations and their vulnerability to climate change and rising sea levels. The country has already invested A$7 million ($4.5 million) in preparations, reflecting confidence in broad international support.

Turkey, an emerging economy, has emphasized a global focus for its summit, aiming to strengthen solidarity between rich and poor nations.

Earlier this week, Albanese rejected co-hosting the summit, citing United Nations rules. Turkey had proposed a joint model, and both sides discussed potential frameworks in September. A source familiar with the negotiations noted some uncertainty over whether responsibilities could be shared under UN rules, which typically assign one country to lead.
