Dolores, Quezon. Dead on spot ang isang municipal councilor ng bayang ito matapos tambangan kaninang umaga.

Ayon sa report ng Dolores Municipal Police Station (MPS), naglalakad upang mag exercise si Councilor Orly Barsomo nang lapitan ito ng suspek at pagbabarilin sa iba’t ibang bahagi ng katawan.

Duguan na bumagsak sa lupa ang biktima. Isang fruit vendor ang nakakita sa pangyayari at kaagad nag-report sa pulis.

Ang biktima nasa ikatlong termino na bilang konsehal at nakaupong chairman ng budget, finance appropriations.        

Sa kasalukuyan ay patuloy na nagsasagawa ng  imbestigasyon ng Dolores MPS upang alamin ang motibo ng pagpatay at kung sino ang nasa likod nito.

Dumating na sa lugar ang SOCO o Scene of the Crime Operatives na nagsasagawa ng pagsisiyasat sa pinangyarihan ng krimen.

Inulit ng SPCHO ang advisory sa Foot and Mouth disease

San Pablo City, Laguna. Nagpapaalala si San Pablo City Health Officer James Lee Ho hinggil sa mga sintomas Foot and Mouth Disease.

Magsadya sa pinakamalapit ng Health Center kung ang inyong mga anak ay nakakaranas ng mga sumusunod: 

  • Lagnat
  • Walang ganang kumain
  • Pagkairitable (kalimitan sa mga sanggol at maliliit na bata)
  • Masakit at mapulang rashes o paltos sa bahagi ng kamay, paa at paligid ng bibig
  • Masamang pakiramdam
  • Singaw at masakit na lalamunan

Kung may mga ganitong sintomas ng Hand, Foot and Mouth Disease (HFMD). Mangyari lamang po na mag report agad sa pinakamalapit na Health Center. Bantayan mabuti ang kondisyon at kaagad na magpakonsulta sa doktor kung magtuluy tuloy ang nabanggit na sintomas, ayon kay Lee Ho.

Maaari mahawa ng foot and mouth disease kung mayroong virus sa mga kamay at pagkatapos ay hinawakan angmga mata, ilong, o bibig. Upang maiwasan ang pagkakataong magkasakit, huwag hawakan ang mga mata, ilong, at bibig ng hindi naghuhugas ng mga kamay, ayon sa kanya.

Ang HFMD ay isang nakakahawang viral infection na karaniwang sakit ng mga sanggol at mga bata.

The art of cross-examination

In my more than 34 years as a Court Legal Researcher, I have encountered thousands of cases assigned to me for writing “statements of facts” including the corresponding punishments in the event of conviction in criminal cases. More often than not, the judge would render a judgment of acquittal against the accused(s) for failure of the prosecution to establish their guilt beyond reasonable doubt.  The ‘failure’ is not the fault of the prosecutor per se but of the complainant witnesses who failed to appear during trial or to produce the material evidence needed to pin down the accused(s).

I remember one case of homicide with the use of a bladed weapon.  There was a full-blown trial but the prosecutor failed to present the knife during the formal offer of evidence.  So, what happened? The judge acquitted the accused because absent the evidence, the case has no leg to stand on. It is elementary that in criminal cases, what is needed to convict the accused(s) is proof beyond reasonable doubt, meaning the slightest doubt shall be resolved strictly in favor of the accused. If the judge would do otherwise, chances are, the decision shall only be reversed in the appellate court. 

In another case of homicide that happened in the public market of Los Banos, Laguna in the mid-80s if my memory serves me right, the accused was acquitted on reasonable doubt after the late EJ Joselito J. dela Rosa conducted an ocular inspection of the place at the exact time the crime was allegedly committed. The Court saw that the market was totally dark and it is highly improbable for the prosecution’s sole witness to see and identify the witness. 

Watching trials in open court is like watching suspenseful telenovelas because you can see the demeanor of witnesses, the brilliance of the defense counsel, the intelligence of the prosecutor and the wisdom of the presiding judge in making a ruling in case of objection from the opposing parties. 

It is during trial that interested on-lookers would appreciate the beauty of the law and the art of cross-examination. One of the best criminal lawyers I personally saw cross-examining the prosecution witness was a certain Col. Ocampo of the AFP, who sadly I forgot the first name. After an exhaustive direct examination by the prosecutor, he asked only two questions enough to destroy the credibility of the witness thus securing acquittal of his client.

Just lately, the social media was inundated by a barrage of different opinions and comments regarding the alleged participation of suspended BuCor Chief Ronald Bantag in the Percy Lapid case.  In my very personal observation, there are many loopholes and ambiguities in the report that can be utilized to create reasonable doubt that will acquit Gen. Bantag.  All he needs is a brilliant criminal lawyer who is an expert in the art of cross examination to debunk the testimonies of the witnesses against him.

Italy’s Catholic Church issues report on clergy sexual abuse

Rome. The Italian Catholic Church released its first accounting of alleged clergy sexual abuse against minors and vulnerable adults Thursday.

The 41-page report that covers 2020 and 2021 said there were 89 presumed victims and 68 accused.

Associations supporting the victims denounced the limited report, adding that the actual number of cases was likely much higher.

The Vatican has been expecting a second report covering earlier years, but it is still unclear when it will be released.

According to the first report, most victims were between the ages of 15-18 when they were abused. Sixteen of the victims were adults that the church considered “vulnerable.”

The claims mainly involved inappropriate language, behavior, and touching. Alleged abusers included priests and lay people such as church workers and religion teachers.

At a press conference held Thursday, senior church officials said they are researching more than 600 sexual abuse cases filed with the Vatican since 2000.

Victims’ associations said it was shameful that the report only covers two years and does not even include research into the Vatican archives. These groups are still fighting to obtain a full accounting of the abuses perpetrated within the Church, and calling for an independent investigation that should cover many decades, as happened in other countries like France and Germany.

The Vatican report is based on data coming from the so-called “listening centers” in dioceses but only includes information from victims who denounced the abuses.

Italy’s main survivors’ group, Rete L’Abuso, estimates around one million victims in Italy. Its head, Francesco Zanardi, blasted the report as “absolutely unsatisfactory and shameful.”

“If in two years, they received 89 complaints, that means the problem is there and it’s big,” he added.

Archbishop Lorenzo Ghizzoni defended the first review, saying that he expected more victims to step forward as the reporting system became more friendly. (Anadolu)

Cainta, Rizal. Tinangay ng holdaper na nagpanggap na customer ang mahigit sandaang libong pisong kita ng isang milktea shop sa Sitio Victoria, Barangay San Juan, ng sa bayang ito kagabi.

Ayon sa nakalap na impormasyon ng pulisya, habang kumakain ng hapunan ang may ari ng shop ay dumating ang isang lalaki at nagkunwaring customer. Umorder pa ito at tumayo malapit sa kaha ng tindahan.

Aktong iniaabot na ang inorder ng suspek ay naglabas ito ng baril at nagdeklara ng holdap.

Ayon kay PLt.Col. Piquero, chief of  police ng Cainta Municipal Police Station (MPS), nilimas ng holdaper ang mga alahas at cellphone ng mga customer at may ari pati na ang maghapong kita ng shop.

Sumakay sa motorsiklo ang suspect at mabilis na tumakas patungo sa direksyon ng Taytay Rizal.

Kasalukuyang nagsasagawa ng imbestigasyon ang Cainta MPS upang matukoy ang holdaper.

PNP: Walang holiday leave ang mga pulis mula Disyembre 15 hanggang Enero 10

Hindi papayagang magbakasyon para sa panahon ng Pasko ang mga tauhan ng pulisya ay bilang bahagi ng pinaigting na mga hakbang sa seguridad para sa kapaskuhan, ayon sa Philippine National Police (PNP) kahapon.

Sinabi ni PNP spokesperson Col. Jean Fajardo na lahat ng aplikasyon para sa leave mula Disyembre 15 hanggang Enero 10 sa susunod na taon ay kakanselahin, alinsunod sa utos ni PNP chief, Gen. Rodolfo Azurin Jr., para sa mas mataas na presensya ng mga pulis at visibility para sa kapaskuhan .

“Ibig sabihin wala na pupuwedeng mag-leave effective Dec. 15 para masiguro na may sapat tayong bilang para masiguro na yung maximum police presence na objective ng ating Chief PNP ay ma-comply. Yung ating 85 percent police ratio ay ii-implement din yan ,” ayon sa pahayag ni Fajardo sa mga media sa Camp Crame, Quezon City.

Sinabi rin ni Fajardo na ang mga pulis ay lalabas sa mga lansangan para magpatrulya, kabilang ang mga tauhan na nagsasagawa ng administrative duty sa mga opisina.

Ilan sa mga security measures na ipapatupad ay ang paglalagay ng mga patrol team sa mga simbahan upang maiwasan ang mga maliliit na kriminal at gang na magdulot ng gulo sa mga nagsisimba.

Pinayuhan din ng PNP ang mga magsisimba na huwag magdala ng mga alahas at malaking halaga ng pera upang hindi makaakit ng atensyon ng mga magnanakaw.

“Ang payo natin sa ating mga kababayan ay maging alerto. Ang ating personal na seguridad at kaligtasan ang dapat nating unahin. Alam natin na tayo ay nasasabik na mamasyal at makihalubilo. lalo na sa mga misa sa gabi,” ayon kay Fajardo.

Ang Simbang Gabi na tatakbo sa loob ng siyam na araw, ay nagsisilbing panimula sa maligaya at makabuluhang pagdiriwang ng Pasko na siyang tanda ng kapanganakan ni Hesukristo. (PNA)

Makakapagdasal ang mga deboto sa imahe ng Black Nazareno dahil nakatakda itong bumalik sa Quirino Grandstand sa Maynila, bilang bahagi ng taunang pagdiriwang ng kapistahan sa Enero sa susunod na taon.

Sinabi ni Fr. Sinabi ni Earl Allyson Valdez ng Quiapo Church noong Miyerkules na nagpasya ang mga organizer ng taunang religious event na muling ilagay ang imahe ng Hesukristo sa nasabing venue.

“The image of the Nazareno will be displayed at the Quirino Grandstand from January 7 to January 9, 2023 so that the devotees will have enough time to offer prayers,” ayon sa sa artikulo na nai-post sa website ng Archdiocese of Manila.

“The devotees will be allowed to pay homage to Nuestro Padre Hesus Nazareno instead of kissing the image,” dagdag niya.

Sa hatinggabi ng Enero 9, si Manila Archbishop Cardinal Jose Advincula ang mamumuno sa Fiesta Mass sa Quirino Grandstand.

Bagama’t wala nang magaganap na engrandeng prusisyon mula sa Quirino Grandstand pabalik sa basilica sa Quiapo, sinabi ni Valdez na naghahanda sila para sa localized Traslacion, kung saan ay bibisita ang imahe ng Black Nazarene sa iba’t ibang simbahan sa Luzon at National Capital Region.

“Kasalukuyan naming inaayos ang schedule at mga lugar na bibisitahin ng imahe ng Black Nazarene,” ang kanyang pagtatapos.

Ang prusisyon at iba pang aktibidad na may kaugnayan sa araw ng kapistahan ay nasuspinde mula noong 2021 dahil sa coronavirus pandemic. (PNA)

PhP 2.6M na iligal na droga nasamsam sa Cavite; 2 suspek arestado

Calamba City, Laguna.  Nasamsam ng mga anti-illegal drug operatives ng Police Regional Office CALABARZON ang PhP 2,580,000.00 na halaga ng iligal na droga at naaresto ang dalawang High Value Individuals (HVI) sa magkahiwalay na operasyon na isinagawa sa Antipolo City, Rizal at Dasmariñas City, Cavite, noong Nobyembre 16, 2022.

Kinilala ang mga naarestong suspek ng Antipolo City drug operation na si Lester Salcedo De Borja, alyas “Kuya”, 27 anyos na residente ng Lores Country Homes Subdivision, Brgy. San Roque, Antipolo City, Rizal at Yusop Pangandag Yasin, 28 anyos na residente ng Brgy. Datu Esmael, Dasmariñas City, Cavite, na nadakip sa nabanggit ding operasyon sa Dasmariñas City.

Si De Borja ay inaresto sa ilalim ng pinagsanib na operatiba ng Regional Police Drug Enforcement Unit 4A, Antipolo City Police Station, PNP Drug Enforcement Group-Special Operations Unit 4A at Philippine Drug Enforcement Agency 4A sa isinagawang buy-bust operation sa kanyang tirahan matapos itong mahuli sa pagbebenta ng isang brick ng hinihinalang Marijuana sa isang pulis na nagsisilbing poseur-buyer kahapon ng gabi.

Naaresto naman si Yasin sa ilalim ng pinagsanib na elemento ng Regional Drug Unit Enforcement Unit 4A kasama ang Cavite Provincial Drug Enforcement Unit, Dasmariñas City Police Station, at PDEA 4A sa nabanggit na operasyon bandang 10:22 PM sa Via Verde Subdivision, Brgy. San Agustin 2, Dasmariñas City.

Labing tatlong piraso ng transparent plastic bundle na naglalaman ng mga tuyong dahon ng hinihinalang Marijuana brick na may tinatanyang timbang na 13 kilos at nagkakahalaga ng Php1,560,000.00, isang mobile phone, isang tunay na Php1000.00 bill at 15 piraso ng Php1,000.00 na boodle money na ginamit bilang buy-bust ang kinumpiska ang pera mula sa pag-aari ni De Borja.

Kaugnay nito, nakuha naman mula sa mga kamay ni Yasin ang dalawang piraso ng transparent plastic sachet na naglalaman ng hinihinalang shabu na may timbang na humigit kumulang 150 gramo na nagkakahalaga ng Php1,020,000.00 at isang itim na bag.

Sinabi ni PRO CALABARZON Regional Director, PBGen Jose Melencio C Nartatez Jr., na ang pag-aresto sa mga High Value Individual na ito ay isa pang magandang tagumpay sa kampanya ng PNP laban sa ilegal na droga. 

“This is the result of our continuous and intensified operations to combat the illegal drug menace in our society. I further encourage our operatives to double their efforts. Together, let us build drug-free communities for the people of CALABARZON,” dagdag ng Regional Director.

Nakatakdang humarap ang dalawang suspek sa kasong paglabag sa Sections 5 at 11, Article II ng Republic Act No. 9165, o mas kilala sa tawag na ‘Comprehensive Dangerous Drug Act of 2002.

In-update ng Palasyo ang listahan ng 2003 holidays na may 7 long weekends

In-update ng Malacañang ang listahan ng mga regular holidays at special non-working days para sa 2023, na nagpapahintulot sa “long weekends.”

Ang Proclamation 90, na nilagdaan ni Executive Secretary Lucas Bersamin noong Nob. 11, ay nag-amyenda sa Proclamation 42 na nagdeklara ng regular holidays at special non-working days.

“There is a need to adjust these holidays pursuant to the principle of holiday economics wherein a longer weekend will help encourage domestic travel and increase tourism expenditures in the country,” the proclamation read,” ayon sa proklamasyon.

Sa ilalim ng proklamasyon, ang Enero 2, 2023, na papatak sa isang Lunes, ay magiging isang karagdagang espesyal na araw na walang pasok “bilang pagsasaalang-alang sa tradisyon ng mga Pilipino na bisitahin ang mga kamag-anak at paggugol ng oras sa kanilang mga pamilya para sa okasyong ito.”

Ang Enero 1, 2023, ay isa ng regular na holiday sa ilalim ng Proclamation 90.

Inilipat din ng Proclamation 90 ang paggunita sa Araw ng Kagitingan sa Abril 10, 2023, ang pinakamalapit na Lunes sa orihinal nitong petsa, Abril 9, 2023.

“To enable our countrymen to avail of the benefits of a longer weekend, Monday, 10 April 2023, in lieu of Sunday, 9 April 2023 may be declared as a non-working holiday, provided that the historical significance of Araw ng Kagitingan is maintained,” ayon sa proklamasyon.

Inilipat din ng proklamasyon ang paggunita sa Araw ni Bonifacio sa Nob. 27, 2023, ang pinakamalapit na Lunes sa orihinal nitong petsa, Nob. 30, 2023.

“Bonifacio Day, which is observed as a regular holiday on November 30 of each year, falls on a Thursday for the year 2023. Pursuant to RA No. [Republic Act No.] 9492, 27 November 2023 (Monday nearest November 30) may be declared as a non-working holiday while 30 November 2023 (Thursday) may be declared as a working day),” ayon pa rin sa binagong proklamasyon.

Ang RA 9492, na nilagdaan bilang batas ni dating Pangulong Gloria Macapagal-Arroyo, ay naglipat ng regular at special holidays sa pinakamalapit na Lunes.

Iniutos ng korte na ilipat si Vhong Navarro sa Taguig City jail

Iniutos ng Taguig regional trial court ang paglipat ng aktor/telebisyon host na si Ferdinand “Vhong” H. Navarro sa Taguig City Jail, ayon sa National Bureau of Investigation (NBI) kanina.

Sa isang pahayag sa mga newsmen, sinabi ng NBI na natanggap nila ang utos na inilabas ng Regional Trial Court Branch 69 noong Nobyembre 14, na i-commit si Navarro sa male dormitory ng Camp Bagong Diwa sa Taguig City.

Sasailalim si Navarro sa mandatory medical examination, kabilang ang RT-PCR test bago siya ilipat, bilang pagsunod sa health protocol requirements ng gobyerno.

Noong Setyembre, naglabas si Taguig RTC Branch 69 Presiding Judge Loralie Datahan ng warrant of arrest laban sa aktor sa mga kasong non-bailable rape na inihain ng modelong si Deniece Cornejo.

Kinasuhan ni Cornejo si Navarro ng acts of lasciviousness at rape, na diumano ay magkahiwalay na nangyari noong Enero 2014.

Nauna rito, ang kaso ay nakitaan ng probable cause ni Taguig Metropolitan Trial Court Branch 116 Judge Angela Francesca Din na humantong sa pagkakasakdal kay Navarro para sa kasong acts of lasciviousness na may piyansang PHP36,000.

Sumuko si Navarro sa NBI para sa bailable case ngunit nagulat na lang nang isa pang warrant of arrest ang inilabas laban sa kanya para sa panggagahasa.

Iniutos ng Court of Appeals ang pagsasampa ng mga kaso ng rape at acts of lasciviousness matapos i-dismiss ng Taguig City prosecutor’s office at Department of Justice ang mga reklamo ni Cornejo.
