Patuloy na hinahagupit ng Bagyong Egay (international name: Doksuri) sa Babuyan Islands habang ito ay naglalakbay patungong hilagang bahagi ng Camiguin Island, ayon sa PAGASA kanina, Miyerkules ng madaling-araw.

Sa kanilang 2 a.m. weather bulletin, ibinabalita ng PAGASA na matatagpuan si Egay sa karagatang baybayin ng Calayan, Cagayan. May taglay itong hangin na umaabot sa 175 kilometro bawat oras malapit sa sentro nito, at may pagbugso ng hangin na umaabot sa 240 kph.

Typhoon ‘Egay’ nears super typhoon category

Bagyong Egay: PAGASA Weather Update July 25, 2023

MANILA, Philippines. Typhoon ‘Egay’ (internationally known as Doksuri) has intensified further and is nearing super typhoon category, as announced by the state weather bureau PAGASA in its 5:00 am bulletin today, Tuesday, July 25, 2023.

At 4:00 am today, the center of Typhoon ‘Egay’s eye was estimated to be approximately 350 km East of Tuguegarao City, Cagayan, based on all available data, including those from the Daet Doppler Weather Radar.

‘Egay’ currently has maximum sustained winds of 175 km/h near the center, with gustiness reaching up to 215 km/h, and a central pressure of 935 hPa. The typhoon is moving in a west-northwestward direction at a speed of 15 km/h.

Strong to typhoon-force winds extend outward up to 680 km from the center.

TRACK AND INTENSITY OUTLOOK

Typhoon ‘Egay’ is forecasted to move northwestward in the next 12 hours before turning generally west-northwestward and crossing the Luzon Strait.

Based on the track forecast, the typhoon is projected to make landfall or pass very close to the Babuyan Islands-northeastern mainland Cagayan area between late evening today and tomorrow afternoon.

A slight northward or southward shift in this segment of the track, but still within the forecast confidence cone, may result in a landfall or close approach over northern mainland Cagayan or Batanes.

After passing the Babuyan Islands, ‘Egay’ will turn northwestward or north-northwestward and pass over the waters south of Taiwan.

It is expected to exit the Philippine Area of Responsibility (PAR) on Thursday morning. Outside the PAR region, ‘Egay’ will cross the Taiwan Strait and make landfall in the vicinity of Fujian, China on Friday morning.

‘Egay’ is expected to continue intensifying and may reach super typhoon category within 12 hours, although the window of intensification for this typhoon is closing. A weakening trend may begin as the typhoon passes over the Babuyan Islands due to the potential onset of an eyewall replacement cycle and interaction with the rugged terrain of Northern Luzon.

Further weakening is expected outside the PAR region due to an increasingly unfavorable environment and the eventual landfall over the landmass of China.

‘Bagyong Egay’ is the fifth tropical cyclone for 2023. It originated from an area of low pressure east of southeastern Luzon and developed into a tropical depression on Friday, July 21.

On average, there are 20 tropical cyclones that could form or enter the PAR each year, with only half projected to make landfall.

Scientist working on merging AI with human brain cells

An Australian intelligence agency is providing funding for research aimed at merging artificial intelligence (AI) with human brain cells. The project has received a $600,000 grant from the Australia National Intelligence and Security Discovery Research Grants Program, with the backing of the defense and the Office of National Intelligence (ONI). The research is being conducted jointly by Monash University and Cortical Labs.

Adeel Razi, the lead researcher on the project and associate professor at Monash University’s Turner Institute for Brain and Mental Health, explained that this new technology could potentially surpass the performance of existing silicon-based hardware. Last year, the research team successfully created a “DishBrain,” a semi-biological computer chip containing around 800,000 human and mouse brain cells that were lab-grown into its electrodes. These neurons were cultivated from human stem cells.

Using this innovative technology, the scientists trained the brain cells to play the classic video game “Pong.” The micro-electrode array at the core of the DishBrain was capable of reading brain cell activity and stimulating them with electrical signals, enabling the brain cells to control the movement of the paddle in the game.

Experts believe that this brain-powered Biological Intelligence Operating System could be the future of AI because it is self-programming, requires less memory, conserves energy, and can continuously learn throughout its lifetime, similar to human brain cells.

The potential implications of this research span across various fields, including planning, robotics, advanced automation, brain-machine interfaces, and drug discovery, providing Australia with a significant strategic advantage. The grant will be used to develop AI machines that can replicate the learning capacity of biological neural networks, potentially making them a viable replacement for traditional in silico computing.

It’s worth noting that Cortical Labs, one of the research partners, received $10 million in funding, including investment from the venture arm of the U.S. Central Intelligence Agency (CIA). The company combines synthetic biology and human neurons to develop what they refer to as “Organoid Intelligence” (OI), a class of AI with promising potential.

As the research progresses, it holds the promise of revolutionizing AI and opening up new possibilities for advanced computing and cognitive capabilities that could have a profound impact across multiple industries. However, ethical and safety considerations will undoubtedly play a significant role in shaping the future of such technology.

Local airlines: Hindi na kinakailangan ang face mask sa mga flight

Inanunsyo ng mga lokal na airline na Philippine Airlines (PAL), Cebu Pacific (CEB), at AirAsia Philippines noong Lunes na hindi na kinakailangan ang pagsusuot ng face mask sa mga flight. Ang advisory ay kasabay ng pahayag ng Malacañang nitong nakaraang weekend na ipinawalang-bisa na ang state of public health emergency dahil sa coronavirus disease 2019 (Covid-19).

“Philippine Airlines welcomes the lifting of the mask mandate and other Covid protocols,” sabi ng PAL sa kanilang pahayag, at idinagdag na ito ay isang malaking palatandaan ng pagbalik sa normal na paglalakbay sa eroplano.

Binanggit din ng flag carrier na patuloy nilang susundin ang mga safety procedure tulad ng pag-disinfect ng mga surface ng eroplano pagkatapos ng bawat flight, gayundin ang paggamit ng HEPA filters at advanced airflow system sa loob ng cabin.

Samantalang, inanunsyo rin ng AirAsia Philippines na hindi na kinakailangan ang face mask sa mga domestic flight, ngunit ang mga health protocols sa mga international destination ay mananatili.

Samantala, sinabi ng CEB na simula sa July 24 ay wala nang kinakailangang face mask mandate sa mga flight nila.

Pinayuhan naman ng airline ang mga pasahero na patuloy na isagawa ang minimum health standards tulad ng pag-di-disinfect, paghuhugas ng kamay, at physical distancing kung kinakailangan.

Hinihimok din nila ang mga pasahero na mag-check-in online para sa contactless na proseso.

With the help of drugmaker Krystal Biotech, the treatment, called Vyjuvek, was adapted for Antonio’s eyes using an inactivated herpes simplex virus to deliver functional copies of the gene responsible for producing collagen 7, which is vital for the health of skin and corneas. The treatment was administered through eyedrops, and within two years, Antonio’s vision showed significant improvement.

The innovative gene therapy, which received “compassionate use” approval from the U.S. Food and Drug Administration, offers hope for many other eye diseases beyond Antonio’s condition. The eyedrops could be tailored to address different genetic causes of eye disorders. Lawmakers and cabinet secretaries laud President Bongbong Marcos’ second SONA as an indicator of economic transformation

President Ferdinand R. Marcos Jr.’s second State of the Nation Address (SONA) has received praise from lawmakers and Cabinet secretaries, who lauded the speech for showcasing the country’s ongoing meaningful economic transformation.

During the SONA, President Marcos presented promising economic figures, which were well-received by the representatives. Quezon Rep. Reynante Arrogancia expressed his approval, calling the data “welcome” and emphasized how it could attract more investments to the country.

“As a person with a background in business, I am keenly aware of the economic transformation underway in our country,” Arrogancia said, appreciating the comprehensive nature of the President’s SONA.

President Marcos highlighted the country’s growth momentum, which reached 7.6 percent in 2022, the highest in 46 years. He further stated that the growth rate for the first quarter of 2023 was 6.4 percent, staying within the target range of 6 to 7 percent for the year.

Acknowledging the efforts to stabilize the prices of critical commodities, President Marcos revealed that inflation was moving in the right direction. In January, inflation stood at 8.7 percent but had eased to 5.4 percent in June, indicating progress in transforming the economy.

Fukushima nuclear plant water release within weeks raises worries about setbacks to businesses

IWAKI, Japan. As beach season kicks off in Japan, offering seafood delights to holidaymakers and prosperity to business owners, Fukushima faces potential troubles ahead. The tsunami-devastated Fukushima Daiichi nuclear power plant is expected to initiate the release of treated radioactive wastewater into the sea within the next few weeks. This contentious plan has sparked fierce protests both within and outside Japan.

Local residents express deep concerns that the water discharge, occurring 12 years after the nuclear disaster, could deal another blow to Fukushima’s image and negatively impact businesses and livelihoods. Yukinaga Suzuki, a 70-year-old innkeeper at Usuiso beach in Iwaki, located about 50 kilometers (30 miles) south of the plant, emphasizes the significance of a healthy ocean for his livelihood. He pleads with officials to postpone the water release until the swimming season ends in mid-August.

Although authorities argue that the potential impact would be limited to rumors, uncertainties remain regarding its effect on the local economy. Many residents feel powerless, as the government’s one-sided crafting of the plan seems inevitable.

The Fukushima Daiichi plant and Tokyo Electric Power Company Holdings (TEPCO), the operator, have grappled with managing the vast amount of contaminated water accumulating since the 2011 nuclear disaster. They have now proposed releasing it into the ocean during the summer. The process involves treating the water and diluting it with more than a hundred times the amount of seawater before releasing it through an undersea tunnel into the Pacific Ocean. However, some residents, like Suzuki, remain skeptical despite the government’s safety awareness campaign. They express uncertainty about the actual safety of the plan and its potential long-term impacts.

The Fukushima region, known for its fisheries community, tourism, and economy, is still in recovery mode. The Japanese government has allocated 80 billion yen ($573 million) to support the struggling fisheries and seafood processing industry and to combat possible reputational damage caused by the water release.

The water release plan has also sparked international concerns. Chinese and South Korean fishing groups worry about the potential damage to their seafood’s reputation and have turned it into a political and diplomatic issue. Hong Kong has pledged to ban the import of aquatic products from Fukushima and other Japanese prefectures if the treated radioactive wastewater is discharged into the sea.

As the release date approaches, the Fukushima community remains divided, with some calling for further precautions and comprehensive cross-checks to gain public trust. The concerns extend beyond the treated water release, with attention being drawn to the ongoing small leaks of radioactivity into the environment from the damaged plant.

In the face of mounting pressures, the Japanese government and TEPCO must navigate public sentiment and ensure transparency to address the concerns of residents, businesses, and international partners. As the planned release draws near, the potential consequences for Fukushima’s recovery and reputation loom large.

DOLE chief: Posibleng job loss sa AI kailangang paghandaan

Ipinahayag ni Labor Secretary Bienvenido Laguesma na mayroong nagbabadyang displacement o pagkawala ng trabaho para sa mga manggagawa sa bansa dahil sa pag-usbong ng artificial intelligence (AI) technology.

Ayon sa Department of Labor and Employment (DOLE), hindi nito maaaring pigilan o ipagbawal ang pag-unlad ng teknolohiya.

“Ang magagawa lang nito ay maghanda para sa mga epekto na idudulot nito sa sektor ng paggawa,” pahayag ni Laguesma.

“Sa bawat pagbabago sa larangan ng paggawa, hindi natin maitatangging may posibilidad ng displacement pero mahalaga na paghandaan ito,” patuloy pa niya.

“Ang mahalaga ay handa tayong matugunan ang pangangailangan ng ating mga manggagawa. Gayundin, dapat tayong maging handa sa mga hakbang na dapat gawin ng mga negosyante upang maiwasan ang malubhang dislokasyon sa ating mga manggagawa,” dagdag niya.

Upang makamit ito, nakikipag-ugnayan na ang DOLE sa mga employer at kumpanya upang malaman kung paano maisasama ang AI sa kanilang mga proseso ng trabaho, at ipaalam ang posibleng epekto sa labor force.

Binanggit din niya na nakatakda ang Technical Education And Skills Development Authority (TESDA) na magtatag ng innovation centers na magbibigay ng skills training para sa mga manggagawa “upang mapanatili ang kanilang kakayahan sa bagong teknolohiya tulad ng AI, nang hindi nakakalimutan ang tradisyunal na mga kasanayan.”

“Sa bawat pagkawala, mayroon ding pagkakataong mas makakamtan. Mayroon ding kapakinabangan sa pag-usbong ng mga teknolohiya dahil kailangan nating maging makabago upang makipagsabayan sa ekonomiya ng bansa,” aniya pa rin.

Nauna dito, sinabi ni McCormick Foundation associate dean para sa digital innovation at propesor ng teknolohiya na si Dr. Mohanbir Sawhney na dapat simulan ng Pilipinas ang pagsasanay sa kanilang workforce “upang makipagsabayan sa pagdating ng AI, habang patuloy na ang nagpapatakbo sa ekonomiya ng bansa ay human service careers.”
