Silicon Valley’s AI data center boom faces local resistance

SAN JOSE, California | Silicon Valley’s rapid expansion of artificial intelligence infrastructure is running into growing resistance from residents and environmental groups concerned about electricity demand, water use, pollution and whether communities will receive enough benefit from the new data centers, according to Reuters.

San Jose, the largest city in Silicon Valley, has actively courted data center investment as it seeks to establish itself as a major AI infrastructure hub. City leaders last year reached an agreement with utility PG&E to accelerate power delivery to large electricity users, while the city estimates that each new data center could generate between $3 million and $6 million annually in tax revenue for public services.

But residents and environmental advocates have questioned whether the economic gains will be shared broadly enough to justify the demands placed on local resources. The grassroots I Love San Jose coalition is calling for greater transparency over electricity and water consumption, stronger public review and studies of potential health and environmental effects before additional projects are approved.

San Jose Mayor Matt Mahan told Reuters that residents were justified in asking whether new facilities could increase energy costs, consume clean water supplies or affect quality of life. He said the issue was not simply whether data centers should be built, but how their development should be managed.

Air pollution has become another point of contention. Reuters reported that a coalition led by the Center for Biological Diversity petitioned the Bay Area Air Quality Management District in April to strengthen oversight of diesel backup generators used by data centers, arguing that existing rules were written before the recent expansion of AI infrastructure. The district said it was examining whether stronger protections were warranted.

The debate has moved beyond San Jose to California’s state government. Lawmakers have given final approval to measures addressing the costs and transparency of data center operations, including provisions aimed at ensuring large electricity users contribute to grid-related costs and disclose energy and water consumption. The Data Center Coalition, whose members include Google, Meta, OpenAI and Anthropic, said it supports responsible growth but argued that the measures could discourage investment and push projects to other states. Governor Gavin Newsom has until the end of September to sign or veto the bills.

San Jose’s concerns are part of a much larger transformation in computing. The rapid development of generative AI has created demand for increasingly power-intensive facilities capable of running and training large AI models. San Jose already has extensive data center infrastructure, with the city maintaining energy, water and environmental requirements for large facilities. Its Energy and Water Building Performance Ordinance, adopted in 2018, requires covered large buildings to track their energy and water use and meet efficiency standards.

The same tension between AI infrastructure and local resources is emerging in the Philippines, although the country’s proposed Pax Silica development has a different structure. The Philippine government says the planned 1,620-hectare hub in New Clark City, Tarlac, is intended primarily as an advanced manufacturing and technology ecosystem supporting semiconductors and other components needed by the global AI industry. BCDA has specifically said the project is not a massive data center complex.

The government has promoted Pax Silica as part of a U.S.-led initiative designed to strengthen supply chains for AI, semiconductors and critical technologies. President Ferdinand Marcos Jr. has said the hub could create quality jobs and strengthen the Philippines’ position in the global technology value chain. Officials have also said the project will be subject to Philippine laws and environmental safeguards.

Resistance has nevertheless emerged in the Philippines. Farmers, Indigenous communities, environmental advocates, faith groups and other organizations have raised concerns about land use, water, energy requirements, displacement and national sovereignty. The Network Opposed to Pax Silica was launched in August, while more than 50 organizations had joined a coalition opposing the initiative, according to the Philippine Daily Inquirer.

The dispute became more visible on Sept. 10, when more than 300 protesters gathered outside a Taguig hotel during a forum attended by Marcos, with the demonstration ending in a confrontation between police and protesters. Philippine authorities have urged groups with concerns about Pax Silica to pursue dialogue.

The experiences in Silicon Valley and the Philippines are not identical, but they highlight a common question surrounding the global AI infrastructure race: how much electricity, water, land and public infrastructure should communities commit to technology projects, and how should the resulting economic benefits and costs be distributed? As AI investment accelerates, those questions are increasingly moving from technology companies and investors into city councils, legislatures and local communities.
