UNITED NATIONS | World leaders are gathering in New York for the 81st United Nations General Assembly amid wars, worsening climate pressures, rapid advances in artificial intelligence and growing divisions over the role of international institutions. The high-level general debate begins Tuesday, September 22, with more than 190 member states expected to address the assembly.
The conflicts in Iran, Gaza, Ukraine, Sudan, Congo and Myanmar are expected to dominate diplomatic discussions, with governments facing pressure to pursue negotiations and humanitarian measures as fighting and displacement continue in several regions. Ukrainian President Volodymyr Zelenskyy is also expected to meet U.S. President Donald Trump in New York during the assembly week, according to Reuters.
Artificial intelligence has emerged as another major issue. UN Secretary-General António Guterres has warned that the rapid development of AI requires international safeguards, while the United Nations has established an Independent International Scientific Panel on AI and a Global Dialogue on AI Governance. These mechanisms were created under the Global Digital Compact, adopted by all 193 UN member states in 2024.
Climate change will also receive high-level attention. The UN has scheduled a climate action and just-transition meeting on September 23, followed the next day by a high-level meeting on the threats posed by rising sea levels. The organization says the climate crisis has entered a new phase, with vulnerable coastal and island communities facing increasing risks.
The gathering also comes as the UN faces questions about its own effectiveness. The Security Council, whose five permanent members have veto power, has struggled to act collectively on major conflicts. Reform negotiations have continued for years, with the General Assembly again considering questions of equitable representation and an expansion of council membership.
The UN is also dealing with financial pressures and uncertainty over its future leadership. Guterres, who became secretary-general in 2017 and began his second five-year term in 2022, is scheduled to leave office at the end of 2026. The organization has also faced difficulties linked to unpaid member-state contributions, according to the Associated Press.
The 81st General Assembly opened on September 8 under the theme “Restoring trust, managing transformation: A United Nations that delivers for all.” The UN was established in 1945 after World War II with 51 founding members and has since expanded to 193 member states. Its annual General Assembly remains the principal forum where all member states have a seat and an equal vote, even as disagreements among major powers continue to test the limits of multilateral diplomacy.
This year’s high-level week is therefore expected to test whether governments can find common ground on conflicts, emerging technologies, climate risks and institutional reform at a time when international cooperation faces some of its most difficult challenges in decades.
