Second phase ng vaccination para sa edad 12 hanggang 17, sinimulan na sa NCR

Maynila. Sinimulan kanina ang ikalawang yugto ng pagbabakuna sa mga batang edad 12 hanggang 17 sa Cardinal Santos Medical Center, Ospital ng Paranaque at Quezon City General Hospital. Dumalo sa seremonyas sina Undersecretary Roger Tong-an and Department of Interior Local Government Undersecretary Jonathan Malaya. Dumating din sina Mayor Zamora, Mayor Olivares, and Mayor Joy Belmonte Sa mga ospital na nasa kani kanilang lugar ng nasasakupan.

Ipinaliwanag ng DOH na ang mga yugto ng pagbabakuna na kasalukuyang isinasagawa ay kasama sa pag aaral sa pagbubuo ng sistema at istratehiya sa rollout ng pediatric vaccination sa iba’t ibang rehiyon.

Ang mga nabanggit na ospital ay pinili ng DOH, NVOC at LGUs na gawing vaccination sites para sa mga bata sapagkat ang mga ito ay may kapasidad na mamahala ng pasyente sakaling magkaroon ng masamang epekto ang bakuna.

“Getting vaccinated against the virus, not only the adults, but also eligible children based on the Department of Health policies and guidelines will make a better environment for the kids. The lockdown has stunted their growth social-wise. They have not, since the start of the pandemic, been able to go to school through which they are taught to socialize with children and other adults. They have not been able to meet with other family members and relatives due to restrictions. They have not been getting the physical activities that the growing children should. The lockdown may have also affected their mental health. As such, we are urging that eligible children and adolescents be registered following your hospital’s mechanisms. As with other vaccines, make sure that the doses are completed on schedule. And most importantly, in the time of the pandemic, practice minimum public health standards to protect from getting infected and infecting others with COVID-19 and its variants,” ayon kay Usec. Batangas State University, tumanggap ng Php 1.4M mula sa DOST-CALABARZON

Batangas City.  Tumanggap ng Php 1.4M halaga ng tseke ang Batangas State University mula sa DOST-CALABARZON sa ginanap na virtual na paglulunsad ng CALABARZON Regional Inclusive Innovation Center (RIIC): Linking Innovation Networks for Competitiveness (LNC CALABARZON).

Sa ginanap na programa noong Oktubre 19, ipinakita ni DOST-CALABARZON Regional Director Emelita P. Bagsit sa lead implementer ng Batangas State University, LINC CALABARZON ang tsekeng nagkakahalaga ng Php 1.4M na igagawad sa ilalim ng DOST Grants-in-Aid Program upnag pondohan ang proyektong “Strengthening Operation of [RIIC] in CALABARZON. 

Ipinakilala ni Engr. Albertson D. Amante, Vice President for Research, Development and Extension ng BatStateU ang LINC CALABARZON bilang isa sa apat na expansion sites ng RIIC. Ang tatlong iba pang site ay nasa  Regions II, III, and IX. Ang pilot site ay nasa Cagayan de Oro, DAvao at Legazpi. Ang RIIC ay naglalayong magpasimula ng masiglang ugnayan sa mga stakeholder tungo sa pagbabago ng ecosystem kasama ang  LGUs, MSMEs, technology business incubators (TBIs), laboratories, at iba pang ahensya.

Ang iba pang key players ng RIIC at LINC CALABARZON na dumalo sa virtual na kaganapan na nagpahayag ng kanilang suporta ay sina Secretary Ramon M. Lopez, Undersecretary for Competitiveness and Innovation Dr. Rafelita M. Aldaba, Undersecretary for Regional Operations Blesila A. Lantayona, at  CALABARZON Regional Director Marilou. Q. Toledo, Undersecretary for R,egional Operations Engr. Sancho A. Mabborang, Undersecretary for Research and Development Dr. Rowena Cristina L. Guevara, and RD Bagsit represented the DOST, Engr. Amante was Atty. Luzviminda Rosales, Vice President for Administration and Finance bilang kinatawan ng BatStateU.’

Ang United States Agency for International Development (USAID) ay taga suporta ng nabanggit na proyekto sa ilalim ng kanilang Science, Technology, Research and Innovation for Development (STRIDE).

Delta AY 4.2 sublineage, wala pa sa Pilipinas

Maynila. Mahigpit na binabantayan ng Department of Health (DOH) ang 46 na sublineage ng Delta variant. Ayon sa kanila ay wala pang nakikitang bagong kaso ng offshoot ng Delta variant sa bansa. Ito ay matapos lumabas ang report na ang sublineage na AY 4.2 ay nakita na sa United Kingdom (UK)  at sa iba pang bansa sa labas ng UK.

“As of this moment, experts are still studying the potential impact of the Delta sublineage on  the transmissibility and severity of COVID-19. The particular Delta sublineage has not yet been detected among the COVID-19 positive samples sequenced in the country. While this is being investigated, we emphasize that regardless of the variant, all COVID-19 cases should be managed similarly and as per current protocols. Each case must be immediately isolated and contact traced upon detection. Current evidence also showed that the presence or absence of a variant of interest or concern among cases do not dictate the appropriate clinical management. We should always remain vigilant against COVID-19, moreso that we are safely reopening our economy,” ayon kay Health Undersecretary Maria Rosario Singh-Vergeire.

Ang mutation ay bahagi ng natural na proseso ng ebolusyon ng virus. Nagpapaalala ang DOH sa publiko na ipagpatuloy ang mahigpit na pagsunod sa minimum public health standards upang maiwasan ang posibilidad ng pagkahawa sa Covid-19.

Nagbabala din ang DOH sa lahat ng nasa hustong gulang na sa lalong madaling panahon ay magpabakuna na upang magkaroon ng karagdagang proteksyon laban sa Covid-19.

Kaugnay nito, isang bagong report mula sa UK Health Ministry ang indikasyon ng pagkalat ng bagong offshoot na ito ng Delta variant. Bago ito, ayon sa kanila at wala pang opisyal na Pango lineage designation. Ito ay may label na AY 4.2 o karaniwang tinatawag na Delta Plus.

Small businesses, higit na tinatamaan ng krisis na dulot ng Covid-19

Alam natin na halos lahat ng negosyo sa buong mundo ay apektado ng krisis na dulot ng Covid-19. Ngunit higit na mahina ang small businesses sapagkat limitado ang kanilang cash reserves upang tukuran ang liquidity shortages na sanhi ng mga lockdown at restrictions ng pinaiiral sa bawat lugar, depende kung sa anong alert level nakailalim ang lugar na kinatatayuan ng negosyo.

Ang dagok ng krisis sa micro, small at medium-sized enterprises ay mas malala sapagkat masyado silang nadamay sa mga sektor na talagang tinamaan ng krisis kagaya ng food service, wholesale at retail services.

Hindi pa kasali sa kwenta ang mga pagkaluging dulot ng pansamantalang closure dahil sa hindi pagsunod sa preventive health measures. Sa mga nakaraang buwan, kapag may nakitang positive sa mga empleyado ay pansamantala munang isinasara ang negosyo. Hindi biro ang pagkaluging dulot nito sa mga maliliit at medium na kompanya.

Nakakadagdag din sa operating expenses ang mga bagong patakaran kagaya ng pagbibigay ng on-site na tirahan para sa mga empleyado at pagbili ng sanitizers at hand washing equipment para sa mga suki at tauhan. 

Salamat at unti unti ng bumababa ang kaso sa buong bansa. Ang panalangin ko ay huwag na sanang magkaroon ng bagong matapang na variant upang tuluyan ng makabangong ang ating ekonomiya.

Upang makaluwag sila at makabangon sa lalong madaling panahon, nawa ay bigyan ng pansin at pagtuunan ng pag aaral ng pamahalaan ang pagbibigay ng tax rate reduction, pagpapababa ng taxable income, pag aalok ng tax credit at tax refund sa micro, small businesses at medium-sized enterprises.

Bakunado Panalo Raffle, may 3M papremyo

Maynila. Inilunsad ng Department of Health ang Bakunado Panalo, isang ripa na itinataguyod ng Philippine Amusement and Gaming Corporation (PAGCOR) sa pakikipagtulungan sa Philippine Disaster Resilience Foundation (PDRF).

Layunin ng Bakunado Panalo Raffle na pasalamatan ang mga Pilipino sa kanilang pakiisa sa laban ng bansa sa Covid-19 at upang mapataas pa ang vaccine willingness.

“Every Filipino vaccinated is another Filipino protected. Through this raffle, we celebrate the contribution that each Filipino makes in choosing to get vaccinated and playing their part to end this pandemic,” ayon kay Secretary of Health Francisco T. Duque III.

Patatakbuhin ng ZED, isang telecom company ang Bakunado Panalo mula Oktubre hanggang Disyembre at mamamahagi ng 3M na cash prizes sa mga lalahok at magwawaging mga bakunadong Pilipino.

Ang PDRF ay kabalikat ng pamahalaan sa layuning mabakunahan ang 80% ng Pilipino kabilang ang mga batang edad 12 hanggang 17.

ICYMI: More than 20M Covid-19 vaccine doses procured through ADB loan Heal Project

Within the implementation of the ADB Health System Enhancement to Address and Limit COVID-19 (HEAL) project, approximately 21.58 million doses of COVID-19 vaccines have been financed through ADB and delivered to the Philippines, and of this, 6.3 million doses have been given to priority populations as of August 2021.

MANILA. The Asian Development Bank (ADB) recognized the Department of Health’s (DOH) remarkable accomplishment on the utilization of its loan under ADB’s financing project, Health System Enhancement to Address and Limit (HEAL) COVID-19 Project.

With a record of over 70% obligation rate of its USD 825 million total loan budget intended for COVID-19 vaccine procurement and its ancillaries, equipment, infrastructure, and training, DOH was rated with excellent progress in the recently concluded HEAL 1 Review Mission and HEAL 2 Inception Mission.

“Within the implementation of the ADB Health System Enhancement to Address and Limit COVID-19 (HEAL) project, approximately 21.58 million doses of COVID-19 vaccines have been financed through ADB and delivered to the Philippines, and of this, 6.3 million doses have been given to priority populations as of August 2021. Other achievements of the project include procurement and delivery of 70 Patient Transport Vehicles for contact tracing, 90 mechanical ventilators, and 85 portable x-ray machines to aid patient recovery in target Local Government Units (LGUs) and DOH-owned hospitals. Despite the challenges, civil works, and procurement of other medical supplies and laboratory equipment are moving forward and will be completed as planned”, said Sakiko Tanaka, ADB Principal Social Sector Specialist.

“I would like to thank the  ADB and the Asian Infrastructure and Investment Bank for guiding us in this journey of a very big loan. This is the first time that we have handled this big loan with this short time frame, but I’m happy that most of the activities are already on going and our disbursements are quite high, and much ahead of most of the original timeframe that we have committed. I would also like to thank DOF with Assistant Secretary Didith Tan here, who has always been a very good help to us, and of course NEDA and DBM. My colleagues from DOH, our Procurement Service, Supply Chain Management System, our technical bureaus, Disease Prevention and Control Bureau and Health Facilities Enhancement Program Management Office,” said Undersecretary Mario C. Villaverde.

HEAL will assist the Philippines in scaling up its COVID-19 response, by providing medical equipment and supplies to health facilities that treat COVID-19 cases, and establishing pandemic subnational reference laboratories and isolation wards to strengthen testing capacity, surveillance and infection prevention and control. One of the biggest endeavours of this project is to provide timely financing for safe and effective vaccine procurement and logistics.

Pulong ng SLPC, matutuloy na

Sa aming pagpupulong ni Seven Lakes Press Corps (SLPC) Secretary General Ruben Taningco ay napagkaisahang kung sakaling bababa pa ang bilang ng mga active cases ng San Pablo ay maaaring ganapin sa December 10, 2021 ang taunang pagsasama-sama at pagpupulong ng aming grupo.

Bagama’t mahigit 30 lang ang aktibong  opisyales at kasapi ng SLPC ay nakahanda kaming muling ipagpaliban ang taunang isinasagawa kung saka’sakaling magkamerong muli ng surge ang Covid-19 sa petsang nabanggit. Harinawa’y huwag mangyari.

Kung tutuusin ay pup’wedeng gawin ang nabanggit na okasyon ano mang araw at petsang gustuhin lalut nakikita ang kaliwa’t kanan FB posts ng mga okasyon at pagpupulong isinagawa  ng iba’t ibang grupo at organisasyong nandito sa lungsod. Basta’t nasusunod ang health protocols at sumasangayon sa itinatagubilin ng Local Inter-Agency Task Force – ‘tuloy ang bange kahit basa pa ang bunot!’

Gaano lang baga ang umarkila ng isang malawak na private reception hall o ‘open-space’ sa isang magandang resort upang doon dumating at magpulong ang  30 kataong taga SLPC? Kung papalarin pa’y baka may magkusang ipagamit ng libre ang naturang lugar?

Subalit isinantabi ang posibilidad na ito. Hihintayin na lamang ang sobrang pagliit ng mga kasong Covid ng Lungsod na sa  pagtataya’y mangyayari kung magpapatuloy hanggang sa unang linggo ng December 2021.

Ang mga nilalaman ng tatlong (3)  linggong  pag uulat ng SLPC hinggil sa mga kasong Covid ang pinagbatayang matutuloy ang binabalak na patawag sa December 10.

Naiulat mula September 23 hanggang September 30 ay 17 ang Average Daily attack Rate (ADAR) o 51 San Pableños ang araw-araw  nadadapuan ng Covid 19; naging 13 ADAR noong September 30 to October 7 o 39 San Pableños kada araw; October 7 hanggang October 14 ay naging 9 na lamang ang ADAR nangangahulugang 27 kada araw.

Ang higit na magandang nangyayari upang masabing matutuloy ang aming balak ay ang napatalang ADAR sa nakalipas na limang araw, October 14 to October 19. Naiulat ng SLPC na may kabuuang 84 lamang na San Pableños ang nagpositibo sa Covid-19 at kung tutuisin ito’y 5.6 ADAR o 16.8 San Pableños kada araw!

Dahil sa mga nabanggit sa itaas ay hindi pangangarap at lalong hindi milagrong matutuloy ang binabalak na okasyon. Ngayon pa lang ay paplanuhin na kung papaano hindi magkakadami ang mga magnanais at personal na makikiisa sa aming gaganaping pagpupulong at get-together lalu’t nalalapit na ang Halalan 2022 kung kailan dinudumog ng pagbati’t pakikiisa ang aming hanay.

Partisan politics and social media

Watching and listening to the speeches and interviews of the current set of political figures aspiring to be President of the Republic of the Philippines vis a vis the comments of political analysts and ordinary observers, one can easily say who is the smartest, perceptive and insightful among them. A brief comparative study of their individual narratives and how they answer questions thrown to them show the kind of vision(s) they have for the future of this country.

With the aid of modern technology using the cyberspace – google, e-library, Facebook, etc., a person can easily access, check and counter-check the stories of every aspirants including their respective accomplishments. Fake news can easily be rebuffed and thrown away to the trash bin like what most people do to the reports of Rappler and Vera Files.

Since politics is an intricate game not only of minds and physical strength but of strategies and tactics, the players must be prepared all the time.  This game is not for the faint of heart, nor for the onion-skinned, nor for the stupid and unwise but for the smart, perceptive, strident and aggressive, lest you will be eaten alive.  Look at how the contenders and their respective supporters move and flex the issues to earn advantage in their favor.  But unlike before, you can barely fool the people now.  Thanks to the internet.  

With the pandemic still haunting many parts of the country, it is unlikely that political wannabes would resort to the usual mode of campaigning – house to house visits to people in the countryside, visiting family reunions, sponsoring basketball leagues and dance parties for the elderlies and other stratagem they used in the past to draw crowd.  They have to think of a plausible and acceptable means to gain the support of the people.  The best device available to everybody, candidates, voters and observers alike is the social media. This is the most accessible playing fields where the people can observe, evaluate and educate themselves to what is actually happening around them from the ground to the top.

The social media is the perfect venue for the: battle of the wits, clash of ideas, display of legal acumen and unquestionable intelligence and yes, it could also be the showroom of sheer stupidity, lack of foresight, ineptitude, and the apparent disregard to the welfare of this country and its people.  A wise voter is someone who is not easily swayed by colors, or easily influenced by promises of a good life but someone who prudently weighs the potentials and the actual accomplishments of the aspirants.

The battle of partisan politics has begun. The clash of ideas and philosophies is inevitable and we can expect more as the election comes near.  Tons of ugly skeletons will be revealed.  The stinking smell of corruption will fill the air.  Mansions and expensive cars which are all products of fraud and dishonesty will be shown.  Be wise voters!  The future of this country is in your hands.

122K halaga ng ng shabu, nakumpiska sa Sta. Rosa City

Sta Rosa City. Nakumpiska kaninang umaga sa isang buy-bust operation na isinagawa sa lungsod na ito ang 122K na halaga ng hinihinalang shabu, ayon sa report ni Laguna Provincial Office Chief Rogarth Bulalacao Campo kay Calabarzon Regional Director PBGEN Eliseo DC Cruz.

Kinilala ni Campo ang mga suspek na si Felix Marifi Caratihan, 47 anyos, kasama ang kanyang live-in partner at isang delivery boy.

Batay sa report, isinagawa ng mga miyembro ng Sta. Rosa Police Station ang operasyon kaninang umaga kung saan ay nasamsam ang P122,400 na halaga ng shabu at nadakip ang mga suspek na hinihinalang sangkot sa bentahan ng iligal na droga sa Brgy. Balibago sa nabanggit na lungsod.

Tumitimbang ng 18 gramo ang nakumpiskang hinihinalang shabu na tinatantyang nagkakahalaga ng P122,000. Nakuha din sa mga suspek ang mga drug paraphernalia at isang libong pisong marked money.

Pinaniniwalaang ang isinagawang matagumpay na operasyon ay makababawas sa supply ng iligal na droga sa Brgy. Balibago at iba pang kalapit na barangay nito.

Kasalukuyan ng isinasampa ang kasong paglabag sa  paglabag sa Section 5 and 11 of RA 9165  laban sa mga suspek sa Sta. Rosa Prosecutor’s Office.

Laguna, Cavite at Rizal, kabilang sa isinailalim sa Alert Level 3

Maynila. Inilagay sa  alert level 3 ang Laguna ayon sa utos ng pamahalaan na simulan na ang pagpapa iral ng Alert Level System sa 14 a lalawigan at limang lungsod mula Oktubre 30 hanggang 31.  

Ang Alert Level System ay itinulak ng bumaba ng  bilang ng araw na araw na kaso ng Covid-19 sa bansa at pagdamii ng bilang ng Pilipino na nabakunahan na.

Ini anunsyo ni Spokesman Harry Roque kahapon ang pagsasailalim sa alert level sa mga sumusunod  na lalawigan at lungsod:

Alert Level 4 – Negros Oriental, Davao Occidental

Alert Level 3 – Laguna, Cavite, Rizal, Siquijor, Davao City, Davao del Norte

Alert Level 2 – Batangas, Quezon province, Lucena City, Bohol, Cebu City, Lapu-Lapu City, Mandaue City, Cebu province, Davao de Oro, Davao del Sur, Davao Oriental.

Sa ilalim ng Alert Level 3, ang oras ng curfew ay mula 10:00 ng gabi hanggang 4:00 ng madaling araw. Ang pagbili ng alak at anumang inuming nakalalasing ay pinahihintulutan ng walang pagtasa maliban kung bibilhin ito sa labas ng mga oras ng curfew at sa kundisyon na ito ay iinumin sa loob ng bahay ng walang bisita o iba pang hindi kasamang nakatira sa bahay. Maliban sa emergency, lahat ng public utility tricycle ay maaari ng  magsakay ng dalawang pasahero, isa sa loob at isang naka angkas.

Sa Batangas, Quezon, Bohol at Cebu ay pinahihintulutan ng magbukas ang mga playground, karaoke bar, clubs at sinehan sa ilalim ng Alert Level 2.
