KYIV, Ukraine | Ukrainian President Volodymyr Zelenskyy accused Russia of violating a proposed energy ceasefire after a Russian strike hit a thermal power plant in Kharkiv, urging the United States to ensure Moscow honors the arrangement announced by President Donald Trump.

The dispute emerged on October 12, 2026, after Trump announced that Russia and Ukraine had agreed to stop attacking each other’s energy facilities. However, Kyiv said it had received no detailed terms of the agreement, and Russian attacks continued. Moscow had not publicly confirmed the ceasefire, according to Reuters and the Associated Press.

Speaking by video link to the Warsaw Security Forum in Poland, Zelenskyy said the proposed truce could become an important step toward ending the war if Washington ensured Russia complied. He said Ukraine would refrain from attacking Russian oil refineries only if Moscow stopped targeting Ukrainian energy facilities and critical infrastructure.

The Ukrainian president said he had learned of the agreement through media reports rather than direct consultations. He urged Washington to clarify the terms and identify concrete measures to secure Russian compliance.

Russian attacks killed six people in two Ukrainian cities on Sunday, Ukrainian officials said. Kharkiv Mayor Ihor Terekhov reported that at least 12 people were wounded in Russian attacks on the city on Monday morning. The attacks intensified doubts among Ukrainian officials and residents about whether the proposed ceasefire would hold.

The European Union also moved to increase pressure on Moscow, adopting nearly 1,600 new sanctions listings targeting Russia’s military-industrial complex, including supply chains linked to ballistic missile production. EU foreign policy chief Kaja Kallas questioned whether Russia would respect the proposed truce and urged Washington to maintain pressure through sanctions.

French President Emmanuel Macron said he had seen no evidence that Russia was respecting an energy ceasefire in the preceding 48 hours, Reuters reported.
