SSS eyes international investments while sustaining support for Philippine market

QUEZON CITY, Philippines — The Social Security System (SSS) is preparing to expand into foreign investment markets while maintaining its strong participation in the Philippine capital market, as it seeks to diversify its assets, improve returns and strengthen the long-term sustainability of the pension fund.

SSS President and Chief Executive Officer Robert Joseph M. de Claro said the agency’s improved financial position gives it greater room to explore investment opportunities abroad without reducing its commitment to domestic investments.

“We are very conservative, but at the same time, we are also in a very good position now because of our surplus, that for the first time, we have an opportunity to help in nation-building,” de Claro said.

As of June 30, 2026, SSS had ₱1.27 trillion in consolidated investments, according to the pension fund. Nearly half of the portfolio, or ₱629.05 billion, was invested in government securities.

Other major holdings included ₱179.44 billion in equities, ₱154.56 billion in property, ₱151.90 billion in member loans and ₱96.34 billion in corporate notes and bonds.

The portfolio generated ₱27.16 billion in actual investment income as of June 30, equivalent to an annualized return on investment of 4.53 percent. SSS said the figure excludes realized gains from the sale of equity securities classified as fair value through other comprehensive income.

SSS said its planned entry into international markets is intended to complement, rather than replace, its domestic investments. The move would allow the pension fund to spread investment exposure across different markets and asset classes while seeking additional sources of long-term returns.

The pension fund remains a major institutional investor in the Philippine capital market through government securities, equities and other financial instruments permitted under its investment policies. De Claro stressed that exploring overseas opportunities does not mean reducing SSS’s role in supporting the local economy.

Under current investment rules, SSS is allowed to invest up to 7.5 percent of its Investment Reserve Fund in foreign investments, providing room for the agency to gradually increase its international exposure while maintaining its domestic portfolio.

The diversification strategy comes as SSS seeks to strengthen its reserve fund and ensure that it can meet its long-term obligations to members, pensioners and beneficiaries. The agency is targeting a ₱2 trillion reserve fund by 2030.

SSS reported ₱142.97 billion in net income in 2025, an increase of 58.4 percent from 2024, while total assets reached ₱1.26 trillion, up 22.1 percent from ₱1.03 trillion a year earlier. However, net income declined 28 percent year-on-year to ₱48 billion in the first half of 2026, partly reflecting higher benefit payouts.

De Claro said the pension fund expects benefit payouts to remain a significant consideration in its financial planning. He emphasized that investment income must be balanced with the need to provide sustainable benefits to members and pensioners.

The SSS chief also said the agency’s priority is not simply to maximize income but to ensure that resources ultimately benefit its members, pensioners and survivor pensioners.

The planned expansion into international investments therefore represents a balancing strategy for SSS: maintaining its role in financing and supporting the Philippine economy while gaining broader access to global investment opportunities.

For the pension fund, the challenge will be to manage that expansion while protecting the reserves entrusted to it by millions of Filipino workers. The success of the strategy will depend on maintaining a prudent balance between investment diversification, risk management, returns and the long-term obligation to provide social security protection.
