Commissioner Rossana Fajardo steps down from ICI

MANILA — Commissioner Rossana Fajardo has officially tendered her resignation from the Independent Commission for Infrastructure (ICI), effective December 31, 2025.

In a statement on Friday, Fajardo said she has fulfilled the objectives she set out to achieve upon her appointment, ensuring that the foundational goals of the Commission were met.

“I believe that the investigative and prosecutorial responsibilities will now transition to other agencies, such as the Department of Justice and the Office of the Ombudsman, which are better positioned to ensure accountability for contractors and government officials,” Fajardo added.

The outgoing commissioner also highlighted recent legislative efforts, including the prioritization of bills establishing the Independent Commission Against Infrastructure Corruption and the Independent People’s Commission. She expressed confidence that a permanent body with expanded powers would better support the Ombudsman in addressing irregularities in government infrastructure projects.

“It has been a profound honor to serve alongside individuals who are deeply committed to transparency and accountability, dedicating themselves selflessly to the Filipino people. I am grateful for the opportunity to contribute to a collective mission that prioritizes the welfare of our citizens,” Fajardo said.

Her resignation marks the end of a tenure that emphasized institutional integrity and the groundwork for stronger oversight mechanisms in government infrastructure.

‘Express entry’ sa Batangas Port kapalit ng P2,000, iimbestigahan ng PPA

BATANGAS CITY — Nangako ang Philippine Ports Authority (PPA) na agad susugpuin ang mga fixer na nag-aalok ng “express entry” sa Batangas Port kapalit umano ng P2,000 para sa mga sasakyang sasakay sa roll-on/roll-off (RoRo) ngayong holiday season.

Personal na nag-inspeksyon si PPA General Manager Jay Daniel Santiago noong Lunes at nagbabala sa mga driver na huwag magpapaloko sa mga fixer na nangangakong magpapabilis ng pagpasok sa pantalan kapalit ng bayad.

Bilang tugon, ipinatupad ni Santiago ang isang queuing system kung saan bibigyan ng numero ang bawat sasakyan sa pila upang matiyak na ang papasok lamang sa pantalan ay ang mga awtorisadong sasakyan ayon sa tamang pagkakasunod.

Nagbabala rin siya sa mga port police at security personnel laban sa anumang pakikipagsabwatan sa mga fixer. “Kung may tauhan kami mismo sa PPA either security or port police tatanggalin ko on the spot, wala nang argumento yun,” ani Santiago.

Samantala, naranasan ng mga pasahero ang mahabang pila, kakulangan ng tiket, at limitadong biyahe ng mga barko. Ayon sa PPA, mahigit 500 pasahero na patungong Odiongan, Romblon ang hindi nakasakay noong Linggo at nakabili lamang ng tiket noong Lunes para sa biyahe kinabukasan.

Ipinahayag ni Santiago ang pagkadismaya sa kasalukuyang sistema ng ticketing at inatasan ang mga shipping line na agad magbenta ng tiket sa mga pasaherong matagal nang nakapila mula pa noong umaga.

Paliwanag niya, ang pangunahing sanhi ng congestion sa Batangas Port ay ang kakulangan ng mga barkong bumibiyahe sa ilang ruta. Dahil dito, hinikayat niya ang Maritime Industry Authority at mga shipping company na magdagdag ng mga barko at ipatupad ang 100 porsiyentong booking system upang maiwasan ang siksikan at mapabilis ang daloy ng mga pasahero sa pantalan.

Inilabas ni Leviste ang ‘Cabral files’ sa 2023–2026 DPWH allocations kada rehiyon at distrito

MAYNILA — Inilabas ni Batangas 1st District Rep. Leandro Leviste nitong Huwebes ang panibagong hanay ng mga dokumento na umano’y ibinigay sa kanya ng yumaong Public Works Undersecretary Maria Catalina Cabral, na naglalaman ng buod ng allocations ng Department of Public Works and Highways (DPWH) kada distrito, lalawigan, at rehiyon mula 2023 hanggang 2026.

Ayon kay Leviste, mahigit 60 screenshots ang inilathala niya sa kaniyang Facebook page noong Araw ng Pasko. Tinatayang higit P3.5 trillion ang kabuuang halaga ng allocations, na aniya ay katumbas ng humigit-kumulang P130,000 kada pamilyang Pilipino.

Ipinaliwanag ni Leviste na ang mga dokumentong inilabas niya noong nakaraang araw ay tumutukoy naman sa 2025 allocations ng DPWH kada congressional district. Ang nasabing buod ay nagpakita ng “allocable” o budget na inilaan sa DPWH projects sa ilang distrito na umabot sa P401.3 billion, na umano’y lumobo sa P1.041 trillion dahil sa tinatawag na “outside allocable.”

“Ito naman po ay 2023-2026. Ito po ay base sa datos na ibinigay ng DPWH, with the approval of Secretary Vince Dizon, kasama ng aming kompilasyon ng budget data,” pahayag ni Leviste.

Batay sa pagsusuri sa mga screenshots, ang may pinakamalaking regional allocation mula 2023 hanggang 2026 ay ang Region III (Central Luzon) na may kabuuang P406.927 billion. Sinundan ito ng Region IV-A (Calabarzon) na may P341.876 billion at Region V (Bicol Region) na may P272.366 billion. Ang National Capital Region (NCR) naman ay may P231.412 billion na alokasyon.

Ipinakita rin sa mga inilabas na screenshots ang pinakamalalaking allocations kada distrito sa loob ng mga rehiyon. Sa Metro Manila, nanguna ang Taguig City 1st District na may P18.433 billion, sinundan ng Quezon City 4th District na may P14.17 billion, at Valenzuela 1st District na may P9.707 billion.

Sinabi ni Leviste na ang mga screenshots na inilabas niya ay tumutugma sa “FY2023-2025 GAA Summary.pdf” at “FY 2026 DPWH HGAB summary by DEO_LD.pdf” na kasama rin sa naturang post. Aniya, ang mga file ay ibinigay ng DPWH bilang tugon sa mga request noong budget deliberations, gayundin ang mga dokumentong mula sa tanggapan ng yumaong Cabral.

Idinagdag niya na kasama sa mga inilabas na numero ang proposed 2026 national budget, partikular ang House General Appropriations Bill (GAB), kaya maaari pa itong magbago depende sa Senate version at sa bersiyong pagtitibayin ng bicameral conference committee.

“Ang mga datos na ito ay capital outlays para sa local projects at hindi pa kasama ang Personnel Services, Maintenance and Other Operating Expenses, at Foreign-Assisted Projects,” ayon kay Leviste.

Pope Leo XIV calls on faithful to reject indifference amid global suffering in first Christmas message

VATICAN CITY — Pope Leo XIV on Thursday urged the faithful to cast aside indifference and respond with compassion to those suffering from war, poverty, displacement, and injustice, as he delivered his first Christmas Day message as pontiff.

Addressing an estimated 26,000 people from the central loggia overlooking St. Peter’s Square, the first U.S.-born pope used the traditional “Urbi et Orbi” blessing to reflect on the world’s crises, citing the devastation in Gaza, widespread poverty in Yemen, and the plight of migrants crossing the Mediterranean Sea and the American continent in search of a better future.

The pope spoke after celebrating Christmas Day Mass inside St. Peter’s Basilica, where thousands gathered despite steady rain earlier in the day. The weather had eased by the time Leo rode briefly through the square in the popemobile before delivering his address.

Reviving a tradition set aside by his predecessor, Pope Francis, Leo offered Christmas greetings in several languages. He drew especially warm applause when he spoke in English, his native language, and Spanish, reflecting his years of service in Peru as a missionary and later as archbishop.

During his message, Leo stressed that peace begins with humility and personal responsibility.

“If one would truly enter into the suffering of others and stand in solidarity with the weak and the oppressed, then the world would change,” he said.

He appealed for “justice, peace and stability” in Lebanon, Palestine, Israel, and Syria, and asked prayers for “the tormented people of Ukraine.” He also called for peace and consolation for victims of war, injustice, political instability, religious persecution, and terrorism in countries including Sudan, South Sudan, Mali, Burkina Faso, and Congo.

The pontiff urged dialogue to confront what he described as “numerous challenges” in Latin America, called for reconciliation in Myanmar, and appealed for the restoration of “the ancient friendship between Thailand and Cambodia.” He also asked for assistance for communities suffering from natural disasters in South Asia and Oceania.

“In becoming man, Jesus took upon himself our fragility, identifying with each one of us,” Leo said, referring to those who “have nothing left and have lost everything, like the inhabitants of Gaza,” those suffering hunger and poverty such as the Yemeni people, and refugees and migrants forced to flee their homelands.

Leo also remembered those who have lost their jobs or are seeking work, particularly young people, underpaid workers, and prisoners.

Earlier, presiding over the Christmas Day Mass from the central altar of St. Peter’s Basilica, decorated with floral garlands and red poinsettias, the pope emphasized in his homily that peace can only arise through dialogue.

“There will be peace when our monologues are interrupted and, enriched by listening, we fall to our knees before the humanity of the other,” he said.

He again recalled the suffering of civilians in Gaza, exposed to harsh weather and prolonged conflict, as well as the vulnerability of populations affected by war and young people forced into combat.

Following the Mass and address, chants of “Viva il papa” echoed from the crowd as Leo offered a final wave before returning to the basilica.

This Christmas season coincides with the closing phase of the Holy Year celebrations, which are set to conclude on Jan. 6 with the Catholic feast of the Epiphany, commemorating the visit of the three wise men to the infant Jesus in Bethlehem.

King Charles III walks with royal family to church ahead of Christmas Day broadcast

LONDON — King Charles III led senior members of the royal family to a traditional Christmas Day church service on Thursday, hours before the broadcast of his annual holiday message to the United Kingdom and the Commonwealth, which is expected to reflect on the theme of pilgrimage.

The king and Queen Camilla were joined by the Prince and Princess of Wales, William and Kate, their children Princes George and Louis and Princess Charlotte, as well as other members of the royal family, as they walked to St. Mary Magdalene Church on the monarch’s private Sandringham Estate in Norfolk, about 100 miles north of London.

Earlier, Charles recorded his Christmas Day address at Westminster Abbey, the historic church renowned for hosting royal coronations and weddings for more than a millennium. The abbey is also a focal point for annual pilgrimages to the tomb of Edward the Confessor, a monk-like medieval king who was canonized in 1161 and whose shrine lies at the heart of the church.

The monarch’s pre-recorded Christmas message is traditionally broadcast at 3 p.m., when families across the U.K. are gathered for their Christmas meal. The address draws millions of viewers in Britain and throughout the Commonwealth, a voluntary association of 56 independent nations with historical ties to the U.K.

The speech is among the few occasions when the king, 77, speaks publicly without government guidance, allowing him to express personal reflections. It typically carries a strong religious tone, touches on contemporary issues, and often draws on the monarch’s own experiences.

This year’s broadcast comes just two weeks after Charles made a rare and personal television appearance in which he said “good news” from his doctors would allow him to reduce his cancer treatment in the coming year. Diagnosed with an undisclosed form of cancer in early 2024, the king is now entering what Buckingham Palace has described as a “precautionary phase” of treatment, with his condition continuing to be closely monitored.

Last year, Charles recorded his Christmas message at Fitzrovia Chapel, once part of the former Middlesex Hospital, where he paid tribute to care workers and expressed gratitude to the doctors and nurses who supported him following his diagnosis.

Movie Review: ‘No Other Choice’ — Park Chan-wook delivers a darkly satirical thriller

Leaves drift, bodies fall, and a chilling autumnal wind sweeps through Park Chan-wook’s latest cinematic offering, No Other Choice, a masterful South Korean satire that combines dark humor with a meticulous thriller.

The film opens with You Man-su (Lee Byung-hun) eagerly welcoming the fall season while grilling an eel for his family, seemingly content in his comfortable life with his wife Miri (Son Ye-jin), their two children, and two golden retrievers. But Man-su’s fortunes quickly unravel after 25 years at a paper mill when he is laid off, alongside many colleagues, thrusting him and his family into financial despair. Forced to sell their cherished home and cancel even small luxuries, Man-su faces the pressures of midlife and economic instability.

Unlike conventional narratives of personal struggle, Man-su’s response is extreme: after posting a fake job listing and assessing the competition, he concludes that eliminating those better qualified is his only route to survival. This darkly comedic premise, based on Donald Westlake’s 1997 crime novel The Ax, finds its perfect realization in Park, whose previous works — Oldboy, The Handmaiden, and Decision to Leave — showcase his talent for blending menace with style.

Co-written with Lee Kyoung-mi, Don McKellar, and Jahye Lee, No Other Choice artfully balances satire and suspense. Each murder plot unfolds as a window into the consequences of unemployment, framed with Park’s signature visual elegance. Reflections, trees, and meticulous mise-en-scène transform the film’s macabre humor into a critique of capitalism reminiscent of Bong Joon Ho’s Parasite, while Park’s unique sensibilities make it unmistakably his own.

Lee Byung-hun’s performance anchors the narrative, portraying a man not innately violent but driven to absurd extremes by societal pressures. The tone is farcical yet resonant, revealing the grim realities behind ostensibly necessary choices in modern life, touching on automation, AI, and existential despair.

No Other Choice, released by Neon, is rated R by the Motion Picture Association for violence, language, and some sexual content. Presented in Korean with English subtitles, the film runs for 139 minutes and earns a full four out of four stars for its combination of dark comedy, thriller intensity, and visual artistry.

Isinuko ng DPWH sa Ombudsman ang 10 taong files at computers ni Cabral

MAYNILA – Isinuko ng Department of Public Works and Highways (DPWH) noong Martes ang lahat ng computers at files ng yumaong dating undersecretary na si Maria Catalina Cabral sa Office of the Ombudsman.

Sa pahayag ng DPWH, ang pagsuko ng mga files ay alinsunod sa Subpoena Duces Tecum ng Ombudsman na nag-uutos sa ahensiya na ilabas at isumite ang lahat ng computers at devices na opisyal na ipinagkaloob kay Cabral habang siya ay nasa serbisyo.

Ayon sa DPWH, kabilang sa mga isinumiteng dokumento ang mga papeles at iba pang requests for consideration sa programming ng National Expenditure Program (NEP) sa nakalipas na 10 taon, bukod pa sa iba pang files.

Personal na inihatid sa Ombudsman ang mga computers at files ni Cabral ng mga DPWH undersecretaries na sina Nicasio Conti, Arthur Bisnar, Ricardo Bernabe III, at Charles Calima Jr.

Sa hiwalay na pahayag, sinabi ni Assistant Ombudsman Mico Clavano na ang Central Processing Unit at mga files ni Cabral ay selyado na at nasa kustodiya na ng Office of the Ombudsman.

“It will remain sealed until we are able to do a digital forensic test,” ayon kay Clavano.

Tinanong kung patuloy pa ring kinukuha ng Ombudsman ang mobile phone ni Cabral, sinabi ni Clavano na ito ay nasa saklaw ng Philippine National Police (PNP), subalit iginiit na may malinaw na interes ang Ombudsman sa nasabing cellphone.

Si Cabral, na iniugnay sa mga maanomalyang flood control projects, ay natagpuang “unconscious and unresponsive” noong Disyembre 18 sa layong 20 hanggang 30 metro sa ibaba ng isang highway, ilang oras matapos umano niyang utusan ang kanyang driver na iwan siya sa isang bahagi ng Kennon Road sa Tuba, Benguet.

Idineklara siyang patay makalipas ang hatinggabi ng Disyembre 19.

Ayon kay Interior Secretary Jonvic Remulla, sinuri umano ni Cabral ang bangin sa Tuba, bagay na maaaring magpahiwatig ng “seriousness of the intent” na tumalon upang magpakamatay.

Gayunman, sinabi ng PNP na bagamat may ilang ebidensiyang nagtuturo sa posibilidad ng suicide, patuloy pa rin ang imbestigasyon at wala pang pinal na konklusyon.

Nagbitiw sa puwesto si Cabral noong Setyembre matapos masangkot ang DPWH sa mga imbestigasyon ng Kongreso kaugnay ng umano’y mga anomalya sa flood control projects, kabilang ang mga alegasyon ng kickbacks na kinasasangkutan ng ilang mambabatas at opisyal ng gobyerno.

Major Russian drone and missile attack hits Ukraine, kills at least 3 and cuts power

KYIV — Russia launched a large-scale drone and missile assault on Ukraine starting overnight and continuing into daylight hours on Tuesday, killing at least three people, including a 4-year-old child, and knocking out power across wide areas of the country just two days before Christmas, Ukrainian officials said.

More than 650 drones and dozens of missiles struck residential areas and critical energy infrastructure in at least 13 regions, triggering widespread power outages amid freezing temperatures, according to President Volodymyr Zelenskyy.

Zelenskyy said the attack underscored Russian President Vladimir Putin’s determination to continue the invasion, despite ongoing efforts to advance peace negotiations.

“This is an extremely clear signal of Russian priorities,” Zelenskyy said in a post on Telegram. “A strike before Christmas, when people want to be with their families, at home, in safety. A strike, in fact, in the midst of negotiations that are being conducted to end this war. Putin cannot accept the fact that we must stop killing.”

Ukrainian and European officials have repeatedly accused Moscow of failing to engage sincerely in U.S.-led peace efforts. U.S. President Donald Trump has been pressing for a negotiated settlement, though talks have been complicated by sharply differing demands from Kyiv and Moscow.

U.S. envoy Steve Witkoff said Sunday that discussions in Florida with Ukrainian and European representatives were “productive and constructive,” while Trump said Monday that “the talks are going along.”

Ukrainian emergency services reported that the child was killed in the northwestern Zhytomyr region. A woman was killed by a drone strike in the Kyiv region, while another civilian death was recorded in the western Khmelnytskyi region, Zelenskyy said.

Ukraine’s air force said Russia fired 635 drones of various types and 38 missiles. Air defense systems intercepted 587 drones and 34 missiles, it added.

The assault marked the ninth large-scale Russian attack on Ukraine’s energy system this year, according to acting Energy Minister Artem Nekraso. Multiple regions in western Ukraine were left without electricity, while emergency power outages were imposed nationwide. Restoration efforts will begin once security conditions allow, he said.

Ukraine’s largest private energy company, DTEK, said the attack targeted thermal power plants, marking the seventh major strike on its facilities since October.

Since Russia’s full-scale invasion in February 2022, DTEK’s thermal power stations have been hit more than 220 times, resulting in the deaths of four workers and injuries to 59 others.

Regional authorities in Rivne, Ternopil, Lviv and the northern Sumy region reported damage to energy infrastructure and power outages. In the southern Odesa region, regional head Oleh Kiper said Russian strikes hit energy, port, transport, industrial and residential facilities, damaging a merchant ship and more than 120 homes.

MAYNILA — Isinampa na sa mga korte sa Batangas at Laguna ang mga kasong kriminal laban sa negosyanteng si Charlie “Atong” Ang at 21 iba pa kaugnay ng pagkawala ng mga sabungero, ayon sa Department of Justice.

Sinabi ni DOJ spokesman Raphael Martinez na noong Biyernes ay inihain ang mga kaso sa Regional Trial Courts ng Lipa City sa Batangas, at ng Sta. Cruz at San Pablo City sa Laguna.

Ayon kay Martinez, kabuuang 26 na kaso ang isinampa laban kay Ang, kabilang ang kidnapping with homicide at kidnapping with serious illegal detention.

Ina-assess na ng mga korte ang mga impormasyon sa mga kaso bilang bahagi ng proseso para sa posibleng pag-isyu ng warrant of arrest laban kay Ang at sa iba pang akusado.

Ilan sa mga kapwa akusado ni Ang ay mga pulis, kabilang si Lt. Col. Ryan Jay Orapa.

Nauna dito ay sinabi ng mga prosecutor ng DOJ na may sapat na basehan upang sampahan ng mga kasong kriminal si Ang, habang ibinasura naman ang mga reklamo laban kina Gretchen Barretto at whistleblower na si Julie Patidongan, pati ang kapatid nitong si Ellakim Patidongan.
