South Korea defies heat wave as thousands leave World Scout Jamboree early

SEOUL, South Korea. Despite scorching temperatures and health concerns, South Korea is pressing on with the World Scout Jamboree, refusing to heed the world scouting body’s call to cut the event short. As a punishing heat wave sweeps the region, thousands of British and U.S. scouts have begun leaving the coastal campsite early.

Since the jamboree’s commencement on Wednesday in Buan, participants have been grappling with heat-related ailments, making this one of South Korea’s hottest summers in years. However, Prime Minister Han Duck-soo announced during a news conference that the event will continue as planned through August 12. The government is implementing additional safety measures, such as deploying more medical staff, providing air-conditioned vehicles, and erecting structures for shade.

To address sanitation concerns, around 700 additional workers will be dispatched to maintain bathrooms and showers at the campsite. Some participants had complained about the uncleanliness of these facilities. Additionally, authorities plan to organize more cultural activities, allowing scouts to travel to other regions and escape the heat-related problems at the venue.

The jamboree, which takes place on land reclaimed from the sea, hosts approximately 40,000 scouts from 158 countries, mostly teenagers. Critics had expressed worries even before the event about the wisdom of bringing such a large number of young people to a treeless area with little protection from the summer heat.

Prime Minister Han defended the decision to continue, citing “significant improvements” made to address the extreme heat. He emphasized that the country is dedicating national resources to support the event, including government vehicles with cooling systems and shade structures procured from military bases, as well as medical teams from major hospitals.

However, the World Organization of the Scout Movement had previously asked South Korean organizers to consider ending the event early. The organization called for assurances that additional resources would be provided to address the heat-related issues effectively.

In response to the challenging conditions, the U.K. Scout Association decided to withdraw more than 4,000 British scouts and relocate them to hotels. Similarly, hundreds of U.S. scouts were expected to leave the site and move to a U.S. military base near Seoul. An email from the U.S. contingent explained that leaving was necessary due to the extreme weather and its impact on the campsite.

While some scouts and family members expressed disappointment over the decision to leave early, organizers maintain that the event remains safe despite the challenges. Choi Chang-haeng, the secretary-general of the jamboree’s organizing committee, attributed the high number of heat-related patients on the opening day to the energetic K-pop performance that left many teenagers exhausted.

South Korea recently raised its hot weather warning to the highest level for the first time in four years, with temperatures soaring between 35 and 38 degrees Celsius (95 and 100 degrees Fahrenheit). The government reported at least 19 deaths from heat-related illnesses since May 20, adding to concerns about the safety of participants at the jamboree.

Despite the challenges, South Korea remains committed to ensuring the success of the World Scout Jamboree while taking measures to mitigate the impact of the relentless heat wave on the participants.

Trump pleads not guilty to federal charges that he tried to overturn the 2020 election

Trump, now considered an early front-runner in the 2024 Republican presidential primary, maintained a stern demeanor during the court appearance. He entered a plea of “not guilty” and thanked the judge after the arraignment. The next court date is set for August 28, when a tentative trial date will be determined.

China proposes new measures to limit minors to two hours of phone usage daily

Hong Kong. China is taking significant steps to address internet addiction among children and teenagers by introducing new measures that restrict the amount of time they can spend on their phones. The proposal, released by the Cyberspace Administration of China, aims to cultivate “good morality” and “socialist values” among minors while reducing their exposure to “undesirable information.”

The draft proposal, open for public discussion until September 2, mandates that all mobile devices, apps, and app stores include a built-in “minor mode” to limit daily screen time. The restrictions will vary based on age groups, allowing a maximum of two hours of screen time per day.

Under the proposed rules, children and teenagers using devices on minor mode will have online applications automatically close when their respective time limits are reached. They will also be provided with “age-based content.” Additionally, individuals under 18 will not be allowed to access their screens between 10 p.m. and 6 a.m. when using the mode.

The proposed time limits are as follows: children under eight years old can use their phones for only 40 minutes a day, those aged eight to 16 get an hour of screen time, and teenagers between 16 and 18 are allowed a maximum of two hours.

Furthermore, all age groups will receive reminders to take breaks after using their devices for more than 30 minutes.

The draft also calls for mobile internet service providers to create content that promotes “core socialist values” and strengthens a “sense of community of the Chinese nation.”

The proposal allows parents to override time restrictions, and certain educational and emergency services will not be subject to these limitations.

The issue of “internet addiction” has become a major concern in recent years, leading to the rise of dubious and potentially dangerous boot-camp style treatment centers.

The proposal is widely supported by parents who see it as an opportunity to protect their children’s eyesight and manage their screen time. Myopia has become a national health concern in China, with some experts linking it to excessive screen time and lack of exposure to sunlight.

China has one of the world’s largest internet user bases, with approximately 1.07 billion out of 1.4 billion people having access to the web, according to the China Internet Network Information Center. Approximately one in five users are aged 19 or younger.

The effectiveness of the proposed measures may depend on parental buy-in, as children sometimes use their parents’ accounts to access online content.

The implementation of these measures could present challenges for tech companies, which are typically responsible for enforcing regulations. As the news of the proposal broke, the Hong Kong-listed shares of some of China’s top internet firms experienced a sharp decline, though they have since stabilized.

In the past, Chinese regulators have introduced similar measures to limit screen time among minors, and tech companies have complied by providing parental control features.

As the proposal undergoes public discussion, it remains to be seen how it will shape the future of phone usage among minors in China.

Ayon sa imbestigasyon na isinagawa ng tanggapan ni Police Col. Milany Martirez, hepe ng Calamba City Police Station, nalaman na madalas mag away ang mag live-in partner dahil sa pagiging seloso ni Catambay.

Ayon sa pahayag ni Police Staff Sergeant Zidney Manglo, imbestigador sa kaso, bandang ika-2:00 noong Huwebes ng hapon ng magkaroon ng mainit na pagtatalo ang dalawa, na nagresulta sa pagkuha ng kutsilyo ng suspek at sunod-sunod na pagsaksak nito sa biktima.

Positibong itinuro ng Ina ng biktima si Catambay na siyang sumaksak sa kanyang anak na diumano ay humingi pa ng tulong habang binubugbog ito.

Tumakas ang suspek matapos ang krimen ngunit agad ding naaresto ng mga rumespondeng pulis sa isang operasyon sa Barangay Parian sa naturang lungsod.

Nakakulong na ang suspek sa Calamba city jail at nakatakdang humarap sa kaso ng homicide.

Inaasahan na naman ang isa pang big time price increase sa petrolyo na mahigit sa ₱3 na dagdag-presyo sa diesel, ayon sa ulat ng industry sources kahapon.

Ayon sa apat na araw na trading prices, inaasahan na muling tataas ang presyo ng mga produktong petrolyo sa susunod na linggo, sa ikalimang sunod-sunod na linggo ng oil price hike ang gasolina ay tataas ng 13 hanggang 14 sentimo bawat litro, ang diesel ay tataas ng ₱3.38 bawat litro, at ang kerosene ay tataas ng ₱2.40 bawat litro.

Noong Martes, nagsimula na ang malakihang taas-presyo. Ang mga presyo ng diesel ay tumaas na ng ₱3.50 bawat litro, ang gasolina naman ay tumaas ng ₱2.10 bawat litro, at ang kerosene ay tumaas ng ₱3.25 bawat litro.

Cyprus allows human COVID-19 medications to be used against deadly virus mutation in cats

NICOSIA, Cyprus. Cyprus’ veterinarians association on Friday lauded a government decision to allow its stock of human coronavirus medication to be used on cats to fight a local mutation of a feline virus that has killed thousands of animals on the Mediterranean island but can’t be transmitted to people.

The association said in a statement that it had petitioned the government for access to the medication at “reasonable prices” from the beginning of this year, when the mutation that causes lethal Feline Infectious Peritonitis (FIP) began to noticeably crop up in the island’s cat population.

“We want to assure that we will continue to investigate and control the rise in case of FCov-2023,” the association said.

Cyprus Veterinary Services head Hristodoulos Pipis told the state broadcaster Friday that cat owners can receive medication in pill form at 2.5 euros ( $2.74) for each pill at their local veterinarian’s office following a formal examination and diagnosis.

he medication’s brand name is Lagevrio and its active ingredient is Molnupiravir. Veterinarians Association President Nektaria Ioannou Arsenoglou told The Associated Press that humans cannot contract the mutated feline virus, which isn’t related to COVID-19.

Health Ministry senior pharmacist Costas Himonas told the AP that 2,000 packages of the drug will be made available to veterinarians incrementally over the next month. Himonas said there’s no risk that current pharmaceutical stocks will be depleted to the point treatment of any COVID-19 surge in people would be compromised.

Local animal activists had claimed that the mutation had killed as many as 300,000 cats, but Arsenoglou says that’s an exaggeration.

Arsenoglou had said an association survey of 35 veterinary clinics indicated an island-wide total of about 8,000 deaths. Pipis corroborated those findings.

According to Arsenoglou, FIP is nearly always lethal if left untreated, but medication can nurse cats back to health in approximately 85% of cases in both the “wet” and “dry” forms of the illness.

What made FIP treatment difficult was the high price of the medication that activists said put it out of reach of many cat care givers.

Spread through contact with cat feces, the feline coronavirus has been around since 1963. Previous epidemics eventually fizzled out without the use of any medication, Arsenoglou said.

Measures have already been enacted to prevent the export of the mutation through mandatory medical check-ups of all felines destined for adoption abroad.

It’s unclear how many feral cats live in Cyprus, where they are generally beloved and have a long history dating back thousands of years.

POLILIO, Quezon. Nailigtas ng Philippine Coast Guard (PCG) ang 67 pasahero ng lumulubog na bangka habang naglalayag sa karagatan sa  Brgy. Macnit, Polillo, Quezon kahapon.

Umalis ang passenger boat na Jovelle Express 3 ang Patnanungan Port bandang 10 a.m. sa Real, Quezon, ayon sa ulat ng Philippine Coast Guard (PCG).

“Coast Guard Station Northern Quezon reported that adequate life vests were provided to the passengers prior to leaving port with good weather conditions. While underway, said boat incurred damage to its forward part as a hard material accidentally hit the boat causing the motor banca to take in water,” ayon sa ulat ng Coast Guard District Southern Tagalog.

Sakay ng bangka ang 60 pasahero, pitong crew at kargamentong 15 styrofoam boxes ng sari-saring isda.

Bandang 1 p.m. nang makakuha ng mensahe ang Coast Guard Sub Station Patnanungan mula sa isa sa mga pasahero tungkol sa masamang kalagayan ng kanilang bangka.

“The Coast Guard immediately dispatched their Deployable Response Group and departed Patnanungan Port onboard Motor Bianca ‘Leonor Dos’  and established contact with motor banca ‘AdaJay’ which was rendering assistance to Jovelle Express 3 at the incident area. Likewise, Coast Guard Station Northern Quezon directed its sub-station in Polillo to proceed at said barangay to render assistance,” dagdag pa ng Coast Guard District Southern Tagalog.

108 attendees at World Scout Jamboree in South Korea treated for heat-related illnesses

SEOUL, South Korea. The ongoing World Scout Jamboree in South Korea is facing challenges as at least 108 attendees have been treated for heat-related illnesses amid one of the country’s hottest summers in years.

As of Thursday morning, most of those affected have recovered, but two individuals are still receiving treatment at an on-site hospital, according to Choi Chang-haeng, the secretary-general of the Jamboree’s organizing committee.

Despite the heat-related incidents, the committee is determined to proceed with the event. In preparation for any further emergencies, they will be increasing the number of medical staff on-site. However, the committee has not released specific details about the ages and identities of those affected.

The Jamboree’s opening ceremony took place on Wednesday night, gathering more than 40,000 scouts, mostly teenagers, at a campsite located in the southwestern town of Buan, which was built on reclaimed land from the sea. On that day, the temperature soared to 35 degrees Celsius (95 degrees Fahrenheit).

In response to the situation, South Korea’s Minister of the Interior and Safety, Lee Sang-min, held an emergency meeting where he instructed officials to explore all possible measures to protect the participants. Some of the proposed measures include adjusting outdoor activities, providing more emergency vehicles and medical posts, and increasing shade structures and air-conditioned areas. The ultimate goal is to prevent any serious illnesses or fatalities during the event.

Concerns were raised about holding the Jamboree in a vast, treeless area that lacks natural refuge from the heat. However, Choi Chang-haeng argued that similar situations could have occurred even if the event took place elsewhere. He attributed the large number of patients to a K-pop performance during the opening ceremony, which led many teens to exhaust themselves after energetically participating.

South Korea is currently experiencing an intense heatwave, with the hot weather warning raised to the highest “serious” level for the first time in four years.
