TOKYO, Japan | Japan has lodged a strong protest with the United States after a 20-year-old U.S. Marine was arrested on suspicion of robbing and killing a Japanese woman at a hotel in Naha, Okinawa, in a case that has renewed longstanding anger over the American military presence on the island.
Okinawa Prefectural Police arrested Lance Cpl. Devin Jacob Ballard, who is stationed at Marine Corps Air Station Futenma, on Sunday in connection with the death of 39-year-old Anna Yagi. Police said Yagi was found dead in a hotel room in Naha early Saturday, and investigators suspect she was killed and that her wallet and backpack were taken. Ballard has denied the allegations, according to police.
Police said surveillance camera footage showed a man believed to be Ballard entering the hotel with Yagi and later leaving alone. Investigators subsequently located Ballard in an entertainment district and arrested him. Police believe Yagi was killed sometime between about 2:10 a.m. and 4:17 a.m. Saturday. The investigation remains ongoing.
The case prompted an immediate diplomatic response from Tokyo. Japanese Foreign Minister Toshimitsu Motegi summoned U.S. Ambassador George Glass on Sunday and formally protested the incident, demanding full U.S. cooperation with Japanese authorities, stricter discipline among U.S. military personnel and measures to prevent similar incidents. Glass expressed deep regret over the loss of life and said the United States would fully cooperate with the investigation.
Prime Minister Sanae Takaichi also condemned the incident and said the Japanese government had lodged a strong protest with Washington. Defense Minister Shinjiro Koizumi separately expressed outrage and demanded cooperation with the investigation and stronger preventive measures.
Okinawa Governor Genta Koja described the alleged killing as unforgivable and questioned whether previous efforts by the U.S. military to improve discipline had been effective. The U.S. Marine Corps said Ballard, assigned to the III Marine Expeditionary Force, is in Japanese custody and that it is cooperating with Japanese authorities. The U.S. Embassy in Tokyo also expressed condolences to Yagi’s family.
The incident carries particular weight in Okinawa, which hosts a large share of the U.S. military presence in Japan. Reuters reported that most of the approximately 18,000 U.S. Marines stationed in Japan are based in Okinawa. The island is strategically important to the U.S.-Japan alliance because of its proximity to Taiwan and its position in the southwestern approaches to Japan.
The American military presence has also been a source of tension for decades. The United States administered Okinawa from the end of World War II until 1972, when the prefecture was returned to Japanese sovereignty. Residents have repeatedly raised concerns about crime, aircraft accidents, noise and the burden of hosting military facilities.
One of the most consequential incidents occurred in 1995, when three U.S. servicemen raped a 12-year-old Okinawan girl. The crime triggered massive protests and intensified demands for changes in the U.S.-Japan military relationship.
Futenma Air Station has remained particularly contentious because it is located in a densely populated part of Okinawa. The Japanese government has pursued a plan to relocate the base from Futenma to a facility being developed at Henoko, but the relocation has faced prolonged local opposition and delays. The latest case is likely to add further pressure to the already sensitive debate over the U.S. military presence on the island.
Japanese and U.S. authorities are continuing to investigate the circumstances surrounding Yagi’s death. Ballard remains in Japanese custody as the case proceeds through the Japanese legal system.
