114 patay, 127 nawawala dahil sa Bagyong Tino — OCD

MAYNILA — Umabot na sa 114 ang bilang ng mga nasawi matapos ang pananalasa ng Bagyong Tino, ayon sa pinakahuling ulat ng Office of Civil Defense (OCD) nitong Huwebes.

Ayon kay OCD deputy spokesperson Diego Mariano, karamihan sa mga nasawi ay mula sa lalawigan ng Cebu na nagtala ng 71 na patay. Kabilang din sa mga lugar na may naitalang pagkasawi ay Antique, Capiz, Iloilo, Bohol, Leyte, Southern Leyte, Negros Occidental, Negros Oriental, at Agusan del Sur.

Bukod dito, iniulat ng OCD na 127 katao ang nawawala habang 82 ang nasugatan dahil sa bagyo.

Umalis si Tino sa Philippine Area of Responsibility (PAR) dakong alas-12:30 ng madaling-araw nitong Huwebes. Pagsapit ng alas-4 ng umaga, natukoy ang sentro ng bagyo sa layong 265 kilometro hilaga-hilagang-kanluran ng Pag-asa Island, Kalayaan, Palawan. Taglay nito ang lakas ng hanging 155 kilometro kada oras malapit sa gitna at bugso na umaabot sa 190 kph.

Ayon sa PAGASA, patuloy na kikilos si Tino patungong kanluran-hilagang-kanluran papunta sa gitnang bahagi ng Vietnam.

Inaasahang makakaranas ng pag-ulan na may kasamang malalakas na hangin ang Kalayaan Islands, habang magdadala naman ang buntot ng bagyo ng maulap na kalangitan na may kalat-kalat na ulan at pagkidlat-pagkulog sa Zamboanga Peninsula, Aurora, Quezon, natitirang bahagi ng Palawan, Basilan, at Tawi-Tawi.

Samantala, makararanas ng maulap na panahon na may pag-ulan ang Batanes dahil sa amihan, habang asahan naman sa Cagayan ang kalat-kalat na pag-ulan at mga pulos na pagkidlat-pagkulog dulot ng shear line.

Sa kabila ng paglabas ng bagyo sa bansa, tinatayang 1.4 milyong sambahayan sa Visayas ang nananatiling walang kuryente. Ayon sa Department of Energy (DOE), katumbas ito ng humigit-kumulang pitong milyong residente na apektado pa rin ng mga power interruption.

Batay sa datos ng National Electrification Administration (NEA) nitong Nobyembre 4, 2025, apektado ng bagyo ang 53 electric cooperative sa 10 rehiyon kabilang ang Calabarzon, Mimaropa, Bicol, Kanlurang Visayas, Gitnang Visayas, Silangang Visayas, Zamboanga Peninsula, Hilagang Mindanao, Caraga, at Negros Island.

Sa bilang na ito, 17 electric cooperative na ang balik sa normal na operasyon, 24 ang may bahagyang aberya, at siyam pa ang lubos na naparalisa. Tatlong cooperative naman ang hindi pa nakapagsusumite ng ulat.

Samantala, iniulat ng National Grid Corporation of the Philippines (NGCP) na hanggang alas singko ng hapon nitong Nobyembre 5, 2025, may apat na 69-kilovolt line, isang 138-kV line, at isang 230-kV line na nananatiling hindi pa naibabalik sa serbisyo.

WASHINGTON — Democrats scored decisive victories across several states Tuesday in the first major elections since Donald Trump returned to the White House, signaling voter frustration over the president’s handling of the economy and deepening concerns for the Republican Party heading into next year’s midterms.

Democrats won the governorships in Virginia and New Jersey, swept state Supreme Court contests in Pennsylvania, and celebrated the election of Zohran Mamdani, a 34-year-old democratic socialist, as the next mayor of New York City. The results gave the party a much-needed boost after losing control of Washington last year and pointed to an electorate increasingly focused on affordability and economic stability.

Former Rep. Abigail Spanberger became Virginia’s first female governor after defeating Republican Winsome Earle-Sears, while Rep. Mikie Sherrill captured New Jersey’s top post by beating Republican Jack Ciattarelli. Both moderates ran pragmatic campaigns that centered on jobs, cost of living, and health care while steering clear of their party’s most progressive causes.

“We chose pragmatism over partisanship,” Spanberger declared in her victory speech. “We chose our Commonwealth over chaos.”

Mamdani’s landslide win in New York City capped a historic night for Democrats. The son of Ugandan immigrants and a state lawmaker known for his progressive agenda, he will be the city’s first Muslim mayor. His campaign, powered by viral videos and a coalition of young and working-class voters, called for raising taxes on the wealthy to fund rent freezes, free childcare, and public transit.

“If anyone can show a nation betrayed by Donald Trump how to defeat him, it is the city that gave rise to him,” Mamdani told cheering supporters. “Turn the volume up.”

The victories underscored a sharp rebuke of Trump’s leadership nine months into his second term. According to the AP Voter Poll, most voters in Virginia and New Jersey said they were angry or dissatisfied with the country’s direction, citing rising prices and stagnant wages as top concerns. More than half of Virginia voters identified the economy as their most important issue, while New Jersey residents pointed to taxes and living costs.

Ironically, the same economic anxieties that helped propel Trump back to power in 2024 now appear to be undermining his political base. Despite the president’s boasts of booming stock prices and a manufacturing “renaissance,” many Americans told pollsters they feel financially stuck.

Republican candidates closely aligned with Trump struggled across the board. His endorsed picks in Virginia and New Jersey were defeated, and his favored candidate for Virginia attorney general also lost. In a social media post, Trump blamed the results on the ongoing government shutdown and the fact that his name was not on the ballot.

The Democrats’ success extended beyond traditional strongholds. In Pennsylvania, they swept three state Supreme Court races, solidifying their control over a key battleground for future redistricting and election cases. Voters in Maine rejected a voter ID requirement and approved a “red flag” gun law, while Colorado approved higher taxes on top earners to fund school meals. In California, voters supported a plan to redraw congressional maps in Democrats’ favor, a move that could yield as many as 5 new House seats.

Sherrill and Spanberger’s victories were especially significant given the mix of suburban, rural, and military communities in their states. Both leveraged their national security backgrounds—Spanberger as a former CIA officer and Sherrill as a former Navy pilot to project strength on public safety, a response to GOP attacks portraying Democrats as soft on crime.

Republicans had sought to capitalize on immigration and cultural issues, but voters prioritized pocketbook concerns. The GOP now faces mounting challenges as it heads into the 2026 midterm elections that will determine control of Congress and shape Trump’s final two years in office.

For Democrats, the night offered both vindication and caution. The party’s resurgence appeared driven not by ideological zeal but by moderate appeals to stability and competence. As Spanberger noted in her address, “This is not about left or right, it is about moving forward.”

WASHINGTON — U.S. President Donald Trump announced on Tuesday the renomination of Jared Isaacman, the billionaire entrepreneur-astronaut allied with Elon Musk, to serve as Administrator of NASA, five months after his initial nomination was withdrawn.

Isaacman, founder and CEO of Shift4 Payments and a veteran pilot-astronaut who twice flew to orbit in fully private missions aboard SpaceX rockets leading the all-civilian Inspiration4 mission in 2021 and the Polaris Dawn mission in 2024, during which he performed the first private spacewalk was first tapped in December 2024 for the role but saw his nomination withdrawn in May after concerns over his past political contributions and ties to Musk.

In his announcement, Trump described Isaacman as “an accomplished business leader, philanthropist, pilot, and astronaut,” saying he was “ideally suited to lead NASA into a bold new era.” The nomination now requires confirmation by the U.S. Senate, where Republicans hold a slim 53-47 majority.

Isaacman’s return to official contention comes alongside a confidential 62-page proposal known as “Project Athena,” which outlines his sweeping vision for NASA, including deeper private-sector partnership, restructuring of the agency, and shifting priorities toward commercial space and deep space missions. The plan would transform NASA’s role into more of a space-economy facilitator rather than a purely government science agency, a suggestion that has drawn criticism from former NASA officials who say it risks sidelining key programmes such as lunar exploration under Artemis.

If confirmed, Isaacman would direct NASA’s workforce of over 18,000 employees and oversee a budget nearing $25 billion, managing critical U.S. space strategy in competition with China. His proposed orientation toward Mars exploration, heavily aligned with Musk’s ambitions, raises questions about how NASA’s moon-return goals will be maintained.

Isaacman’s path to confirmation has been tangled with political and industry dynamics: his strong ties to Musk, prior political donations to Democrats, and his zero public government experience have all been scrutinised during his initial confirmation process. The re-nomination signals a renewed push to align NASA’s future with commercial space interests and ambitious human-space exploration targets.

MAYNILA — Habang patuloy na nananalasa ang Typhoon Tino (international name Kalmaegi) sa Visayas at Luzon, iniulat ng Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) na isa pang bagyo ang posibleng makapasok sa Philippine Area of Responsibility (PAR) ngayong darating na Biyernes o Sabado at may potensyal na maging isang super typhoon.

Ayon sa PAGASA, ang namumuo ngayon ay isang tropical depression na nakaposisyon sa layong humigit-kumulang 1,985 kilometro silangan ng Northeastern Mindanao, may lakas ng hangin na hanggang 55 km/h at bugso na hanggang 70 km/h.

Kapag pumasok sa PAR, ito ay tatawaging “Uwan” at inaasahang lalakas nang husto habang nasa Philippine Sea, na posibleng maabot ang kategoryang super typhoon ngayong weekend.

Sa kabilang dako, kay Typhoon Tino ay kasalukuyang nakataas ang Signal No. 4 sa mga lugar gaya ng Cuyo Islands, hilagang bahagi ng Negros Oriental, Guimaras, Capiz, Iloilo, at iba pang bahagi ng Antique at Aklan.

MAYNILA — Makatatanggap na ngayong Nobyembre ng kanilang year-end bonus at P5,000 cash gift ang lahat ng empleyado ng gobyerno, ayon sa Department of Budget and Management (DBM).

Sinabi ni DBM Secretary Amenah Pangandaman na kaisa ang ahensya sa layunin ni Pangulong Ferdinand Marcos Jr. na kilalanin at pahalagahan ang sakripisyo at dedikasyon ng mga lingkod bayan.

Para sa fiscal year 2025, inilaan ng pamahalaan ang P63.69 bilyon para sa year-end bonus ng mga civilian at uniformed personnel, at P9.24 bilyon naman para sa cash gift. Ang mga ito ay sasaklaw sa mahigit 1.85 milyong empleyado ng gobyerno sa buong bansa.

Ang year-end bonus (YEB) ay katumbas ng isang buwang basic pay base sa sahod noong Oktubre 31, habang ang P5,000 cash gift ay ibinibigay taun-taon bilang pagkilala sa kanilang tapat na paglilingkod sa publiko.

MANILA — At least 26 people have died as Typhoon Kalmaegi, locally known as Tino, swept across the central Philippines, triggering severe flooding that trapped residents on rooftops and submerged vehicles, authorities said Tuesday.

Disaster officials reported that most of the deaths occurred in the Visayas region, particularly in Cebu and nearby provinces, where heavy rains caused flash floods and landslides. More than 387,000 people were evacuated ahead of the storm’s landfall.

In a separate tragedy, six Philippine Air Force personnel were killed when a Super Huey helicopter crashed in Agusan del Sur while delivering relief goods to areas devastated by Tino. The aircraft went down near the town of Loreto, and the remains of all those aboard were later recovered, according to the military’s Eastern Mindanao Command. The cause of the crash has yet to be determined.

As of Tuesday afternoon, Tino was last spotted over the coastal waters of Jordan, Guimaras, packing maximum sustained winds of 130 kilometers per hour and gusts of up to 180 kph. The typhoon is forecast to exit toward the South China Sea by late Tuesday or early Wednesday after crossing Palawan.

Bernardo Rafaelito Alejandro IV, deputy administrator of the Office of Civil Defense, said verification of reported fatalities continues as local governments assess damage. One elderly man drowned in Southern Leyte, while another resident in Bohol died after being struck by a fallen tree.

The Philippine Red Cross reported that floodwaters in Cebu’s coastal town of Liloan forced residents onto rooftops as debris and floating cars hampered rescue efforts. “We’ve received many calls for rescue, but the flood and debris made it impossible to reach them,” said Red Cross Secretary-General Gwendolyn Pang.

Cebu province was still recovering from a 6.9 magnitude earthquake in September that killed at least 79 people when Tino struck.

In Eastern Samar, strong winds damaged about 300 homes on Homonhon Island, though no casualties were reported. Guiuan Mayor Annaliza Gonzales Kwan said her community, which was among the hardest hit by Super Typhoon Haiyan in 2013, remained resilient.

Ahead of the typhoon, sea and air travel were suspended nationwide. The Philippine Coast Guard said more than 3,500 passengers were stranded in nearly 100 ports, while at least 186 domestic flights were canceled due to the storm.

The Philippines faces around 20 tropical cyclones each year, along with frequent earthquakes and volcanic activity, making it one of the world’s most disaster-prone nations.

JERUSALEM — The Israeli military confirmed Tuesday that the remains of a hostage held in Gaza have been turned over and are now in Israel, marking another step forward under the U.S.-brokered ceasefire.

Before this handover, Hamas had returned the remains of 20 hostages to Israel as part of the truce that began on October 10. If the newly received remains are confirmed through forensic testing, only seven sets of remains will remain in Gaza.

The ceasefire seeks to bring an end to the deadliest and most destructive conflict ever fought between Israel and Hamas.

Earlier Tuesday, Hamas’ military wing said it had recovered the body of an Israeli soldier in Gaza and planned to return it. The Israeli military statement did not specify whether the remains received were those of a soldier.

Militant groups in Gaza have been releasing one to three bodies every few days. Israel has pushed to speed up the process, though officials have said some of the remains returned were not those of hostages. Hamas has said recovery efforts are difficult due to the extensive devastation across Gaza.

For each Israeli hostage returned, Israel has released the remains of 15 Palestinians. So far, 270 Palestinian bodies have been handed over under the current truce, with fewer than half identified. Forensic work in Gaza remains limited by the lack of DNA testing kits. The Gaza Health Ministry has posted photos of the bodies online to help families identify their relatives.

The war began when Hamas-led militants attacked southern Israel on October 7, 2023, killing about 1,200 people and taking 251 hostages. Israel responded with a large-scale military offensive that killed more than 68,800 Palestinians, according to Gaza’s Health Ministry. The ministry, part of the Hamas-run administration but staffed by medical professionals, keeps detailed casualty records viewed as generally reliable by independent experts.

Israel has rejected accusations of genocide by a U.N. commission and others, disputing the Gaza Health Ministry’s figures but without providing alternative data.

The United States has circulated a draft proposal at the U.N. Security Council calling for a two-year international stabilization force in Gaza. Two U.S. officials confirmed the draft to The Associated Press, describing it as a preliminary framework for negotiations among council members and partner nations. The officials spoke on condition of anonymity due to the sensitivity of the discussions.

Several Arab and international governments have expressed willingness to join such a stabilization mission but insist on formal U.N. authorization before contributing troops. The proposal has not yet been officially distributed to Security Council members.

Meanwhile, humanitarian efforts continue under the ceasefire. The World Food Program (WFP) said Tuesday it has reached one million people in Gaza with food aid but warned that more border crossings must open to expand deliveries.

“We are still only moving half of what we want to move into Gaza,” said Ross Smith, WFP’s director of emergency preparedness and response. “We need all crossings to be open, and all internal routes accessible. Right now, they are not.”

In the West Bank, Singapore’s Foreign Minister Vivian Balakrishnan reaffirmed his country’s support for aid operations, overseeing the latest portion of Singapore’s $24 million contribution to the WFP.

Nearly 40 countries and international organizations now have representatives at a U.S.-led coordination center in Israel that monitors the ceasefire and directs aid to Gaza, the U.S. Central Command said on X.

Sa 5 a.m. bulletin ng ahensya, itinaas ang Signal No. 4 sa pinakahilagang bahagi ng Palawan, kabilang ang El Nido, Taytay, at Araceli, gayundin sa Calamian Islands. Ayon sa PAGASA, “a very intense typhoon will affect the locality,” kung saan inaasahan ang hanging higit sa 118 kilometro kada oras hanggang 184 kilometro kada oras sa loob ng labindalawang oras.

Signal No. 3 naman ang nakataas sa hilagang bahagi ng Palawan, kabilang ang Dumaran, San Vicente, at Roxas, pati na rin ang Cuyo Islands.

Samantala, nasa ilalim ng Signal No. 2 ang mga sumusunod na lugar: timog bahagi ng Occidental Mindoro (Magsaysay, San Jose, Rizal, Calintaan), timog bahagi ng Oriental Mindoro (Bulalacao), at gitnang bahagi ng Palawan (Puerto Princesa City) kabilang ang Cagayancillo Islands, gayundin ang Caluya Islands sa Visayas.

Ayon sa pinakahuling datos ng PAGASA, namataan ang sentro ng bagyo sa coastal waters ng Linapacan, Palawan. Kumikilos ito pa-kanluran hilagang-kanluran sa bilis na 15 kilometro kada oras, taglay ang maximum sustained winds na 120 kilometro kada oras at gustiness na umaabot sa 150 kilometro kada oras.

Nagbabala ang PAGASA na maaring maranasan pa rin ang malalakas na ulan, matitinding hangin, at storm surge sa mga lugar na nasa labas ng mismong landfall area at forecast confidence cone.

Batay sa forecast track, inaasahang tatawid pa si Tino sa hilagang bahagi ng Palawan ngayong Miyerkules ng umaga bago ito lumabas sa West Philippine Sea. Posible itong tuluyang lumabas ng Philippine Area of Responsibility (PAR) sa pagitan ng Miyerkules ng gabi at Huwebes ng madaling-araw.

Inaasahan ding muling lalakas ang bagyo sa susunod na 12 oras at maaabot ang peak intensity nito habang nasa ibabaw ng West Philippine Sea.

MAYNILA – Naglabas ng utos ng pag-aresto ang Sandiganbayan laban kay Pagsanjan Mayor Jeorge “ER” Ejercito Estregan matapos pagtibayin ng Korte Suprema ang hatol sa kanya sa kasong katiwalian, isang desisyong ikinatuwa ng mga bangkero sa bayan na itinuring itong matagal nang hinihintay na tagumpay ng katarungan.

Sa resolusyong may petsang Oktubre 20, 2025, inatasan ng Sandiganbayan ang Department of the Interior and Local Government (DILG), Philippine National Police (PNP), at National Bureau of Investigation (NBI) na ipatupad ang warrant of arrest laban kay Ejercito “anumang oras.”

Ang kautusan ay kasunod ng desisyon ng First Division ng Korte Suprema noong Hunyo 30, 2025 na tuluyang ibinasura ang mosyon para sa muling pagdinig ni Ejercito. Dahil dito, naging pinal at epektibo ang hatol sa kanya sa kasong paglabag sa Republic Act No. 3019 o Anti-Graft and Corrupt Practices Act.

Batay sa mga rekord ng korte, napatunayang iligal ang kontrata na iginawad ni Ejercito para sa accident insurance ng mga turista at bangkero sa Pagsanjan sa First Rapid Care Ventures (FRCV), isang kumpanyang walang Certificate of Authority mula sa Insurance Commission. SPC Cathedral Youth Commission holds “Dress Like a Saint, Act Like a Saint” celebration

SAN PABLO CITY, Laguna — Turning Halloween into a celebration of faith instead of fear, the SPC Cathedral Youth Commission hosted “Dress Like a Saint, Act Like a Saint” on November 2 at the Cathedral Parish of Saint Paul the First Hermit in San Pablo City.

The event was led by Monsignor Jerry Bitoon, Fr. Lance Domingo, and Bro. Jolo Lopez and Bro. Emman de Luna, with support from the parish clergy and youth mentors.

A total of 108 young participants joined the celebration, including 22 children from the parish’s Children’s Ministry under the coordination of Ms. Aileen Fernandez. The activity encouraged young people to celebrate the season by imitating the lives and virtues of the saints rather than the typical horrors and frights associated with Halloween.

The San Pablo Cathedral, founded in 1586 and serving as the seat of the Diocese of San Pablo, provided a meaningful setting for the event. Its historic and spiritual atmosphere underscored the parish’s mission to nurture faith among the youth.

Following a short liturgy, participants took part in devotions, group activities, and a “saint dress-up” segment where they portrayed various saints through creative costumes and brief reflections. Organizers said this format helped deepen the participants’ understanding of holiness in a joyful and relatable way.

Parish leaders said the event is part of a wider effort to make faith formation engaging and relevant. The SPC Cathedral Youth Commission plans to hold monthly reflection sessions and community outreach programs to continue inspiring young parishioners beyond the November celebration of San Pablo, providing a meaningful setting for the event. Its historic atmosphere highlighted the parish’s ongoing commitment to nurturing young disciples of faith.
