National at provincial Children’s Month, itinampok sa Laguna

STA. CRUZ, Laguna. Ipinagdiwang ng Pamahalaang Panlalawigan ng Laguna sa pangunguna ni Gobernador Ramil L. Hernandez, kasama ang Provincial Social Welfare and Development Office (PSWDO), ang Provincial Children’s Month at National Children’s Month sa Laguna Cultural Center noong ika-15 ng Nobyembre 2023.

Ang programa ay tinampukan ng poster making contest at pageant na nilahukan ng mga mag-aaral mula sa elementarya at sekondarya mula sa iba’t ibang local government units (LGU) sa lalawigan.

Isa ring bahagi ng selebrasyon ang pamamahagi ng 1,500 hygiene kits sa mga bata at kabataan, kabilang ang sabon, sipilyo, alcohol, bulak, at toothpaste. Nagkaroon din ng libreng dental check-up, bitamina at flu vaccine, tinapay na Pan de Laguna, photo booth, at iba pang serbisyong libre.

Ang programa ng PSWDO, kasama ang Laguna PNP at Star Room ng Provincial Health Office, ay naglalayong magbigay ng proteksyon at pangunahing serbisyo tulad ng pagsagip sa mga batang naabuso, pagsusuri, at pagbibigay ng pansamantalang tahanan tulad ng Home for Women and Children sa Bahay Pag Asa sa bayan ng Calauan.

Sa kanyang mensahe, nagpasalamat si Hernandez sa suporta ng mga LGU at mga ahensyang pambansa para sa pag-unlad ng programa na nagtataguyod ng mga karapatang pambata.

Ang pagdiriwang ng National at Provincial Children’s Month ay isinasagawa tuwing buwan ng Nobyembre kada taon, at ang tema para sa taong ito ay “Ensuring the Right to Life for All.”

Israeli military says they uncover Hamas command center and weapons cache in Al Shifa Hospital

GAZA. Israeli military forces announced the discovery of a Hamas command center, along with weapons and combat gear, within the premises of Al Shifa, Gaza’s largest hospital.

The incursion on Wednesday heightened global concern over the safety of civilians caught in the crossfire. Israeli forces claim that the hospital’s tunnels serve as the “beating heart” of Hamas operations, a charge vehemently denied by the Palestinian group, dismissing it as “lies and cheap propaganda.”

Israeli military spokesperson Rear Admiral Daniel Hagari stated that troops, still conducting searches after entering the hospital early on Wednesday, found an operational command center and technological assets belonging to Hamas.

The military released a video showing materials allegedly recovered from an undisclosed building within the hospital compound, including automatic weapons, grenades, ammunition, and flak jackets.

The entry into Al Shifa, which had become a focal point of Gaza City clashes, has triggered conflicting reports. Witnesses inside the compound described a tense situation as Israeli troops moved through the buildings. The military insisted there was no fighting or friction with civilians, patients, or staff once inside.

International attention has focused on the plight of patients without electricity for essential medical equipment and the thousands of displaced civilians seeking shelter in the hospital. Gaza officials reported the deaths of patients, including newborns, in recent days while the hospital was encircled by Israeli forces.

In response to the situation, the United Nations Security Council issued a call for urgent and extended humanitarian pauses, urging a “sufficient number of days” for aid access. The council also called for the immediate and unconditional release of hostages held by Hamas.

Amidst diplomatic efforts, Qatar has mediated negotiations for a possible ceasefire. Reports suggest a proposed three-day truce, with Hamas releasing captives and Israel releasing women and minors among its security detainees. However, Israel has so far rejected calls for a ceasefire, arguing it would benefit Hamas.

In a further development, Israeli forces dropped leaflets advising Palestinians to evacuate parts of southern Gaza, raising concerns of a potential expansion of their offensive. This move comes as hundreds of thousands of people, who had previously heeded evacuation orders, are already crowded into U.N.-run shelters and family homes.

Simultaneously, the search operation at Shifa Hospital in the north, initiated on Wednesday, continued. Israeli soldiers presented guns allegedly discovered in one building but have not yet provided evidence of the central Hamas command center supposedly hidden beneath the complex. Denying the accusations, both Hamas and hospital staff refute Israel’s claims.

The prospect of broadening military operations to the south, an area already subjected to daily air raids, raises alarms about exacerbating the severe humanitarian crisis in the besieged territory. With over 1.5 million people internally displaced in Gaza, most seeking refuge in the south, essential resources such as food, water, and electricity are becoming increasingly scarce.

Nagkasundo na sina Senador Ramon Bong Revilla Jr. at MMDA Task Force Special Operations Chief Edison Bong Nebrija matapos tukuyin ng MMDA ang senador na diumano ay lumabag sa pagdaan sa EDSA Busway.

Kasama si MMDA Chairperson Romando Artes, dumulog si Nebrija sa Senado upang magbigay paliwanag at personal na humingi ng paumanhin kay Senador Revilla. Bagaman at may galit sa simula, unti-unti nang bumaba ang tensyon habang inaayos ang pangyayari. Naunawaan naman ni Revilla na hindi na-verify ang totoong gumamit ng kanyang pangalan sa convoy na naipit sa EDSA Busway.

Inamin ni Nebrija ang kanyang pagkukulang sa insidente. Bilang parusa, sinuspindi si Nebrija ng 15 araw hanggang isang buwan habang isinasagawa ang imbestigasyon.

Umamin si Artes na may mga paglabag din ang MMDA, tulad ng paglabas ng pangalan ng senador na hindi verified, pagbibigay daan sa sasakyan na dumaan sa busway kahit bawal, at ang hindi pag-iisyu ng tiket sa mga lumabag.

One conflict, one resolution. Two parties contend and they know when to end. Now you are sad, tomorrow glad (may pighati, may ngiti). This means that it is pleasing for oneself and for others to have a positive outlook on the future which also means not to lose hope (bawal mawalan ng pag-asa). Let us attach an explanation with examples:

ARCHITECT-CIVIL ENGINEER CLASH

Nineteen years of dispute in court whether both the architect and civil engineer should sign the “architectural documents” or only one of them. The group of civil engineers does not claim only they but they and architects can sign the documents. As for the architects, they are the only ones allowed to sign such.

The two groups both used laws in their assertions to the lower court, Court of Appeals, and Supreme Court, that they had the right (or “mas may karapatan”), and the matter was finally settled: “The Court thus concluded that only registered and licensed architects may prepare, sign, and seal the architectural documents listed in Section 302(4)(a), (c), (d), (e), and (f) of the Revised Implementing Rules, while only registered and licensed architects, or interior designers, may prepare, sign, and seal the architectural interior/interior design documents enumerated under Section 302(4)(b) of the same rules. Although defeated in the Court of Appeals, the group of architects won the earlier decision of the lower court until the case was escalated to the Supreme Court which found their petition meritorious.

A civil engineering law (Republic Act No. 544) was passed, which was followed years thereafter by an architecture law. The SC Second Division, penned by Senior Associate Justice Marvic M.V.F. Leonen, resolved conflicting provisions of the laws.

The provisions of the two laws are irreconcilable, but the Court said that the latter law repealed the old law on matters of preparation, signing, and sealing of “architectural documents.” CE loses (tiklop na sa karapatan ng mga arkitekto ang mga inhinyerong sibil sa bagay na iyan).

In the court’s decision, some arguments were also studied such as the lack of architects after the world war, so the civil engineers could still sign the architectural documents then, but not now. The winning side emphasized that civil engineers are not that prepared based on their educational background where they did not take “architectural design, planning or drafting” which is only available in the normal architecture course.

IMHO, the CE field continues to grow with the number of massive infrastructures, projects, and public roads, so the lost legal case is no big deal. On both sides, it is better to focus on one’s own profession with clarity on the current position, compared to when the case was still pending. (Personally, the beauty of the situation for me is that I have both architect and civil engineer brothers. There is no competition and they work together instead, so thanks go to our parents who worked hard for our professions.)

We have come to another example of conflict with an end.

DE LIMA’S SANITY VS. DUTERTE’S ILLUSION

Unlike the previous case that was heard in all courts, Leila de Lima’s alleged involvement in drugs was ultimately resolved in a mere regional trial court (RTC). De Lima’s camp has said that the charges against her were trumped up and that if there was any New Bilibid Prison illegal drug trade going on, de Lima had nothing to do with it, but she even acted on it. Duterte was still mayor of Davao City when the Commission on Human Rights she chaired was already investigating the killings there, so he was the only one with the motive to take revenge and pin on de Lima, according to the opposition, prominent people in the international community, and civil society organizations.

Hontiveros said that de Lima did not lose her courage to face the grueling challenges of the populist leader and his allies in the two branches of government and that she knew that the abuse of power and the weaponization of laws would also end, even as they thanked the new administration that gave hope to his release even though he was repeatedly denied bail. The case was weak, according to the judge, so the bail of P300,000 was allowed, and the release of the former senator from the police custodial unit at Camp Crame was ordered. That was also the last case after de Lima was acquitted in two other related cases.

People believed the disinformation campaign against de Lima, especially because Duterte initiated it. Duterte has been known to the world, not just for extra-judicial killings, but for swearing at anyone including God, and for making sexist and misogynistic comments.

Now that the former president is a private citizen, he wonders why there is no opposition. According to former senator and soldier Antonio Trillanes IV, this is the first time Duterte is opposing the administration while he is always allied with whoever sits as president. It is said that Davao City Hall was mired in controversy over confidential funds during the long terms of office of the Dutertes. According to the elder Duterte, the confidential funds are still needed in the Department of Education and the Office of the Vice President which are both led by his daughter Sara, but Sara later withdrew the request. Is the former president really pro-opposition? The obvious, say many who have come to their senses: Pro-China.

Gigantic brown Swiss bull, Tommy, secures Guinness record as world’s tallest

Tommy, a 13-year-old Brown Swiss residing on a farm in Cheshire, Massachusetts, has recently been recognized as the world’s tallest living steer, towering at an impressive 1.87 meters (6 feet 1 inch). The Balawender family, who has cared for Tommy since he was just a day old, purchased him for approximately $10, considering him more a family member than a mere asset.

While Brown Swiss cattle are generally known for their large bodies among dairy cows, Tommy’s extraordinary size makes him stand out even in his breed. Typically, Brown Swiss cows weigh between 1,300 to 1,400 pounds, with bulls reaching 2,000 pounds. Tommy, however, weighs around 3,000 pounds, earning him the title of the world’s tallest steer.

Despite his imposing size, Tommy possesses a gentle and peaceful demeanor, characteristic of steers (castrated bulls), which are considered safer and more manageable than their uncastrated counterparts. Tommy’s calm disposition contrasts sharply with the potential danger posed by bulls.

Tommy’s daily diet is impressive, including 30 pounds of dry grain, over 75 pounds of hay, and 35-40 gallons of water. Additionally, he has a penchant for apples, with his master investing significantly in local markets to keep him content. Laurie Balawender, Tommy’s caretaker, shared that he even navigates pastures to find wild apple trees, using his intelligence to shake the apples down.

Notably, while Tommy has claimed the Guinness Record as the world’s tallest steer, the Chianina breed holds the distinction of being the largest domesticated cattle breed globally, with individuals even surpassing the size of Nickers, the giant Australian steer.

P12 bilyong halaga ng COVID-19 vaccine, nasayang

Umaabot sa P11 bilyon hanggang P12 bilyon ang halaga ng nasayang na COVID-19 bakuna sa bansa, ayon sa ulat.

Lumtaw ito sa gitna ng pagsusuri ni Senate Minority Leader Koko Pimentel sa 2024 budget ng Department of Health (DOH), kung saan si Sen. Pia Cayetano ang nag-sponsor ng panukalang pondo para sa ahensya.

Sa pahayag ni Cayetano, tinatayang may kabuuang 49.7 milyong doses ng COVID-19 bakuna ang nasayang, kung saan 26.2 milyong doses ay galing sa donasyon, habang 23.7 milyon naman ay binili ng pamahalaan.

Batay sa posibleng halaga na P500 kada vial ng COVID-19 vaccine, lumalabas na umaabot sa P11 bilyon hanggang P12 bilyon ang halaga ng nasayang mula sa 23.7 milyong doses na binili subalit hindi nagamit.

The meeting will cover challenging topics such as trade, China’s ties with Iran, and human rights concerns. Biden is expected to urge China to use its influence over Iran amid the Israel-Hamas conflict. Both leaders seek to convey that, despite economic competition, they are not engaged in a winner-take-all scenario with global implications.

The talks may result in agreements on issues like re-establishing military-to-military communications and addressing the illicit fentanyl trade. Demonstrations and protests are anticipated around the summit, with tensions focusing on Xi and multinational corporations.

50 kaso ng HIV kada araw; mataas ang hawahan sa kabataan

Lumalala ang problemang kaugnay ng human immunodeficiency virus o HIV sa mga kabataan na may edad 15 pababa, ayon kay Department of Health (DOH)Secretary Ted Herbosa.

Sinabi ng kalihim ang bagong bilang ng humigit-kumulang 50 bagong kaso ng HIV kada araw na naitala sa buong Pilipinas. Sa bilang na ito, 47% ay kabilang sa mga kabataan na may edad 15 hanggang 24.

Binigyang-diin ni Herbosa na ang 50 na kaso ng HIV bawat araw ay doble kumpara noong 2022.

Sa kabila nito, ipinunto ni Herbosa na ang bansa ay mayroon pa ring “napakababang insidente” at wala pang 1% ng populasyon ang mayroong HIV.

Sa pakikipagpulong niya kay infectious diseases expert Dr. Edsel Salvana, sinabi nito na isang bagong subvariant ng HIV ang nagiging sanhi ng pagtaas ng kaso. Ipinaliwanag ni Salvana na nangyari na ito noon at hindi lamang ito napapansin dahil sa COVID-19.

Noong Abril, sinabi ng DOH na maaaring umabot sa 364,000 ang bilang ng kaso ng HIV sa bansa sa taong 2030. Ayon kay Noel Palaypayon ng DOH – Epidemiology Bureau, o may average na 47 na kaso kada araw.

Kahit na umabot na sa 112,028 ang naiulat na kaso mula 1984 hanggang Pebrero 2023, umaasa ang DOH na magiging mas maayos ang sitwasyon sa HIV sa pamamagitan ng mas mabuting pagsusuri, mas epektibong edukasyon, at pagsugpo sa mapanganib na asal ng mga kabataan.

The military argues that there is a Hamas command center in bunkers underneath the hospital, a claim that has been met with skepticism by some international observers.

Dr. Ahmed El Mohallalati, a surgeon at Al-Shifa Hospital, reported that the staff went into hiding as the fighting unfolded around the hospital overnight. Israeli soldiers reportedly informed the hospital administration in advance of their plans to enter the facility.

Fighting has been raging around the Al-Shifa Hospital compound for days, trapping approximately 1,200 patients and staff. The hospital has become a symbol of the civilian toll of the conflict, with conditions inside described as horrific, including medical procedures without anesthesia, families lacking basic necessities, and the stench of decomposing corpses.

The UN Secretary-General, António Guterres, expressed deep concern over the “dramatic loss of life” in hospitals, calling for an immediate humanitarian ceasefire. The head of the World Health Organization, Tedros Adhanom Ghebreyesus, highlighted the alarming situation at Al-Shifa, stating that they have lost contact with health personnel inside the hospital, raising worries for their safety.

Israel maintains that it provided evacuation routes for civilians and issued a 12-hour notice to Gaza authorities about the military operation inside the hospital. The military also released photos of soldiers delivering humanitarian aid marked “baby food” and “medical supplies.”

As the conflict continues, with Israeli forces consolidating control in northern Gaza and ongoing fighting in Hamas strongholds, the humanitarian crisis deepens. Over 11,000 Palestinians, two-thirds of them women and children, have been killed since the conflict began, according to Gaza’s health ministry. Additionally, about 2,700 people are reported missing, and more than two-thirds of Gaza’s 2.3 million population have been displaced. The situation remains dire, with limited access to essential resources, as airstrikes and bombardment persist in the region.

Dogs across Nepal were adorned with marigold garlands and vibrant vermillion paint on Sunday, November 12, marking the second day of the five-day Tihar festival known as Kukur Tihar. This unique day is dedicated to worshiping dogs as messengers of Yamaraj, the god of death, and recognizing their unwavering loyalty and companionship to humans.

Sujit Dongol, a businessman who observed the festival at home, expressed that his dog is an integral part of the family. “He is a companion to everyone and is always happy and playful like a child,” Dongol said, holding his one-year-old American Bully. “We feel happy worshiping a dog that lives with us.”

During Kukur Tihar, dog enthusiasts not only decorate their pets with marigolds and vermillion but also offer treats and toys to both their domestic pets and street dogs. The celebration extends beyond households, with the Armed Police Force conducting a special ritual to honor and worship their canine force, which plays a crucial role in disaster response, explosive detection, and drug detection.

Ramesh Pokharel, Chief of the Animal Health and Dog Handler section of the Armed Police Force, emphasized the significance of the day. “It is a special day. Our dogs have helped us a lot, so the security personnel feel happy to celebrate this.”

While Kukur Tihar has inspired similar celebrations globally, including an annual event in Mexico since 2016, animal welfare groups stress that the special treatment of dogs should not be confined to a single day. They advocate for ending inhumane practices towards street dogs, such as poisoning, aimed at culling populations or preventing rabies.
