Palace nananawagan ng imbestigasyon sa Cabral files; PNP: nagpadausdos ang dating DPWH exec, hindi itinulak

MAYNILA — Naniniwala ang Malacañang na dapat imbestigahan kung paano napunta kay Batangas Rep. Leandro Leviste ang umano’y “Cabral files,” kasabay ng paglilinaw ng Philippine National Police (PNP) na nagpadausdos, at hindi itinulak, ang yumaong dating Department of Public Works and Highways (DPWH) Undersecretary Ma. Catalina Cabral batay sa forensic findings.

Ayon kay Palace Press Officer Undersecretary Atty. Claire Castro, mahalagang tukuyin ang pinagmulan at paraan ng pagkuha ng mga sinasabing dokumento na iniuugnay kay Cabral. Batay sa impormasyong kanyang naririnig, posibleng nakuha umano ang mga files mula sa computer ng staff ng yumaong opisyal.

Binigyang-diin ni Castro na kung ang mga dokumento ay hindi direktang nagmula kay Cabral, kinakailangang siyasatin kung paano ito nailipat at kung alin sa mga ito ang maaaring ma-authenticate. Nilinaw rin niya na hindi pa nakikita ni DPWH Secretary Vince Dizon ang mga nasabing dokumento, kaya’t hindi pa matitiyak kung ang mga ito ay totoo o hindi.

Dagdag pa ni Castro, kung mapatutunayang ilegal na nakuha ang mga dokumento, maaaring mawalan ng saysay ang mga ito. Aniya, nais ng publiko ang buong katotohanan kaya’t nararapat na ilantad at suriin ang sinasabing “Cabral files” upang malinawan ang isyu na matagal nang sinusubaybayan ng taumbayan.

Samantala, sa hiwalay na ulat, sinabi ng PNP na nagpadausdos si Cabral bago bumagsak sa bangin sa Tuba, Benguet, batay sa three-dimensional (3D) scan ng crime scene. Sa isang press briefing sa Camp Crame, ipinaliwanag ni PNP Forensic Group officer-in-charge Col. Pierre Paul Carpio na bumagsak ang biktima sa lokasyong humigit-kumulang 0.2 meters lamang mula sa paanan ng bangin, mula sa tinatayang 16.9 metrong taas kung saan siya huling namataan.

Ayon kay Carpio, kung itinulak si Cabral, inaasahang mas malayo ang magiging layo ng kanyang paghuhulugan. Nakitaan din umano ng mga gasgas sa kamay at likod ang biktima—mga palatandaang posibleng nagpadausdos siya pababa sa halip na tuluyang mahulog.

Batay sa autopsy report, tinatayang namatay si Cabral bandang alas-3:00 hanggang alas-5:00 ng hapon noong December 18 dahil sa “blunt traumatic injuries” na dulot ng pagbagsak mula sa mataas na lugar. Kinumpirma rin ng PNP na ang postmortem fingerprints ng labi ni Cabral at ang computer-generated fingerprints mula sa National Bureau of Investigation ay tumutugma, na nagpapatibay sa kanyang pagkakakilanlan.

Bukod dito, lumabas sa paunang toxicology report ng Cordillera police forensic unit na positibo sa antidepressant ang dating opisyal. Patuloy pa ring iniimbestigahan ng mga awtoridad ang insidente upang mabuo ang kabuuang larawan ng mga pangyayari sa likod ng pagkamatay ni Cabral.

Sinusuri ni Marcos ang niratipikahang 2026 budget

MAYNILA — Tiniyak ng Malacañang na masusing sinusuri ni Pangulong Ferdinand “Bongbong” Marcos Jr. at ng kanyang economic team ang niratipikahang P6.793-trilyon national budget para sa fiscal year 2026, ayon kay Executive Secretary Ralph Recto nitong Martes.

Ayon kay Recto, natanggap ng Executive Branch noong Disyembre 29, 2025 ang niratipikahang 2026 General Appropriations Act (GAA) at kasalukuyang isinasailalim ito sa masusing pagrepaso.

“The Executive Branch received on December 29, 2025 the ratified 2026 General Appropriations Act (GAA) and is now conducting a thorough review to ensure its integrity and effective execution,” pahayag ni Recto.

Dagdag pa niya, sinusuri ng Pangulo at ng kanyang koponan ang lahat ng alokasyon at probisyon upang matiyak ang mga pagbabagong ginawa kumpara sa orihinal na National Expenditure Program (NEP).

“The President and his team are scrutinizing all allocations and provisions to fully account for any changes from the originally submitted National Expenditure Program (NEP),” ani Recto.

Tiniyak din ng Executive Branch na ang 2026 GAA ay tutugon hindi lamang sa mga legal at technical requirements kundi, higit sa lahat, sa pangangailangan ng mamamayang Pilipino.

Ayon kay Recto, aabutin ng humigit-kumulang isang linggo ang masusing pagrerepaso sa niratipikahang pambansang badyet. Pinaalalahanan din niya ang publiko na hindi maaantala ang operasyon ng pamahalaan sakaling pansamantalang mapailalim ito sa reenacted budget.

“The public is assured that a brief period under a reenacted budget will not disrupt government operations. This deliberate review safeguards fiscal discipline and ensures that taxpayers’ hard-earned money is spent wisely and translated into benefits for the Filipino people,” dagdag niya.

Nauna nang sinabi ni Recto sa GMA News Online na inaasahang lalagdaan ni Pangulong Marcos ang panukalang batas para sa 2026 national budget sa unang linggo ng Enero.

Noong Lunes, pormal na niratipikahan ng House of Representatives at Senate ang bicameral conference committee (bicam) report na naglalaman ng P6.793-trilyong pambansang badyet para sa 2026.

Sa Kamara, mabilis na inaprubahan sa pamamagitan ng voice vote ang ratipikasyon ng bicam report sa isang plenary session na tumagal ng wala pang dalawang minuto. Si Iloilo Rep. Lorenz Defensor ang nagmosyon para sa ratipikasyon, na sinuportahan ng kanyang mga kasamahan sa sesyong pinangunahan ni House Deputy Speaker Kristine Singson Meehan.

Sa Senado naman, si Majority Leader Juan Miguel “Migz” Zubiri ang nagmosyon para sa pag-apruba at ratipikasyon ng bicam report kaugnay ng mga hindi napagkasunduang probisyon ng House Bill No. 4058 o General Appropriations Bill (GAB), matapos ilahad ni Senate Committee on Finance chairman Sherwin Gatchalian ang mahahalagang punto ng panukala. Inaprubahan ang mosyon ni Senate President Vicente “Tito” Sotto III.

Samantala, sinabi ni House Appropriations Committee chairperson at Nueva Ecija Rep. Mikaela Suansing na ang panukalang 2026 national budget ay nakatuon sa pangangailangan ng mamamayan at hindi nagpopondo ng flood control projects, maliban sa dalawang proyekto na pinondohan sa pamamagitan ng foreign loans at iba pang multilateral partners.

Batay sa niratipikahang bicam panel report, ibinaba ang badyet ng Department of Public Works and Highways (DPWH) mula P880 bilyon tungo sa P529 bilyon, kasunod ng patuloy na imbestigasyon sa mga umano’y anomalous flood control projects at kickback schemes.

US offers Ukraine 15-year security guarantee under proposed peace plan— Zelenskyy

KYIV, Ukraine — The United States has offered Ukraine security guarantees for a period of 15 years as part of a proposed peace plan aimed at ending the war with Russia, Ukrainian President Volodymyr Zelenskyy said on Monday, noting that he would prefer a longer American commitment of up to 50 years to deter future aggression.

Zelenskyy’s remarks followed a meeting with US President Donald Trump, who hosted the Ukrainian leader at his Florida resort on Sunday. Trump said Ukraine and Russia are “closer than ever before” to reaching a peace settlement, while also cautioning that the months-long, US-led negotiations could still collapse.

“Without security guarantees, realistically, this war will not end,” Zelenskyy said in voice messages sent to reporters via a WhatsApp chat.

Negotiators, however, have yet to reach a breakthrough on key unresolved issues, including the withdrawal of forces, territorial control, and the future of the Russian-occupied Zaporizhzhia nuclear power plant, one of the 10 largest nuclear facilities in the world.

Ukraine has been fighting Russia since 2014, when Moscow illegally annexed Crimea and Russia-backed separatists launched an armed insurgency in the Donbas, a strategic industrial region in eastern Ukraine.

While the specific details of the proposed security guarantees have not been made public, Zelenskyy said they would cover mechanisms for monitoring a peace agreement and the “presence” of partner countries. He did not elaborate, amid Russia’s repeated opposition to the deployment of NATO troops on Ukrainian territory.

Kremlin spokesman Dmitry Peskov said Monday that Russian President Vladimir Putin and Trump are expected to speak in the near future, though there was no indication that Putin would hold talks with Zelenskyy.

Meanwhile, French President Emmanuel Macron said Ukraine’s allies would meet in Paris in early January to finalize each country’s concrete contributions to the proposed security guarantees.

Zelenskyy also said Trump expressed openness to extending US security guarantees beyond the initial 15-year period. Any guarantees, he added, would require approval from the US Congress and the parliaments of other countries tasked with overseeing a potential settlement.

The Ukrainian president said he wants the 20-point peace plan currently under discussion to be approved by the Ukrainian public through a national referendum. However, he noted that such a vote would require a ceasefire of at least 60 days, something Moscow has so far shown no willingness to accept without a comprehensive peace agreement in place.

Nawawalang bride-to-be natagpuan na sa Pangasinan — QCPD

MAYNILA — Natagpuan na ng pulisya ang nawawalang bride-to-be na si Sherra De Juan sa Sison, Pangasinan, kinumpirma ng Quezon City Police District (QCPD) nitong Lunes.

Ayon sa QCPD, lumilitaw sa paunang impormasyon na diumano’y nawala sa sarili si De Juan at kusang sumakay ng bus patungong Pangasinan, kung saan siya kalaunang nakita. Isang motorcycle rider umano ang unang nakapansin kay De Juan na naglalakad sa highway sa Sison.

Nang matagpuan, suot pa rin ni De Juan ang damit na kanyang suot noong siya ay naiulat na nawawala. Dinala siya ng mga tumulong sa isang barangay hall sa Sison, kung saan siya ay pinaliguan at pinalitan ng damit.

Sinabi rin ng QCPD na kasama ng mga awtoridad sa pagpunta sa kinaroroonan ni De Juan ang kanyang kapatid at ang kanyang fiancé na si Mark Arjay Reyes.

Ayon sa QCPD, sa nasabing barangay hall sa Sison rin sinundo si De Juan ng mga pulis, bago siya inihatid pauwi sa kanilang bahay sa Quezon City.

Si De Juan ay naiulat na nawawala noong Disyembre 10 matapos umalis upang bumili ng sapatos para sa kanyang nalalapit na kasal. Huli siyang nakita sa waiting shed ng isang gasoline station sa North Fairview, Quezon City. Nakatakda sana silang magpakasal ni Reyes noong Disyembre 14, subalit hindi na ito natuloy matapos ang kanyang pagkawala.

Dahil sa insidente, bumuo ang QCPD ng special investigation team noong Disyembre 15 upang tutukan ang kaso. Itinuring noon si Reyes bilang person of interest, na nangangahulugang maaari siyang may mahalagang impormasyon sa kaso at hindi ito katumbas ng pagiging suspek.

Nauna ring sinabi ng QCPD na batay sa digital forensic examination sa mga gadget ni De Juan, nahaharap umano siya sa problemang pinansyal kaugnay ng kasal at sa kondisyong medikal ng kanyang ama.

Samantala, humiling ng privacy ang mga magulang ni De Juan habang siya ay nagpapahinga matapos ang ilang araw na pagkawala. Ayon sa kanila, papatingnan din sa doktor si De Juan matapos siyang makabawi at makapagpahinga nang sapat.

Tinaningan ni Leviste ang DPWH na i‑authenticate ang ‘Cabral files’ bilang tugon sa kontrobersiya ng budget allocations

MAYNILA — Muling nanawagan si Batangas 1st District Representative Leandro Legarda Leviste sa Department of Public Works and Highways (DPWH) na i‑authenticate ang umano’y mga dokumentong iniugnay sa yumaong dating Usec. Maria Catalina Cabral na kaniyang inilathala sa social media, bilang tugon sa lumalalang usapin sa transparency ng ahensya sa DPWH budget allocations at insertions.

Sa pahayag na inilabas nitong Linggo, sinabi ni Leviste na binigyan niya ng ilang araw ang DPWH partikular si Secretary Vince Dizon upang kumpirmahin ang pagiging totoo ng mga dokumento na umano’y naglalaman ng listahan ng mga “allocable” at iba pang detalye ng pondo ng DPWH mula 2023 hanggang 2026. Layunin aniya nito upang hindi na pagdudahan ang authenticity ng mga dokumento at makita kung may itinatago ang ahensya.“Sinasabi ko na kung totoo ang mga dokumentong ito, hindi dapat magtagal bago ito mare‑authenticate,” ani Leviste, idinagdag na ipinakita na niya ang mga file sa Independent Commission for Infrastructure (ICI) at Ombudsman noong Nobyembre.

Gayunpaman, inamin ni Dizon at ng Malacañang na hindi pa nila na‑authenticate ang mga dokumento ni Leviste at hindi pa nila nakikita ang eksaktong mga file na tinutukoy ng kongresista. Ayon kay Dizon, hindi pa niya nasusuri ang mga dokumento kaya hindi niya ito masasabing lehitimo o pawang orihinal na materyal mula sa DPWH.

Nilinaw din ang Department of Public Works and Highways na hindi sapat ang inilabas na materyal ni Leviste para magbigay ito ng probative value, at umanong kailangan pang tukuyin kung paano nakuha o pinagmulan ang mga ito. Si Palace Press Officer Claire Castro ay nagpahayag din na dapat imbestigahan kung paano nakuha ang mga dokumento, partikular kung nagmula ba talaga ang mga ito kay Cabral o sa isang staff ng DPWH.

Sa kabilang banda, iginiit ni Leviste na ang mga nasabing file ay hindi lamang naglalaman ng datos ng budget kada rehiyon at distrito kundi pati ang mga pangalan ng nag‑propose at mga tagapagsulong ng proyekto, kabilang ang mga mambabatas at ilang opisyal ng pamahalaan, na dapat ipakita sa publiko upang mas mapanagot kung kinakailangan.

Brigitte Bardot, 1960s iconic sex symbol and controversial animal rights activist, dies at 91

PARIS — Brigitte Bardot, the French film star whose sultry image helped redefine global cinema in the 1950s and 1960s before she reinvented herself as a militant animal rights activist, has died. She was 91.

Bardot died Sunday at her home in southern France, according to Bruno Jacquelin of the Brigitte Bardot Foundation for the Protection of Animals. No cause of death was disclosed, and funeral arrangements had not yet been announced. She had been hospitalized last month.

An international sensation, Bardot rose to fame with the 1956 film “And God Created Woman,” directed by her then-husband Roger Vadim. The movie’s provocative scenes, including the young actress dancing topless, ignited controversy and catapulted her to stardom, making her one of the most recognizable sex symbols of the 20th century.

With her tousled blond hair, voluptuous figure and defiant pout, Bardot embodied a France breaking free from postwar bourgeois restraint. Over a career spanning some 28 films and three marriages, she became a cultural phenomenon whose influence extended far beyond cinema.

Her status as a national icon was cemented in 1969, when her likeness was chosen as the model for “Marianne,” the symbol of the French Republic. Her features appeared on statues, stamps and coins.

“We are mourning a legend,” French President Emmanuel Macron wrote Sunday on X.

Bardot abruptly retired from filmmaking in 1973 at age 39 and withdrew to her villa in St. Tropez. A decade later, she reemerged in a dramatically different role as a fierce and uncompromising advocate for animal rights.

She sold off personal jewelry and film memorabilia to establish the Brigitte Bardot Foundation, dedicating her life to combating animal cruelty. Her activism took her around the world, from condemning the slaughter of baby seals in the Arctic to urging South Korea to ban the dog meat trade. She also opposed animal testing and campaigned against long-standing European sporting traditions involving animals.

“Man is an insatiable predator,” Bardot told The Associated Press on her 73rd birthday in 2007. “I don’t care about my past glory. That means nothing in the face of an animal that suffers, since it has no power, no words to defend itself.”

Her advocacy earned widespread respect and, in 1985, France awarded her the Legion of Honor. However, her later years were marked by controversy as her rhetoric increasingly overlapped with extremist political views.

Bardot was convicted and fined five times by French courts for inciting racial hatred, largely stemming from statements opposing Muslim ritual slaughter practices. Her 1992 marriage to Bernard d’Ormale, a former adviser to far-right National Front leader Jean-Marie Le Pen, underscored her political shift. She later described Le Pen as a “lovely, intelligent man” and publicly supported Marine Le Pen’s presidential bid in 2012.

Marine Le Pen paid tribute Sunday, calling Bardot an “exceptional woman” who was “incredibly French.”

In 2018, during the height of the #MeToo movement, Bardot again drew criticism after dismissing allegations of sexual harassment in the film industry as exaggerated. She said she had never been a victim herself and found certain remarks “charming.”

Born Brigitte Anne-Marie Bardot on Sept. 28, 1934, to a wealthy industrialist family, she trained as a classical ballet dancer before being discovered as a teenager and appearing on the cover of Elle magazine at age 14. She later described her childhood as difficult, recalling a strict father who punished her harshly.

Her breakthrough role in “And God Created Woman” influenced French New Wave directors such as Jean-Luc Godard and François Truffaut and came to symbolize the sexual liberation of the 1960s. Despite her fame, Bardot was often critical of her acting, once saying, “It’s an embarrassment to have acted so badly.”

Her personal life frequently made headlines. She married four times and had one son, Nicolas, whom she later said she was unprepared to raise amid intense media scrutiny. Bardot openly spoke of chronic depression and blamed relentless paparazzi attention for a suicide attempt following her son’s birth.

Her filmography included “A Parisian” (1957), “The Truth” (1960), “Private Life” (1962), “Contempt” (1963), “Shalako” (1968) and “Don Juan” (1973). With the exception of “Contempt,” many of her films were light on plot, serving primarily as vehicles for her magnetic screen presence.

Reflecting on her career, Bardot once said filmmaking “was never a great passion of mine,” adding, “Marilyn (Monroe) perished because of it.”

In her later years, Bardot said she identified deeply with the animals she sought to protect.

“I can understand hunted animals because of the way I was treated,” she told the AP. “What happened to me was inhuman. I was constantly surrounded by the world press.”

Cabral handa nang ‘ikanta’ ang lahat bago pumanaw – Lacson

MAYNILA — Naniniwala si Senate President Pro Tempore Panfilo Lacson na naghahanda na si dating Department of Public Works and Highways (DPWH) Undersecretary Catalina Cabral na isiwalat ang lahat ng nalalaman nito kaugnay ng kontrobersiyal na flood control projects bago siya pumanaw.

Ayon kay Lacson, personal na nakipag-ugnayan sa kanya si Cabral at nagpahayag ng kahandaang magbunyag ng impormasyon matapos itong idawit ni dating DPWH Usec. Roberto Bernardo sa pagdinig ng Senate Blue Ribbon Committee.

Nauna nang naiulat na bago siya pumanaw noong Disyembre 18, ipinahiwatig ni Cabral na nakatakda siyang tumestigo hinggil sa Special Allotment Release Orders (SARO), kabilang ang mga dokumentong umano’y naglalaman ng detalye ng humigit-kumulang P50 bilyong halaga ng mga hindi naka-program na budget insertions sa pambansang badyet.

Sinabi ni Lacson na batay sa tinatawag niyang “file ni Cabral,” hindi bababa sa limang miyembro ng Gabinete ang may tinukoy na “allocables,” kabilang ang isang opisyal na may initial na “ES” na umano ay may P8.3 bilyong insertion. Nabanggit din na ang dating DPWH Secretary na si Manuel Bonoan ay may hindi bababa sa P30.5 bilyong alokasyon.

Dagdag pa ng senador, may ilang kalihim ng Gabinete na nakalista rin na may tig-P2 bilyong alokasyon, bukod pa sa bilyun-bilyong halaga na umano’y inilaan para sa pamunuan ng Kamara at ilang kinatawan ng party-list.

Kinuwestiyon ni Lacson kung bakit nagkaroon ng ganitong mga alokasyon ang mga kalihim ng Gabinete, at iginiit na dapat linawin ang kanilang papel sa usapin.

Ayon pa kay Lacson, posible umanong ipatawag sa imbestigasyon ng Senate Blue Ribbon Committee ang ilang kalihim ng Gabinete na nakapangalan sa mga dokumentong iniugnay kay Cabral.

Inaprubahan na ng Bicam ang P6.798-T 2026 budget

MAYNILA — Inaprubahan at inamiyendahan ng bicameral conference committee nitong Linggo ang report ukol sa mga hindi pagkakasundong probisyon ng General Appropriations Bill (GAB), na naglalahad ng P6.793-trilyong pambansang budget para sa 2026.

Ilang mambabatas mula sa Senado at House of Representatives ang lumagda sa GAB sa Philippine International Convention Center, kung saan ginanap ang marathon deliberations.

Inilarawan ni House Committee on Appropriations chairperson Mikaela Suansing ang iminungkahing plano ng paggasta bilang isang “people-centered budget,” na nagbibigay-diin sa transparency at accountability sa proseso ng budget.

“What we want to call this budget is a people-centered budget. In terms of the process, we made sure it was transparent and accountable to the Filipino people, and in terms of the content, we focused on human capital development,” ani Suansing.

Dagdag pa niya, siniguro ng mga mambabatas na lahat ng hindi pagkakasundong probisyon ay napag-usapan ng mabuti.

“We worked hard to make sure that the disagreeing provisions were discussed, leaving no stone unturned. We also wanted the public to see exactly how every peso of taxpayers’ money is allocated,” ani Suansing.

Samantala, pinasalamatan ni Senate Committee on Finance chairperson Sherwin Gatchalian ang mga mambabatas mula sa dalawang kapulungan sa kanilang kooperasyon sa pagsasapinal ng budget.

“Lahat po ay nagtulong-tulong, nagsunog ng kilay para po matapos itong ating pambansang budget,” ani Gatchalian.

Binanggit niya na malaking bahagi ng pondo ang inilaan sa edukasyon, kalusugan, at agrikultura, na itinuturing niyang mahalaga sa pagpapaunlad ng ekonomiya.

“Makikita natin na malaki po ang pondong inilagay natin sa edukasyon, kalusugan, at sa agrikultura. Dahil naniniwala kami na ang tatlong sektor na ito ay mahalaga sa pagpapaunlad ng atin pong ekonomiya,” dagdag niya.

Nagsimula ang bicameral deliberations noong Disyembre 13 at nagtapos noong Disyembre 18.

Ito rin ang kauna-unahang pagkakataon na ang bicameral deliberations ay na-livestream online, kasunod ng mga congressional inquiries na naglantad ng insertions ng ilang mambabatas sa bicam level na nagpondohan ng mga kuwestiyonableng proyekto, kabilang ang umano’y anomalous flood control projects.

Ang nilagdaang bicameral report ay ira-ratify ng parehong kapulungan ng Kongreso sa Lunes, Disyembre 29.

“This reconciled version will be uploaded. Once it is ratified tomorrow, it will be immediately posted on the transparency portals,” ani Gatchalian.

Pagkatapos ng ratification, ipapasa ang GAB kay Pangulong Ferdinand Marcos Jr. para pirmahan, ayon kay Gatchalian. Ayon naman kay Executive Secretary Ralph Recto, inaasahang pipirma si Marcos Jr. ng General Appropriations Act sa unang linggo ng Enero.

Zelensky and Trump to meet in Florida after weeks of intensified peace talks

The 1 p.m. ET meeting at Mar-a-Lago between Zelensky and President Donald Trump, announced just two days in advance, aims to resolve outstanding issues in the original 28-point peace plan proposed by Trump last month, which Ukraine has since revised to 20 points. U.S. envoys have been working intensively to finalize a proposal acceptable to both Ukraine and Russia.

Trump, who has been in Palm Beach since December 20, will interrupt his holiday break for the meeting. The session was arranged following an hourlong phone call last week between Zelensky and Steve Witkoff, Trump’s foreign envoy, and Jared Kushner, the president’s son-in-law involved in finalizing the peace agreement.

Earlier this month, Trump said he did not see value in meetings with Zelensky or European allies unless a deal was close, signaling the advanced stage of negotiations. U.S. officials have reported significant progress, with one noting that 90% of the terms have been settled—a figure Zelensky confirmed Friday.

“It isn’t easy. No one is saying that it will be 100% right away, but nevertheless, we must bring the desired result closer with every such meeting, every such conversation,” Zelensky said.

The remaining 10% remain contentious, including land concessions needed to end the nearly four-year war. Russia has maintained its maximalist demands, including control of the entire eastern Donbas region.

Zelensky, however, has not ruled out concessions entirely and said any peace plan would go to a referendum if Russia agrees to a ceasefire, as Ukraine’s constitution requires voter approval for border changes.

U.S. officials have offered “thought-provoking” ideas to break the deadlock, including creating an “economic free zone” in eastern Ukraine.

Another unresolved issue is the Russia-occupied Zaporizhzhia nuclear power plant, Europe’s largest. Zelensky proposed it be operated as a joint enterprise between the U.S. and Ukraine, with 50% of the electricity going to Ukraine and the remainder allocated by the U.S.

Russia will not attend Sunday’s meeting, and it remains uncertain whether Moscow is willing to agree to an immediate ceasefire. Trump has often identified both Ukraine and Russia as obstacles to peace.

A day before the meeting, Russian President Vladimir Putin stated:

“If Kyiv is not willing to resolve the matter peacefully, Russia will accomplish all the aims of the special military operation by military means,” according to Russian state media TASS.

Overnight from Friday to Saturday, Russia launched 519 drones and 40 missiles at Ukraine, according to the Ukrainian Air Force. Zelensky noted that while Russian officials are engaged in peace talks, ongoing attacks speak for themselves.

U.S. officials are hopeful Sunday’s meeting will be productive after a week of intensive efforts between U.S. and Ukrainian negotiators, though no specific outcome has been cited. Zelensky said he aims to finalize a framework to end the conflict, including detailed security guarantees from the U.S. to prevent further Russian aggression post-war.

Security guarantees similar to NATO’s Article 5 were developed over two days of talks in Berlin with European, Ukrainian, and U.S. officials. They would provide deterrence, deconfliction mechanisms, and monitoring for a future peace deal, outlining consequences for Russia in case of violations.

“This is the most robust set of security protocols they have ever seen. It is a very, very strong package,” a senior U.S. official said, without detailing the commitments. Trump is reportedly prepared to present the U.S.-backed security guarantees to Congress, described as the “platinum standard” for Washington’s support.

Trump believes Moscow can accept the guarantees. Officials also indicated Russia has shown openness to Ukraine joining the European Union as part of a peace agreement.

Unlike previous meetings, no European leaders are expected to attend Sunday’s session. In August, European leaders rushed to the White House to accompany Zelensky after a February Oval Office session with Trump had turned tense.

Speaking to Politico on Friday, Trump said he expects the meeting to “go good,” but cautioned that Zelensky “doesn’t have anything until I approve it.”

Ukraine has been pushing for the meeting since October. European officials view the dynamic between the U.S. and Ukraine as productive, but acknowledge the outcome of any meeting with Trump is unpredictable.

“There is no low-risk scenario with Trump,” a NATO official said.

DPWH leaks: VP Sara isinasangkot sa umano’y P1B insertion

MAYNILA — Dapat umanong isama sa imbestigasyon ng Independent Commission for Infrastructure (ICI) si Vice President Sara Duterte kaugnay ng umano’y P1 bilyong “insertion” sa budget ng Department of Public Works and Highways (DPWH).

Ito ang pahayag ni House Deputy Minority Leader at ACT Teachers Party-list Rep. Antonio Tinio matapos lumabas ang tinaguriang “DPWH leaks,” na naglalaman umano ng mga dokumentong nag-uugnay kay Vice President Duterte, Davao City Rep. Paolo Duterte, dating Presidential Spokesperson Harry Roque, at iba pang matataas na opisyal sa mga alokasyon ng DPWH noong administrasyon ni dating Pangulong Rodrigo Duterte.

Ayon kay Tinio, hindi umano maaaring “magmalinis” ang Bise Presidente sa isyu ng pagsisingit ng pondo sa DPWH budget. Aniya, may mga proyektong umano’y ipinasok si Duterte sa ahensiya noong siya ay alkalde pa ng Davao City na dapat ding panagutan at siyasatin.

“Sa wakas, may lumabas na ring impormasyon mula sa DPWH tungkol sa mga alokasyon at singit sa budget sa panahon ng Duterte administration. Hindi pwedeng magmalinis si Vice President Sara Duterte dahil meron din siyang maraming singit na proyekto sa DPWH bilang dating mayor ng Davao na dapat niyang panagutan at dapat ding imbestigahan,” pahayag ni Tinio.

Batay sa ulat, may 16 line items na tinatayang nagkakahalaga ng P1 bilyon ang mga proyektong hiniling umano ni Vice President Duterte na maisama sa 2020 DPWH budget noong siya ay mayor pa ng Davao City.

Hiwalay pa umano ito sa P51 bilyong alokasyon na sinasabing napunta kay Rep. Paolo Duterte, na ayon kay Tinio ay una nang kinumpirma ng yumaong DPWH Undersecretary Cathy Cabral.

Dagdag pa ng mambabatas, hindi na umano kataka-taka kung malaki ang nakuhang alokasyon ng pamilya Duterte at ilang opisyal ng Malacañang, kabilang si Roque, noong nasa poder ang administrasyon ni dating Pangulong Duterte. Sa panahong ito, aniya, nagsimula ang tinawag niyang “walang kapantay na pandarambong” sa DPWH budget.

“Totoong nagsimula ang walang kapantay na pandarambong sa DPWH budget sa panahong ito kaya dapat lang na saklawin ng imbestigasyon ang mga taong 2016 hanggang 2022 at panagutin din ang mga opisyal sa panahong iyon,” ayon pa kay Tinio.

Ang mga impormasyong ito ay nagmula umano sa “DPWH leaks,” na binubuo ng mga dokumentong naglalaman ng listahan ng mga proponent o sponsor ng mga proyektong isinasama sa budget proposal ng ahensiya.

Nabatid na pawang road projects ang tinutukoy na line items, kung saan 15 ang matatagpuan sa Davao City at isa sa Davao del Sur. Mayroon din umanong 16 line item projects na iniuugnay kay Rep. Paolo Duterte na nagkakahalaga ng P764 milyon, kung saan 14 ang sinasabing naisama sa General Appropriations Act (GAA).

Samantala, dalawang proyekto umano sa apat ang nakapangalan kay Roque, na nagkakahalaga ng tig-P2 milyon bawat isa at matatagpuan sa Ifugao, Batangas, Cavite, at Laguna.

Sa ngayon, wala pang pahayag si Vice President Duterte at si Roque kaugnay ng isyu.
