Sapat ba ang teknolohiya upang epektibong magturo? Mga aral mula sa PIDS

Sa husay at lalim ng mga pagtalakay na pinangunahan ng mga mananaliksik mula sa Philippine Institute for Development Studies (PIDS) at Innovations for Poverty Action (IPA) noong ika-27 ng Hulyo 2023, hayaan ninyong ibahagi ko rito ang webinar nilang pinamagatang “Transforming Education in the Philippines: Insights and Innovations.”

Mismong si Dr. Aniceto Orbeta Jr., pangulo ng PIDS, ang nagbahagi ng isang pag-aaral hinggil sa tatlong sub-sektor ng edukasyon (basic ed, higher ed, at technical and vocational ed and training), pagtingin sa kalagayan nila, mga hamon at rekomendasyon. Isa pang pag-aaral ang ibinida sa araw na iyon – ang mEducation – na inalam kung gaano kaepektibo ang paggamit ng mobile phone-based instruction sa higit 3,400 kabahayan na may mga batang nasa mga baitang 3 at 4 noong kasagsagan ng pandemiyang COVID-19 na may layong paunlarin ang pagkatuto. Tinalakay ito ni Youth Impact Co-founder Dr. Noam Angrist na isa ring University of Oxford Senior Fellow. (Paumanhin kung may pag-aaral at detalyeng hindi mababanggit dahil sa interes ng espasyo.)

Sa “Building Resilient Education Systems: Cost-effective Mobile Tutoring in the Philippines and Beyond,” sinabi ni Angrist na meron mga epektong katumbas ng isang taong “high quality schooling per USD 100” sa Botswana ang SMS at tawag sa telepono kung saan nakasuporta ang mga magulang sa kanilang mga anak. May mga pangmatagalang implikasyon ang teknolohiya (kahit low-tech) at ang mga magulang para isulong ang edukasyon sa kabila ng pagkakaantala sa mga paaralan. Tinukoy din niya sa pag-aaral ng limang bansa – Botsawana, Kenya, Nepal, India, at Pilipinas – ang ilan sa mga di-mamahaling pero epektibong edtech at “pedagogy interventions.” May pagkatuto pa rin (nasa positibong puntos) sa SMS at tawag, kaysa sa wala, at iyon daw ang mahalaga. Tinatayang nasa USD 12 o Php 650 kada bata ang gastos dito. Kapag walang intervention, mababa ang pagkatuto, ngunit mataas naman ito kung gamit ang programang SMS + Phone Call Tutoring batay sa datos na pinakita ni Angrist na nakadepende sa bahagdan ng mga mag-aaral na sumagot nang tama sa mga operasyong pangmatematika.

Sa mEducation, may mga positibong epekto rin daw katulad ng sa pagsusumikap, sa ambisyon, at sa pagsasaya sa paaralan. Doon sa mga kabahayang hindi naabot ng programa, maraming caregiver (nasa 97%) ang nagsabing interesado silang makatanggap ng mga tutorial mula sa tawag sa telepono. Lahat naman halos ay may mga hawak na telepono, depensa ni Angrist sa dami ng interesado.

Bagamat may bagyo (typhoon “Rai”) noong Disyembre 2021 na gumulo sa pagkatuto sa 2 milyong bata at sumira ng 4,000 silid-aralan, meron namang ConnectEd na nakatulong umano para “may pagkatuto pa rin”, kaysa wala. “ConnectED proved feasible and effective (as) learning increased by 0.23 SD with phone tutoring compared to control in typhoon-affected areas,” banggit ni Angrist sa bandang dulo ng kanyang presentasyon kung saan dinala niya ang mga lumahok sa kontekstong pawang normal lamang na may mga emergency sa edukasyon sa mga datos noong 2002-2022 sa 29 na bansa gaya ng lindol, walang tubig, foot and mouth disease, swine flu, ebola, baha, halalan, smog, polusyon sa hangin, pagputok ng bulkan, at monsoon rains.

Tanong ni Orbeta: “What do enrollment by learning modality and household characteristics tell us?”

Sa kanilang pag-aaral, gumamit sila ng regression analysis upang matantya ang kaugnayan ng merong internet sa bahay at broadband na makapagpapaliwanag umano kung available ba ang internet sa bahay. Sang-ayon pa rin sa datos noong 2020, naglunsad ng face-to-face sa mga lugar na may kaunting panganib; distance learning mapa-print, online, TV, at radyo; blended learning o pinaghalong face-to-face at distance learning; at ang pang-apat, homeschooling sa ilalim ng DepEd Order 12).

Noong 2022-23, mas marami raw ang naka-F2F na mga mag-aaral sa pampublikong paaralan kaysa pribado; mas maraming nasa blended mode kapwa publiko at pribado; bumaba sa single digits ang bahaging online mode sa mga pribadong paaralan; at isa sa sampung pampublikong paaralan ay meron pa ring mga modyul na nakalimbag.

Mas mataas ang bilang ng mga mag-aaral sa pribadong paaralan na nakagagamit ng internet, kaysa sa mga pampublikong paaralan.

Pinahalagahan ni Orbeta ang suporta sa pamamahay. Part of his bullet points: “Quality of home is affected by the availability and the ability of parents to support their children’s education needs (i.e., level of parent’s education); quality is lower among children in more impoverished families.”

Orbeta’s recommendations/insights: “(1) Online mode of learning will not reach most public-school students. Even if made available in public school, most students do not have access to it at home. The desire to build online learning capacity in public schools will not be the most effective intervention at present;

“(2) Primary and exigent concern is to support learning of the most popular mode – printed modules. As the most popular mode of learning, it is critical to support printed modules. Support may include provision of cell phones and cell phone load to improve interaction among teachers, students, and parents.

“(3) Education delivery through TV and radio needs to be improved. Despite high proportion of households owning TV and radio, enrollment data by modality does not show commensurate use of these modes of delivery. Issues that prevent greater use of these broadcast modalities need to be identified and addressed.”

Pinansin niya ang hindi paglikha ng isang Center for Leading Edge Educational Technologies para isulong ang pangarap sa edukasyon – mga abot-kayang teknolohiya. Nagpaulit-ulit ang paghingi ng papeles at datos sa mga gurong dapat sana’y nakapokus lamang sa pagtuturo dahil umano sa hindi rin paglikha ng mga tanggapan/ahensya para sa education statistics, national testing and evaluation (ilan sa mga hindi naisakatuparang rekomendasyon noon).

Missed moments: The wife denied her husband’s deathbed farewell

I had to deal with Romy’s unusual behavior brought by his physical condition aggravated by his desire to see his children ASAP. I tried to convince him to stay but he refused, contending that he already said yes to the kids and as a man of honor, he had to keep his word. His nanny on the other hand was saying one thing to me and another thing to the children, a scheme she carefully used to realize her dream of going abroad at my expense.

That double-face bastard! She even told me that if she was confronted by the kids about their father, she would simply say “hindi n’yo kilala ang Tatay n’yo! Hindi siya tunay na mabait!” But of course it is better said than done. On May 12, 2021, my husband finally left home with his nanny. I was scared and sad we might not see each other anymore considering his health condition.

I had to vent all my frustrations in writing what I considered a “Grand Conspiracy” – something that did not sit well with the kids especially to Ruth who took it as an affront to their family. She said in a post that I was lying “to gain sympathy which is the lowest kind”. I retorted that God knows who was telling the truth and who was peddling lies.

After this exchange, there was complete silence for months. Later, Romy called via zoom and asked for forgiveness for all the faults and indiscretions he might have done to me knowingly and unknowingly. I thought he finally realized the pain and the sleepless nights I went through when he left home for petty reasons.

Even Ronel asked me to forgive his father and narrated to me he had suffered enough for being blind and for being on and off in the ICU for his lingering COPD (Chronic Oppressive Pulmonary Disease). Without vocalizing, I knew deep in my heart that I had already forgiven him.

In January of 2023, Mayor Vic B. Amante and Romy’s bosom friend Boyet Marcelo visited him in Dubai. Pictures were taken and sent to me by the kids. They were in tears as they sung ‘Happy Birthday’ and hugged each other like brothers.

Pareng Boyet narrated to me when he came home that his friend Palasig was weak and from his own personal assessment, he may not last long enough to come back home. According to Boyet, Palasig appeared to have suffered from a stroke because of the manner in which he talked and moved his arms.

Days later, Ronel informed me that his father was again admitted to the ICU and on February 20, 2023, he finally gave his last breath to join his Creator.

I was invited to come to Dubai for the scheduled cremation on February 25 but it’s not practical anymore considering the intricacies of securing travel documents, plane tickets and everything.

Had I been invited when he was still in the ICU, I could at least have held his hands and kissed him for the last time.

On the day of his cremation, all of us at home including our closest friends witnessed the entire trip from the hospital to the crematorium. Thanks to modern technology. While he was being cremated, Pastor Rico Albano was doing a prayer ritual for the dead here at home with Fiscal Ante Gonzales and wife Joy, Irene Albajera, Cristy Villamor and some of my relatives praying with us.

In summer heat, bear spotted in Southern California backyard Jacuzzi

BURBANK, Calif. With the summer heat wave in full swing in Southern California, a backyard pool is a tempting place to take a dip.

Even for a bear.

Police in the city of Burbank responded to a report of a bear sighting in a residential neighborhood and found the animal sitting in a Jacuzzi behind one of the homes.

After a short dip, the bear climbed over a wall and headed to a tree behind the home, police said in a statement Friday.

Police released a video of the animal in the neighborhood, which is about 10 miles (16 kilometers) north of Los Angeles and near the Verdugo Mountains.

The Burbank police have issued warnings for residents to avoid bears and to keep all garbage and food locked up to discourage bears from coming to their residences.

NASA listens for Voyager 2 spacecraft after wrong command cuts contact

CAPE CANAVERAL, Fla. NASA is listening for any peep from Voyager 2 after losing contact with the spacecraft billions of miles away.

Hurtling ever deeper into interstellar space, Voyager 2 has been out of touch ever since flight controllers accidentally sent a wrong command more than a week ago that tilted its antenna away from Earth. The spacecraft’s antenna shifted a mere 2%, but it was enough to cut communications.

Although it’s considered a long shot, NASA said Monday that its huge dish antenna in Canberra, Australia, is on the lookout for any stray signals from Voyager 2, currently more than 12 billion miles (19 billion kilometers) distant. It takes more than 18 hours for a signal to reach Earth from so far away.

In the coming week, the Canberra antenna — part of NASA’s Deep Space Network — also will bombard Voyager 2’s vicinity with the correct command, in hopes it hits its mark, according to NASA’s Jet Propulsion Laboratory, which manages the Voyager missions.

Otherwise, NASA will have to wait until October for an automatic spacecraft reset that should restore communication, according to officials.

Voyager 2 was launched in 1977 to explore the outer planets, just a couple weeks ahead of its identical twin, Voyager 1.

Still in touch with Earth, Voyager 1 is now nearly 15 billion miles (24 billion kilometers) away, making it humanity’s most distant spacecraft.

Si Isita ay may nakabinbin na mga kaso ng murder, direct assault upon agents of person in authority, arson, at paglabag sa Anti-terrorism Act of 2020 sa mga sala ng RTC Branch 46 sa Occidental Mindoro; RTC Branch 83 Tanauan City, Batangas; RTC Branch 87 sa Rosario, Batangas; at RTC Branch 7, Batangas City.

Sinabi ni Maj. Pacis na dapat sana ay aarestuhin si Isita sa bisa ng warrant of arrest ngunit noong makutuban nito na paparating na mga pulis at sundalo ay pinaputukan nito ang raiding team na binubuo ng mga miyembro ng Sariaya Police, RMFB 4A MIG 4, 1st QPMFC. Napilitan namang gumanti ng putok ang mga awtoridad na nagresulta sa pagkamatay ni Isita na idineklarang dead-on-arrival sa Candelaria Doctors Hospital.

Nakuha sa pag-iingat ni Isita ang dalawang high powered rifles at mga bala.

Blue blood from horseshoe crabs is valuable for medicine, but a declining bird needs them for food

PORTLAND, Maine. A primordial sea animal that lives on the tidal mudflats of the East Coast and serves as a linchpin for the production of vital medicines stands to benefit from new protective standards.

But conservationists who have been trying for years to save a declining bird species — the red knot — that depends on horseshoe crabs fear the protections still don’t go far enough.

Drug and medical device makers are dependent on the valuable blue blood of the crabs — helmet-shaped invertebrates that have scuttled in the ocean and tidal pools for more than 400 million years — to test for potentially dangerous impurities. The animals are drained of some of their blood and returned to the environment, but many die from the bleeding.

Recent revisions to guidelines for handling the animals should keep more alive through the process, regulators said. The animals — not really true crabs but rather more closely related to land-dwelling invertebrates such as spiders and scorpions — are declining in some of their East Coast range.

“They were here before the dinosaurs,” said Glenn Gauvry, president of Ecological Research & Development Group, a Delaware-based nonprofit that advocates for horseshoe crab conservation. “And they’re having problems because the new kids on the block, us, haven’t learned to appreciate the elders.”

Pope Francis accelerates reform agenda and lays groundwork for Church’s future at World Youth Day in Portugal

VATICAN CITY, Rome. Pope Francis is embarking on World Youth Day in Lisbon, Portugal, where he is setting the stage for the future of the Catholic Church and his own legacy. With an ambitious reform agenda, the 86-year-old pontiff is making significant changes in personnel and policy, aiming to shake up the church for the 21st century.

This edition of World Youth Day, initiated by St. John Paul II in 1986 to inspire young Catholics, is expected to attract up to 1 million participants as the first post-pandemic event of its kind. Pope Francis will address pressing issues such as social justice concerns, climate change, social inequality, fraternity, and the ongoing conflict in Ukraine.

Looking beyond Portugal, the culmination of Pope Francis’ vision for the church will be realized this October during a significant synod at the Vatican. The synod will address critical matters, including the role of LGBTQ+ Catholics and women in the church. A noteworthy change is that women and young people will be given the right to vote on proposals alongside bishops for the first time.

To execute the vision arising from the synod, Pope Francis has been appointing young bishops to key archdioceses worldwide, ensuring a new generation of leaders aligned with his reforms. Another significant young churchman is Portuguese Cardinal-elect Americo Aguiar, who, at age 49, will become the second-youngest member of the College of Cardinals. He views his appointment as a signal to young people around the world, underscoring the importance of the upcoming World Youth Day in Lisbon.

TANZA, Cavite. Nalambat na ng mga awtoridad ang dalawang sa apat na pinaniniwalaang responsable sa pag-ambush at pagpatay sa isang police asset sa isinagawang follow-up operation sa bayang ito kahapon.

Ayon kay Major Dennis Villanueva, hepe ng Tanza Municipal Police Station, hindi pa ilalabas ang pangalan ng dalawang nadakip na suspek sa pagpatay kay Richard Dela Cruz Reyes, isang dating undercover asset ng Tanza Police dahil sa kasalukuyang isinasagawang operasyon laban sa gunman at may-ari ng getaway motorcycle na ginamit sa krimen.

Tinitingnan ng mga imbestigador ang posibilidad na ang motibo sa pagpatay kay Reyes ay maaaring paghihiganti o dating alitan, dahil police asset din siya ng Naic Police Station.

“We are able to identify all four suspects, even the gunman and owner of the motorcycle, however, we don’t want to thwart or pre-empt the operation against them,” ayon kay Villanueva.

Islamic State claims responsibility for suicide bombing at Pro-Taliban election rally in Pakistan; death toll reaches 54

KHAR, Pakistan. An Afghan branch of Islamic State has claimed responsibility for a suicide bombing that occurred in Pakistan on Sunday, resulting in the death of at least 54 people at a pro-Taliban party’s election rally. The attack, which took place in the northwestern town of Bajur, is considered one of the region’s worst acts of violence in recent years.

Islamic State in Khorasan Province made the claim through a statement posted on its Amaq website. According to the statement, the attacker detonated an explosive vest as part of the group’s ongoing campaign against what it deems as anti-Islamic forms of democracy.

The election rally was organized by the Jamiat Ulema Islam party, and officials have confirmed that the victims include at least five children. Nearly 200 people were wounded in the incident, as approximately 1,000 individuals had gathered in a tent near a market for the political event ahead of the fall elections.

Eyewitnesses reported that people were chanting religious slogans as party leaders arrived when the bomb exploded, causing devastation and panic among the attendees. The injured were swiftly taken to nearby hospitals by ambulances that rushed to the scene.

Initially, the Pakistani police considered the Islamic State in Khorasan Province as a prime suspect. The group, based in Afghanistan’s Nangarhar province, has been at odds with the Afghan Taliban and al-Qaida. However, breakaway factions of the Pakistani Taliban were also investigated as possible suspects, though they distanced themselves from the attack.

The district of Bajur had previously been cleared of militants by the Pakistani military in 2016 after years of conflict with the Pakistani Taliban. Despite this, the Jamiat Ulema Islam party, led by hard-line cleric and politician Fazlur Rehman, has maintained significant political influence.

Mourners in Bajur held funeral processions for the victims, observing local customs as they laid their loved ones to rest. As condolences poured in from across the country, critically injured individuals were airlifted to the provincial capital of Peshawar for treatment.

In response to the attack, Pakistani Prime Minister Shehbaz Sharif reached out to Fazlur Rehman, expressing his condolences and promising punishment for those responsible. The U.S. and Russian embassies in Islamabad also condemned the bombing.

The bombing incident occurred just hours before Chinese Vice Premier He Lifeng arrived in Islamabad to commemorate a decade of the China-Pakistan Economic Corridor, which saw China invest $10 billion in Pakistan over ten years. Despite the attack, Prime Minister Sharif emphasized Pakistan’s commitment to its friendship with China.

Fazlur Rehman, who has been a vocal supporter of Afghanistan’s Taliban government, has survived previous bomb attacks in 2011 and 2014 during his rallies.

The tragic bombing has deepened concerns about security in the region as Pakistan prepares for upcoming elections, which are expected to take place in October or November.

Two supermoons in August mean double the stargazing fun

CAPE CANAVERAL, Fla. The cosmos is offering up a double feature in August: a pair of supermoons culminating in a rare blue moon.

Catch the first show Tuesday evening as the full moon rises in the southeast, appearing slightly brighter and bigger than normal. That’s because it will be closer than usual, just 222,159 miles (357,530 kilometers) away, thus the supermoon label.

The moon will be even closer the night of Aug. 30 — a scant 222,043 miles (357,344 kilometers) distant. Because it’s the second full moon in the same month, it will be what’s called a blue moon.

“Warm summer nights are the ideal time to watch the full moon rise in the eastern sky within minutes of sunset. And it happens twice in August,” said retired NASA astrophysicist Fred Espenak, dubbed Mr. Eclipse for his eclipse-chasing expertise.

The last time two full supermoons graced the sky in the same month was in 2018. It won’t happen again until 2037, according to Italian astronomer Gianluca Masi, founder of the Virtual Telescope Project.

Masi will provide a live webcast of Tuesday evening’s supermoon, as it rises over the Coliseum in Rome.

“My plans are to capture the beauty of this … hopefully bringing the emotion of the show to our viewers,” Masi said in an email.

“The supermoon offers us a great opportunity to look up and discover the sky,” he added.

This year’s first supermoon was in July. The fourth and last will be in September. The two in August will be closer than either of those.

Provided clear skies, binoculars or backyard telescopes can enhance the experience, Espenak said, revealing such features as lunar maria — the dark plains formed by ancient volcanic lava flows — and rays emanating from lunar craters.

According to the Old Farmer’s Almanac, the August full moon is traditionally known as the sturgeon moon. That’s because of the abundance of that fish in the Great Lakes in August, hundreds of years ago.
