QUEZON CITY | The Social Security System (SSS) and the Department of Information and Communications Technology (DICT) have joined forces to expand social security protection to an estimated 1.5 million Filipino freelancers and virtual assistants, giving independent digital workers greater access to government benefits, financial assistance and long-term social protection.
The two agencies signed a Memorandum of Understanding (MOU) on October 21, 2026, at the DICT office in Quezon City, with SSS President and Chief Executive Officer Victor Alfonso A. Limlingan and DICT Secretary Robert Joseph M. de Claro leading the signing ceremony, according to an SSS announcement released on October 30.
The partnership aims to strengthen the country’s online freelancing industry through skills development, competency-building and wider access to social security coverage. It also seeks to increase awareness, registration, membership and compliance with Republic Act No. 11199, or the Social Security Act of 2018.
Limlingan said the agreement recognizes the growing contribution of freelancers and virtual assistants to the Philippine digital economy and seeks to ensure that they receive social protection comparable to that available to other workers.
He said the government wants to make social security more accessible to digital workers, emphasizing that no Filipino worker should be left without protection against financial difficulties arising from sickness, maternity, disability, retirement or death.
Under the agreement, freelancers and virtual assistants will be encouraged to register with the SSS as self-employed members. Once registered and meeting the applicable contribution and eligibility requirements, they may qualify for sickness, maternity, disability, retirement, funeral and death benefits.
They may also apply for SSS loan programs, including salary loans, the Emergency Loan Program and the SSS Micro Loan Program. In addition, self-employed members are covered by the Employees’ Compensation (EC) Program, which provides benefits for work-related sickness, injury, disability or death.
The SSS contribution rate is currently 15 percent, with monthly contributions for self-employed members determined by their declared earnings and corresponding Monthly Salary Credit (MSC), ranging from ₱5,000 to ₱35,000.
Based on the current contribution schedule, the minimum monthly payment is ₱760, consisting of ₱750 for regular SSS contributions and ₱10 for Employees’ Compensation.
At the highest contribution level, members pay ₱5,280 monthly, comprising ₱3,000 for regular SSS contributions, ₱2,250 for the Mandatory Provident Fund and ₱30 for Employees’ Compensation.
The Mandatory Provident Fund, also known as MySSS Pension Booster, provides an additional savings component for members whose monthly salary credits exceed ₱20,000, up to the maximum of ₱35,000. The SSS introduced the higher contribution rate and expanded salary credit ceiling effective January 1, 2025.
The partnership also has a broader digital government component. According to Radyo Pilipinas, the SSS and DICT signed a separate Data Sharing Agreement alongside the MOU to facilitate the integration of the MySSS Card and selected SSS services into the eGovPH Super App, potentially making government services more accessible through a single digital platform.
The initiative builds on the framework established by Republic Act No. 11199, which replaced the Social Security Act of 1997 and strengthened the country’s social security system. The law provides for compulsory SSS coverage of qualified self-employed workers, including professionals, business proprietors and other categories identified under its implementing rules.
Under the new partnership, the SSS and DICT will also explore joint programs covering freelancer education, industry partnerships, job creation and matching, advocacy campaigns and monitoring of program results to support the long-term development of the country’s freelancing sector.
As more Filipinos turn to online work and independent digital services for their livelihood, the agreement represents a government effort to extend social protection beyond traditional employer-employee arrangements and recognize the growing role of the freelance workforce in the national economy.
