China imposes tax on condoms, contraceptives to boost birth rate

HONG KONG — China has removed a decades-old tax exemption on contraceptive drugs and devices, effective January 1, as part of the government’s latest measures to address the country’s declining birth rate.

Under the new rule, condoms, contraceptive pills, and other fertility-related products are now subject to a 13% value-added tax, aligning them with China’s standard rate for most consumer goods. The move marks a shift in Beijing’s approach to population policy, reflecting growing concern over the country’s demographic challenges.

China’s population declined for the third consecutive year in 2024, raising alarms among policymakers and demographers. Experts predict that without aggressive interventions, the downward trend could continue, threatening the workforce and long-term economic growth.

The tax change follows a series of government initiatives in 2024 designed to make family life more attractive. These include personal income tax exemptions on childcare subsidies, an annual childcare allowance for parents, and education campaigns in colleges and universities promoting “love education,” which encourages positive views of marriage, fertility, and family life.

During the annual Central Economic Work Conference last month, top leaders reiterated the government’s commitment to stabilizing the birth rate by promoting “positive marriage and childbearing attitudes,” signaling that population concerns remain a national priority.

China’s fertility decline is the legacy of decades of population control measures, most notably the one-child policy enforced between 1980 and 2015. Rapid urbanization, rising housing costs, expensive education, job insecurity, and a slowing economy have further discouraged young couples from marrying or having children. According to the National Bureau of Statistics, the total fertility rate fell to a record low of 1.0 children per woman in 2024, well below the replacement level of 2.1 needed to maintain population stability.

Analysts note that while Beijing has scrapped some restrictions, such as the one-child policy, broader social and economic pressures continue to make childbearing less feasible for many. “Taxing contraceptives may seem counterintuitive, but it reflects a broader attempt to regulate reproductive behavior in line with state objectives,” said Wang Feng, a sociology professor at Peking University.

BI nagbabala sa bagong stock market scam na target ang mga Pilipino

MAYNILA — Nagbabala ang Bureau of Immigration (BI) nitong Biyernes laban sa isang bagong stock market scam na umano’y nanghihikayat sa mga Pilipino na mamuhunan sa stock trading platforms o mga pseudo investments na mistulang lehitimo ngunit kontrolado pala ng mga criminal syndicates.

Ayon sa BI, lumabas sa imbestigasyon na ang mga biktimang nabigong maabot ang itinakdang quota o tumangging sumunod sa mga utos ay sumasailalim sa pisikal at sikolohikal na pang-aabuso, torture, pananakot, at deprivation upang pilitin silang sumunod.

“These criminal groups are ruthless. They deceive Filipinos with promises of high-paying jobs and easy money, then subject them to abuse once they are trapped,” ayon kay Immigration Commissioner Joel Anthony Viado sa isang pahayag.

“Let this serve as a strong warning: no legitimate employer will require you to scam your own countrymen or invest through unofficial platforms,” dagdag pa niya.

Sinabi ng BI na walong Pilipino na may edad 20 hanggang 30 ang nasagip at naibalik sa bansa noong Disyembre 31 matapos umanong ma-traffick sa ibang bansa. Ayon sa ahensya, ang mga ito ay naakit sa pamamagitan ng online recruitment at mga alok sa social media.

Around 40 dead, 115 injured in Swiss Alpine bar fire during New Year’s celebration

Beatrice Pilloud, Valais Canton attorney general, said it was too early to determine the fire’s cause. She added that no one has been arrested and there are currently no suspects. “The investigation is not directed at anyone; it is meant to clarify the circumstances of this tragic fire,” she said.

Several witnesses described total chaos inside the crowded bar. Sixteen-year-old survivor Axel Clavier told The Associated Press that he saw people suffocating, panicking, and attempting to escape through windows. One of his friends died, and two or three remain missing.

Two women speaking to French broadcaster BFMTV said they saw bar staff carrying a lit candle in a bottle, which sparked flames that brought down the wooden ceiling. Crowds surged through a narrow basement staircase and door as they tried to escape.

At the same time, internal documents show the company took steps to make problematic ads less “discoverable” to Japanese regulators. Staffers manipulated Meta’s publicly searchable Ad Library by identifying top keywords and celebrity names used to find fraudulent ads and systematically removing those ads from search results.

The tactic successfully hid some scam ads from regulators, giving the impression that Meta was more effective at controlling fraudulent content than it actually was. A memo noted that after the effort, fewer than 100 scam ads appeared in searches during the last week of the campaign. Japanese officials, including ruling Liberal Democratic Party lawmaker Takayuki Kobayashi, acknowledged the improvement.

While Meta argued the removal of scam ads was legitimate and part of broader anti-fraud measures, former employees described the efforts as “regulatory theater,” designed to give the company favorable optics without fully addressing the problem. Meta spokesperson Andy Stone maintained that advertiser verification is just one of many tools the company uses to reduce scams and that scam reports have decreased by 50% globally over the past year.

The documents also show that Meta’s “general global playbook” now incorporates similar tactics in other countries, including the United States, Europe, India, Australia, Brazil, and Thailand, to delay or limit mandatory advertiser verification.

In Taiwan, where new legislation mandated verification for financial advertisers, Meta verified accounts to avoid fines, resulting in a significant drop in scam ads locally. However, the company’s algorithms often redirected blocked ads to other markets, perpetuating a “whack-a-mole” problem.

Fraud across social media has surged worldwide, fueled by AI-generated ads, cryptocurrency payments, and organized criminal networks. Meta’s own data suggest that scams on its platforms cause billions in global consumer losses each year.

Despite these challenges, Meta has repeatedly sought to manage regulatory perception rather than fully implementing proactive solutions. Internal memos from Japan and other markets describe strategies to mimic regulator searches, manage the “prevalence perception” of scams, and stage verification rollouts to appear compliant.

Meta’s internal documents cast light on the tension between the company’s financial interests and the growing global demand for transparency and accountability. Regulators in Europe, the U.S., and Asia continue to examine Meta’s handling of fraudulent advertising, with some lawmakers calling for stricter enforcement and investigations.

CRANS-MONTANA, Switzerland — Dozens of people are feared dead, and around 100 others were injured after a massive fire tore through a crowded bar during New Year’s celebrations at the Swiss Alpine resort town of Crans-Montana early Thursday, authorities said.

The blaze erupted less than two hours after midnight at Le Constellation bar, transforming what had been a festive gathering into what officials described as one of the most devastating tragedies in Switzerland in recent years.

Valais Canton police commander Frédéric Gisler told reporters that “several tens of people” were presumed killed. However, authorities cautioned that an exact death toll could not yet be confirmed as victim identification and notifications of families are still ongoing.

“That will take time and for the time being, it is premature to give you a more precise figure,” Gisler said, adding that the local community is “devastated” by the incident.

Valais Canton attorney general Beatrice Pilloud said investigators have not yet determined the cause of the fire, noting that experts have been unable to safely enter the heavily damaged structure. She stressed that authorities have ruled out any malicious intent.

“At no moment is there a question of any kind of attack,” Pilloud said.

Emergency response teams, including helicopters and ambulances, were dispatched to the scene to transport victims, some of whom are believed to be foreign nationals, according to officials.

Hospitals in the region were quickly overwhelmed. Reynard said the intensive care unit and operating theater at the regional hospital reached full capacity due to the number of injured.

Authorities urged residents and visitors to exercise caution in the coming days, noting that medical resources remain stretched in the tourist-heavy region, which is currently busy with ski season activities.

Crans-Montana, located less than five kilometers from Sierre—site of a deadly 2012 bus crash that killed 28 people—is internationally known for hosting major ski and golf events. The resort is scheduled to host World Cup downhill races ahead of the Milan Cortina Olympics in February.
